ABSTRACT

The purpose of the research was to improve the voting system of Ndejje university. This was
better achieved by a computer-based system. There are some electronic voting systems in
existence, but most of their designs have gone out of date. The general objective of the research
was to improve the voting system of Ndejje university. The specific objectives of the research
were to analyze requirements of the university’s electronic voting management system, to design
an electronic voting management system and to test and validate the system. All were fulfilled
and results were presented. After gathering the requirements, an agile model of the system
development was opted for because of its iterative approach to software development that offers
rapid fire progress. The researchers found out that the voting site is prone to strikes and
disorganization from supporters of rival candidates or dissatisfied students, Paper based voting
system becomes costly since it increases the need for printing because every student requires a
ballot paper to vote, Students staying far from the university are in most cases unable to vote due
to the few days the university allocates the voting process. Our research was aimed at solving
these problems. We have endeavored to come up with an electronic voting management system.
It will be able to permit a voter cast his/her vote from any remote location using their mobile
phone. The electronic voting system developed is, accessible, convenient, and can potentially
increase voter turnout. Basing on the findings and analysis, computerization of voting is a
venture worth investing in and once taken seriously and embraced, there are a lot of benefits that
can be realized. The electoral body, staff and students will benefit from it. For example, students
will no longer be waiting in queues to vote and time will be saved, calculation errors that were
resulting from manual calculations will be minimized. We used different data collection methods
which included observation, questionnaire and interviews.
