enclosed Tender Documents.
Your quoted rates shall be inclusive of all applicable taxes and duties except
Service tax and MVAT which shall be quoted separately in attached Form -A.
Please note that submission of this FORM-A alongwith Technical / Unpriced Bid
is mandatory. Your rates shall remain firm till completion of work. The
applicability of service tax and MVAT as a percentage rate of total quoted
price shall be clearly mentioned in the Form A. If the information is not
provided, it will be assumed that service tax and MVAT is not applicable. No
claim for the service tax and MVAT will be entertained subsequently. Please
note that registration for Service tax and MVAT is mandatory for receipt of
service tax and MVAT payments from BPCL. In absence of registration with
Service tax and MVAT authorities your offer will remain invalid and will not
be considered for evaluation.
VALIDITY : Your quotation shall be valid for a period of 120 Days from the
Quotation due date.
Submission of tenders on line:
Bidders are requested to submit / upload their UNPRICED & PRICED BIDS along
with all required documents, if required, on or before the due date and time,
on BPCL E-Procurement website https://bpcleproc.in . In case nothing is
mentioned regarding acceptance of the documents in separate attachment titled
'DEVIATIONS', it will be assumed that all tender documents are acceptable to
the bidders. In case of any discrepency between SOR details in RFQ document
and SOR of E-tender price bid, the details in RFQ document shall prevail.

DEVIATION:
You are requested to have all your queries clarified before bidding. However,
if you still have deviations from our RFQ and the attachments (specifications
/ scope of work / Drawings) etc. please indicate deviations in your offer
under a separate attachment titled 'DEVIATIONS' giving reference to RFQ clause
no. Deviations appearing in separate attachment of the E-Tender titled
'DEVIATIONS' shall only be considered while evaluating the offer. In case
there are no deviations, please submit "NIL DEVIATIONS". Deviations mentioned
elsewhere shall not be considered for evaluation.
NEFT PAYMENT:
Payments to contractors etc. shall be made by National Electronic Fund
Transfer (NEFT) only. Payment by cheque will be made only to those vendors
whose bank is located in the city where NEFT payment facility is presently not
available. Bids received from vendors who are not accepting the NEFT payment
terms are likely to be rejected.
Please submit following details in the E-Tender attachment titled "reply of
point no.13 of special safety conditions" along with techno-commercial bid:-
a) Complete work injury records per year for the last three years and
b) Total man-hours worked per year for the last three years.
c) Safety assurance plan.
d) No. of supervisors.
e) No. of skilled workmen.
f) No. of unskilled workmen.
In case, reply to Point No.13 is not submitted, bids are likely to be rejected
/ bids may not be considered for technical evaluation.

Special Conditions of Contract
1) The job under this tender is not divisible, hence Micro and small
enterprise statutory conditions shall not be applicable to this tender.
2) BPCL Mumbai Refinery is an ISO:50001:2011 certified Refinery and is focused
on energy efficiency. In line with the same, all contractors providing
services for BPCL Mumbai Refinery should preferably deploy energy efficient
equipments such as energy efficient welding machines, LED / CFL temporary
lighting and temporary window AC of BEE 4-star rating and above for execution
of the work.

3) The executed quantities of the SOR items may vary +/- any percentage. In
case of change in L-1 status based on concluded executed quantities, the L1
bidder shall offer necessary discount to BPCL to ensure its L1 status.
4) Hydra/Crane shall not be used for shifting material, equipment, exchanger
bundles, pipelines, etc inside refinery from one location to another location.
It can be used only for loading & unloading purpose. This is to be followed
strictly for reinforcing safety practices in the refinery.

A . Training Goal and Target Audience
Working at height is one of the most crucial activity carried out inside
refinery. If proper safety procedures & systems are not followed it might
result in severe injury/fatality. All concerned persons from Safety,
Maintainence , Projects ,E&C & Operations will be undergoing the training
module.
Any new course which is to be created / uploaded in E-learning portal must be
compatible with following platform:-
In BPCL Mumbai Refinery, we are using Moodle version 2.4 as E-learning

Management system (E-LMS) platform. The e-learning courses are to be deployed
on Moodle platform & should be SCORM compatible.
These new e-learning module on "Working at Height" will be developed from
scratch, i.e the vendor has to arrange a subject matter expert & design the
module in consultation with BPCL Fire & safety expert.
Broad steps in development will comprise of
1. Technical content conceptualization & development .
2. 2D Animation & Graphic Images development relevant to the topic.
3. Randomized Questionnaire for evaluation to be developed.
4. Storyboard development in Moodle SCORM compatible framework e.g flash
etc & interactive software.
5. Script writing/ Professional Voice over.
6. Post Production /Editing/Sound mixing/ Interactive
Programming.
The module will be having the following:
B. DEVELOPMENT OF THEME AND CONTENT STRATEGY
The contents of the Power Point presentation need close perusal and a detailed
theme for the level and/ or the total module needs to be created in
consultation with the assigned role holder of BPCL. The theme and content
strategy development for the level and/ or Module may be based on the
following approach.
1. Mentor Based (Static teach)
The module may be taught using a scenario where the Safety Compliance Officer
is shown guiding an employee on safety compliances. The Safety Officer will
serve as a Mentor who will take the learner through the course. S/he trains
his team on the the safety requirements while working at Height and would
explain the safe procedures for working at height while answering questions
about the same.
2. Gamification layer
A gamification layer can be introduced to present the content and increase the
interest of the participants. Winners can be given titles.
C. ASSESSMENT & FEEDBACK
The Developer must also provide for summative assessment. A set of about 50
questions will be provided to the developer, which may be utilized for the
purpose of Assessment. Besides the questions so provided, the developer is
also free to devise new questions with the help of the Role Holder of BPCL.
The summative assessment shall be a scored assessment where the cumulative
score will be revealed at the end of the assessment. The Multiple Choice

Requirements: The courseware must conform to SCORM/LMS as well as
standalone.
* Audio Voice-over: The developer shall provide multiple options of male
voice over till satisfaction of BPCL, from which the appropriate voice over
can be selected. The voice-overs language should be neutral English (Indian)
and audio must complement with the visual images to increase learning. The
module may have word to word audio narration and may require more than one
voice over artist.
* Course duration: The Module developed shall be for seat time of a maximum
of 2.0 hours
* The Module may require stock images/ photo and video recording/ editing
which the developer shall provide without any separate cost.
* Photo-based or 2-D line Illustration or Info graphics or Icons may be used
throughout the course.
* Links to external resources (PDF, Word etc.)
* Module should have Splash page (Course Page opening animation) which will
have Course name with Background music depending on ID requirement.
F. AMC support
The commercial shall include free AMC for 2 months after successful deployment
of the module at MR. Additional AMC support for 6 months or up to 10 hrs of
efforts support will be required which can be quoted separately .
G. Financial Quote
The developer shall submit an all inclusive the financial quote for devising
the E- learning Module based on the above without any hidden charges
whatsoever.
H. TECHNOLOGY SOLUTIONS
1. The developer must use Rapid development tool which will publish the course
in HTML5, CSS3 & Jquery.
2. Final product shall be run on any LMS.

I . Module Requirements.
The course should have following features :-

3. Module should have a uniform look and feel across all modules.
4. Module should be browser independent.
5. Module contents should run in full screen.
6. Modules should be resolution independent.
7. Module clarity should be high.
8. Module structure should have ease of navigation and access.
9. All screens of the modules should load instantaneously and there should be
no time lag between loading of screens.
10. The progress of the module should be tracked and the page number should
be indicated at the bottom of the screen.
11. Module has to save/ track the last access session of the user.
12. Vendor will be provided access to the existing modules at BPCL Mumbai
Refinery on awarding of the contract.
13. Vendor has to make a menu/Index page for navigation from 'main topics'
to 'sub topics' to 'content'.
14. Vendor has to ensure that, all features of the existing modules should
be made available in the new SCROM modules.
15. BPCL will supply/ provide branding guidelines and specific graphics
(like logos, Color etc.) which is to be followed for all Modules.
16. Tracking of important events within a course (Completion, score,
bookmarks, other state information, interactions etc)
17. Report generations in different formats like the user ID, when taken
the course, score, repeat score if any. Data for the annum, month etc). Data
should be anytime retrieved.
18. It should be compatible with SAP so that the data can be recorded in the
training history of the person based on his reference number.
19. Vendor has to complete the activity in 2 months .
20. Vendor has to submit the entire Module with source code to BPCL.
21. Vendor has to sign the Non-disclosure agreement with BPCL for the
Module.
22. BPCL Program Manager and Subject Matter Experts (SMEs) will certify the
completion of Job and Sign-off will be done for each and every module on

* 2 PAYMENT TERMS
PAYMENT TERMS
The invoice shall be raised in the name of BPCL MUMBAI REFINERY upon delivery
of the e- learning Module.
* Payment shall be made within 45 days from the day of raising the invoice
Retention: 10% of the executed contract value shall be retained towards
retention money for a period of six months. The amount shall be refunded
after the completion period.
In lieu of retention money, contractor shall submit bank guarantee of
equivalent money valid for defects liability period of six months from the
date of completion of the entire scope of work along with acknowledgement of
purchase order
The above conditions shall supersede conditions, in regard to the similar /
comparable / related subject, mentioned in attached General Conditions of
Contract (GCC).

Period of Delivery
The developer shall develop the e-learning module within 2 months from placing
of order. The developer shall be able to showcase a Pro Proto-type of one of
the modules within 10 days from the placing of order.
Liqudated Damages Clause : In case of delay, 0.5% week of delay or part
thereof up to a max. 5% of the total contract value shall be recovered.
