Observations
Occupants load need to be calculated for safe evacuation in case of emergency
Only one staircase onserved in the production plant . In case of emergency one
staircase
1. Illumination at many places found inadequate
2. Illumination survey not done
3. Emergency lighting not sen in the plant
Travel distance seems to be within the range , but one more staircase to be introduced
to evcuation in case of blockage of one staircase in case of fire and smoke
1. No ventillation system found in the area process activities are carried out
2. Hot fumes and hot gases need to be exhausted from the working area
Fire dampers are not available in the air conditioning duct which may contribute to
spread of Fire and smoke in case of Fire emergency through the Ac ducts
1. Underground fire tank is not partitioned
2. Capacity should be minimum 75000 liter
1. 01 Electric pump of 2280 lpm capacity available
2. 01 Diesel Pump of 2280 lpm capacity available
3. 01 Jockey pump of 180 lpm capacity available
4. All the pumps are operational but not in Automatic mode due to leakage in the main
discharge line .
5. Facility for seperate pump for sprinkler line not provisioned
6. Possibility of Foot valve leaking cannot be ignored . Hence servicing of foot valve to
be done
7. Servicing /Oiling greasing not done since commissioning
1. NO ring formation of mail fire line has been done to get the equal partial pressure at
all point
2. Leakage in underground line , resulting in drop of pressure
3. NO wrapping /Quoting done for underground line
4. Painting not done since commissioning/ installation of fire line
1. Air realease valve at the top of the wet riser not observed
2. Hydrant at some of the landing was not witnessed
3. Hose box also not seen at some of the places in the landing area
1. Most of the hydrants at boiler back side are not approachable and not operational
2. Most of the hose boxes and hoses are missing from the location
3. No hydrants witnessed at the back side of STP tanks
4. Isolation valves (Butterfly valves ) were observed to be partially underground and
partially above ground which may in due cource of time difficult or impossible to
operate
5. Wrapping /Quoting was not found on any of the underground piping
Fire extinguishers are not adequately placed at prominent locations . A survey need to
be conducted as per IS:15683/2006 for evaluating the number of extinguishers and
locations
1.3 Kl and 1.5 KL of thermal oil is used for heat transfer . Assuming that the entire oil
floods down on the floor . There is no provision for fire fighting
At some of the places , it was observed that no hose reel units are provided
No manually operated Fire alarm system observed at the entrance of the industry
All the installed smoke detectors are battery operated which may in due cource of time
get discharge and could lead to non operational in case of emergency . Battery
operated smoke detectors are not recommended
1. Sprinkler system are not installed at any of the proteted areas .
2. No separate pump for sprinkler system is provided at pump room
Fire doors are provided at all floors . Rating of fire doors need to be ensured for 2 Hrs
resistance in case of emergency

Recommendations
Occupant load for industrial building shall be calculated at not less than 10 m2 gross floor area /person .
The gross floor area shall include any occupied connecting room or space in the same story where
entrace is common for use by occupants of the assembly place
All building which is 15 mtrs in height or above having area more than 500m2 on each floor shall have a
minimum of two staircase. They shall be of enclosed type, atleast one of them shall be on external walls
of the buildings and shall open directly to the exterior, interior open space or to an open space .
Otherwise alternate staircase shall be subject to the requirement of travel distance.
1. Emergency lighting shall be powered from a source of independent of that supplying the normal
lighting.
2. Escape lighting shall be caable of indicating clearly the escape route .
3. Shall be capabe of providing adequate illumination to allow safe movement of person towards and
through the exist .
4. The emergency lighting shall be provided to be put on within 1sec of failure of normal lighting
5. Illumination survey to b carried out with caliberated lux meter
Exits shall be so located that the travel distane on the floor shall not exceed 30 m for induatrial
building . For sprinklered building , the travel distance may increase by 50% of the travel distance
specified above
Flame proof Mechanical ventillation system to be provided in the area where hot gases /fumes /air tens
to be present in normal operation . Mechanical ventillation system circulate freash air using duct and
fans.
1. Fire Damper shall be located in air conditioned ducts and return air ducts / passages at fire seperation
walls
2. where ducts /passages enter the central vertical shafts
3. where ducts passes through floors .
4. The dampers shall operate automatically and shall automatically switch off the air handling fans.
5. Manual operating facilities shall also be provided
1. Minimum 75000 lit water storage tank shall be made available which shall be exclusively used for Fire
fighting purpose
2. Undergroung tank should be constructed of RCC with top slab having load bearing capacity of 45 T
1. 01 No. Electric , 01 No. Diesel Pump of capacity 2280 lpm @ 70 mtr head and 01 No. Jockey pump of
180 lpm @70 mtr head to be provided .
2. Separate pumps ( 01 Electric) to be provided for sprinkler system
3. Leakage to be arrested from gland packing of Jockey pump.
4. All the pumps to be serviced from reputed vendors
5. Automation to be revived to keep the system independent of manual intervention
6. Pressure switches should be tested for its operability
7. Ball type foot valve to be installed (Preferably NORMAX) for better result
8. Oiling /Greasing of all isolation valves to be done for better and smooth operation
1. All the ring main shall not be less than 150mm
2. Ring should be formed to get the desired pressure
3. Leakage to be arrested to get the desired residual/ static pressure of 7 Kg/ cm2
4. Wraping and Quoting should be done for all underground line
5. All underground lines should be burried 1m below the earth
6. Hume pipes to used for underground pipes for vehicular movement
7. For above ground pipes, ring main should be not less than 300mm from the ground
8. Pipe Supports shall be at a distance not more than 5m
9. All the line to be made above ground with height not less than 300mm
10. Painting of entire line to be done
1. 01 No. Hydrant to be provided on each landing of the staircase.
2. Same to be provided in landing of Fire escape staircase .
3. Landing valve should be installed as per IS: 5290 .
4. Each landing valve should be provided with double door hose box which can accomodate 2 Nos.of
delivery hoses of 15 mtrs each with one branch pipe.
5. Landing valve to be installed 1m above the working platform
1. Yard hydrants should be provided all around the building at a distance of 30 Mtrs each .
2. Misssing hydrants to be newly installed
3. All the yard hydrants should be operational and accessible in case of any emergency
4. All hydrants at boiler back side to be made approachable and operational .
5. Replace the damaged hose box with new one .
6. All the butterfly valve on the ring main to be made easy to operate by raising its hieght to more han
300mm
7. RIng main should not be less than 300mm from the ground
8. Wraping and Quoting should be done for all underground line
All portable Fire fighting equipments installed at various locations should be strictly as per and
confirming to IS: 15683/2006
Fixed foam generating system shall be provided for protection of oil spillage on the floor . Fixed foam
installation can be low, midium or high expansion type , which can cover the fire risk of oil spillage on the
floor
Hose reels should be installed at prominent places such as all the landing of each floor taking direct
connection from hydrant landing inlet pipe
01 No. of manually operated Fire alarm to be facilitated with audible alarm of 500m
1. Battery operated smoke detectors are not recommended
2. Electrically supplied smake detectors should be installed at all the recommended locations
3. Hooters and manual call Points to be installed outside all the protected area / room
4. Smoke detectors to be installed in the passage also
5. Multi zone panel to be installed in the office/reception / security / manned place
As per NBC and IS : 15105,complete building to be sprinklered
Fire doors of 2 Hrs Fire resistant rating should be provided in all the buildings at the entrance of the
staircases of all floors
