Chief manager
Established through a legal structure where compliance with the policies, objectives,
strategies, plans, programs and laws of the entity is regulated, indicated and required, in
addition to exercising guidance, direction of the entity and delegation of powers. It is
made up of the Superior Office.
At this level are located the administrative units whose main functions are to promote and
achieve the interrelation of the tasks and activities carried out by the institution in search
of a common achievement and objective, ensuring that the development of these
activities is carried out in a harmonious, orderly manner. and rational. Likewise, those
administrative units that provide guidance, clarify, advise, propose and recommend
actions to be followed by any administrative unit that make up the agency in order to
achieve the purposes assigned to the institution.
The following offices are located here: Education Coordinating Commission, General
Secretariat, National Directorate of Community Education and Parents, Directorate of
International Cooperation and Protocol Office, National Directorate of Legal Advice,
National Directorate of Information and Public Relations , the Office of Executive
Assistance and the Executive Directorate of Special Programs.
c. Inspection level:
Included in this level are all those administrative units that carry out supervision and
control activities of all acts of management of funds and other public goods at the internal
level of the institution, so that they are carried out correctly.
Here are the offices of: Internal Audit Directorate and the Comptroller's Oversight Office in
the Ministry.
Included in this level are the administrative units of which the organization ensures the
provision and administration of human, material, financial, structural resources and that
also provide the organization with the essential services for the development of activities,
programs and functions entrusted and assigned. to each administrative unit or as a whole.
Also included are the administrative units that carry out activities related to research in
specific areas; design of methodology, norms and standards applicable to the work
processes of the line units (so that they adjust their activities to scientific developments in
the aspects of production and management) and of the support units with due
coordination with the governing bodies of Administrative Systems.
The following administrative units are found at this level: World Bank Program – ME,
Executing Office of the Educational Development Project (PRODE), National Directorate
of Nutrition and School Health, National Directorate of Administration, National Directorate
of Comprehensive Preventive Education, National Directorate of Human Resources,
Educational TV Canal Once and the National Directorate of Engineering and Architecture.
There are also the units that exercise this role in the Ministry of Education: National
Directorate of Finance and Institutional Development, National Directorate of Educational
Planning, National Directorate of Curriculum and Educational Technology, National
Directorate of Copyright, National Directorate of Educational Informatics , National
Directorate of Educational Evaluation, Directorate of Student Affairs, National Directorate
of Training and Vocational Improvement, National Directorate of Educational and
Professional Guidance, National Directorate of Environmental and National Directorate of
Education Psychoeducational Services.
e. Operative Level:
It groups the administrative units that within the institutions make it possible to achieve the
institutional and governmental objectives for the benefit of the community in general, they
are “purpose” units, fundamental in the institution. They are directly responsible to the
Political and Management Level for planning, organizing, directing, coordinating and
controlling the institutional substantive activities aimed at the achievement and success of
the institution's objectives with high quality products and acceptable costs.
The General Directorate and its dependencies are located at this level.
f. Executor level:
It is the broadest and most important level of the institution since it identifies the
administrative units responsible for successfully or unsuccessfully achieving demand
satisfaction. At this level falls the responsibility of preparing and processing the final
product that is presented to the community that the entity serves.
The units that make up this level are the Regional Directorates and Educational Centers,
a vital scenario where teaching-learning takes place.
^ Law No. 84 of July 1, 1941, which establishes the number and name of the Ministers
of State.
^ Law No. 12 of February 7, 1956, which creates the Personnel Directorate in the
Ministry of Education and modifies some articles of Law No. 47 of September 24,
1946.
^ Law No. 82 of November 29, 1963, by which the articles are reformed
1, 2, 3, 4, 5, 8, 10, 13, 16, 17, 18, 25, 26 and 27 of Law 12 of 1956 and a new article
is added to this law, article 14 of Law 23 is modified of 1958 and articles 114, 155,

^ Law No. 46 of November 20, 1979, by which the Educational Reform is repealed and
other measures are taken.

in Formal and Non-Formal Education in all Educational Centers in the country.

This document describes the organization, the regulatory bases, the stratification of
structural levels that operate in the institution according to area of functional
competence, the general objectives and functions of the Ministry of Education and the
administrative units that make up these levels of competence. In addition, the objectives,
functions and powers of those responsible for each of the entities that make up the
Ministry are defined.
This document constitutes the fourth updated version of the Organization and Functions
Manual of the Ministry of Education and its information is conditioned to the stage of
modernization and administrative evaluation that occurs in the organizations. With the
presentation of this manual, we aspire to contribute to achieving higher levels of
efficiency and effectiveness that will result in better service to young students, the object
and subject of the Panamanian Educational System.
COMMISSION

1. EDUCATION COORDINATING COMMITTEE
1 .to. Aim:
- Promote favorable actions that allow the optimal development of educational policies
and, consequently, national education.
- Provide advice to the Ministry of Education regarding the systematic supervision and
evaluation process of pilot projects.
- Advise and participate in the commissions that are established in the Ministry, to
carry out the directed planning that will progressively implement the restructuring of
the Panamanian Educational System, in order to achieve the effectiveness of the
implementation of Law No. 34 of July 6, 1995 and priority attention to improving the
quality of education.
- Sign and make known the minutes, agreements and technical reports of the work
meetings, in joint participation with the Executive Secretariat.
- Participate in activities and technical meetings with other officials of the Ministry of
Education as well as exchange reports and documents with governmental and non-
governmental organizations on educational aspects that contribute to the continuous
improvement of the education sector.
- Provide instructions for the preparation of technical reports that allow information
about the periodic evaluations carried out to measure the quality of Panamanian
education.
- Ensure the discipline, attendance and performance of the personnel under your
charge.
Diagonal
It has diagonal coordination relations with the General Directorate of Education, in
everything related to the planning, supervision and evaluation of the educational system,
with the purpose of achieving its best functioning, integrating the participation of civil
society (public and private sectors). It also maintains a diagonal coordination relationship
with the Directorate of Community Education and Parents, the National Directorate of
Educational Planning, the National Directorate of Legal Advice, as well as with the rest of
the National Directorates and their Departments and the Regional Directorates of
Education.
Extra-institutional
A relationship of communication and extra-institutional coordination is maintained with
some institutions linked to the education sector, among which are: IFARHU, INAC, IPHE,
INAFORP, SENACYT, Ministry of Youth, Women, Children and Family, State and Private
Universities and with the Legislative Assembly.

3 .to. Aim:
• Ensure adequate monitoring of the actions of the Ministry of Education, through the
reception, distribution and processing of the documents received, so that they are
processed quickly and efficiently.
- Ensure that the minute book of university records is maintained in correct order.
- Facilitate certifications on actions of the Ministry, when they are not confidential or
reserved, copies of the documents in its custody and legal orders issued by the
Ministry of Education.
- Facilitate the process for the Public Interpreter License, through the assignment of
Examiners; in order for the corresponding License to be issued.
- Prepare the annual work plan and budget of the General Secretariat.
- Organize the activities of the Ministry of Education, through coordination with different
Directorates; so that the celebration dates of our Institution are highlighted.
- Advise the Minister of the entity on the matters submitted to his consideration, so that
he can make the decisions he deems most appropriate.
- Direct, supervise and coordinate the activities carried out in the General Secretariat.
- Sign by designation of the Minister or Vice Minister those documents related to their
rank within the administration of the Ministry.
- Execute the mechanisms and procedures established for the attention and
channeling of requests and requirements from other departments of the Ministry, the
Legislative Assembly and other Government Entities.
- Present periodic reports that are requested and the activities carried out by the
General Secretariat.
- Provide instructions for the preparation of the annual work plan and budget of the
General Secretariat.
- Ensure the discipline, attendance and punctuality of the personnel who work in the
General Secretariat.
- Take note and prepare the corresponding minutes of the meetings of the Minister with
the management staff and distribute them among the participants.
- Guide the public who come to the central offices, in relation to the actions carried out
by the different administrative units of the Ministry.

It has a diagonal coordination relationship with all the Administrative Units of the Ministry
of Education, due to the nature of its functions.
Extra-institutional:
Maintains extra-institutional coordination relations with the Ministry of Government and
Justice, Universities of the Country, Panamanian Institute of Special Habilitation (IPHE),
Institute for the Training and Use of Human Resources (IFARHU), Social Security Fund,
Comptroller General of the Republic and Ministry of Foreign Affairs.

3.a. Aim:
• Achieve the formulation and execution of public educational policies through changes
in the educational plans and programs of the formal and non-formal system and the
planning and coordination of educational projects with a gender focus, in order to
favor the elimination of discrimination between genders.
- Formulate and propose the development of public educational policies that favor the
full development of women.
- Advise the formulation of educational plans, programs and projects related to women,
carried out at the national level.
- Publish and disseminate articles, reports and other documents that disseminate the
educational situation of girls, boys and women through the media.
- Coordinate with gender liaisons at the regional level, in order to incorporate the
gender approach to the Educational Centers of the Region.
- Coordinate the workshop days with a gender perspective with the Educational
Centers of the “Red Educar en Igualdad”, to raise awareness.
- Promote the achievement of national and international financial resources for the
execution of projects aimed at promoting the advancement of boys, girls and women
at different levels and modalities of the educational system.
- Comply with the disclosure and verification of Law 6 of March 4, 2000, and with the
regulations of Law 4 of January 29, 1999, regarding education.
- Guarantee compliance with the Equal Opportunity Plan for Women (PIOM) and other
plans with a gender focus.
- Stimulate the development of research that informs about the situation of women in
the Educational System.
- Supervise coordination with gender liaisons at the regional level, programs, projects
and activities with a gender focus.
- Manage and promote international and national funds that support the development
of the activities of the Office of Women's Affairs.
- Assign and distribute responsibilities inherent to the work of the Office of Women's
Affairs among the technical and administrative team appointed therein.
Vertical
It has operational links and an upward vertical relationship with the Superior Office on
which it administratively depends.
Horizontal
A horizontal coordination relationship is maintained with the National Directorate of
Community Education and Parents and with the Office of International Cooperation, the
National Directorate of Legal Advice and Information and Public Relations, in relation to
the coordination of the actions that entail to the effective and efficient development of
plans and programs that promote girls, boys and women at the national level.
Diagonal
It has diagonal coordination relationships with the National Directorates of Curriculum
and Educational Technology, with the National Directorate of Improvement and with the
General Directorate of Education and Regional Directorates regarding the incorporation
of the gender approach in Educational Centers.
Extra-institutional
A relationship of coordination and extra-institutional communication is maintained with
the Ministry of Youth, Children, Women and Family, the Office of the First Lady, the
Government Network of Equal Opportunities in Panama and all those who ensure the
incorporation, development and participation of girls and women with a view to the future
with gender equality.

5 .to. Aim:
• Ensure the integration of the educational community, personally with the rest of the
community institutions and civil society, through the development of programs aimed
at parents and guardians, to guide them in their role as educators of their children
and in the creation of mechanisms that develop the sense of belonging of the
infrastructure, so that they assume the conservation and maintenance of school
properties; in order to enhance all possible efforts for the benefit of Panamanian
education.
- Design a guiding model using technical guidelines from the Ministry of Education, in
- Design and launch pilot experiences on the educational community in different parts
of the country.
- Guide parents and guardians through the development and execution of specific
projects.
- Coordinate with the Private Education institutions and their respective Parent
Organizations the changes in tuition costs, as well as everything related to costs and
obtaining school uniforms and supplies, in accordance with Article 78-13 of the Law
47 of 1946, Organic Education, modified by Law 34 of 1995.
- Detect and facilitate institutional support for work programs and actions organized by
Parents.
- Evaluate and monitor the execution of the operational plan of the Administrative Unit.
- Plan, direct, supervise and coordinate all work carried out in the administrative unit.
- Provide instructions for the preparation of the annual work plan and budget of the
Management.
- Authorize the preparation of reports that are requested and the activities carried out
by the unit.
- Coordinate the continuous evaluation of all activities carried out in the office, with a

It coordinates diagonally at the central level with all National Directorates, other
Directorates and Departments, at the provincial level with the Regional Directorates and
at the local level with the Educational Centers, referring to the activities it develops at the
level of the educational community.

INTERNATIONAL
5.a. Aim:
• Address the agreements or conventions that the Ministry of Education makes with
foreign institutions and/or governments through the monitoring and control of efforts
aimed at attracting international cooperation; in order to achieve the development of
educational, scientific, technological and cultural projects and programs that benefit
the country.
- Guide the administrative and teaching bodies of the Ministry of Education in the
planning and development of cooperation policies with foreign organizations,
institutions and governments.
- Direct the National Secretariat of the Central American Educational and Cultural
Coordination (CECC), based on the standards established by the organization.
- Coordinate with the different administrative units of the Ministry of Education the
payment of fees to international organizations.
- Process applications for passports, visas and exemptions from airport fees and air
ticket taxes, for officials of the Ministry of Education who will travel on official
missions.
- Coordinate the direction of the National Secretariat of the Andrés Bello Agreement
and the General Secretariat of the Panamanian Commission for Cooperation with
UNESCO.
- Plan, organize, coordinate and supervise the development of the activities carried out
in the Directorate.
- Advise the Higher Level in the planning, conduct and development of international
relations of the Ministry of Education.
- Analyze, evaluate and process requests for technical advice made by the institution
and its departments.
- Participate in the study and analysis of the scope of bilateral agreements signed by
the Ministry of Education and establish appropriate management procedures.
- Coordinate with international experts and advisors, aspects related to the execution
of short or long-term cooperation and advice.

prior to disbursements agreed upon in the loan contract.

young people, through the development and application of a constructive participatory

- Promote the expansion of the services provided by the Office of Educational Care for
Minors in Especially Difficult Circumstances, through the organization and
establishment of the Centers in Search of a Tomorrow at the national level, with the
participation of duly trained interdisciplinary teams consisting of teachers;
psychologists, social workers and other personnel appointed by the Ministry of
Education, in order to guarantee adequate service to the community.

• Ensure the development of activities aimed at promoting art and culture in support of
the comprehensive education of the student and the population in general, with the
aim of stimulating the creative spirit and special talents of the educational community,
through the cultural selection and interpretation processes.
- Plan the programs, projects and actions for art and culture that will be developed at
the center level.
- Promote the development of art and culture through activities aimed at the general
population.
- Organize competitions of various arts at the national level and publish international
ones.
- Offer the restoration and conservation service of oil and national acrylic works to
contribute to art and culture.
- Supervise and evaluate the courses and workshops that take place during the year.
- Select temporary instructors and teachers who aspire to develop courses and
workshops.
- Guide the formulation of the annual work plan and the preliminary draft income and
expense budget.

• Achieve, with the participation of the various sectors of society in the region,
increasing levels of quality and equity, so that all children and young people in the
school region have equal access, manage to remain and successfully complete their
studies within the education system.
- Plan, direct, organize, guide and execute the educational system of the school region,
in accordance with the Political Constitution, Law 50 of November 1, 2002, the
policies emanating from the Ministry of Education, the particularities of the region and
expectations of the educational and civil community.
- Adequately manage the budgetary resources that are assigned to the school region,
with the obligation to report to the Administrative Unit responsible at the central level
in the Ministry of Education.
- Build and maintain school infrastructure. Provide and repair school furniture and
operating equipment required by School Centers in the region.
- Organize and execute school food, nutrition and health programs, in consultation with
the Regional Educational Community.
- Carry out diagnostic studies and evaluations of the educational reality of the school
region, in coordination with other sectors of the area.
- Prepare and execute, with the collaboration of the Regional Educational Community,
the regional educational development plan, in accordance with national policies and
plans.
- Propose and promote educational changes and innovations in the school region
aimed at improving the equity and quality of education, in coordination with the
Regional Educational Community.
- Identify, program and execute, in coordination with national bodies, the training of
teaching, management and supervisory, technical and administrative personnel in the
region, in accordance with the regional needs and policies established by the Ministry
of Education.
- Carry out monitoring and evaluation of the academic and curricular transformations
that are promoted in the Educational Centers of the region.
- Establish a registry, control and periodic evaluation of the human resources that work
in the region.
- Formulate the annual operations and investment budget project for the school region,
and execute it, taking into consideration the established legal and administrative
regulations, as well as the needs of the school region.
- Apply at the regional level, the control mechanisms of all budgetary and financial
transactions, in strict compliance with the standards and procedures that regulate the
matter.
- Identify the needs for construction, maintenance and repairs of school buildings, as
well as the acquisition, repair and maintenance of furniture and equipment, in
accordance with regional educational demand.
- Develop, adapt and implement new technologies and procedures to improve the
management of the Regional Directorates, in common agreement with the
corresponding administrative bodies.
- Guarantee that teaching and administrative staff who work in indigenous communities
have bilingual training, through careful selection of personnel, so that the
characteristics of said cultures are respected.
- Coordinate with the National Directorates of the Ministry of Education, the design,
implementation and execution of plans, programs and projects in the different areas,
- Any other function aimed at improving the equity, quality and efficiency of the regional
educational system.
- Comply with and enforce current educational policies, rules, provisions and
regulations.
- Manage with institutions and other provincial organizations the support required for
the development of educational activities in the region.
- Prepare the Operational Plan and the preliminary draft Budget of the School Region
and present it to the General Directorate of Education and the National Directorate of
Finance and Institutional Development respectively.
- Propose the number and location of the school circuits and zones into which the
respective school region is subdivided.
- Recommend, based on studies carried out, the creation, merger or closure of official
regular and non-regular education centers.
- Direct and control the performance of the Regional Deputy Directors and Circuit
Coordinators, Regional Supervisors, Center Directors and Educators of the
respective school region.
- Address complaints and claims presented in the educational field and order the
corresponding investigations in accordance with the Law.
- Sign on behalf of the Institution, rental contracts, minor services and assistance
agreements with associations of the educational community for the development of
educational projects.
- Approve and endorse all administrative, financial and personnel actions of the
Regional Directorate.
Vertical:
They have a relationship of upward vertical coordination with the Higher Office from
whom they directly receive instructions, directives and guidance on educational policy.
They have a downward vertical coordination relationship with all the Departments and
administrative units that make up the Regional Directorate, the Circuit Coordinations and
the Educational Centers of the region, to whom they guide and give guidelines for the
development of their activities.
Diagonal:
They have a diagonal coordination relationship with the National Directorates of the
Ministry of Education and other administrative units that they consider necessary, for the
best development of the regional educational process and with other organizations that
consult and support educational management.
Extra-institutional:
They have an extra-institutional coordination relationship with institutions in the
educational sector, other public sector institutions, as well as civil society organizations
linked to education, with the purpose of joining forces for the development of educational
programs and projects.
