Tournament Rules and Regulations


Selection Tournament for The World Schools Team Chess Championship 2023 organized by
Maldives Chess Association is endorsed by the FIDE, Sports Commissioner & Ministry of Youth,
Sports & Community Empowerment of the Maldives. The championship is classified into 2 main
categories Under 12 Team and Under 18 Team. We take the honor to invite all the Schools of
the Maldives to participate in this tournament.

1. Participation
Under 12
a) Players who shall not have reached the age of 12 before January 1st of the year
in which the competition is held.
Under 18
a) Players who shall not have reached the age of 18 before January 1st of the year
in which the competition is held.

❖ The team can be of mixed boys and girls.


❖ Schools may participate in up to 2 teams per age category.

2. Format
a) The tournament will be held OTB (over the board).
b) The tournament will be played in 2 stages.
a. Stage -1
i. All the teams that will compete will play Swiss 11 rounds.
b. Stage -2
i. Top 4 teams of the Swiss 11 rounds will get selected to stage-2
ii. All teams of Stage -2 will play against each other (round-robin
format).

iii. The top team of each category will be selected as winners.

3. Team Composition
a) A team shall consist of 4 (four) players, 1(one) reserve, and one-playing captain.
b) All the players should have a school ID.
c) All the members of the team must have a FIDE ID.
d) The team captain must ensure his team arrives on time.
e) Team Captain should check whether his team is playing at the correct board and
check the team pairings.
f) Team captains should attend the technical meeting which will be on 23rd June
2023.
g) Each team must submit a roster, prior 30 minutes to Round 1, indicating the fixed
lineup.
h) A team may not deviate from its given roster after sign-up.
i) When reserve players play, they must do so starting on the lowest boards. Any
regular team member may sit out when a reserve player plays; other team
members move up accordingly.

4. Registration
a) Registration will start from 25th May 2023.
b) The registration fee for Selection is FREE.
c) Late Registration is accepted until 20th June 2023 with a late fee of MVR 500 for
the event.

5. Tournament Formats
The pairing for the SWISS and Round Robin.

• The Swiss Manager shall be used as the pairing program. No other paring program
shall be used.
• The first-round pairing shall be done after the conclusion of the Technical
Meeting.
• Time Control: Standard Chess; 45 minutes with 10 seconds increment from Move
• The Team rankings will be determined by:
(a) Match points (2 for a match win, 1 for a match draw, 0 for a match loss)
(b) Olympiad Sonneborn-Berger Tie-break (Chennai)
(c) Game points
(d) Sum of Adjusted Opponents Match points (Chennai)

The individual ranking for each board will be determined by:

• Game points Percentage (forfeit wins and forfeit losses count)


• Number of Games Played (forfeit wins and forfeit losses count)
• Number of Games won (forfeit wins count)
• Buchholz (rounds, where a player is not named to play, are ignored; forfeit wins
and forfeit losses count as if they were played games)
• Higher team ranking (see Article 3.10)

6. Rules
a) FIDE Laws of Chess for Standard Chess applies.
b) This is a zero-tolerance tournament and hence a player not in his/her
designated seat when a round starts, shall lose the game. Official round
times are based on the time shown at the playing venue.
c) The touch-move rule applies.
d) The score sheets are mandatory.
e) A player shall not annoy or distract their opponent in any way. A player
may only talk to their opponent to offer a draw or to declare their intention
to adjust a piece.
f) A player shall not discuss their game with anyone while the game is in
progress.
g) A player shall not leave the playing venue while their game is in progress
without the permission of the arbiter.
h) A player shall not bring an electronic device to the playing area while a
round is in progress.
i) A player shall not be a source of noise in the playing area.
j) Behavior and language that disrupts the sports-conducive environment of
the playing area shall not be tolerated.
k) A player whose game is finished is considered a spectator and shall leave
the playing area as soon as possible.
l) A player shall not do anything that will bring the game of chess into
disrepute.
m) A player shall not be a source of obstruction of the chief arbiter's/arbiter's
duty. The arbiter's duty includes [among others] the following:
Ensuring fair play
Ensuring that a good playing environment is maintained.
Ensuring that the players are not disturbed.
n) Supplementary Rules and Regulations by the Organizer.
o) All officials & players should be smartly attired in the tournament hall.

p) The decision of the Tournament Director and Chief Arbiter with regard to
the running of the tournament is FINAL.

7. SCHEDULE
a) Application open date: 25th May 2023
b) Application Closing Date: 18th June 2023
c) Technical meeting will be held on 24th June 2023
d) Stage -1 Swiss 11 rounds starting from 24th June – 28th June 2023
e) Stage -2 Round Robin Starting from 30th June -1st July 2023.
f) The organizer has the right to play more than 1 round per day.
g) The Organizer shall publish the result of the previous round within 15
minutes of the end of the last game of the previous round.
h) Any protest against the result must be done within 15 minutes of the last
game (given round) ending.
i) The Organizer shall publish the result of the final round within 30 minutes
from the end of the last game of the final round.

8. Awards
a) All schools get the participation certificates.

d) 3rd Place (Second runners-up) Certificate

9. Tournament Venue
The Playing Venue will be Chess Arcade, Sports Complex, Hulhumale

10. Arbiters
The Chief Arbiter of the tournament will be FIDE Arbiter Mr. Mohamed Shamrooh.
Deputy Chief Arbiter for the tournament will be FIDE Arbiter Hassan Nasih.
A required number of Additional arbiters will be assigned.

11. Penalties
Penalties for violations of the above requirements shall be determined by the chief
arbiter/arbiter as per the FIDE Laws of Chess. Arbiters may choose penalties among the
following options:

1. Warning
2. Increase the remaining time of the opponent
3. Reducing the remaining time of the offender
4. Increasing the points scored in the game by the opponent to the maximum
[1 point] for that game.
5. Reducing the points scored in the game by the offender.
6. Declaring the game to be lost for the offender. The arbiter shall also decide
the opponent's score.
7. A fine between MVR 500 and MVR 2000
8. Expulsion from the tournament

In the event a player is dissatisfied with the chief arbiter's/arbiter's decision, he/she
has the right to appeal to the Appeals Committee.

A player may also incur penalties from the Federation/Organizers themselves depending
on the severity of an infringement. These include fines and bans from future
tournaments, events, and activities hosted by the Federation/Organizers.

12. The Appeals Committee


The Appeals Committee comprises five [5] members: the chief arbiter, the chief
organizer, and 3 captains from different teams (since the players are under 18 years
old).

Each club may only have one player on the appeals committee.

Protests shall be filed in writing to the Appeals Committee with a protest fee of MRF
500. This fee is refundable if the protest is justified and upheld.

The decisions of the Appeals Committee are final.

13. Forfeits/withdrawals/expulsions
1. If a team/player fails to attend a round they shall inform the CA before the round
ends. If not they shall be expelled from the tournament.
2. If a team has completed fifty percent [50 %] of their games, their score shall remain
in the tournament table and shall be counted in the final standings. If a team has
not completed fifty percent [50 %] of their games, their score shall not be counted
in the final standings, although their score would remain in the tournament table.

3. Organizer reserves the right to retain up to the whole sum of team registration fee
depending on when the cancellation is made.
4. Teams who pull-out / absent halfway from the tournament without valid reason shall
be submitted to Ethics Committee for investigation.
