SCL Configurator Software User Guide

1. Introduction

SCL Configurator is used to configure the GOOSE and SMV between IEDs.

In this document all the operation is based on the SCL configrator R3.1.2.

2. Run IEDconfigurator

Run SCL Configurator by clicking the shortcut “SCL Configurator”

3. Configuration procedure for a new project

3.1. Create a new project

Click the “File” on the menu bar and select “new” in the list menu to create a new project.

Fill in the project name for the new project in the pop-up window, click “Save” button to save the new
project.

The SCD file of the new project includes five configuration parts: History, Substation, Communication,
IED and DateTypeTemplates.

History

Record the modification to the SCD file. If someone creates the new project or makes any change in the
SCD file, a new record shall be manually added to the history.

This function helps engineer to review the modification to the SCD file caused by other engineer.

Select history, in the right side window click “New” to add a new record.

Substation:

Set the name for the substation.

Select substation, then in the right side window click “New” to add a new substation and set its name.

Communication

Set the communication parameters.

IED

Add IEDs and configure the IEDs.

DataTypeTemplates

Display the DataType which is used in this SCD file.

In the IED information window, fill in the IED name.

IED name is the instance name of one IED, the IED name of each IED should be unique in system.
Normally the IED name can start with a letter and plus the IED address. For example we can use “P100”
as the IED name for the IED. P means protection, 100 is the address of the IED. In this case the IED
name will not conflict with each other due to the address of IED in system is unique.

In import options, user can choose import from ICD or from IED.

From ICD: If it is the first time that add the IED or without the existing IED adopting the same ICD file in
the project, choose import from ICD file.

From IED: If the ICD file of the new IED is same as one existing IED in the project, in this case no need
to import ICD file again. User can choose import from IED to create a copy of existing IED.

In “Update communication” window, enable “not import communication configuration”. Because we will
configure the communication parameters of the IED later, so here we no need to import communication
configuration.

Click “Next” button the conclusion window will pop up and the brief information of the imported IED will
be listed.

3.3. GOOSE transmitting signal configuration

GOOSE control block control the sending of GOOSE signal. Which signal will be transmitted depends on
the corresponding dataset controlled by goose control block.

Check the member list of Data Set

Select one IED and choose the Data set and logical device, we can check the members of one dataset
of one IED in SCL Configurator. Figure 3.3-1 and Figure 3.3-2

Select the dataset, the members of the dataset will be listed in the below window.

GOOSE control block configuration

The signal will be transmitted or not depends on the GOOSE control block. The GOOSE control block
normally is not configured in an ICD file. If the signal of one IED needs to be transmitted via GOOSE on
network, we should configure the GOOSE control block for this IED according to engineering application.

The next example illustrates how to configure the GOOSE control block for an IED.

Step 1

Select the IED choose the GSE Control (GOOSE control block) and Logical device. The configured
GOOSE control block will be listed. If there is no any required GOOSE control block available. We shall
add the new GOOSE control block for this IED.

Step 2

Click “new” button to add a new GOOSE control block.

Name: GOOSE control block name

Data Set: choose the Data Set which will be controlled by this GOOSE control block. The data in the
chosen Data Set can be transmitted via GOOSE on network.

Config Revision: configuration revision. Use default value

Type: type of GSE control block. Use default value

APP ID: application identification. Use default value

Description: the description of the GOOSE control block

3.4. GOOSE input signal configuration

If the IED needs to receive the signal from other IEDs via GOOSE on network, GOOSE input signal shall
be configured. The signal from other IED is external signal. The internal signal is a kind of signal which
value is determined by an external signal. For example, the circuit breaker position signal of a relay, it is
an internal signal of the relay and its value is determined by circuit breaker position signal from IBC
(intelligent breaker controller).

The purpose of GOOSE input signal configuration is to create the mapping relationship between the
internal signal and external signal. If one IED needs to receive the signal from another IED, we need to

configure the GOOSE input signal for this IED. If one IED doesn’t receive the signal from other IEDs, we
don’t need to configure the GOOSE input signal for this IED.

In the next example illustrates the procedure of GOOSE input signal configuration. There are two IEDs in
this example, one is PCS-902 distance relay and the other is PCS-222 IBC. The distance relay transmits
the tripping and reclosing signal to IBC and the IBC transmits the circuit breaker position to the distance
relay.

Configure the GOOSE input signal for PCS-902

Step 1: configure the “Inputs”

Select the IED then choose the Inputs and logical device. Configure the GOOSE input signal, first we
shall select the “External signal” attribute page then select the external IED. See Figure 3.4-1 GOOSE

Step 2: Configure external signal

Select the external IED and double click it.

Select the G1 access point under the external IED and extract it by double clicking it. Click the G1, there
are three Datasets dsGOOSE0, dsGOOSE1 and dsGOOSE2 under the G1 access point. Click one

dataset the DA (data attribute) of each member will be listed under the dataset.

Select the signal which will be transmitted to the internal IED from the right side window. Right click it and
add it to the left side window. All the selected external signals will be listed in the left side window. See
Figure 3.4-2 GOOSE input signal configuration_2.

The meaning of the DA of each member in dataset

Example: RPIT/Q0XCBR1$ST$Pos$stVal:CB_pos

RPIT: logical device name

Q0XCBR1: instance name of logical node

ST: functional constraint

Pos: Data name

stVal: DA name (data attribute)

CB_pos: description of the data

“/” is used to separate the logical device and logical node

“$” is used to delimit the different level of hierarchy within the MMS named variable

Step 3: Configure the internal signal

Select the internal signal page, the IED will display on the right side window. Select the IED and double
click it to extract it. The access point of the IED will be listed under the IED, click the G1 access point the
internal signal will be listed under the G1 access point. See Figure 3.4-3 GOOSE input signal
configuration_3. If there is no signal or can’t find the expected signal under the list, open the filter and
clear or change the condition, then the signals will be listed under it. See Figure 3.4-4 Open the filter.

Select the corresponding signal from the internal signal and drag the signal to the left side to match the
external signal. The selected external signal and internal signal shall be at the same level. For example
the external signal is DA level the corresponding internal signal must be DA level. Otherwise, the
selected external signal and internal signal will display in grey color to indicate the configuration is not
correct. See Figure 3.4-5 Selected external signal and internal signal

In substation, if the IED shall receive the signal from other IED via GOOSE, the received signal shall be
configured in Inputs.

3.5. Communication configuration

When the input signal of each IED is completed, we shall configure the communication parameters for
GOOSE control block. In communication configuration we shall set the multicast address and AppID for
each GOOSE control block that will transmit signal via GOOSE.

Steps for communication configuration

Step 1:

Select the communication and click new button to add a communication network. See figure 3.5-1 Add
communication network.

Set the name for the new communication network

Select the type of communication network. Here 8-MMS is the type of MMS network, IECGOOSE is the
type of the GOOSE network and SMV is the type of the SMV network.

Step 2

Select the GOOSE network in communication

Select GSE attribute page and drag GOOSE access point from the right side window to the middle
window. See figure 3.5-2 Configure GOOSE network.

Step 3

We shall set the MAC-Address and APPID for the GOOSE control block. See figure 3.5-3 Set the
parameters for GOOSE control block.

MAC-Address: multicast address of the GOOSE control block. It is comprised of 6 octets. the first 4
octets is fixed, only the last two octets can be configured.

APPID: it is a four-bit hex number. It allows a user to assign a system unique identification for the
application.

3.6. Configuration of the communication port for GOOSE

The NET-DSP module is used for GOOSE communication. This module consists of high-performance
DSP (digital signal processor), maximum up to 8 100Mbit/s optical-fibre interface (LC type). It supports
GOOSE and SV by IEC 61850-9-2 protocols. It can receive and send GOOSE messages to intelligent

control device, and receive SV from MU (merging unit).

There are two different types of NET-DSP module, one type is NR1136A, it with 8 100Mbit/s optical-fibre
interface (LC type), the other type is NR1136C, it with 6 100Mbit/s optical-fibre interface (LC type) and 1
IRIG-B interface (ST type). See figure 3.6-1 NET-DSP module.

User could configure the port of NET-DSP module to transmit or receive the GOOSE signal of one
GOOSE control block. For example we can set the tripping signal of GOOSE control block “gocb3” of
PCS-902 transmitted from port 1 of NET-DSP module of PCS-902, and the circuit breaker position signal
of GOOSE control block “gocb1” of PCS-222 breaker intelligent controller received from port 2 of
NET-DSP module of PCS-902.

If the board configuration is not enabled, the color of board configuration icon is grey. See Figure 3.6-2
Board Configuration Function is disabled

Before we start board configuration, we shall enable the board configuration function. Click File in the
menu bar and select Add, in the sub-menu choose board, then board configuration function will be
enabled. Then the color of board configuration icon will change to green.

Click the board configuration icon, and right click in the board explorer window. Select “New board
config…”. See Figure 3.6-4 New board configuration

Then in the pop-up window select the IED. See Figure 3.6-5 Select IED

Select the IED in board explorer window, the detail information of the board and control block will be
listed at the right side window.

The configurable NET-DSP module will be displayed under the boards.

The transmitted and received control blocks will be listed under the control blocks

In GOOSE TX lists all the GOOSE control blocks of the selected IED.

In GOOSE RX lists all the GOOSE control blocks that the selected IED will receive the GOOSE data
transmitted by this GOOSE control block. The GOOSE control block in GOOSE RX does not belong to
the selected IED itself. These GOOSE control blocks belong to the IEDs which will transmitted the data
to selected IED via GOOSE.

Select the NET-DSP module in the fight side window and drag it to the middle window.

Select the GOOSE control block configured in communication under GOOSE TX in the right side window
and drag it to the corresponding GOOSE TX in the middle window. The selected GOOSE control block
will be added to the GOOSE TX in the middle window. See Figure 3.6-7 Select IED

Click the control block in the middle window, in the pop-up window input the optical-fiber port number
which used to transmit or receive the GOOSE data. The number is the optical-fiber port number on
NET-DSP module, the value start from 1. If more than 1 port will be used, use the “,” to separate the
different number. If no number is configured, it means the data will transmit or receive from all the ports.

The GOOSE control block which the port is configured, the port number will displayed behind the
GOOSE control block. See figure 3.6-9 Configured port information.

3.7. Export the cid file and goose.txt file

If all the configurations are completed, click SCL validate icon to validate to SCD file. If there is no any
error, we can save the SCD file and export the cid file and goose.txt file for each IED. See figure 3.7-1
and Figure 3.7-2.

Click the SCL export icon, and select “batch export CID and Uapc-Goose file”. See Figure 3.7-3 SCL
export

In the pop-up window select the directory to save the exported file and select the IED, then click export
button to export the cid file and goose.txt file. See Figure 3.7-4.

In the directory we just selected, there are two new folders. The folder name is the IED name. Open the
folder P100, there are two files, one is the cid file of the IED, the other is the goose.txt file.

The cid file name is device.cid. For all PCS series IED the cid file name is fixed as device.cid.

The goose.txt name is B07_NR1136_goose.txt. B07 is the slot number of NET-DSP module, NR1136 is
module type.

Download the goose.txt file to the NET-DSP module with PCS-EXPLORER.

If the IED will communicate with other IED via MMS, download CID file to the CPU module with
PCS-EXPLORER.

Note:

The cid file should not be downloaded to the NET-DSP module.
