1. Definitions:
The following terms and definitions, wherever mentioned in this appendix, have the
meanings shown before each of them, unless the context requires otherwise:
a. Recording Quality: The quality of video shooting and recording in recording devices.
b. Display quality: The quality of display on screens.
c. Range of Camera vision: Is the scene captured by the camera and is displayed on the
display screen.
d. Plate number vision: Recognizing vehicle plate’s numbers and letters and
distinguishing all of its various sizes and types.
e. Identification vision: Showing the facial details, which must be sufficient to
determine the identity of the person to be identified.
f. Recognition vision: Distinguishing a person from another known person.
g. Detection: Detecting moving objects and identifying the identity of the object.
2. Terms and Security Requirements for Installing Surveillance Systems
2.1 Classification of Camera Installation Locations
The security requirements for installing a surveillance camera system are classified
according to the importance of the installation locations according to the classification
mentioned in the “Regulation for the Deployment of Surveillance Cameras,” or as the
competent authority deems it, taking into account what is stated in (Chapter Three -
Privacy).

2.3 Cameras Installation Mechanism


The mechanism for installing cameras varies according to the use cases and the installation
locations, as shown in the following table:

The installation mechanism can be divided according to the requirements of objects, faces,
and vehicles visibility, as follows – for example but not limited to:
1. Fixed cameras that help in identification: in which the objects are within the
identification vision, to identity the face in the video broadcast. Cameras must be
installed so that the face image is clear, through the following:
a. To ensure a clear view of the face, the total number of pixels to display the face in
the image must be increased to 150 pixels, as the average width of the human face is
16 cm.
b. The angle of the camera view shall not exceed 15 degrees, assuming the average
height of people is about 160 cm.
c. The camera height depends on the closest distance to the body and on Condition (A),
and it shall be between 2.5 to 3 m height.
d. The horizontal angle of the camera view shall not deviate by more than 30 degrees
from the face angle.
e. A number of (2) cameras are provided on both sides of the entrances and exits to
cover all the face viewing angles and to avoid spaces.
f. The maximum distance of the body from the camera depends on the focal length of
the camera and on the recording, the resolution is as follows:

2. Fixed cameras assist in reading the plate numbers: objects are within "the plate
number reading vision" to identify the car plate in the video broadcast. Cameras
must be installed where the car plate shall be visible as the following:
a. To ensure the letter is clearly visible, the number of pixels must be greater than 20
pixels of the letter’s length, and its width shall be about 3 pixels.
b. To identify the plate at the entrances and exits, cameras must be installed on the
entry barrier right or left for each lane at a horizontal angle of no more than 10
degrees from the vehicle’s plate vertical level, and with a vertical angle of no more
than 15 degrees up or down, and a height of no more than 2 m and not less than 1.6
m.
c. To identify the car plate on the road, cameras shall be installed on a high bridge
between each two lanes on the road at a vertical angle of no more than 30 degrees
of the car plate horizontal level, and with a height of not less than 5 m and not more
than 6 m in case the speed is less than 60 km/ h.
d. If the speed of the cars is more than 60 km/ h, a special camera must be installed for
each lane.
e. The maximum detection distance on the road depends on the camera installation
height and the focal length of the length as follows:

3. Cameras installed on field security personnel: to identify bodies, faces, and car plates
in the video broadcasting, cameras shall be installed so that the image is clear, as the
following:
a. Camera must be installed on the upper right or left side of the security man’s chest
or on his helmet in some tasks.
b. Camera must be installed properly and ensure all audio and videos are recorded
properly.
c. Cameras installed on security use a wide-angle lens to record a scene with full focus
as follows:
o Between 70 to 130 degrees at the horizontal level of the standard display
ratio 4:3.
o Between 120 to 170 degrees on the horizontal level of the high display ratio
16:9.
4. Cameras installed inside mobile vehicles: to identify people and objects inside the
vehicle and outside the vehicle. A number of (3) cameras are installed inside the
vehicle as follows:
a. An internal wide-angle lens camera with a 180 degrees viewing angle attached to the
mirror that is in front of the driver towards the passengers inside the vehicle in order
to identify what is inside the vehicle.
b. An internal wide-angle lens camera with a 120 degrees viewing angle attached to the
mirror that is in front of the driver towards the front of the vehicle to cover the front
perimeter of the vehicle.
c. An internal wide-angle lens camera with a 120 degrees viewing angle attached on
the back window towards the rear of the vehicle to cover the vehicle's rear
perimeter.

3. General Technical Specifications of CCTV Devices


Technical specifications of the systems differ based on usage and camera installation places. The
owner of the establishments must comply with the following technical specifications:

First: CCTV General Technical Specifications and Using Conditions:


1. Live broadcasting of the events should be with a high quality and at the fastest level, not
less than 25/30 picture per second for every camera.
2. System must have searching feature, which can enable searching by time, date and camera
number for live broadcasting, or in case of reviewing the records.
3. User must be obligated to maintenance contract for security surveillance system made with
specialised companies for periodical and protective maintenance.
4. User must be obligated to the periodical and protective maintenance works for security
system and troubleshooting. Along with, registering all data, such as date and time of
maintaining/ troubleshooting, type of trouble, taken procedures and what has been done.
5. owner of the establishment must train the responsible employee to use and operate the
recording device, copy or upload images and record clips. He should follow up the system
and ensure its proper operation and inform the bonding company in the event of any
malfunction in the system, and ensure that the recording system works on a daily basis.
6. Cameras and devices used outdoor must contain vandal-proof, heat-resistant and weather-
resistant insulation, as the rating for all outdoor devices is not less than IP66.
7. Each camera or device connected to the system must have a unique username and complex
password to manage it remotely. It shall also have secure protocol network and dedicated
IP address.
8. System must give alerts when the connection or the signal of the cameras is lost or in case
of any power outage.
9. System must support automatic time and date setting using NTP protocol, as the time and
date set in the recording device must match the real time and date by using safe method to
protect the authentication of server in NTP protocol. In case of using that protocol
individually via unprotected networks in compliance with discipline no. (4.3.3.2.) of the
cybersecurity essential disciplines.
10. Live surveillance should be in real time for all cameras and with the highest resolution.
11. The system must be connectable with the operation rooms.

Second: Recording Devices General Technical Specifications and Using


Conditions:
1. A network video recorder (NVR) must be used.
2. Digital recording device must contain the feature of linking networks.
3. Feature of copying pictures and videos must be provided in the recording system.
4. Recording system ability must not be less than 25/30 picture per second for every camera.
5. Recording mode must be sat to take not less than 15 frame per second for every camera.
6. Recording device must support a quality of recording and powering starts at 2 megapixels
until 5 megapixels, at least.
7. The device must contain a nonstop recording feature, in case of movements and alerts.
8. Video compression should be with the following formats: H.264, H.264+, H.265, H.265+.
9. Recording device must has the feature of displaying cameras in different forms, with the
ability to select one camera to fill up the screen entirely.
10. User must be obligated to keep the recording devices in a clean and safe environment; so
that no one can mess them.

Third: Cameras General Technical Specifications and Using Conditions:


1. Cameras General Technical Specifications
1.1. Moving cameras specifications (indoor- outdoor):
1.1.1. All cameras must be of type (IP Camera).
1.1.2. The resolution of cameras should not be less than 2 megapixels.
1.1.3. Cameras should have security features such as (802,1x standards, HTTPS).
1.1.4. Cameras must support the operating system (Multi Streaming).
1.1.5. Cameras should operate at brightness of (0.2 lux colour) and (0.01 lux B/ W), at
least.
1.1.6. Time and date display feature must be activated for each camera.
1.1.7. The frame rate of the camera should not be less than 30 fps.
1.1.8. Video compression should be with the following formats: H.264, H.264+, H.265,
H.265+.
1.1.9. Cameras should have a motion detector and tampering alarm.
1.1.10. Optical zoom for moving cameras should not be less than 18x and the digital
zoom should not be less than 12x.
1.1.11. Cameras must work on the network of SRTP, UDP, HTTPS, IPv4/v6, Qos
technology.
1.1.12. Cameras must support ONVIF technology.
1.1.13. Cameras must support audio inputs and outputs.
1.1.14. Cameras must receive an independent internal memory for recording in
emergencies, as the permitted period to fix the cameras shall not be long in
highly sensitive establishments.
1.1.15. Cameras must have the following characteristics:

1.1.16. The outdoor cameras must work with high efficiency at a temperature that covers (-10
to +65) or better, and a humidity of not less than 90%.
1.1.17. Cases for outdoor cameras with at least IP66 specifications must be used.
1.2.Fixed cameras specifications (indoor- outdoor):
1.2.1. All cameras must be of type (IP Camera).
1.2.2. The resolution of the cameras should not be less than 2 megapixels.
1.2.3. Cameras should have security features such as (802,1x standards, HTTPS).
1.2.4. Cameras must support the operating system (Multi Streaming).
1.2.5. Cameras should operate at brightness of (0.2 lux color) and (lux B / W at 0.01), at
least.
1.2.6. The frame rate of the camera should not be less than 30 fps.
1.2.7. The type of lens should be variable according to the coverage area (Vari-focal
lens).
1.2.8. Time and date display feature must be activated for each camera.
1.2.9. Video compression should be with the following formats: H.264, H.264+, H.265,
H.265+.
1.2.10. Cameras should have a motion detector and tampering alarm.
1.2.11. Cameras must work on the network of SRTP, UDP, HTTPS, IPv4/v6, Qos
technology.
1.2.12. Cameras must support ONVIF technology.
1.2.13. Cameras must support audio inputs and outputs.
1.2.14. Cameras must receive an independent internal memory for recording in
emergencies, as the permitted period to fix the cameras shall not be long in
highly sensitive establishments.
1.2.15. The outdoor cameras must work with high efficiency at a temperature that
covers (-10 to +65) or better, and a humidity of not less than 90%.
1.2.16. Cases for outdoor cameras with at least IP66 specifications must be used.
1.2.17. Cameras must have the following characteristics:

1.1.Micro Dome Camera
1.1.1. All cameras must be of type (IP Camera).
1.1.2. The resolution of cameras should not be less than 2 megapixels.
1.1.3. Cameras should operate at brightness of (0.2 lux color) and (lux B / W at 0.01), at
least.
1.1.4. The frame rate of the camera should not be less than 30 fps.
1.1.5. Cameras should have security features such as (802,1x standards, HTTPS).
1.1.6. Cameras must support the operating system (Multi Streaming).
1.1.7. Cameras must support ONVIF technology.
1.1.8. Cameras must have auto zoom in.
1.1.9. Time and date display feature must be activated for each camera.
1.1.10. Video compression should be with the following formats: H.264, H.264+, H.265,
H.265+.
1.1.11. Cameras must work on the network of SRTP, UDP, HTTPS, IPv4/v6, Qos
technology.
1.1.12. Structure of the cameras must be fixable and as small as possible; to fit whether
inside the elevators or other places.
1.1.13. Cameras must support audio inputs.
1.1.14. Cameras must receive an independent internal memory for recording in
emergencies, as the permitted period to fix the cameras shall not be long in
highly sensitive establishments.
1.1.15. Cameras should have a motion detector and tampering alarm.
1.1.16. Cameras must work with high efficiency at a temperature that covers (0 to
+50).

1.3.Fixed and Moving Long Range Cameras


1.3.1. All cameras must be of type (IP Camera).
1.3.2. Cameras’ focal length and the size of the lens must be suitable for the monitored
area.
1.3.3. The resolution of cameras should not be less than 2 megapixels.
1.3.4. Cameras must work on the network of SRTP, UDP, HTTPS, IPv4/v6, Qos
technology.
1.3.5. Cameras must support ONVIF technology.
1.3.6. Cameras should have security features such as (802,1x standards, HTTPS).
1.3.7. Cameras must support the operating system (Multi Streaming).
1.3.8. The outdoor cameras must work with high efficiency at a temperature that
covers (-10 to +65) or better, and a humidity of not less than 90%.
1.3.9. Cases for outdoor cameras with at least IP66 specifications must be used.
1.3.10. Time and date display feature must be activated for each camera.
1.3.11. Video compression should be with the following formats: H.264, H.264+, H.265,
H.265+.
1.3.12. Moving Long Range Cameras must be used within the following specifications:
o 18 times optical zoom.
o Moving specifications must not be less than 90 Tilt, 360 Pan.

1.4.ANPR-Automatic Number Plate Recognition:


1.4.1. All cameras must be of type (IP Camera).
1.4.2. Cameras must work on the network of SRTP, UDP, HTTPS, IPv4/v6, Qos
technology.
1.4.3. Cameras must support ONVIF technology.
1.4.4. Cameras must support Day & Night modes.
1.4.5. Cameras must support (Shock Detection) feature; to send an alert in case of any
accident and must support (Tampering alarm) feature.
1.4.6. Camera must be able to take clear pictures at brightness of (0 lux colour) and
when installed at places that do not have lights at night.
1.4.7. Shutter speed must be specified for more than 1/1000 of a second to reduce the
light effect at night.
1.4.8. Shutter speed must be increased over 1/1000 if the speed of the vehicle is over
100km/h.
1.4.9. The outdoor cameras must work with high efficiency at a temperature that
covers (-10 to +65) or better, and a humidity of not less than 90%.
1.4.10. Cases for outdoor cameras with at least IP66 specifications must be used.
1.4.11. Time and date display feature must be activated for each camera.
1.4.12. Video compression should be with the following formats: H.264, H.264+, H.265,
H.265+.

Fourth: General Technical Specifications and Using Conditions of Connections


and Operational Energy:
1. All electrical wires and connections must be hidden in invisible places where it cannot be cut
or messed with, and they shall be placed in metal channels where it is reachable or visible.
2. Proper cables with high quality must be used.
3. Recording system and electrical management system must be prepared from a settled and
independent source that has no other loads and it reserves additional capacity of no less
than 25% of total load.
4. When using wireless communications method to transfer the camera’s data, an approval
must be taken from Communications and Information Technology Commission for the
licenced frequencies. A connection must be coded for the unprotected frequencies in
accordance with the issued coding criteria from National Cybersecurity Authority.
5. CCTV main and backup feeding power must be separate and secure.

Fifth: General Technical Specifications and Using Conditions of Surveillance and


Control Room:
1. Main surveillance and control room should be of adequate size and area for display
screens and system operators, with a good ventilation and lightning.
2. Surveillance and control room should be efficient 24/7.
3. Surveillance and control room must contain the required number of employees to
operate, manage and maintain the system, in addition to providing the necessary
training for the employees.
4. The room must contain protection and safety devices that comply with the operational
and functional status of the surveillance and control room.
5. must contain an internal and external communications’ system and a direct hotline
connected to the competent authorities to submit reports.
6. The room must be provided with separate or independent air conditioning that run
constantly to ensure that the room temperature is over the operating temperature of
the devices.
7. There must be a record when entering and exiting the control room with mentioning the
time and date, and recording all operations in the surveillance and control room.
8. A safe place must be chosen for the control room (it should be far from the visitors’
places, receptions and crowded hallways…etc.)
9. Display screens, recording devices and all equipment must be installed properly in the
control room.
10. Control and surveillance room must contain surveillance cameras to detect all
movements inside the room.
11. System operators must not review the records and mess with them or extract any
recorded materials. The person in charge is the only one who can review and check
those recordings, as he must register and write down these actions by time and date.
12. Entering the control and surveillance room must be limited only for workers, operators
and authorized people via an automatic system.
13. Doors of surveillance and control room must be fireproof.

Sixth: Establishments under the Supervision of High Commission for Industrial


Security:
Technical specifications of the cameras stated in the instructions of the Security Commission must
be applied and followed (HCIS SEC -05).
