1 INTENT OF SPECIFICATION
This specification is intended to cover the design, manufacture, assembly, testing at manufacturer's
works, supply & delivery, properly packed for transport to site of 400 and 33KV PROTECTION
SYSTEM, complete with all materials and accessories for efficient and trouble-free operation in a
manner acceptable to Owner.
In the event of any discrepancy with listed documents, the stipulation of this specification shall
govern. The specification shall be read and construed in conjunction with other sections of bidding
document.
This Specification covers the design, manufacturing, factory tests, delivery to site, and architecture
configuration, field testing, commissioning, warranty, and lifetime support of 400 kV and 33 kV
substation protection systems and equipment.
All systems, sub-systems and components shall be of approved and reliable design.
As far as possible, the highest degree of uniformity and interchangeability shall be attained. The
design shall facilitate ease of maintenance, fault diagnosis and repair of components.
For all protection systems, relay panels shall be supplied either from relay manufacturers or relay
panel manufacturers listed in the approved vendor list. The relay manufacturer shall agree and
approve the scheme designs; and the panels shall be manufactured, engineered and tested under
the guidance of the relay manufacturer.
During the FAT and SAT of relay panels, all relays shall be tested by the respective relay
manufacturer or relay manufacturer’s authorised representative.
Prior to shipment, testing of protection functions including full schemes involving control,
communication, supervision, etc, shall be performed at either the relay manufacturer’s or panel
manufacturer’s test facility as appropriate.
Trips, alarms, events, settings, settings change, measurements and other hardware and software
status conditions shall be available on the protective relay front panel user interface (HMI).
In addition to the local indication, remote indication facilities shall also be provided in the control
room via a communication interface.
All equipment as well as terminal blocks within the cubicles shall be easily accessible. For all
protection systems, cubicles shall be provided, and they shall be placed and co-ordinated suitably in
the respective room(s).
The relays shall be mounted on the inner swing panels. The standard (swing frame) at the front of
the panels shall have a glass window so that the relay alarm LEDs and display unit is always visible.
All relays shall be clearly labelled in relation to their functions and to the equipment to be protected
or supervised. All auxiliary facilities shall be provided as necessary (i.e. for testing, adjustment,
resetting, etc.) even if not explicitly specified hereafter, but deemed necessary to complete the work.
Each item shall be equipped with all necessary auxiliary switches, contactors, and mechanisms for
indication, protection, metering, control, interlocking, supervisory and other services. All auxiliary
switches and mechanisms shall be mounted in approved and accessible positions. They shall be
grouped as far as possible in accordance with their functioning. The switches and other physical
components/devices shall be clearly labelled and indicated identically on the panels and on the
drawings.
Adequate test and isolation facilities shall be provided within the protection scheme(s), to enable
end-user’s personnel to carry out recommended commissioning and maintenance test procedures in
a safe and convenient manner.

4 TECHNICAL REQUIREMENTS
4.1 General
In the event of a fault, protection equipment shall isolate the faulted equipment as fast as possible
with minimal disruption to the healthy system while maintaining selectivity.
The protection design shall ensure dependability and security of operation. To this end, protection
relays must operate correctly and predictably for faults and abnormal system conditions (security)
and must be stable during all system transients caused by switching, external unconnected faults
and other disturbances (dependability).
As far as possible and as a mandatory requirement for main & backup protections, numerical
protection relays and products shall be provided. The hardware devices shall be based on
integrated functionality, a high degree of self-supervision and data exchange via IEC 61850 ethernet
based communication.
Numerical protection relays shall be equipped with facilities to accept secondary analogue outputs of
conventional current and voltage transformers.
Protection equipment shall comply with the requirements of IEC - 60255 or other equivalent
international standard(s) subject to eDFr confirmation.
Protection relays shall in general, be provided with the cyber security features specified in IEEE
1686.
Important functions and features, in addition to the fault measuring capabilities, shall include:
Programmable scheme logic.
Remote communication interface (IEC 61850) for event and alarm information to the Substation
Control and Monitoring System (SCMS).
Remote communication interface for disturbance record collection and reading and modifying
settings from a relay access computer workstation within the substation.
Remote communication interface (IEC 61850) for collection of events, alarm information, settings,
and disturbance records to the remote engineering centres through appropriate gateways.
Local communication interface via LCD-Keyboard and front panel communication port facilities.
Time-tagged status events, alarms, fault, and disturbance records.
Display of measured/processed quantities.
Self-monitoring (Hardware/Software).
Inter-protection (peer to peer) communication.
Real-time fault locating (distance relay).
Receive signals from external electronic transducers, if applicable.
Receive GPS time signal (IRIG-B, SNTP, NTP, PTP).
The protection scheme(s) shall include all hardware and software necessary to permit remote
interrogation and fault evaluation through IEC 61850 from the SCMS (engineering) workstation and
from a relay access computer located within the substation. The relay access computer can also be
used for reading and modifying settings.
If an existing protection on an in-service remote-end circuit terminal is required to be modified for
any reason, e.g. to operate in conjunction with newly installed equipment at the local end, all the
necessary relays, boards, wiring terminals, wiring, etc. needed to ensure satisfactory coordination
and performance shall be supplied.
Protection requirements shall include the necessary modifications to the “remote end” (other station
and/or other switchgear part) of any protected circuit/system. Corresponding drawings shall be
modified, all necessary equipment shall be erected; and commissioning performed in accordance
with the requirements given in the specifications and as agreed with eDFr. Tests shall include
secondary injection, primary injection and on-load tests on those protection systems affected by the
modifications. New as-built drawings for the remote-end circuit terminals showing the design and
engineering changes undertaken shall be provided in both AutoCAD and PDF formats in addition to
supplying a hard copy of drawings as agreed with eDFr.
In addition to all equipment and components, documents and calculations to prove the correct
functioning of the equipment shall be provided. These shall demonstrate that the relay setting
ranges and the operating limits of all new and existing equipment are suitable for the intended
applications. Control and relay circuits, current and voltage transformer secondary circuits, battery
and auxiliary power supply wiring, supervisory, alarm and communication circuits shall be protected
against conductive, electrostatic and electromagnetic influences.
CT and VT circuits shall not be mixed. Each shall be run in a separate multi-core cable carefully
segregated and screened.
The primary CT terminals P1 and P2 correspond to CT secondary terminals S1 and S2/S3/…
respectively, the latter (S2/S3/…) depends on the CT secondary tap selected. The CT secondary
star points (neutral) S2/S3/…, shall be towards the item of plant being protected by the CT. The CT
neutral shall be earthed at the CT secondary terminal box via an isolation bolted link.
The minimum cross section of CT circuits inside the protection cubicle/control cubicle shall not be
less than 2.5 mm2 whereas for the inter panel/field cabling it shall not be less than 4.0 mm 2. CT/VT
field cables shall have the colour code of Red, Yellow, Blue and Black. All CT/VT cables shall be of
multi-stranded cores.
Protection logic diagrams and schematic diagrams of the protection scheme shall be submitted to
eDFr for approval. These diagrams shall include information concerning control and alarm circuits,
secondary circuits of current and voltage transformers, circuit breaker trip coils, DC supplies and
communications circuits.
All diagrams, as well as any other documentation shall be updated whenever modifications are
made. Current transformer requirements shall be determined to ensure correct protection
performance. A comprehensive technical report that includes the required CT burden and knee point
voltage calculations shall be submitted. The report shall assess CT performance under both
transient and steady state fault conditions, taking due account of system X/R ratios, system fault
levels and remnant flux conditions in the CT core.
The bus fault levels shall correspond to the respective switchgear ratings, unless specified
otherwise.
Whether explicitly indicated or not, all necessary elements required to ensure the correct functioning
of the protection system, new or existing, in accordance with the requirements of this Specification
shall be included.
The design life of numeric protection relays shall be at least 25 years. A statement as to how long
support for the protection and associated systems will be available shall be provided.
eDFr shall be informed at least one-year in advance of the manufacturers intention to cease supply
of protective relaying hardware.
A list of spares predicted as being required for the first 5 years of operation and additionally over the
design lifetime of the protection shall be provided. When notified of incorrect operation or failure of
the protection equipment to operate when required to, the Manufacturer or Contractor shall
investigate the incident and inform eDFr of the result of the investigation and any subsequent
modifications required.
All protection/tele-communication cubicles shall be equipped with swing frames. The swing frames
shall be constructed of a rigid steel box section frame and at least triple folded mounting section.
Free access to the terminal blocks at the back of all installed equipment shall be achieved by using
hinges of a sturdy design. A safety catch at the end of the throw shall be installed.
Meters shall not be installed inside of relay cubicles/panels.
CT terminals shall permit through links to be short-circuited and respectively connected or
disconnected to the relays.
All the control cables / cores shall be accommodated in the cable ducts inside the panel, but not on
the wire mesh of the panel.
Fiber optic cables inside control / protection panels shall have a dedicated rigid mechanical
protection cover.
Panel mounted individual relays shall have labels fitted beneath them which clearly indicate the
relay function, and which also refer to the standard nomenclature used by the Contractor in the
relevant station “AS BUILT” drawings.
Relays erected in cubicles shall have each complete relay function-group of elements labelled in a
similar manner to the labels for individual relays.
All secondary copper wiring within cubicles, panels, boards, etc. shall be in accordance with the
relevant IEC standards and shall also be selected to handle the rated distribution voltage (2 kV AC/
1 min. test voltage) and shall consist of stranded copper wires. The bare ends of stranded wires
shall be provided with squeezed sleeves.
Secondary wiring to be performed at Site shall enter the terminal block at one side only. The panel
wiring shall terminate in one or more terminal blocks accommodated at the side.
All wiring shall be properly supported, neatly arranged, readily accessible and securely connected to
terminal blocks in such a manner that wherever practicable, wiring can be easily checked against
diagrams.
Internal terminations of standard conductors shall be made with solderless crimping type tinned.
Copper lugs which shall firmly grip the conductor, or by an equally suitable method. Insulating
sleeves shall be provided over the exposed parts of lugs.
Engraved core identification ferrules marked to correspond with board wiring diagram shall be fitted
at both ends of each wire. Conductors between terminal blocks and apparatus shall be laid in plastic
ducts or covered with plastic bands.
All internal wiring to be connected to the external equipment shall terminate on terminal blocks
consisting of a clamping yoke system, preferably vertically mounted on the side of the cubicle.
The terminal block design shall be such that various types and sizes can be mounted on TS 35 rails
to profile details in DIN 46277/EN. The surface protection of the mounting rail has to be Zink plated
and yellow cremated.
The terminal blocks shall be made of moulded, fire retardant, toxic free, non-hygroscopic
thermoplastic. The terminal block housing shall be a high-quality insulator with a minimum dielectric
strength of 25 kV/mm and a comparative tracking index (CTI) of at least 600.
The moulding design shall ensure that all metal parts are shrouded to meet the requirements of the
IEC Finger Test (finger safe) without the need for additional covers.
The rated current of the terminal blocks shall be according to DIN VDE 0611-1 with reference to the
rated cross-sections. The current bar shall be of a suitable electrical conducting material like
copper/alloy or copper plated with tin lead combination to guarantee the best connection between
the conductor and the current bar. The current bar shall be designed to retain high clamping
pressure.
The rated voltage of the terminal block shall be based on the insulation tests and creepage
distances according to VDE 0110-1.
The following minimum categories of terminals shall be used:
Terminals for power circuits of 10 mm2, 6 mm2 and 2.5 mm2 wire size
Terminals utilised in the secondary circuit of CTs (4mm2 wire size) and VTs and
measuring transducers shall be supplied with a terminal with the following characteristics:
a) sliding link disconnect function.
b) cross connecting disconnecting facilities
c) short circuit facilities for CT and instruments
d) two integrated test sockets for test instruments per terminal, coloured yellow, green &
lilac.
Labels shall be marked in English Language for all instruments, relays, control switches,
pushbuttons, indication lights, breakers, etc. Relays shall be clearly labelled according to their
function in the circuits, and to their related equipment, which shall be identical to the designations as
used in the circuit manuals.
To minimise the effect of electrolysis, relay coils operating on DC shall be connected so that the coils
are not continuously energised from the positive pole of the battery.
Relay indicators must be clearly visible without opening the cubicle doors, i.e., the relays shall be
installed behind suitable glass windows in the openings of relay enclosures or cubicle doors. Each
protection function shall have indicators to enable identification of the faulted phases and zones of
operation.
Each relay indicator, whether of the electrical or mechanical type, shall be capable of being reset by
hand.
The requirement of communication interfaces for command tele-protection signalling channels and
protection data exchange channels to the remote end terminals shall be coordinated with eDFr’s
telecommunication systems for supporting multiplexed operation over diversely routed fibre optic
communication medium. Reference shall be made to the relevant part of the communication
equipment specifications, where appropriate.
Functional elements in numeric relays shall have LED indicators on the relay front panel to enable
identification of their operation, faulted phases, zones, hardware and software status, etc. Protection
relay output contacts shall be co-ordinated with the station requirements, however, if not otherwise
specified, the minimum contact ratings shall be as follows:
Unless otherwise specified, tripping shall always be directly from the relevant protection relay,
reinforced by a contact from the trip relay(s).
Block-close facilities (lockout relays) are specified, these relays shall be arranged to prevent closing
of any associated circuit breakers until the block-close relay has been reset. Local and remote
resetting shall be possible. An operations indicator shall be provided which resets when the block-
close relay is reset.
Protection supply supervision relays are to be provided to detect loss or interruption of supply to
protection schemes so that the operator can clearly differentiate via the available alarms between a
loss of supply due to a blown fuse/tripped MCB and failure of a Protection relay.
Test blocks shall be provided to facilitate tests by secondary injection of all major fault-measuring
relays without disconnecting any wire or permanent connection. The test block shall permit direct
injection of currents and voltages into the individual relays.
The test plug shall isolate the trip contacts of main protection relays on both sides. Injection sockets
shall be arranged so that the current transformer secondary circuits shall not be open circuited when
inserting the test plugs. The trip functions shall be blocked when inserting the test plugs.
Adequate number of plugs for each type of test plug, provided per station, shall be supplied.
The 33kV network shall be considered as consisting of a number of elements, the limits of each
element being its associated circuit breakers.
For the 33 kV network, each element shall be provided with a single high-speed discriminative
protection, capable of detecting all "credible" faults and issuing tripping commands to the associated
circuit breakers within the prescribed time.
High-speed discriminative protection systems shall be engineered as complete schemes, due
account being taken of CT and VT performance. The defined fault clearance time shall take account
of the circuit breaker response and shall include the total time to elimination of the primary fault
current, fault location or fault current characteristic subject only to an upper limit of circuit breaker
specified duty.
Attention shall be paid to the total performance including the behaviour pattern in the presence of
system transients for faults "in zone", faults "out-of-zone", and during the period immediately
following a switching operation irrespective of whether that operation is to eliminate a network short-
circuit or is to energise or to de-energize any part of the network.
The protective equipment shall remain unoperated following the normal and correct discharge
operation of one or more surge arresters.
4.4.1 Inverse Time Overcurrent and Earth Fault Relays
Inverse time overcurrent and earth fault relays shall be of the numeric type and shall have selectable
characteristics, i.e. normal inverse, very inverse and extremely inverse.
The operating time characteristic shall be continuously variable over the minimum range 0.1 to 1.0
times the nominal time at any multiple of current setting.
The current settings shall be adjustable as a percentage of nominal relay rating over setting ranges
which are at least:
- Overcurrent relays: 50 to 250%,
- Earth-fault relays: 10 to 80%.
The actual relay pick-up current shall not exceed 1.3 times the relay setting, and the reset value
shall not be less than 90 per cent of the pick-up current.
All relays shall comply with the accuracy requirements of IEC 60255, the required class index of the
reference limiting error being 5.
4.4.2 High Set Overcurrent, Instantaneous Overcurrent and Earth Fault Protection
High set overcurrent, instantaneous overcurrent and earth fault protection shall be of the high-speed
type and provided with a current independent selectable time delay with a setting range from
instantaneous (no intentional time delay) to 100 secs in steps of 0.01 secs.
High set over current elements shall be of the low transient overreach type, i.e. the magnitudes of
the current with and without the presence of a DC transient at which operation occurs shall be
approximately the same. The value of the system reactance to resistance ratio at which the
performance of the element is claimed should be stated. When applied to the protection of power
transformers, high set overcurrent elements must be capable of being set to remain stable for
maximum through fault currents associated with faults across the remote winding terminals.
4.4.3 Overcurrent and Earth Fault Definite Time Delay Relays
Preference will be given to relay designs in which the current settings for phase-to-phase faults are
the same as those for three phase faults and in which the current settings for single phase to earth
faults are the same irrespective of the phase involved.
The current measuring elements shall be of the low transient overreach type and the value of the
system reactance to resistance ratio at which the transient overreach performance claim is made
shall be stated. Their operating time shall be less than 30 milliseconds at 5 times setting and their
drop off to pick up ratio shall not be less than 90 per cent.
The associated timing relay shall have a timing range (or ranges) adjustable between 0.1 and 10
seconds minimum, the setting adjustment being either continuous or stepped, with a maximum of 20
milliseconds per step. The accuracy of setting shall be at least ± 5 per cent of setting or 20
milliseconds whichever is the greater.

relay current setting.
The equipment shall be stable for all out of zone phase to phase and phase to earth fault currents
up to the short circuit current rating of the switchgear, applied gradually or suddenly and irrespective
of the distribution of current between the individual circuits.
There shall be fully discriminative clearance of busbar faults on any section of busbar without
introducing sequential tripping of coupler or section circuit breakers. All circuit breakers connected to
a faulty busbar shall be tripped simultaneously, whether they feed fault current or not.
Care shall be taken to ensure that maloperation of the protection does not happen as a result of
faults in the associated secondary wiring when the primary circuit is carrying load current.
Continuous or automatic cyclic supervision shall be provided for this purpose. Arrangements shall be
provided to make the zone containing the faulty circuit inoperative. Where the operation of the
supervision device is dependent upon the load current in the primary circuit, operation shall occur at
current of 25 amperes or 10% of the circuit rating whichever is the greater.
The following test and isolation facilities shall be provided on the front of the protection panel:
Short circuiting and isolation of current transformers,
Isolation of individual tripping and inter tripping circuits,
Isolation of tripping and individual zones.
Inter-tripping, where required, shall be affected by means of electrically separate outputs. The inter-
tripping scheme shall be a subject of Client’s approval.
The sensitivity shall be such that definite operation occurs for phase to phase and phase to earth
short circuits during minimum plant conditions, irrespective of the number of circuits in service and
the distribution of load and fault currents. The sensitivity level shall not exceed 30% of the minimum
fault level for all types of faults.
The Contractor shall clearly specify the number of secondary circuits which must be switched, the
duty of the switches and the timing between individual switches; the Contractor shall be responsible
for selecting switches which are adequate for the intended duty.
The busbar protection shall have the following features:
Two (2) independent systems (Discriminating and Check) fed from separate CTs, shall be provided
for each busbar section. The Discriminating system associated with each busbar section is unique,
however the Check system is common to all busbar sections. Each system shall be capable of
detecting all types of faults under all system generation conditions,
Each system shall comprise a single relay connected in parallel across busbar protection CT bus
wiring. The Check system shall be connected in parallel across the busbar protection CT bus wiring
associated with all incomers and feeders, the Discriminating system shall be connected in parallel
across the busbar protection CT bus wiring associated with the bus coupler and bus section and
only with circuits connected to a particular busbar section. Coincident operation of one Check
system relay and one Discriminating system relay shall be arranged to initiate tripping of the
appropriate busbar section,
Shall be provided with a single busbar protection tripping system. Contacts on the appropriate the
Check and Discriminating system relays shall be connected in a series arrangement so that
coincident operation of one Check system and one Discriminating system relay is necessary in order
to initiate tripping of the appropriate busbar,
- For 400kV busbar a single hand reset busbar protection trip relay shall be provided
for each circuit breaker. The busbar protection tripping system may also be used for back tripping
from the circuit breaker failure protection.
4.4.6 Low Impedance Busbar protection
The Low Impedance busbar protection shall operate for both phase to phase, 3 phase and phase to
earth faults. The principle of operation shall preferably be based on low impedance differential
protection. The operating time of the relays shall not exceed 30 msecs at five times the relay current
setting.
The equipment shall be stable for all out of zone phase to phase, 3 phase and phase to earth fault
currents up to the short circuit current rating of the switchgear, applied gradually or suddenly and
irrespective of the distribution of current between the individual circuits.
There shall be fully discriminative clearance of busbar faults on any section of busbar without
introducing sequential tripping of section circuit breakers. All circuit breakers connected to a faulty
busbar shall be tripped simultaneously, whether they feed fault current or not.
Care shall be taken to ensure that maloperation of the protection does not happen as a result of
faults in the associated CT wiring when the primary circuit is carrying load current. Continuous or
automatic cyclic supervision shall be provided for this purpose. It shall be possible to make the zone
containing the faulty circuit inoperative and/or to bring up an alarm. Where the supervision is
dependent upon load current in the primary circuit, operation shall occur at a primary current of 25
amperes or 10 per cent of the circuit rating whichever is the greater.
The following test and isolation facilities shall be provided on the front of the protection panel:
Isolation of individual tripping and inter tripping circuits,
Isolation of individual zones.
Inter tripping, where required, shall be affected by means of electrically separate outputs contacts of
the trip relay. The inter tripping scheme shall be to the approval of the Client.
The sensitivity shall be such that definite operation occurs for phase to phase and phase to earth
short circuits during minimum plant conditions, irrespective of the number of circuits in service and
the distribution of load and fault currents. The sensitivity level shall not exceed 30 per cent of the
minimum fault level for all types of faults.
The busbar protection shall have the following features:
- For 400kV busbar a single hand reset busbar protection trip relay shall be provided for each
circuit breaker.
- The busbar protection tripping system may also be used for back tripping from the circuit
breaker failure protection.
- Signalling lamp for each Zone (i.e. Bus Bar protection operated for each Zone, Busbar
protection fail for each Zone, DC healthy, Busbar protection in/out of service for each
zone...).
- Features of the Low impedance busbar protection relay:
The relay to be low burden,
The relay to be supplied with a numerical display, showing the magnitude and phase of
each current,
The relay to be insensitive to harmonics, and transients on the network,
Parameters and settings shall be able to be changed from the local interface & by
computer access,
The relay should be stable during busbar selector switching operations,
The relay shall have Self-test capability with a watchdog contact.
4.4.7 Individual 400 kV and 33 kV – Protection Schemes
All main protection relays shall be individually provided with a lockable IN/OUT switch. Trip
functions, circuit breaker fail start, sequence of event, SCMS and alarm circuit initiations shall be
blocked when the switch is in the “OUT” position.
Where two groups of relays are used to protect a circuit, the CT/VT circuits and DC supplies shall be
arranged in a redundant manner so that one group may be switched off without affecting the
performance of the other group.
Please refer to the Key Line Diagrams for a better view of required protection systems at each level
together with following explanations:
an accuracy of + 2% of voltage setting and a drop-off ratio > 97%. Operation of the over
voltage relay shall initiate an alarm for stage-1 function. Stage-2 function shall send a trip
signal to de-energize the transformer.
The protection cubicle(s) shall incorporate the total protection functions for each power transformer.
For this purpose, the cubicle(s) shall be provided with all auxiliary relays for alarming and tripping
and shall receive from the transformer local control kiosk/marshalling box the corresponding cabling
and wiring from the thermal/mechanical protections. All alarms and tripping orders shall be suitably
indicated at the front of the power transformer protection cubicle(s).
A tripping interface shall be provided, such that for transformer faults, the operation of any protection
relay shall trip both the primary voltage and secondary voltage circuit breakers simultaneously.
5 TECHNICAL COMPLIANCE
The attached appendix ‘A’ technical compliance check sheet is to be provided as part of the clarified
quotation.

6 TESTING
6.1
General
All relays (including panels) shall be tested in the Manufacturer’s work. Any one or all of the tests
stated in this Specification may be required to be carried out under the presence of eDFr or its
representatives.
Testing of relays and their components shall be performed in line with this specification, and in
accordance with the relevant IEC Standards (as minimum requirement) and other Standards as may
be approved by eDFr.
Acceptance by eDFr’s representative of any relay tests shall not relieve the manufacturer from any
of his performance guarantees or from any other obligations.
eDFr reserves the right to perform checks during the manufacturing process at any time. It shall be
at the discretion of eDFr to witness tests on 100%, or any percentage of each lot for routine tests,
apart from the type tests, wherever called for.
Tests of relays shall comprise factory tests and site tests.
availability, system supervision, performance of communication interfaces with SCMS, events and
disturbance records etc.
Transient tests simulating dc off-sets and harmonics shall be included to verify the protection relay
dynamic behaviour and the effectiveness of the settings adopted when taking into consideration
circuit breaker trip time and communication channel delay time.
After energization, load tests shall be carried out.
Prior to field tests on protection relays, operational settings and parameters for the relays/systems
which consider the substation conditions and power grid requirements shall be submitted to eDFr for
approval.
If applicable, revised setting calculations for the remote end relays shall also be submitted to eDFr
for approval.
All setting recommendations shall be submitted for approval at least 2 months before
commissioning/energization.
Separate schedules for on-site tests shall be submitted for approval at least one month before start
of the tests.
The results of all tests shall be submitted immediately after satisfactory completion of tests in the
form of a computer print-out along with the hand-written test sheets signed by eDFr as witness of
the tests. Site test reports shall illustrate all test details, as well as details of all applied testing
equipment and their calibration validity.
Enough experienced test personnel from the factory shall be provided during the site tests.
The test engineer(s) shall not be withdrawn or changed before the completion of all the testing
activities, unless it is the requirement of eDFr if the test personnel lack adequate test skills,
knowledge-base or technical expertise in the concerned protection systems/equipment.
Where work permits at existing substations are required, sufficient notice shall be given to eDFr to
plan and prepare for the necessary outage (if any) to be arranged.
Overall tests involving more than one contractor's equipment shall be suitably and professionally
coordinated and arranged by the main contractor. The test and commissioning programs shall be
subject to approval by eDFr at site.
If deemed necessary by eDFr, due to some unforeseen technical requirements arising out of
operational contingencies in the network and loading conditions, additional site tests, other than
those mentioned in the approved site test program shall carried out.
