Doctors Without Borders India (DWBI)/ Médecins Sans Frontières (MSF) aims to provide medical assistance

Position: Pharmacy Supervisor


Location of Job: Pune
Duration: (Renewable/non-renewable): 1 year (Renewable on Need Basis)

PURPOSE OF POST:

Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accordance
with DWBI standards, protocols and procedures, in order to ensure its efficiency and operating availability.

FUNCTIONAL AND HIERARCHICAL LINES

Hierarchically accountable to Site Coordinator & Functionally accountable to Central Pharmacist

ACCOUNTABILITIES:

• Ensuring storage, stock management and supply processes, as well as hygiene and security procedures,
tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records,
in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of
drugs and medical material, according to DWBI protocols, national regulations and in cooperation with the
logistics department.
• Coordinating the delivery, reception and recording of international and local orders, in close coordination
with the logistics department, updating stock files and informing line managers on their status (shortfalls,
over-stocking, expiry dates), in order to permanently ensure security stock levels and ensure efficient
management of stock.
• Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption
pattern under budget constraints.
• Supervising the supply of drugs to patients, according to medical prescriptions, informing them on
consumption patterns and keeping conditions in order to ensure their therapeutic progression
• Ensuring efficient supply to other pharmacies managed/supported by DWBI according to orders and stocks,
and using cold chain when needed. Monitoring and analysing orders of depending pharmacies in order to
avoid ruptures of stock or having expired drugs.
• Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training,
performance evaluation, development and internal/external communication) of the pharmaceutical team and
the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve
their dispensing capabilities.
• Recording all items received and issued in computer (in stock) and reporting on drug consumptions and
medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting
future needs, in order to rationalize the budget and to ensure availability.
• Assisting in training of nursing staff regarding dispensing of drugs and their side effects

CONTEXT SPECIFIC ACCOUNTABILITIES:

Pharmacy Regulatory Compliance

• Ensure that all study drugs are stored according to protocol/SOP/manufacturer’s instructions and Indian
Good Pharmacy Practice (GPP) in restricted access area to prevent loss or use by unauthorized individuals.
• Maintain pharmacy temperature and humidity conditions and continuous monitoring, in accordance with trial
SOPs.
• Supervise pharmacy quality assurance and quality control processes.
• Complete and maintain pharmacy records for the Sponsor and regulatory audits, in accordance with Good
Clinical Practice (GCP) and GPP.
• Assist monitors in drug accountability visits
• Assist the endTB Medical Activity Manager with registration of the pharmacy and submissions of all
pharmacy related documents to DCGI

Investigational Product

• Assist with procurement of trial medication.


• Receive trial drugs from suppliers; document receipt and resolve discrepancies.
• Maintain accurate and proper records for all drugs received and distributed, according to trial SOPs.
• Verify investigator or designee has obtained informed consent from the patient.
• Supervise and assist with the preparation of medication blister packs for participants as per prescriptions
from trial doctors, in accordance with the trial SOPs
• Supervise and assist with the labeling of trial medication before dispensing, in accordance with trial SOPs
• Supervise and assist with the dispensing of trial medication, as per specific protocol/SOP requirements
• Supervise and assist with the counseling and education of patients on drug administration, side effects, and
adherence
• Receive and reconcile IP returns.
• Assist with pill counts and adherence monitoring.
• Return and/or properly dispose of trial drugs as per protocol/SOP.
• Maintain stock control and a record of dispensed medication, according to trial SOPs

Record Management

• Maintain IP accountability records.


• Maintain prescription records against which IP is dispensed.
• Maintain pharmacy sections of the Site Master File

Communication

• Communicate with trial medical officers, nurses, and Sponsor when needed.
• Attend regular meetings with the endTB and endTB-Q trials teams.
• Attend meetings related to the endTB and endTB-Q trials, including at DWBI and community forums.
• Overall management and oversight of the endTB and endTB-Q trials’ Pharmacy activities
• Manage, supervise and support the role, responsibilities and day-to-day activities of the trial pharmacy
assistants, at both the Pune and Mumbai Pharmacies (including but not limited to training, performance
evaluation, development and internal communication)
• Comply with all aspects of the Mission, Project and Trial Standard Operating Procedures

As required provide technical and back-up support to the Project pharmacy and project pharmacy assistant
Pharmacy Supervisor will be required to ensure that the activities performed in the clinical trials are in line with the
protocols, the regulations and that the study documentation is of quality and compliant with the trial framework.

REQUIREMENTS
Education:
• Masters /Degree in the field of Pharmacy
• Registered with the State Pharmacy Council
• GCP Certificate

Experience:

• Minimum of 3-4 years of experience in Clinical Trial


• Experience working on MDR-TB patient clinical documents (advantage)
• GPP training (advantageous)
• Computer proficiency in MS Excel and Word
• Previous experience in TB and/or HIV information management is an asset

Knowledge:

• Qualified Pharmacist with two years demonstrated, pharmacy management experience required
• Previous work experience in a clinical trial will be an advantage.
• Experience with pharmacy stock management systems
• Experience in managing, supervising and training others.
• Knowledge of applicable laws and regulations (Good Pharmacy Practice (GPP) Guidelines
• Experience in DWBI or other NGO’s in developing countries is desirable
• Strong interpersonal and communication, time management and problem solving skills,
excellent organizational skills
• Ability to work in a multi-disciplinary team environment
• Essential computer literacy (MS Word, MS Excel & Internet)
• Excellent understanding of DWBI principles and values
• In-depth contextual knowledge and analytical skills
• Languages: Mission and local language essential (high level command oral and written)
• This position will need to travel to Mumbai as per project requirements.
