PROJECT PROPOSAL ON THE CITY OF BIÑAN’S


SANGGUNIANG KABATAAN CONGRESS 2024
Expanding Horizons, Envisioning Beyond Borders:
The Impact of Sangguniang Kabataan's Initiatives in Nation-Building

Barack Obama, an American politician, and attorney who served as the 44th President of the United
States of America, was quoted saying “Continuous training is essential for leaders to stay relevant and effective
in serving their communities."
Training plays a pivotal role in enhancing the effectiveness and impact of the Sangguniang Kabataan
(SK) in nation-building. Through structured continuing training programs, SK members gain essential
knowledge, skills, and insights into governance, leadership, and community development. These programs
equip them with a deeper understanding of local issues, policies, and procedures, enabling them to make
informed decisions and implement relevant projects that address the needs of their communities. Additionally,
training fosters teamwork, communication, and critical thinking among SK officials, empowering them to
collaborate effectively with stakeholders and maximize resources for sustainable development initiatives.
Investing in continuous training for SK members not only strengthens their individual capacities but also
enhances the overall governance and service delivery within local communities, contributing significantly to the
nation's progress and development.
The Local Government Code of the Philippines, specifically Sections 424 and 425, mandates the
conduct of regular training programs for Sangguniang Kabataan officials. These training programs aim to
enhance their capabilities in governance, leadership, and community development.
Moreover, Republic Act No. 10742, or the Sangguniang Kabataan Reform Act of 2015, emphasizes the
importance of capacity building and training for SK officials to enable them to fulfill their roles effectively and
efficiently.

Apart from the Local Government Code (Republic Act No. 7160) and the Sangguniang Kabataan
Reform Act (Republic Act No. 10742), the Barangay Youth Development Council (BYDC) is also governed by
Republic Act No. 10632. This law emphasizes the importance of capacity-building activities, including training
programs, for youth leaders involved in BYDCs. These training initiatives are crucial for equipping young
leaders with the necessary skills and knowledge to actively participate in community development initiatives,
thereby contributing to nation-building efforts at the grassroots level. These legal provisions highlight the
recognized need for continuous learning and development among SK leaders to support their contributions to
nation-building.
Continuing training for the Sangguniang Kabataan is crucial because it ensures that its members
remain updated with relevant skills, knowledge, and practices necessary for effective governance and
community leadership. It helps them stay informed about current issues, policies, and best practices, enabling
them to make informed decisions and implement impactful programs/projects that address the needs of their
constituents. This ongoing learning also fosters personal and professional growth among youth leaders,
empowering them to contribute meaningfully to nation-building and sustainable development in their
communities.
It is with these reasons that the Panglungsod na Pederasyon ng Sangguniang Kabataan sa Lungsod
ng Biñan shall conduct the SANGGUNIANG KABATAAN CONGRESS 2024 with the theme Expanding
Horizons, Envisioning Beyond Borders: The Impact of Sangguniang Kabataan's Initiatives in Nation-
Building on May 25-26 at La Union.

TRAINING OBJECTIVES:
Setting clear training objectives is foundational to the success of any learning program. These objectives
serve as a roadmap, guiding the design, implementation, and assessment of training activities. By articulating
specific learning outcomes, training objectives ensure that participants understand what is expected of them
and what they can expect to achieve by the end of the training. The Sangguniang Kabataan Congress 2024
aspires to:
• Encourage SK officials to explore innovative approaches in their initiatives, considering diverse
perspectives and unconventional solutions to address community needs;
• Provide tools and strategies to build resilient community programs that can adapt to challenges,
ensure continuity, and achieve long-term sustainability;
• Develop a sense of nationalism by reflecting on their impact in nation building through their
implemented programs, projects, and activities;
• Foster collaboration among Sangguniang Kabataan leaders, government agencies, NGOs, and
community stakeholders to leverage resources and expertise for impactful initiatives; and
• Empower youth leaders with knowledge of their rights, responsibilities, and opportunities for active
civic engagement, fostering a culture of democratic participation and inclusive governance.

TARGET PARTICIPANTS:
The target participants of this continuing training are all Sangguniang Kabataan Chairpersons,
Councilors, Secretaries,and Treasurers of the City of Biñan.The training fee shall cost Php 13, 650.00 per pax.

TRAINING SCHEDULE:
Date : May 24 – 26, 2024
Duration : Three (3) days
Venue : La Union

TRAINING METHODOLOGY:
Training styles refer to the different approaches or methods used to deliver training content and facilitate
learning. Here are the training styles to be adopted:
• Lecture-Based Training
The trainer delivers information through spoken word, often using visual aids such as slides or
handouts. Effective for conveying information, concepts, or theories. May be less interactive but useful
for large groups.
• Hands-On/Experiential Training
Participants learn through active participation, hands-on exercises, simulations, and real-world
scenarios. Ideal for skills development, problem-solving, and applying knowledge in practical situations.
Encourages engagement and critical thinking.
• Interactive Training
Involves active participation, discussions, group activities, role-plays, and games to promote
engagement and collaboration. Fosters collaboration, teamwork, and communication skills. Effective
for enhancing retention and motivation among participants.
• Peer Learning/Group Discussions
Participants engage in discussions, share experiences, and learn from each other's perspectives within
small groups or peer-to-peer interactions. Encourages collaboration, idea sharing, and collective
problem-solving. Enhances social learning and builds a sense of community among participants.

TRAINING ASSESSMENT/EVALUATION:
The participants shall be required to fill out the evaluation and feedback form provided by the
secretariat. The sample Client Satisfaction Measurement (CSM) Survey is listed below:

TRAINING FOLLOW UP PLAN:


Participants are expected to prepare and submit their Accomplishment Report, which should
meticulously detail the significant impact of their undertaken projects and activities, particularly emphasizing
their broader implications at the national level. This report should comprehensively outline the outcomes,
successes, challenges faced, and lessons learned throughout the implementation process.

Moreover, participants are required to devise a comprehensive plan of action aimed at amplifying and
sustaining the positive impact generated by their program initiatives. This plan should include strategic steps,
innovative approaches, and targeted interventions designed to further enhance the program's effectiveness
and reach. The submitted plan should be thorough, realistic, and aligned with the overarching goals of the
program, with a focus on continuous improvement and scalability.

All submissions are to be made to the City Youth Affairs and Development Office (YASDO) within the
specified deadline, ensuring transparency, accountability, and ongoing commitment to driving meaningful
change and progress within the community and beyond.
