1. PURPOSE
This method statement is applicable to define the step by step procedures and to ensure
that the procedures for Soft Landscape works are executed safely and in accordance with
the contract requirements, hazard and safety precautions implemented and all the
Quality Assurance / Quality Control activities are conducted in a systematic manner, work
inspected and documented as project requirements.

The purpose of this method Statement is to describe the methodology involved in the Soft
Landscape works as per the requirement of the project

It is the responsibility of Contractor Project Manager/ Construction Manager/ Engineers


to ensure that the responsible personnel are familiar with the activities. Ensure that
approved method statement, Safety requirements of activity and approved Risk
Assessment are implemented at site.

• Site Engineer – shall be responsible for the work his team is performing and to ensure that
construction is carried out safely to the required job specifications. He shall make sure that
the work is ready for inspection and inform the QC Inspector through relevant request for
inspection.
• Safety Officer – Shall be responsible for ensuring that assembly point in the event of fire and
other emergency shall be briefed to all site personnel.
• shall be responsible ensuring that all excavation permits to excavate have been authorized
and that the excavation works will be undertaken under a current permit to excavate system
to ensure that no damage will caused to underground cables, service apparatus and
substructures.

• Shall be responsible for ensuring all plant and equipment is currently 3rd party certified and
operated by competent personnel and shall ensure that all plant movements are supervised
by competent banks men.
• Shall be responsible for ensuring all lifting equipment and accessories are currently 3rd party
certified and operated by competent personnel and shall ensure that all plant movements are
supervised by competent banks men.
• Shall be responsible for ensuring, there is an emergency procedure in place that is understood
by all personnel undertaking the works and others who may be affected by the works.
• Shall be responsible for ensuring that the excavations are adequately supported where there
is risk of trench collapse and shall ensure that no materials are stacked at the excavation edge.
• Shall be responsible for ensuring that all excavations have suitable and sufficient edge
protection to be in place at all times throughout the works.
• Shall be responsible for inspecting the excavation prior to the commencement of each shift
and particularly after adverse weather.
• Shall be responsible for ensuring that the excavation has suitable and sufficient means of
access/egress for all those connected with the works including the provision of safe access and
egress for the emergency services if needed.
• Shall be responsible for all other matters relating to Health and Safety on site.
7. SAFETY PRECAUTIONS/RISK ASSESSMENT

7.1 TRAINING AND COMPETENCY

7.1.1 SITE INDUCTION


All workers and visitors will receive the project HSE induction prior to entering the
project premises (Site working areas).
7.1.2 TOOL BOX TALKS
Routine tool box talk will be given to all workers. A Pre-task tool box talk will be
conducted by the site supervisors regarding the safe procedure in relation to their

activity. A weekly tool box talk will be conducted by the HSE Officer to all workers
including the site supervisors. A Record will be available in the HSE Project Office.
7.1.3 ENVIRONMENTAL CONTROLS
Dust accumulation will be the hazard might arise during this methodology. Dust
suppression will be implemented by sprinkling of water especially during excavation
works and backfilling. All workers will be provided with goggles and dust mask.
Noise hazard from mechanical operated equipment’s might arise during this
methodology. Ensure the use of PPE for all high noise activity when commencing this
work, regular noise monitoring must be ensured; limit exposure to high noise working
environment as per approved exposure limits

7.1.4 PERSONAL PROTECTIVE EQUIPMENT


All workers will be issued the minimum Project PPE such as safety shoes, reflective
vest, safety helmet, dust mask, goggles, hand glove and cover-all’s for labours.
7.1.5 EXCAVATION AND COLLAPSE
Prior to excavation, warning signs (as per approved detour plan), vehicular/pedestrian
barriers and other necessary precautions will be taken to alert and protect the public
and work force.
Existing Utilities: Hilalco will locate the existing services shown in the utility drawing
by means of manually excavated trial pits and using the cable detector. Additional
measures will be taken to confirm that all the utilities shown in the drawings are
located. Services will be protected from any possible damage either by lowering the
services to a minimum depth of 1.0m. If any cable or utilities crossing the trench the
cable or utilities will be hanged any relocation of existing services will be done in
accordance with the requirements of the Engineer. If any service is damaged, the work
will be stopped and the Engineer will be notified. No repair will be carried out without
the authorization of the Engineer. Any service damage to be dealt with the respective

Authority, repair/rectification will be subject to the authority approval. (For more


details refer to the Method statement for protection of existing utilities)
a) EMERGENCY EVACUATION
Emergency evacuation will be supervised by the site supervisor. Refer to identified
types of emergency with their evacuation procedure in the Project Specific HSE Plan.
b) REPORTING OF ACCIDENTS/INCIDENTS/NEAR MISSES
All incidents will be immediately reported to the immediate supervisor and will be
communicated directly to the HSE Team and Project Manager.
c) OTHER SAFETY MEASURES
• All necessary safe harness, access and egress are clearly monitored for safety.
• Working at height and falling hazard is clearly explained.
• Supervisor shall be present at the location of work always to monitor the work.
• The hazard identification and risk assessment for this work is attached herewith.
• All the safety risk will be assessed and addressed as required corresponding to this
work.
• Risk assessment adhered to and communicated with workers and supervisor before
starting the work.
• Only the staff and workers directly involved with work is permitted in the premises
• Supervision and monitoring should be done properly during the activity
8 DETAILED CONSTRUCTION SEQUENCE (METHODOLOGY)
8.1 GENERAL
8.1.1 All HSE activities related to the project will be based on the Contractor issued HSE
Management System Guidelines.
8.1.2 All Quality Assurance and Quality Control activities will be in line with Contractor
Quality Management System and as required by the Project Specifications.

8.1.3 Risk assessment shall be done to ensure that all the hazards involved in the task are
identified, risks assessed and appropriate control measures are put in place.

approval before the application.

Method for Palms, Trees, Shrubs, Ground Covers and Lawn


Samples of all materials to be used in this contract shall be submitted for approval. The
approved samples shall be the quality standard for the material and its placement.

Excavation

Plants excavation pit sizes shall be in accordance with the approved detailed landscape
drawings. (See Table 1). While the grasses and ground cover beds will be backfilled with
selected excavated material up to levels to receive planting medium over geotextile fabric

or as shown on the approved shop drawing. Surplus excavated materials shall be disposed
off to assigned locations by ENGINEERS/CONSULTANT on-site representative.
As Per Soft Landscaping Specification Section

All excess excavated material shall be removed from site. Do not mix excavated subsoil
with topsoil.

Backfilling

Topsoil mixes shall be a combination of sweet soil, fertilizer and perlite as per
manufacturer recommendation.

For Lawn

a. Lawn (Grass) areas are to be installed using laying rolled or rectangular turf.
b. Before planting lawn areas, the ground must be prepared. Soil must be mixed with
organic manure and fertilizers to enrich the planting medium.
c. The ground levels will be prepared in such a way to avoid any water logging,
excessive surface run-off or soil erosion. Levels will be graded toward drainage
inlets or subsoil drainage lines if available. Always slopes away from the buildings
and structures.
d. We ensure the following before actual planting starts:

1. Prior to beginning planting operations, the irrigation system must be


completely operational ensuring 100%coverage.
2. Bring the water content of the area to be planted to field capacity and
allow water to percolate until standing water disappears.
3. Apply fertilizer quantities and kinds as approved by the Engineer.
4. Cultivate to a depth of 300mm.

5. Level the surface to finished level with suitable tools and machinery. Areas
will be rolled out and raked to true line, free from unsightly variations,
bumps, ridges or depressions. All sticks, stones larger than 100mm
diameter, weeds, debris and other extraneous material shall be removed.

e. Rolled or rectangular Turf. The following shall be noted:

1. Lawn must be healthy looking and not exhibiting any symptoms of


prolonged storage, yellowing or dying.
2. Lawn should be preferably of equal size.
3. Soil mixture shall be well adhered to the root system (not less than 50mm
thickness)
4. Lawn must be free of weeds, pests and diseases
5. Lawn soil mixture shall contain sufficient moisture at the time of delivery
at site.
Transporting of Lawn must be in covered trucks on wooden pellets to avoid any damage
while in transit. Off-loading trucks at site must be done using proper unloading machinery
such as forklifts of slings and supports.
Lawn shall be laid on cultivated soil within 48 hrs. Of stripping. From the point of
unloading Lawn shall be taken to the actual location of their lay by the use of flat-bedded
wheelbarrows thus minimizing potential damage. Careful handling is of prime importance
during laying. The turf will be laid to form a solid mass with tightly butted joints. Strips
shall be staggered to offset joints in adjacent courses.
The turf shall be tamped or rolled to ensure contact with the planting medium. Sweet soil
shall be worked into minor spaces between pieces of turf and excess soil removed.
Immediately after laying, turf shall be hand watered abundantly using water hose so that
water percolates own as quickly as possible to enable root mass to be in contact with the
planting medium. Watering will be continued in this manner for about a week by which
time rooting will have started.
Care should be taken not to over water so as to cause waterlogging. Normal sprinkler
irrigation program shall be commenced once root establishment is ensured.

Placement of planting Soil Mix

A. The planting soil shall be placed in planting areas and compacted using water
saturation the full mix depth. The area shall be leveled to within +/-50mm and
then again thoroughly irrigated with water to eliminate air pockets and settle soil.
The soil shall be evenly moistened to a depth of 300mm. after the irrigation system
has been installed, compact and settle all disturbed areas and fine grade to a
smooth continuous grade.

There shall be no uneven surfaces greater than +/- 15mm. agricultural sweet soil shall
be installed to achieve tolerances specified for finished level of soil, and when
reasonably dry and workable, graded to smooth, flowing contours with all minor
hollows and ridges removed.

Planting shall be spread at levels to accommodate mulch where specified. Final grades
should not deviate more than +/- 25mm from the finish grade specified.

B. After a period of ten days, all germinating weeds shall be removed from the area
and the soil shall be re-leveled to form a smooth continuous grade.

METHODS OF PLANTING PALM/TREES


Samples of all materials to be used in this contract shall be submitted for approval. The
approved samples shall be the quality standard for the material and its placement.

Excavation
Palms/Trees excavation pits shall be in accordance with approved shop drawing details,
dimensions are as shown in the 2 (below). Pits shall be excavated using an excavator to
the required dimensions. Surplus excavated materials shall be disposed off to assigned
locations by CONTRACTOR/CONSUTANT’s on site representative.

Planting of Palms/Trees
Setting out of individual Palm, Tree, locations and planting is an equipment intensive
operation. Palms/Trees shall be planted utilizing a telescopic-handler or a crane
depending on size, location and access. Palms/trees shall be planted straight and/or to
the angle required by the Architect.

Setting out of Palms/trees to be checked and approved by Main Contractor/Consultant


representative on site.

Only approved and acceptable quality Palms/Trees shall be planted and rejects shall be
removed from site, upon the request of the inspector. All planted Palms shall be bur
lapped and sprayed by fungicides and insecticides prior to its delivery to site.

Backfilling

Palm pits shall be backfilled with approved sweet soil and planting medium for trees
procured from the Abu Dhabi Municipality borrow pit over the gravel drainage layer
wrapped by geotextile fabric as soil separator following with root control barrier prior to
planting. At the time of planting, the pit shall be excavated in preparation for the plant
root ball at which time the soil shall be amended with the recommended soil
additives/fertilizers (see

(above). Planting medium will be placed in the areas every 300mm and compacted using
water saturation. The area shall be leveled to within +/- 50mm and then again thoroughly
irrigated with water to eliminate air pockets and settle soil. The Tree shall then be lifted
and placed in pit where the Bloom Landscape planting crew shall add water during
backfilling to aid in soil compaction and rid pit of air pockets in order to achieve maximum
settlement and stability for the Trees.

The Palm/Tree shall be slung using the ‘chocking method’ and lifted mechanically by
either a Telescopic handler or crane. The slinger/signaler shall guide the machine operator
until Tree is in approved pit location.

Adventitious roots on Phoenix dactylifera are to be buried below soil level, or else the
tree would be rejected. Only healthy uniform trunk diameter would be acceptable as basic
selection criteria for Palms/Trees.

Drainage Layer

Gravel drainage layer enclosed with geotextile fabric will be installed in required areas as
per landscape specification and approved drawings.

Root Barrier

1. Root control barriers shall be used to protect adjacent structures and paving areas from
damage and installed to areas indicated on the drawings and as directed by the Engineer.

2. The root barrier shall be purpose made as a root barrier with vertical ribs, be of physical
integrity and impervious to tree roots. The barriers shall be not less than 450mm high
when installed. Any joints shall be sealed to prevent any root penetration in accordance
with the manufacturers ‘specifications.

Staking & Tree Ties

a. When planting areas are ready to receive plants, stakes shall be driven in
tree and large shrub locations. Shrub and groundcover plant rows shall be
marked and coordinate with tree locations.

b. Post planting of Tree shall be supported with two wooden tree stakes and
tree ties as shown in the approved shop drawing details. Stakes shall be
38x38mm section; the length below ground to be one meter minimum and

the length above to be equal to the stem height of the tree, unless
otherwise approved by the consultant. All stakes to be stained dark brown.

c. Stakes for all ornamental trees (such Trees and large shrubs) will be
inspected monthly to prevent girdling of trunks or branches, and to
prevent rubbing that causes bark wounds. Any growth or lean from natural
causes should re straighten. Stakes loosened or broken shall be repaired
or replaced using pressure treated 50mm square stakes, of height specified
to reach first branch with minimum one-third below ground. Similar to tree
stakes ties also be inspected at monthly intervals. Loosen ties when
necessary, to avoid constricting the growth of limbs and the trunk. Where
necessary stakes and supports will be removed only once the plants are
anchored strongly by its own root system until the tree is capable of
standing vertical and able to resist normal summer high winds and winter
storms. At completion of the maintenance contract, the Contractor shall
obtain approval from the Engineer to remove all stakes and ties, excepting
those trees requiring continued support.

d. Tree ties shall be adjustable rubber tree (black color) ties with a minimum
width of 35mm. At least two pairs of ties per tree shall be used but other
ties shall be provided if necessary to keep the stem straight. Ties shall be
fixed to stakes as per manufacturer’s recommendations, all to the approval
of the Consultant/Client.

Precautionary measures when planting trees:

a. Sub soil shall be removed and not mixed with planting medium.
b. Tree containers to be irrigated one day prior to planting
c. Trees to be removed carefully from their containers and care shall be taken
not to damage the roots & foliage.
d. Dead and damaged fronds & branches are to be removed after planting.
Planting shall adhere to the time specified or other time as per MAIN
CONTRACTOR/CONSUTANT’s approval.

Precautionary measures during planting of palms:

a. Shall be irrigated thoroughly prior to uprooting .


b. Prior to transporting all suckers, flowers fruiting parts and approx. 30% of
fronds shall be removed.
c. Growing tip and the roots shall be wrapped in hessian and tied properly.
d. At the time of planting palms shall be irrigated thoroughly to remove air
pockets from the pit.
Temporary Measures on newly planted palms

All palms and trees planted at site shall be maintained by Bloom Landscape until the site
handover certificate is issued by the Client’s Representative or Consultant.

The temporary measures are taken specially for early planting prior to having the
irrigation system operational. These measures are:

a. Daily hand watering of palms at an average rate of 120-150 liters/day. The


water shall be from the approved source assigned by the Client’s
Representative or Consultant to Bloom Landscape LLC to utilize. The source
now being the on-site main line/water tank.
b. Re-wrapping of palm fronds, if falling
c. Re-establishing the palm water retaining basin.
d. Manual fertilization should take place after the tree start showing new
growth development.
e. Weeding of the palm basin of any undesirable vegetation.
f. Spraying fungicides/insecticides if the tree shows any disease symptoms
(curative). As a preventive measure one drenching of 4 liters of diluted
fungicide/palm would be applied once/ 2 weeks.
g. Re-staking the palm if falling or if the tree stakes/Tree ties become loose.
h. Rooting hormone application once a month would be applied. This
application is an additional application to the one administrated at the
Nursery before transferring the palm to the site.
Permanent Measures
The permanent measures to be taken after having the irrigation system operational.
Period of maintenance after planting to be as per contract of project. (01-year
maintenance as per specified in the Contract)

The same maintenance activities performed described as temporary measures shall be


continued with two exceptions. The exception being:

a. Plants should be watered immediately after planting. Make a circular watering


basin slightly larger than the planting hole. During establishment of grass areas
(stolen or sod) sufficient water is applied to maintain healthy growth. Watering

should be twice daily for one week (or until 100% coverage of the grass planted by
stools is achieved. Palms, trees, shrubs and ground covers should be watered
thoroughly immediately after planting. First watering must be with sufficient
amount to saturate the growing medium.
b. Periodic fertilization shall be ideally carried out through the irrigation system and
not manually, thus discharging a fixed/known rate of fertilization. The fertilizers
shall be as per the approved materials submittal.

Environmental Impact

All works will be undertaken in accordance with the Construction Environmental


Management Plan. The main environmental impacts and considerations associated with
environment are as follows:

Pest and Disease Control


Bloom Landscape will maintain proper controls by spraying at such frequencies and in
such amounts as to prevent insect and disease problems. Bloom Landscape will carry out
checks every month to identify any cursive organisms and treatment shall be target
oriented. Palms will be inspected for signs of boreholes in their trunk. If these are present
both stem and head shall be treated twice with insecticide, in mid-May and again in June
as approved by Engineer. Control measures shall be timely addresses to major pests like
Red Palm Weevil, Root Knot Nematodes, Mealy Bugs, Fruit Stalk Borer, Termites etc.
Control measures is subject on a regular monitoring according to pest and disease
problems. Bloom Landscape will get approval of the Engineer before every chemical
application jobs and it shall be done in accordance with Manufacturer’ instructions.
A Preventive pesticide program will be implemented by the Bloom Landscape Supervisor
following the procedure and guidelines. (Full detailed will be in the submittal on
Operational maintenance manual OMM).

On site, mandatory warning signs shall have erected informing all when ear protection is
required to be worn.

Fuel storage and handling

Storage and handling of fuels shall be in accordance with the guidelines set out in the
Construction Environmental Management Plan. All fuel storage vessels will be bonded.

Housekeeping/Protection
Any machinery will be removed or secured when not in use.
• Clean work area as work progress, remove to designated waste disposal area
• Do not use defective tools that could cause accident.
• Access equipment and scaffold will be kept clean to limit any dust etc.
• Use barriers / fencing / securely fastened untreated wood / plywood to prevent
damage.
• Once the works are completed they will be inspected by the
Consultant/Engineers.
