EXECUTIVE ORDER NO. 04

RECONSTITUTING THE BARANGAY DEVELOPMENT COUNCIL (BDC)
WHEREAS, Section 106 (a) of Republic Act 7160 otherwise known as the Local Government
Code of 1991 required that all Local Government Units shall have a comprehensive multi-sectoral
development plan to be initiated by its development council;
WHEREAS, said development council shall assist its corresponding Sanggunian in setting the
direction of economic and social development, and coordinating development efforts within its
territorial jurisdiction;
WHEREAS, there is a need to reconstitute the Barangay Development Council (BDC);
NOW THEREFORE, I, EDMUND R. TAGUBA, Punong Barangay of CARITAN SUR,
Tuguegarao City, Cagayan, by virtue of the powers vested in me by law, do hereby order the
reconstitution of the Barangay Development Council (BDC).
SECTION 1. RECONSTITUTING THE BARANGAY DEVELOPMENT COUNCIL (BDC) – The
Barangay Development Council (BDC), this barangay, is hereby reconstituted as follows:

SECTION 2. FUNCTIONS – The Barangay Development Council (BDC) shall perform the following
functions, to wit:
Mobilize people’s participation in local development efforts;
Prepare barangay development plans based on local requirements;
Monitor and evaluate the implementation of national or local programs and projects; and
Perform such other functions as may be provided by law.
SECTION 3. SCHEDULE OF MEETING – The BDC shall meet at least once every six (6) months, or
as often as may be necessary.
SECTION 4. THE BDC EXECUTIVE COMMITTEE – The Executive Committee of the BDC shall be
composed of the Punong Barangay as Chairman, and a representative of the Sangguniang Barangay
chosen from among the members, and a representative of NGO represented in the council as member.
SECTION 5. THE POWERS AND FUNCTIONS OF THE EXECUTIVE COMMITTEE – The BDC
Executive Committee shall perform the following powers and functions, to wit:
Ensure that decisions of the council are faithfully carried out and implemented;
Act on matters requiring immediate attention or action by the council;
Formulate policies, plans, and programs based on the general principles laid down by the
council; and
Act on any other matter that may be authorized by the council.
SECTION 6. FUNCTIONS OF THE SECRETARIAT – The BDC Secretariat shall perform the
following functions, to wit:
Provide technical support;
Document proceedings
Prepare reports; and
Provide other assistance as may be required.
The secretariat of the BDC shall be headed by the Barangay Secretary who shall be assisted by the
City Planning and Development Coordinator concerned.
SECTION 7. EFFECTIVITY – This order shall take effect immediately.
