PREFACE

Project: Baniyas North Development – Phase 3

The purpose of this Method Statement is to establish, monitor and control all activities relating to the
Installation and Testing of Fiber Optic Cable for project including inspection, sampling and testing to be
conducted, in accordance to the requirements prescribed in the drawings and stipulated in the contract
Specification.

CSCEC presents this Method Statement for review and to notify those who are involved in the construction
to attain the consistency of work towards the common objectives.
This Method statement is a controlled document and only the current revision number is valid and
authorized.

All necessary parties involved in the execution of this method will be competent and authorized for their
respective roles and will be fully conversant with the contents of this document.

1 SCOPE & OBJECTIVE


The purpose of this method statement is to ensure that the Fiber Optic Cable Installation and
testing are compliance with the contract documents, project standard specifications of ADDC and
approved shop drawings, approved materials and construction techniques to the satisfaction of
the Engineer/ Employer.

The objective of this method statement is to define how the activities pertaining to Fiber Optic
Cable Installation and testing works are proposed to be carried out in a safe manner and to
ensure that the fundamental checks, inspections in conformance with contract requirements are
being carried out to prevent non-conformity in all stages of work.

2.2 ABBREVIATIONS

QA - QUALITY ASSURANCE is the planning and organizing of a system or program to


maintain a required level of quality or reliability. This includes auditing the system’s
operation and related controls to assure that they are being executed properly and functioning
as expected. Quality shall be assured by Contractor/Client.

QC – QUALITY CONTROL is a part of Quality Assurance, implements the latter by


examining physical characteristics and comparing them to established and acceptable Quality
Documents as stated in the quality assurance program or plan

Quality shall be controlled by Sub-Contractor in accordance with the Quality Documents.

ITP - INSPECTION & TEST PLAN means the document which contains sequence of
activities in a process, highlights the applicable Quality Documents, and inspection criticalities.

PAR - PREVENTIVE ACTION REQUEST means to eliminate the causes of a potential


nonconformity or other potentially undesirable situation

CAR - CORRECTIVE ACTION means to eliminate the causes of a detected non-conformity


or other undesirable situation.

QUALITY DOCUMENTS means drawings specification, procedure, record formats, codes


and standards specified in the documents issued by the Contractor/Company to the Sub-
contractor.

SITE means the place, designated by Client for further development, where the construction
activities shall be carried out by Sub-Contractor.

PROCEDURE describes how a process is performed.

7 SEQUENCES OF WORK
7.1 Prior Activities
7.1.1 Orientation for all staff regarding safety and environmental requirements before sending to site
7.1.2 All personnel protective equipment must be available.
7.1.3 Obtaining approval from utility authority and relevant department’s prior commencement of work.
7.1.4 Obtaining existing utilities information and excavate trial pits to locate and confirm the existing
services at trench route as necessary.
7.1.5 Obtaining the approval of shop drawing ,route approval and method statement prior to start activity
7.1.6 A copy of all the approval shall be available on site all time.
7.1.7 Check Calibration of Surveying Equipment’s.
7.1.8 All related shop drawings approved
7.1.9 Check Calibration of Surveying Equipment’s.
7.1.10 All related shop drawings approved
7.1.11 Check for existing utilities before excavation.
7.1.12 Check all the drums are free of damage.
7.1.13 Check the conduit through which cable pulled are smooth and free of any damage.

7.1.15 All necessary approvals from different authorities shall be arranged by the contractor.
8 DETAILED PROCEDURES
8.1 Handling & Storing
8.1.1 Cables shall be delivered, handled and stored according to the manufacturer’s recommendations
along with the following provisions:
8.1.2 Transportation, handling and storage shall at all times be performed in a manner to avoid product
damage.
8.1.3 Check the dimensions & weight of the material to be off-loaded from supplier’s conveyance.

8.1.4 Arrange suitable lifting facilities (Crane, Hiab etc.) and unload items at site store / installation
location, as applicable.
8.1.5 Only nylon slings shall be allowed for lifting, steel chains, clamps or cables shall not be allowed for
lifting purposes.
8.1.6 Cable drums are heavy and must only be lifted and lowered with suitable lifting equipment.
8.1.7 The individual drum weight is indicated on the stenciling on the drum itself. The lifting equipment
must have a safe working load greater than the drum weight.
8.1.8 To lift the drum, place a strap or wire rope through the central spindle hole and hook to the lifting
equipment. The angle that the straps form must always be more than 45 degrees. A wooden or
metallic spar, with a length greater than the drum width, must be placed between the lifting straps to
prevent the drum flanges being crushed.
8.1.9 When lowering drums always ensure that there are wooden stops in place to prevent the drum from
rolling.
8.1.10 If a drum has to be rolled, always ensure that it is rolled in the direction of the arrow on the side.
8.1.11 Visually inspect all material upon delivery and report any damage to the Engineer.
8.1.12 Any material damaged during delivery, storage or installation shall be marked and set aside.
8.2 Transportation:
8.2.1 The drums must be transported on either a “ flat bed” lorry or on a cable trailer. The gross vehicle
weight and carrying capacity of the individual vehicles must be observed.
8.2.2 Place wooden stops on either side of each drum as it is loaded.
8.2.3 Place two securing straps through each drum and tie them off in opposite directions.
8.2.4 It is not recommended to transport full drums of a cable stacked more than on high.
8.2.5 Never unload drums by rolling them off the back of Lorries.
8.3 Trenching and Backfilling:
8.3.1 It shall be ensured that the existing Underground services are identified by appropriate means prior
to start the excavation
8.3.2 Set out the cable route locations strictly according to the approved route plan, after getting approval
for the earth excavation from concerned authorities.
8.3.3 Hard Barricade to be provided along the proposed cable trench when the trench is close to the road
as per local authority’s requirement.
8.3.4 Provide appropriate hazard warning signs, for excavation and buried cables.
8.3.5 Provide flashers & blinkers when the trench is close to the road.
8.3.6 Protect the service lines as required.
8.3.7 Removal of trees, excavation in green area, etc. shall be carried out strictly in accordance with
authorities' specific requirements.
8.3.8 Excavate till the specified bottom level with suitable side slope.
8.3.9 Transport the excess excavated materials from the site to the designated area for disposal. Place
the required amount of excavated material to be used later for backfilling in the vicinity, but at least
1.5m away from the cable trench.
8.3.10 Provide sand bedding as per the specification.
8.3.11 Cable pulling shall be carried out as described in next section

8.3.12 Dune sand shall be laid up to the level of Cable Cover Tiles
8.3.13 Place cable cover tiles.
8.3.14 After Cable cover Tiles, cover the tiles with sand and lay warning tape.
8.3.15 Backfill & compact the trench as shown in the drawing at every layer of 30cm with the use of roller /
plate compactor.
8.3.16 Implement necessary safety precautions and provide temporary access & detours as per ADDC
safety regulations.
8.4 Laying of Cables (Through PVC Conduit) :
8.4.1 Jack stand is used for the cable drums.
8.4.2 Once sand bedding is done in trench, preparatory works for laying of Pipe shall begin.
8.4.3 Ensure that the trench and the PVC Conduits to be pulled / laid with cables are inspected and
approved and clearance is given.
8.4.4 Check and ensure that the cable trench / ducts are clean, free from debris all along the route. Ducts
internal to be checked and cleaned by using rags tied to a rope and pulled back and forth from both
ends and check that it is free from any sharp edges. Mandrel test to be done prior to pulling of FOC
in ducts.
8.4.5 FO cable(s) shall be laid through separate PVC conduit(s) along one side of the service corridor in
parallel to the power cable (in the same trench) at 1 Mtr. depth. This is for easy construction of the
cable pulling pit and to avoid crossing with power cables. Accordingly, the cable pulling pit shall be
along one side of the corridor.
8.4.6 A cable pulling rope shall be installed inside the upvc duct and available for connection to the cable
at the end of ducts and pulling pits
8.4.7 The manhole/pulling/splicing pit shall be installed at every 200m interval as required by DMS for
easy pulling of the FO cables and for future connectivity to third party and at every 90 Degree
deviation of cable route. Additional FO cable (Appx. 5 Mtr.) shall be placed within the pit as loop.
8.4.8 Cables to be applied with an approved pulling compound for smooth and easy pulling when entering
cable ducts.
8.4.9 During installation the drum turning/rolling will be slowed down / stop / controlled manually by hand
or by using a wooden friction brake so as to prevent the turns of the drum from becoming loose and
scrapping on the floor.
8.4.10 A good communication measures / devices shall be used / maintained for a good and safe cable
pulling / laying operation. Two-way radio (walkie – talkie) will be used for communication. Proper
cable puller to be used and pulling tension shall not exceed the limits
8.4.11 Both ends of the cable to be capped / taped / sealed with heat shrinkable caps. Ensure that a
sufficient overlap of cable is provided on either side to reach furthest termination point with proper
looping (Appx 20 Mtr.).
8.4.12 Any jointing / splicing shall be with approved suitable splice boxes as detailed in the approved
drawings.
8.4.13 The laid cables to be arranged / dressed along the route and proper clearance to be maintained as
per the approved drawings.
8.4.14 Necessary loops shall be kept at termination ends (Appx. 20 Mtr.) and at future termination points, if
any.

8.5.1 Splicing of all fiber optic cables will be carried out by means of fusion – splicing machine and
optical fiber cleaver and will be done by ADDC approved slicer.
8.5.2 Once all the cables have been spliced, each individual splice loss shall be measured in both
directions by means of OTDR with checks at 1550nm and 1310nm.
8.5.3 Patch panels will be used as termination points in side Substation. Pigtails of 1 Mtr. length will be
fusion spliced on the individual fibres and will be terminated in the patch panel
8.6 Fiber Optic Cable Testing Procedure:
8.6.1 Every newly installed fiber should be measured after the installation has been completed. The
quantity of cable and each of fiber of the line area are tested.
FOC Drum Test

8.6.2 Before taking drum to site test each drum/cable in drum for their optical continuity attenuation &
damage due to improper handling of drum.
8.6.3 Flanges are stenciled for various parameters such as cable Length code, meter marking,
manufacturer’s name, fiber count and fiber type. Check correct Drum for Drum no, length, fiber
count, fiber type as mentioned in Plan before dispatching it for installation site.
8.6.4 Open drum & inspect Drum for Optical continuity & attenuation before taking drum to the site. If any
deviation found inform supplier immediately & plan another drum with matching requirements
of Original plan.
OTDR Test

8.6.5 OTDR testing for all 32 fibers will be carried out for each fiber at both directions (back scatter) and
both wave lengths ie., 1310 & 1 550nm. The average of these two measurements gives the real
value of the fiber under test. These two measurements are compared to specific value to determine
acceptable as per approved SAT procedure.
8.6.6 This test will be mainly used to verify the continuity and the length of the cable.
Power Meter Method (End to End Test)

8.6.7 This is depending on the below mention information.


• Total length of the fiber cable
• Total number of Splice of the fiber cable
• Total number of connectors of the fiber cable
• Fiber bend
• Length of launch cords
Final Acceptance

8.6.8 Test and Commissioning of Fiber cabling system along with Client and consultant / ADDC
representative
8.7 Inspection and Testing
8.7.1 Inspection and Test Plan for Cable Installation shall be conducted in reference to attached ITP and
in conjunction with relevant approved ITP’s
9 HEALTH & SAFETY
The works will be carried out according to the requirements set out in the Project Specific Safety Plan
(PSSP). For further details refer to the PSSP.

A risk assessment analyzing the potential risks and hazards, and their mitigation measures is
attached to this Method Statement in Appendix D.

9.2 HSE General Precautions & General Mitigation Measures/ Controls


9.2.1 Work activities will be adequately supervised by competent staff (both Construction & HSE).
9.2.2 All Personnel/ Workforce involved in the activity will be inducted, and receive the required training
BEFORE commencing the activity.
9.2.3 The Safety Engineer or officer / Project Engineer will conduct a Job Safety Induction through a
Toolbox Talk with the workforce BEFORE commencing the activity.
9.2.4 The required permits/ NOC’s as applicable shall be obtained BEFORE commencing the activity.
9.2.5 All Plants / Vehicles / Equipment used in the activity will be pre-inspected and approved by
competent authorized personnel.
9.2.6 HSE Procedures relevant/ applicable to the activity will be reviewed by the Construction Manager or
Site Manager, and specific precautions will be conveyed to the Workforce.
9.2.7 All Personnel/ Workforce involved in the activity will fully comply with the PPE (Personal Protective
Equipment) requirements.
9.2.8 Use adequate and visible HSE signage, posters and boards to promote awareness.
9.2.9 Ensure adequate rest areas (welfare facilities) are accessible.
9.2.10 Ensure regular housekeeping to always keep the site clean and tidy.
9.2.11 Ensure cool drinking water is available at the immediate area of the activities prior to
commencement of works.
9.3 Welfare Facilities
9.3.1 Welfare facilities shall be provided to all workforces involved in the construction operation such as
cold drinking water, ablution, rest areas and dining rooms.
9.3.2 Temporary rest room / shed shall also be provided in the vicinity of the construction area in hot
weather.
9.3.3 Rest areas shall be maintained regularly.
9.4 Housekeeping
9.4.1 Area shall be well clean maintained all time, rubbish will not be unattended.
9.4.2 All rubbish and waste shall be kept at designated location. After work completion waste shall be
disposed off on approved dumping tip regularly
10 EMERGENCY ARRANGEMENTS
10.1.1 The site emergency arrangements are detailed in the PSSP.
10.1.2 The construction manager shall be familiarized with the Emergency Response Plan & Contact
Numbers. Emergency contact numbers to be posted on site.

• Liaise and coordinate with subcontractors including MEP for the agreed sequence of works with
respect to the construction program.

• Ensure the progress at site is satisfactory and take decisions to improve the progress.
• Ensure the quality of the works that are being carried out.
• Support the site engineer and site construction team at all stages of the work.
• Ensuring Work execution is being carried out as per project specifications and approved method
of statement.
• Stop all unsafe work activities.

12.3 The Site Engineer


• Ensure that all site works are carried out according to the Specifications, the latest Drawings,
and Method Statements & risk Assessment.
• Provide the necessary information (Method Statement & Risk Assessment briefing), material,
equipment, and machinery to his team and sub-ordinates to carry out the job.
• Ensure all related approvals and NOCs are provided to the site foreman.
• Preparation of existing site condition and providing a copy to site foreman.
• Ensuring Work execution is being carried out as per project specifications and approved method
of statement.
• Ensuring all works is in safe conditions.
• Ensure adequate cool drinking water, toilets, rest areas are available for workers at site.
• Stop all unsafe work activities.

12.4 The Asst. QA/QC Manager


• Coordinate with Divisional/Corporate QA/QC team for support on Project QA/QC matters.
• Conduct Quality site walk for ongoing construction activities and report required correction and
