PROSPECTUS
1.0 INTRODUCTION:
The National Institute for the Empowerment of Persons with Intellectual Disabilities (NIEPID,
Divyangjan) formerly known as National Institute for the Mentally Handicapped is a registered
society established in the year 1984 as an autonomous body under the Department of Empowerment
of Persons with Disabilities (Divyangjan), Ministry of Social Justice and Empowerment, Government
of India. The Institute is an apex body having tripartite functions of training, research and services in
the field of Intellectual Disability in the country. For 36 years, the Institute has been making
significant advances in building capacities to empower Persons with Intellectual Disability.
Based on the latest developments and recent trends in the field, the Institute strives to
organize new programmes and make innovations through research and development. National and
International collaborations entered into by the Institute in its various activities reflect the global
characteristics of the organization. The activities of NIEPID are planned in accordance with the
mandates of United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), the
Legislative Acts and the National Policy promulgated for the Persons with Disabilities.
NIEPID strives to be an Institute of excellence focusing on high standards in every aspect of its
functioning to bring equality and dignity in the lives of Persons with Intellectual Disability which is
endorsed by ISO 9001: 2015 certification.
NIEPID has made noticeable progress in Human Resource Development, Research and
Development and Direct Therapeutic Services in its efforts to improve the quality of life of Persons
with Intellectual Disability.
Objectives of NIEPID
NIEPID, at its inception itself projected multifarious activities to enhance the quality of life of Person
with Intellectual disability. Accordingly, the aims and objectives of the society have been spelt out as
follows:
1. To conduct, sponsor, coordinate or subsidize research into all aspects of the education and
rehabilitation of Person with Intellectual disability.
2. To undertake sponsor, coordinate or subsidize research into bio-medical engineering leading
to the effective evaluation of aids/suitable surgical or medical procedure or the development
of new aids.
3. To undertake or sponsor the training of trainees and teachers, employment of officers,
psychologists, vocational counselors and such other personnel as may be deemed necessary
by the Institute for promoting the education, training or rehabilitation of Persons with
Intellectual Disability.
4. To distribute and promote or subsidize the manufacture of proto-types and distribution of any
or all aids designed to promote any aspects of the education, rehabilitation or therapy of
Persons with Intellectual Disability.

Functional Objective
To create manpower and develop human resources for delivery of services to person with
Intellectual Disability.
To Identify Conduct and Coordinate Research In The Area Of Intellectual Disability in the
Country.
To develop appropriate models of care and habilitation for person with Intellectual Disability
suitable to Indian culture.
To provide consultancy services to voluntary organization in the area of Intellectual
Disability.
To serve a documentation and information centre in the area of Intellectual Disability.
To Develop Community Based Rehabilitation Services for rural and low income, needy
population.
To undertake extension and outreach programme in the field of Intellectual Disability.
2. Mission: Through constant professional endeavours, empowering the persons with intellectual
disability to access the state-of-the-art rehabilitation intervention, viz., educational, therapeutic,
vocational, employment, leisure and social, sports and cultural programmes and full participation.
3. Value Statement: NIEPID values equal opportunity, protection of rights and full participation for
the persons with intellectual disability. NIEPID believes in participation of the persons with
disabilities, parents, professionals, employees and other stakeholders in the rehabilitation
programmes that are client focused.

1.2 SHORT TERM PROGRAMMES:
Various training programmes, Workshops, Seminars and Diagnostic Camps are conducted in the field
of Intellectual and Developmental Disabilities in the States of Maharashtra, Gujarat, Madhya
Pradesh, Rajasthan, Goa and Union Territories of Diu, Daman and Dadra & Nagar Haveli.

3.0 ELIGIBILITY: -
A candidate who has successfully passed B.Ed. Special Education (MR/ID) regular/distance mode
from a recognized University or any other degree equivalent from an affiliating University and/ or
Teaching Department under any University recognized by U.G.C. and RCI with a minimum of
50% aggregate marks.
OR
A candidate who has successfully passed the B.Ed. (General Education) with minimum 50%
aggregate and has successfully completed Diploma in Special Education (Mental
Retardation/Intellectual Disability) or equivalent recognized by the RCI with minimum 50%
aggregate marks.
OR
A candidate who has successfully passed the Integrated BA/B. Sc/B. Com & B.Ed Special Education
recognized by the RCI with minimum 50% aggregate marks
5.0 SELECTION: -
Admission is given on the basis of the merit obtained by the candidates in the entrance examination
and followed by counseling/interview conducted as per the rules and regulations of University of
Mumbai.
The total marks for the entrance examination will be 100 and the duration of the examination will be
of 90 minutes. The questions will be objective type, covering
(i) General Mental Ability,
(ii) General Knowledge,
(iii)General English,
(iv) Broad aspects of general education and special education.

Selection will be made in the order of merit.
In case a candidate is appearing or has appeared in the qualifying examination and results are awaited
at the time of applying, he/she would submit a certificate to this effect from the Principal/Head of the
college but he/she shall have to provide documentary evidence of his/her having passed the
qualifying examination with attested photocopy of the marks sheet showing percentage of marks
obtained by him/her at the time of admission latest by failing which his/her performance in the
Entrance Examination will not be considered.
5.2 COUNSELING:-
The admission made is provisional subject to approval by the University of Mumbai regarding the
recognition of the qualifying examination, submission of Transfer Certificate and Migration
Certificate.
HEALTH:
Candidates are required to declare their health status in the application in case of pregnancy,
infectious diseases, chronic health problems or suffering from any psychiatric problem. If the
candidate is unable to complete course requirement due to health problems then NIEPID reserves the
right for termination from admission to M.Ed Spl.Edn.(ID).
NUMBER OF SEATS:
The total number of seats will be 15 (Fifteen). Reservation will be applied as per the rules of
Government of India (Reservation for PH – Persons having disability only in lower limbs without
reverse limitations in mobility may be considered for this category).
No admission / readmission are to be made after the expiry of four weeks from the date of
commencement of instruction. In case there are any court cases consequent on which the Convener of
admissions is compelled to admit any candidate after the last date of admission, the admission (seat)
of such a student be reserved for the subsequent year on supernumerary basis.
Supplementary or any other examination (except internal tests) shall be conducted during the
instruction period of the semester.
A candidate admitted to M.Ed Special Education (Intellectual Disability) course will forfeit seat and
admission stands cancelled if;
He/she does not put in at least 40% of the attendance in Semester – I.
OR
He/she does not secure promotion to Semester-II within a maximum period of two academic
years starting from the year of admission. The same system will be applicable for semester III
and IV.

He/she fails to fulfil all the requirements for the award of the degree as specified, within two
academic years from the time of admission.
8.0 ATTENDANCE:
The programme will be conducted for at least 200 working days each year exclusive of the period of
examination and admission. Physical presence in the institution of all the teachers and student
teachers is necessary to ensure their availability for advice, guidance, dialogue and consultation as
and when needed.
The minimum attendance of Student-Teachers shall have to be 80% for all course work, 90%
for all practicum, and 100% for internship (10% attendance may be condoned by OU on health
grounds).
Attendance at NCC/NSS Camps or Inter-Collegiate or inter-University or Inter-State or
National or International Matches or Debates, Youth Festivals or Educational Excursions if they form
part of the curriculum of such other Inter-University, Inter-College activities as approved by the
University will not be counted as absence. However the aggregate of all such absences should not
exceed four weeks in a semester.
In any semester of the M.Ed Special Education (ID) course, if a candidate fails to secure the
minimum percentage of attendance, he/she shall not be eligible to appear in the examination of that
semester and he/she shall have to enroll himself/herself to undergo afresh a Regular Course of Study
of the corresponding semester in a subsequent academic session in order to become eligible to appear
for the examination.
Attendance shall be reckoned from the date of commencement of instruction as per the
almanac communicated by the College/University. However, in the case of late admitted candidates
(but within the stipulated time), the attendance will be reckoned from the date of admission.
To enable the students to know their attendance, at the end of each month the concerned
Heads of Departments shall display cumulative attendance for information

While no minimum and maximum age is prescribed, preference will be given to those below 35 years
of age.

11.0 FEES:
The course fee will be charged as prescribed by the Mumbai University, Mumbai and the National
Institute for the Empowerment of Persons with Intellectual Disabilities (Formerly National Institute
for the Mentally Handicapped- NIMH) Regional Centre, Navi Mumbai.

*In case of any increase in the University fees from time to time, an extra amount if any, may

The admission cannot be cancelled in any circumstances, if still candidates wants to cancel the
admission all deposits & fees paid by candidates will be forfeited.

12.0 HOSTEL ACCOMMODATION:
The shared hostel accommodation to outstation candidates is available on approved rates at NIEPID,
Regional Centre Navi Mumbai Sector 05, Kharghar, Navi Mumbai subject to availability on first-
come-first- served basis. The trainees will have to bear the expense on food
13.0 SCHOLARSHIP: -
i. Central Government Scholarship for Top Class Education for SC / ST students. The SC / ST
students should submit the documents of caste and income certificates at the time of admission
itself to enable academic section to initiate forwarding application for Top Class Education
Scheme within two working weeks of admission, listed in guidelines by Ministry of Social Justice
and Empowerment, New Delhi.
ii. State Government Scholarship for SC/ST/BC to be applied by the individual students
NOTE:-
ELIGIBILITY CERTIFICATE: - Candidates admitted in the course have to submit Eligibility
Certificate from University of Mumbai (students from other than University of Mumbai) within 15
days from date of joining. If the candidate fails to submit the same, the admission will be cancelled
duly forfeiting the amount paid by them.
Original certificates deposited will not be released during the course and students are advised
to keep sufficient number of photo copies before submission of original certificates to office
at the time of admission.
Procedure for acquiring bonafide certificate: Bonafide certificate will be provided if the
student applies for the same to the Incharge, Academics
The candidate once admitted in the course will not be allowed to leave the course under any
circumstances. If the candidate still desires to leave the course for any reason, the total fee and
deposits paid by the candidate will be forfeited.

h. All candidates suffering from health problems due to infections, chronic health problems,
Psychiatric problem or pregnancy must submit medical certificate from authorized/ recognized
medical practitioner.
16.0 DISCIPLINE:
The candidates admitted shall be subjected to strict discipline inside and outside the campus and also
in the hostel where accommodation is provided. The candidates are expected to maintain decorum,
decency and discipline throughout their pursuance of the course with the staff, faculty and other
supporting workers. The hostellers should follow the prescribed rules in the hostel. Infringement or
violation of rules shall result in rustication from the hostel for a period as decided by the management
of the Institute.
Kindly note: NIEPID is not held responsible for any incident happened in hostel/outside campus of
NIEPID after working hours.
16.1 Ban on mobile phone use: Use of cell phones during working hours is strictly prohibited. A
fine of Rs. 150/- will be levied for use of cell phone during working hours.
16.2 Anti-ragging pledge: - Ragging is a crime prohibited under law. Anyone found indulging in the
unethical act of ragging will be isolated/punished by management and law enforcing authorities as
the case may be. All Candidates selected for admission in M. Ed. SE (ID) should be signing Anti-
ragging Pledge
Candidates are required to bring the following ORIGINAL certificates along with two sets of
Photostat attested copies and necessary fee.
Transfer Certificate (T.C) from the institution where the candidate last studied. If the
candidate is pursuing any course, regular or correspondence, he/she must submit a proof of
admission (Certificate issued by the Head of the Institution).
No Candidate will be admitted without the submission of original transfer certificate (T.C) or
proof of admission if he/she is pursuing a course at the time of counselling.
The candidates admitted and undergoing different courses will have to submit the TC from
the present course within seven (7) days failing which the admission will be deemed to be
cancelled. An undertaking has to be given by the candidate to the effect that they would not
pursue two different courses simultaneously.
