Utilizing Technology

Transportation and land-use plans can be made useful for future development by introducing
advanced technology to the plans. These include the us of Geographic Information System (GIS),
Modelling and Simulation Tools, and Decision-Support System.
Geographic Information System (GIS), these are tools used to visualize the inter-relationships
between transportation networks and land-use patterns. For example, the Ministry of
Transportation and Communications locate roads from GIS to grt to know the maximum traffic
per day on a certain area, that will help them to plan on the layout that will satisfy and be
effective of future development. Also, the National Housing Cooperation and other Private
Institutions use the GIS for Urban Planning.
Modelling and Simulation Tools, these are tools used to forecast the future population and
expected areas that will be considered residential and non-residential buildings in several years
to come. The are also used to predict the impact of transportation and land-use decisions on
future development patterns.
Decision-Support System, develop online platforms to facilitate communication, information
sharing, and collaborative planning between institutions and the public. Also involves the
provision of permission and approval for construction at a certain area from respective
institutions.

Improve Communication and Collaboration
The nature of communication between institutions can be improved by Joint Planning Teams,
Shared Data Platforms and Regional Cooperation.
Joint Planning Teams, this will establish permanent teams with representatives who will ensure
coordinated decision making in regards of transportation and land-use planning. This will foster
collaboration between the institutes and agencies at all government levels.
Shared Data Platforms, this will create data platforms for real-time data exchange and analysis
across institutions. Problems and plans that address transport , land use and environmental goals
will be addressed together based on the combined information. This will lead to effective
planning and hinder confusion between institutions’ activities such as in the Ministry of land and
Ministry of Transportation and communication.
Regional Cooperation, this will encourage cooperation between city and regional planning
authorities, for instance to address transportation roads that transcend municipal boundaries.
There should also be regular meetings at regional sections to discuss the plans.
In Dar es Salaam, the Bus Rapid Transit (BRT) project’s success partially relies on
communication between Tanzania Urban and rural planning Authority (URT), the Ministry of
Works, and the Dar es Salaam Computer Bus Transit Agency (DART). Sharing data on current
land use and future development plans allow for a BRT system that integrates with existing and
planned communities.
