REGULATIONS

of the International Chess Festival


“Baku Open - 2024”
dedicated to the
FIDE 100th Anniversary

28th June – 7th July, 2024

I. Objectives

- Celebration of the FIDE 100th Anniversary;


- Popularization and development of chess in Azerbaijan.

II. Organizers

- The Ministry of Youth & Sport of the Republic of Azerbaijan;


- Azerbaijan Chess Federation.

III. Playing venue and date

Festival will be held in Baku Sport Hall ( 26a Neftchilar Ave, Baku ) from June 28th (Arrival) to
Jule 7th (last round and closing ceremony).

Deadline for registration is June 15, 2024.

IV. System and rate of play

The Festival will consist of 2 tournaments (A and B) and be organized in 9-round Swiss system in
accordance with the FIDE Laws of Chess. The rate of play will be 90 minutes for the whole game
with an increment of 30 seconds per move, starting from move one.

The default time is 15 minutes for each round.

VI. Requirements for participation

Tournament A

Open for players with FIDE Elo higher than 2100 (Female players – higher than 1800).

Tournament B

Open for young players with FIDE Elo and born in 2012 and later.

Participation is free of charge for:

- Chess players with international titles GM, WGM, WIM;


- Veterans (60 years +);
- Players with FIDE Elo higher than 2450;
- Players born in 2012 and later.

VII. Accommodation

First ten registered players with FIDE Elo higher than 2650 (on June 1, 2024) and women with
FIDE Elo higher than 2450 (on June 1, 2024) will be provided with full board accommodation.

Note: Prices are shown in AZN, VAT (18%) and Municipal tax (1.30 AZN) are not included.

VIII. Ranking and tie-break criteria

In cases if two or more players score the same number of points – the following criteria shall be
decisive for the tie-break:
Tournament A

• Results of direct encounters between the tied players (If all the tied players have met each other)
• Average Rating of Opponents
• The greater number of wins (forfeit will be counted as a win)
• Buchholz

Tournament B

• Results of direct encounters between the tied players (If all the tied players have met each other)
• The greater number of wins (forfeit will be counted as a win)
• Buchholz
• Buchholz Cut 1

IX. Prizes

The total prize fund of the Tournament is 50000 (fifty thousands) USD.
The prize fund will be provided by Azerbaijan Chess Federation.
The amount is net and cleared of any taxes applicable in the Republic of Azerbaijan.
The money prizes shall be allocated as follows (in USD):

Main Prizes and Special Prizes will be awarded based on tie-break and will not be shared. A player
may not receive more than one prize. In case where a participant qualifies for different awards, the
prize with the higher monetary value will be awarded and any other prize will be given to the next
ranked player.

Azerbaijan Chess Federation will send prizes to the winners by bank transfers after the tournament.

Tournament B

The best three players are awarded with appropriate diplomas and memorable gifts. The winner of
the tournament is presented with a competition trophy.

X. Appeal

Protests against the decisions of the Chief Arbiter may be lodged before the Appeals Committee.
The selection and appointment of the members of the Appeals Committee are made by the
Organizing Committee.

The protests shall only be lodged in the written form within 1 hour of the end of the playing session
and shall be accompanied with the proof of the appeal fee (200 AZN) payment.

XI. Media

Only accredited media representatives are allowed to take photos during the Festival.
Flash photography is possible only during the first 10 (ten) minutes after the start of the round.

Non-eligibale countries should contact Azerbaijan Embassy in the respective country.
In case of need the Organizing Committee provides assistance in obtaining an entry visa.

XIII. Additional Rules

All players are expected to adhere to the dress code (business casual, elegant casual or smart casual
dress code, shorts and slippers are not allowed) at all times during the event.
Players who have finished their games shall be considered as spectators and are not allowed to
stay in the playing area.
Players are asked not to bring mobile phones or any other electronic devices (even switched off)
into the playing hall. Bringing any device to the playing hall will result in forfeit.
Fair Play measures will be taken according to the FIDE Anti-Cheating Regulations.
Pictures may be only taken with flash during the first 10 minutes of the rounds. After that, only
Media representatives holding an accreditation are allowed to film or photograph in the playing
hall.
