1 Introduction
1.1 Purpose and Scope
The purpose of this document is to manage BP Khazzan Block 61 road safety risks by establishing
mandatory controls for drivers, vehicles and journeys. This includes extra controls for professional
drivers,Contractorsandsub-contractorsinanareawithhighroadsafetyrisks.
This procedure complies with the relevant manuals (mandatory requirements) as in the reference
documents but in particular identifies additional controls associated with the movement to, on and
fromtheKhazzanBlock61areaofresponsibility.

1.2 Exemptions

Company or Contractor road transport activities (drivers, vehicles and journeys) that do not comply
withthisprocedureshallbeinpossessionofwritten approvalfromtheBPTechnicalAuthorityTA2
LandTransport.

2 Drivers
2.1 Driver Selection

ProfessionalDriversmusthaveamedicalexaminationbyanauthorizeddoctorasamandatorypartof
theselectionprocessincludingabaselinesubstancetest,assetoutMiddleEastRegionFitnessFor
TaskHealthAssessmentProcedure(MERE-HL-PRO-00-0002).Allrecordsofexaminationsaretobe
held with the Company’s Occupational Health [OH] Advisor. The OH Advisor shall inform the Line
Managerifadriverfailsthemedicalexaminationorhasbeenrestrictedfromdrivingduetomedical
reasons.Thisexaminationmustensurefitnessoftheindividualforthetypeofdrivingrequired.The
MedicalAssessmentmustalignwithBPRequirementsforMERFitnessforTaskHealthAssessment
Procedure.

The frequency of medical assessment is tied with that of the Defensive Driving Training which is
every2yearsforprofessionaldrivers.


DriverLicense&Experience
Alldriversmustbe:

• Atleast21yearsofagewithThree(3)years’experience;
• Busdriversmusthaveheldavalidlicenceforaminimumof8yearsandhaveheldavalid
HGVlicenceforaminimumof4yearsifdrivingHeavyBuses.

Driversmusthaveavalid:

• AnROPapproveddrivinglicenceoroperatorspermitvalidforthetypeofvehicleor
equipmenttobedrivenoroperated;
• CompanyDriversPassport.

Alcohol,DrugandSubstanceAbuse
TheCompanyoperatesaZerotolerancepolicywithregardstodrugandalcoholusewhencombined
withmotorvehicleorplantoperation.Thebloodalcoholcontentofadriveroperatingamotorvehicle
is to be 0.00% and have no illicit drugs in their system. Random drug and alcohol checks may be
requestedbyCompany.

FitnesstoWork

Adriveroroperatorisnotallowedtodriveavehiclefollowingprolongedabsence,illnessandorinjury
untilhe/shehasbeenre-assessedasfittodosobyaqualifiedmedicaldoctor.


2.2 Defensive Driver Training


Before any driver whether Company or Contractor is allowed to drive on Company business or
operatemobileplantequipmentoncompanybusinesstheymustreceivetheappropriateDefensive
Driving Training if driving on the public road by either an approved internationally recognised /
accredited training company or institute. In addition, all mobile plant equipment operators must
undergoadditionaltrainingonthetypeofequipmenttheywillbeoperatingandinpossessionofan
appropriate permit and license.  This training is to be provided by the contractor either by in house
qualifiedinstructorsorbya3rdpartytrainingprovider.

Themethodoftrainingshallincludeaclassroom-basedtheorycomponent,culminatinginan‘onroad’
drivercompetenceassessment.Theaimsandobjectivesofthetrainingaretoensurethatalldrivers
achievethefollowing:

• Awarenessoftheriskstowhichtheyareexposedandhowtheyaremanaged.
• AnunderstandingofrelevantdrivingrelatedOmanlaws/regulationsandsafetyissues.
• EffectiveJourneyManagementandassessingvehiclecondition.
• Anunderstandingofsafedrivingtechniquesandprocedures.
This training concentrates on road hazards, risk management and driver behaviour. The training
programitselfwillcoverthefollowingcomponents:

• Omandriving-relatedlawsandregulations;
• Drivinghazardsandvehiclesafetyfeatures;
• Fatigueawareness;
• Trafficsystemsandroadlayout;
• JourneyManagementandvehiclechecks;
• Pre-journeyvehicleinspections;
• DefensiveDrivingtechniques;
• Drivingindesertoffroadconditions;
• Reportingincidents;and
• Practicaldrivingassessmentonthetypeofvehicleorequipmenttobeused..

Drivertrainingwilllast1dayindurationfornon-professionaldriversandifbasedinthefieldthisshall
involveoffroaddrivingandmustbecompletedwithin30daysofemploymentandmustbedelivered
inthenativelanguageofthedriver.However,forprofessionaldriversthecourseshallbelongerand
includeadditionaltrainingonthetypeofvehicleormobileplantequipmentthatthedriveroroperator
willbedrivingoroperating.Durationofthecourseshalldependonthecomplexityofthevehicleor
equipmentandifoffroaddrivingisrequiredthismustalsoformpartofthetraining.

TrainingmodulesshallbereviewedeverythreeyearsoratBPCompanydiscretiontoensuretraining
packagesandtrainingpersonnelareeffectiveinachievingtherequireddefensivedrivingstandard.

KhazzanBlock61DriversPassport
The Contractor Defensive Driver Training Provider may issue their own internal Defensive Driving
permitaspertheirclient’sinstructions.However,fordriverstobeauthorisedtoenterKhazzanBlock
61theywillbeissuedwithaBPgeneratedDriversPassport(AppendixA)issuedbyLogistics.

NOTE: To be issued a Khazzan Block 61 Drivers Passport the driver must hold an ROP driving
Licence and a Defensive Driving Course certificate from either an approved internationally
recognised / accredited training company or institute. Both must be valid at the time of issue
of the Khazzan block 61 drivers Passport which will run concurrently with the drivers
Defensive Driving permit. All relevant information shall be entered on the passport and
company database. BP staff attending the BP course shall automatically be issued with the
Khazzan Block 61 Drivers Passport.

DrivingAssessments
Shall be carried out every two years for professional drivers and shall be the responsibility of the
contractortokeeptheDefensiveDrivingcertificateupdatedorfaceremovaloftheKhazzanBlock61
DriversPassport.

However, an assessmentmay be requested atthe discretion of the Contract Responsible Person /
Line Manager for continuous driver infringements recorded by the IVMS or following an incident /
accident investigation whereby the driver may have been at fault. The Company may also request
contractorstomonitorindividualdriversandrequestremedialactionandfeedback.

Drivers who fail to pass the “Assessment Drive” shall re-attend the defensive driving course. The
thirdpartyTrainingProvidershalldevelopasystemtorecordcoursebookings,results,assessment,
renewal data and instructor comment for company feedback. Any driver who fails the defensive
drivingcoursewillbereportedtotheirContractResponsibleperson/Linemanagerforfurtheraction.

DriverConsequenceandRewardScheme
Contractors are encouraged to have a Consequence and Reward Scheme based on own and
Company Health & Safety Golden Rule compliance and analysis of IVMS data which provides
informationonbothpositiveandnegativedriverbehaviour.

Other behavioural measures such as employee initiatives in Road Safety Awareness should be
encouraged and rewarded. Contractors are encouraged to introduce incentives to improve driver
performanceandbehaviour.


2.3 Drivers Responsibilities


Seat Belts
The driver shall correctly use three-point seatbelt at all times and make sure passengers do so,
beforethevehiclemoves.

Theonlyexceptionisforpassengersinbuseswhereonlylapbeltsareavailable.

Inallcasesseatbeltsmustbetothemanufacturersdesignandinstallation.

Mobile Phone Use and Radio Operation


Mobiletelephoneandtwo-wayradioseitherhand-heldorhands-freearenottobeusedbythedriver
whilstthevehicleisinmotion.Thedriveristofindasafeplacetostoptoreceiveandmakecalls.

Transporting loads and loose items


Cargo,baggageandlooseitemsareonlytobecarriedinthedesignatedcargoareaofthevehicleand
must be segregated and restrained from interfering with the driver and passengers by wire mesh,
nettingorsimilarrestraint.Ifpersonalbelongingsaretobecarriedwithinthepassengercompartment
theyshallbeplacedandsecuredtopreventanymovement.Thedriverissolelyresponsibleforthe
loadingofthevehicle.Whereairbagsarefittedpassengersshouldrefrainfromcarryingitems,such
aslaptopsontheirlapsasthesemaycausefurtherinjuryiftheairbagisactivated.

Parking
Thedriverisresponsiblefortheparkingofthevehicleandmustensurethat:

• Allvehiclesarereversedparked;
• The vehicle is parked so that it is not causing any obstruction to any other road users or
pedestriansandthatwhenleftunattendedallvaluablesaresecureandhiddenfromviewand
thevehicleislocked;
• Allvehiclesshallbecorrectlyparkedatalltimes,makingallattemptstoensurethefirstmove
ofthevehicleisforward;
• Vehiclesshallnotbeleftunattendedwithenginesrunning;
• All heavy vehicles and trailers shall be equipped with proprietary wheel chocks with two
wheelchockspervehicle.Undernocircumstancesarewoodorbrickstobeused.Thechock
blocks shall be in place behind the wheels whenever the vehicle is parked. This practice
encouragesthedrivertowalkroundthevehiclebeforecommencingoperation;and
• Considerationshallalsobegivenwhenloweringthetrailerlegs.Ifthefloatationplateisnot
adequate,ametalsupportplateshallbeplacedunderthefeettoavoidsinking.Designofthe
landinglegsdeterminethesupporttobeadopted.

Additional HGV requirements

• Allarticulatedvehiclesmustbefittedwithanti-decouplingmechanismstoavoidseparationof
thetractorunitandtrailerwhilstinmotion;
• Allvehicleswillhavefittedtotheroofofthecabaworkingrotationalflashinglight’

• Fittedwithasuitableworkingreversingaudiblealarmappropriatetothetypeofvehicleand
equipmentandtothecorrectvolumelevel.

Daytime running lights


CompanyandContractorsvehicles,includingbusesandheavyvehicles,shalldrivewiththeirdipped
headlightsandrearhighlevellightsilluminatedatalltimesongradedroads.Whendrivingoutsideof
city limits additional lighting shall also be illuminated if legal requirements dictate this, to identify
vehicletype,loadandclassification.

Off Road Driving

All off-road driving needs to be risked assessed and approved by the Journey manager.  Driving
through Wadi’s and environmental sensitive areas are to be avoided.  If due to operational
requirementsenteringsuchsitesisunavoidableseekapprovalfromtheFieldmanagerandHSSEfor
guidance.  Contractors are to seek approval from their respective Journey Managers and Line
Manager.Ensureyouandyourvehicleisequippedandsafetoentertheseareas.

Speed limits
All Company and Contractor drivers operating under Company contracts shall adhere to Oman
legislativeandCompanyspeedlimits.

Driversmust:
• Notexceedanysignpostedspeedlimits;
• Reducespeedaccordingtotheroadconditions
• Notexceedthemaximumspeedlimitsatanytime.

Incident and Near Miss reporting


It is the responsibility of the driver to report all incidents and near misses to his supervisor / line
manager.TheContractormustinstructalltheirdriversonwhattodointheeventofanincidentand
themeaningof‘nearmiss’reporting.

3 Vehicle and Mobile Plant Equipment


3.1 Vehicle and Mobile Plant Requirements
AllCompanyandContractorvehiclesandMobilePlantshallbeincompliancewithCompanyvehicle
and safety specifications as detailed in Appendix B. However, it is important that vehicles are
selectedonthebasisofbeingfitforpurpose,includingconsiderationoftheloadtobecarried(both
personnelandcargo),typeofterrain,androad/operatingconditionsthatthevehiclewillbeoperating
in. Spare parts and maintenance availability must also be considered as this could have a major
impactonoperations.

The Company and Contractor vehicle procurement processes shall have mechanisms that ensure
thatavehicleisassessedandfitforpurposepriortoprocurement.AsabasisofreferencetheNew
CarAssessmentProgram(NCAP)shallbeused.NCAPtestingevaluatestheperformanceofmultiple
vehiclesafetysystemsviaaseriesofcrashtestsandvehiclemeasurements.Itprovidesanimportant
guidetotherelativesafetyperformanceofvehiclesand,isaninvaluabletooltoassessandcompare
similarvehicles.VariousevaluationstudieshavevalidatedthatNCAPresultscorrelatetoactualcrash
performanceinaccidents.

Someofthemosteffectivecrash-worthinesscapabilitiesthatcanbespecifiedandfittedtoavehicle
arecrashavoidancecapabilitiessuchasAnti-lockBrakingSystems(ABS)andactivevehiclecontrol.
Where New Car Assessment Program (NCAP) test figures are available, no new vehicle will be
selectedwhichhasscoredlessthanfourstarsoverallandlessthantwostarsforpedestriansafety.

3.2 Rollover Protection Device (RPD)


ThisappliestoallLightVehiclesusedongradedroadsandoffroad.Itappliestoboth2and4-wheel-
drivevehicles.
Excludedfromtheobligatoryfittingofrolloverdevicesare:

• Vehicleswithrolloverprotectionbuiltintothevehiclespecificationbythemanufacturerand
that the manufacturer certifies that the rollover protection is capable of withstanding the
minimumloadrequirementsspecifiedbelow;
• Certain specialised light vehicles such as pick-ups mounted with Cherry-pickers, small
tippers,minibusesanddeliveryvansmaybeexemptfromtherequirementtohavearollover
bars fitted.  The RPD must be capable of withstanding the following forces combined as a
singlepointoneithercornerofthemainrollbarloop:

• 3xvehicleoperatingweightvertically
• 3xvehicleoperatingweightforeandaft
• 1.5xvehicleoperatingweightoneachside.

3.3 In Vehicle Monitoring System (IVMS)


3.3.1 Objectives and Responsibility
In Vehicle Monitoring System (IVMS) and Driver Merit Systems (DMS) are tools to improve the
standards of driving with the aim of reducing accidents and injuries.  A device mounted within the
vehicle monitors driver performance. This data is evaluated to identify where improvements are
necessary. It is designed to monitor driving standards and act as a check on driving behaviours to
ensurethattheycomplywithdefensivedrivingtechniquesandlocalroadtrafficlaws.

ItisanROPrequirementthatallVehiclesoperatinginremoteareasmustbefittedwithIVMS.

IVMS device is capable of;

• Measuringandrecordingthespeedofthevehicle;
• Recordingandreportinginstancesofover-speeding;
• Identifyingandanalysingthedifferencesinspeedlimitsofblacktopandgradedroads;
• Conformingwiththepostedspeedlimits;
• Measuringandrecordingharshaccelerationof10kph/swith3secondstolerance;
• Measuringandrecordingharshbrakingof10kph/swithnotolerance.

IVMS Management System can;

• Download&storerealtimedata;
• Analysethedownloadeddatatodetermineindividualdriverperformance;
• ApplyBPDisciplinePolicybasedonfeedbackwithgreateremphasisandconsequencefor
driverswhodonotlearnfromthefeedbacksandcontinuetodrivesubstandarddespite
earlierfeedbacks;
• Collatemonthlyinformationonkilometresdriven,fuelusageandmaintenancecostsforthe
IVMSfleet.Vehiclesshouldbereviewedtoidentifywhytheyareusingmorefuel/kmanda
crossreferencetotheIVMSandDMSdatabasemadetoseeifthereisanycorrelation;
• ProvidetheContractHolderwithmonthlyreportsidentifyingclearlythestandardsofdriving
asreportedthroughIVMS/DMSandtheimprovements/deteriorationsinthestandardsfrom
thepreviousmonth;
• Providesimpleleaguetablesofindividualdriverperformancesformanagementreview;
• ProvideinstructionandtrainingtoalldriversinformingthemoftheVDR/IVMSpolicy,howit
works,itrecordsandthebenefitsofdrivingincompliance.Driversmustbemadeawareof
therewardswhichareavailabletodriverswhoareshowntobesafedriversandtheprocess
whichthedriverwillbesubjectedtoiftheVDR/IVMSsystemshowssubstandarddriving;
• GSM/GPRS/SMSautomaticdownloadtoacentralserverforeaseofcommunication;
• On-linetrackingofvehiclesthroughglobalpositioningsatellites;
• Sat-companicbuttonswhichallowadrivertorequesthelpandcommunicatetheirlocationin
GSMblackspots;
• OnlinereportingandanalysistoolsforeaseofIVMS/DMSmanagement;
• Geofencingcapabilitytowarnwhenvehiclesreachspecificareas.

Performance data – Driver & Vehicle

• Speedofthevehicle;
• Instancesofover-speeding;
• Instancesofharshbraking;
• Instancesofharshacceleration;
• Measuringwhetherseatbeltsarewornbytheoccupantswhenthevehicleismoving.

Reporting to Management

• Leaguetablesofindividualdriverperformances;
• Informationonkilometresdriven,fuelusageandmaintenancecostsfortheIVMSfleet.

4 Vehicle Maintenance and Inspections


The purpose of this section is to help reduce and ultimately eliminate the number of road traffic
incidents by ensuring that vehicles are maintained in a road worthy condition regardless of the
operatingconditions,fleetsizeorvehicletype.

Responsibilities of the vehicle user or owner


Theuserorownerofthevehicle(includingatrailer)isdefinedasthedriver(inthecaseofanowner
driver) or the person, company, or department employing the driver. The vehicle itself may either
belongtotheuserorbeinhispossessionunderanyagreementforhire,hire-purchase,loanorlease.
The user of the towing vehicle is responsible for the roadworthiness of a trailer even if it does not
belongtohim.

Thedriver,hissupervisor,andhislinemanagerareresponsibleforensuringthatthevehicleortrailer
remainsinaroadworthyconditionwhileitisonCompanybusiness.Theyarealsojointlyresponsible
formakingsurethatthevehiclemeetsandcontinuestomeetthestandardsrequiredbytheOman
TrafficLawsandCompany.

The end user of all vehicles and mobile Plant equipment is responsible for carrying out all required
pre-use and periodical daily checks.  Contractors shall ensure that operatives using vehicles and
mobile plant equipment are provided with pre-use and periodic check lists based on Company and
manufacturer’sinstructionsandrecommendations.
Contractorsaretoensurethat:
• Allthevehiclesmarkingsandregistrationplatesareclearlyidentifiedandreadable;
• TheContractorsnameisclearlyvisibleandreadable;
• Vehicles are maintained to a high degree of cleanliness with respect to lights, mirrors,
windscreens,andoverexcessivelydirtyvehicleswillnotbeallowedontosite.

Company vehicle inspectors


VehicleinspectorsshallbeappointedbytheLogisticsManagementContractandwillbetaskedona
dailybasisasdesignatedbytheirLineManager.Thepersoncarryingoutsafetyinspectionsshallbe
technically competent and operationally aware of the safety standards which apply to the vehicle
being examined. They shall be trained in the techniques of vehicle examination, diagnosis and
reporting, and possess a sound working knowledge of manufacturers' maintenance and operations
manuals.

Their task is to carry out vehicle checks on contractors vehicles prior to mobilisation and periodic
inspectionsonanyvehicleworkingforandonbehalfofCompanyduringthelifetimeofthecontract
whilst on Khazzan Block 61.  Periodic inspections will be conducted by the Road Safety Teams as
directedbytheFLCCandHSSErepresentativeswillactasanindependentauditfunction.

4.1 Inspections

A team of competent personnel and / or 3rd Party Inspection Team based in Muscat and the Field
shall be responsible for carrying out pre-mobilisation inspections of all Vehicles and Mobile Plant
Equipment against dedicated checklists (Appendix C), and maintaining comprehensive records of
suchinspectionsintheformofapaperand/orelectronicregister.
If the vehicle / Plant is found to be in good condition, the checklist shall be signed off by the
responsible person carrying out the inspection followed by the issuing and fixing onto the vehicle
and/orplantacompliance certificatesticker,validfor12months(refertoAppendixD)showingthe
issueandexpirydate.
Any Vehicle and/or equipment; without a valid sticker certificate arriving at site shall not be
allowed on Khazzan Block 61.

All Contractors shall be responsible for developing a robust maintenance regime for their Vehicles
andMobilePlantequipment.
Arequestformforaninspectionistheinitialstepandoutlinesdetailsofvehiclestobeinspectedand
the time and location will be decided between the requester and Inspector (Appendix E).  The
request form and all correspondence with the inspector can be made by sending an e-mail to:

4.2 Primary Logistics



Primarylogistics:referstoalllogisticsoperations,irrespectiveastowhethertheyareowned,leased,
chartered or assigned, and where the scope of work is predominantly for the direct provision of
logisticsservicesforBPorOperatorAgents.

The Khazzan Block 61 Project shall carry out pre-mobilisation inspections on all Primary contractor
vehiclesandmobileplantequipment.Onpassingtheinspectionaninspectionstickerwillbeissue
fora12monthperiodanduponexpiryofthecompliancestickerwillbere-inspected.
TheinspectionidentificationmechanismwillbeanadhesiveComplianceCertificatestickerbasedon
threecategories:
• VehicleandMobilePlantcompliancecertificatesticker(valid12months)
• Temporary compliance certificate sticker (where a minor defect has been recorded and
contractor allowed a set time to repair or replace). Vehicle shall be re-inspected for full
compliancecertificateissue;
• Trailercompliancecertificate;
For the purposes of this procedure, vehicles and mobile plant equipment will be categorised as
follows:
• AllLightvehicleslessthan4000kg;
• AllLightBuses9to25seats;
• AllHeavyBusesover26seats;
• AllHeavyGoodsVehiclesover4000kg;
• AllTractorUnitsusedforthepurposeoftowingatrailer;
• AllTrailers;
• MobilePlantEquipmente.g.ForkliftTruck,MobileCrane,Bulldozeretc.

4.3 Pre-Mobilisation Authority to Operate (ATO) Inspections



Allcontractors’vehicleandmobileplantequipmentshallbeinspectedatajointlyagreedlocationwith
theinspectorpriortomobilisationtotheKhazzanBlock61.Thepre-mobilisationinspectionissubject
toanadvancedagreement,ontimingandlocation,withtheresponsibleInspectionTeamLeadafter
submittalofaninspectionrequestform.
AllvehiclesandMobilePlantequipmentshallarriveatsitepre-inspectedanddisplayingaCompliance
Certificatestickervalidfor12months.
The equipment shall be formally inspected against dedicated pre-mobilisation checklists, by
competent personnel representing the Logistics Team. Any defective vehicle or mobile plant
equipment observed during the pre-mobilisation inspections shall not be issued with a Compliance
CertificateStickerandshallnotbepermittedtoproceedtotheProjectsite.
Any defects noted during the inspection, shall be formally communicated to the contractor, by
providing the completed inspection summary sheet together with pre-mob checklist, so they can
carryoutallnecessaryrepairspriortorequestingare-inspection.

NOTE: Contractors must give no less than 7 days prior notice for all inspections for
mobilisation ATO prior to arriving on Block 61. If a vehicle / Plant equipment fails the
contractor must request a further inspection to be arranged with the inspector. It is the
responsibility of the contractor to ensure the vehicle and equipment is ready for inspection
using the checklists (Appendix C). Any delays in operations due to vehicles / plant failing the
inspection are solely the fault and responsibility of the contractor.
Contractors are to maintain their own data regarding pre-mobilisation inspections and re-
inspections.

4.3.1 Arrival Inspections at Site



Allcontractors’vehiclesandmobileplantthathavebeenawardedaComplianceCertificateStickerin
Muscatshallbesubjecttoawalkroundinspectionforroadworthinessuponarrivalatsitetoconfirm
compliancewiththeprojectinspectionrequirementsandthatnodefectshavedevelopedsincethe
issueoftheComplianceCertificatesticker.Thiswillalsoincludealoadsecurityandloadingcheck.
Ifanydefectsarenotedduringthewalkroundinspectionanddependingontheseverityofthedefect
thevehicleisdeemedun-roadworthythenthestickershallberevokedandthe vehicleshallnotbe
allowedontosite.Itwillbetheresponsibilityofthecontractortoremove,repairandrequestanew
inspectiondate.
If a minor defect is reported than the contractor shall be allowed time to repair and /or replace the
item within a certain time scale. The vehicle or mobile plant equipment shall have the road
worthiness certificate revoked and will be issued with a temporary Compliance Certificate until the
repairorreplacementhasbeenre-inspected.
Mobile plant that was required to be assembled and inspected in Muscat shall need to be re-
assembled at site e.g. Pipe Layers, tracked cranes and undergo a walk round inspection for
operationalandsiteworthinesscompliance.

4.3.2 Arrival at site without an inspection sticker



Any vehicle / Plant that arrives at site from Muscat without a Compliance Certificate sticker shall
undergo a full inspection at the Logistics Holding Area LHA and if successful will be issued with a
TEMPcertificatestickerforaccesstosite.Toobtainafullstickerthecontractorwillhavetoarrange
a new mobilisation inspection in Muscat.  If the vehicle fails then access shall be denied and the
responsiblecontractormustremove,repairandrequestaninspectioninMuscat.
ThisistoencouragecontractorstohavevehiclesinspectedinMuscatpriortocomingtosite.

If the vehicle is carrying a load an approval for access to unload will be requested from the site
manager.


4.3.3 Arrival at site without an inspection sticker within Block 61



Any vehicle / mobile plant equipment that has been operating on Block 61 on another project and
arrivesatsitewithoutaBPmobilisationinspectionshallbeinspectedattheLogisticsHoldingArea.
If the vehicle / mobile Plant equipment passes then a Full Compliance Certificate sticker will be
issued.Iftheyfailtheinspectionthecontractorshallremove,repairandrequestanotherinspection.

ThismobilisationinspectionmustbedonepriortoworkingonbehalfofBP.

Ifthevehicleiscarryingaloadapprovalforaccesstounloadwillberequestedfromthesitemanager.


4.3.4 Daily Vehicle and Mobile Plant checks

Allcontractors’andsubcontractorsaretoensurevehiclesandmobileplantequipmentareinspected
priortoeveryshiftandonchangeoverofdriver/operatoronadailybasis,Thedriverisresponsible
forensuringthevehicle/plantequipmentisinaroadworthyconditionandfitforpurpose.
Daily Inspections are based against a checklist specific to that vehicle or mobile plant equipment
developed by the vehicle/plant owner. The checklist shall be in the native language and fully
understandable by all users. This will be maintained by the end user of the plant or a nominated
person. If any defects are observed the equipment shall be removed from service and quarantined
untilitcanbesatisfactorilyrepaired.
The Project HSSE team and Road Safety Teams shall carry out periodic inspections during the life
spanoftheComplianceCertificatestickerandundertakeregularself-verificationinspectionauditsto
monitor the vehicle and mobile plant road worthiness compliance including and not limited to Daily
Checklists.
Dailychecksarevitaltothesafetyofallvehicleusersanddriversshouldbeallowedsufficienttimeto
carryoutthecheck.Othernon-safetyrelateditemsmightbeaddedtothischeck,butpreferablyasa
separatelistsothatdriversandsupervisorsunderstandwhichthecriticalsafetyelementsare.

Defect reports
Inadditiontothedailychecksanydefectsorsymptomsofdefectsfoundthatcouldpreventthesafe
operationofvehicles/PlantmustbereportedbythedrivertoMechanicalEngineerorlinemanager.
Thisalsoincludesdefectsfoundwhilstthevehicleisinuse.Thereportmustberecordedinwriting
toinclude:

• Vehicle/trailerregistrationoridentificationmark;
• Datereported;
• Detailsofthedefectsorsymptoms;
• Thenameofthepersonreportingthedefect;and
• Datefaultrectified.

A defect book shall be readily available to all drivers at all locations where vehicles operate. The
defectbookshallbecheckedbytheMechanicalEngineerdaily.

Defect Reports and Maintenance Records


A defect report is part of the maintenance record of the vehicle and must be kept, together with
detailsoftheremedialactiontakenforaperiodof12months.

beheldtosupporttheLogisticsControlCentre’sinMuscatandthefield.

Contractors are to ensure that all relevant information is kept up to date as this may affect
access to site.

Ensurethattherecordsofvehiclesandmobileplantequipmentareproperlymaintained,accurateand
storedinawaytopreventlossofinformation.Theregistershouldincludebutnotlimitedto:

• ComplianceCertificateStickerUniqueidentificationnumber
• Photographoftheequipment
• Detailsofowner/contractor
• Vehicleandmobileplantdetailsandregistrationnumber

4.4 Secondary Logistics

whicharebeingprovidedaspartofascopeofwork,intendedfortheprovisionofservicesotherthan
logisticse.g.Couriers,Cementdeliveryserviceswherewehavelimitedcontrolsandinfluence.

Through weekly meetings with the FLCC secondary logistic movement needs to be recorded and
plannedforthecomingweek.Owingtothenature ofthescopeATOinspectionsarenotpossible
andwillnotbepartoftheComplianceCertificatestickerprocess.

Prior to arrival on Khazzan Block 61 the FLCC will contact the contractor providing the service and
requestVehicleanddriverinformationsothattheTrafficControlPointisawareoftheirarrival.
Upon arrival the vehicle shall undergo a walk round inspection to ensure that there are no major
safetyissueswiththevehiclescondition.Thedriverslicenceshallalso bechecked.Ifthevehicle
passesitwillbeissuedwitha‘DailyVehiclePass’andallowedaccess.
Ifthevehiclefailsitwillbereportedtothesitemanagerforadecisiontobemadeastowhetherto
allowaccessornotandthiswilldependonthetypeandurgencyoftheload.Ifallowedaccessthe
vehiclewillbeissuedwitha‘DailyVehiclePass’andallowedaccess.Whetherthevehicleisallowed
accessornottheconditionofthevehiclewillbereportedtothepersonresponsibleforthecontract
andrequestthatthisvehiclenolongerdeliverstoKhazzanBlock61.The‘DailyVehiclePass,’willbe
returnedbacktotheTrafficControlPointonexit.

4.5 Contractor approved vehicle inspectors



DuetothediversityandnumberofvehiclesandplantcurrentlyrequiringanATOinspectiontogain
access to Khazzan Block 61 requires a great deal of resources, time and planning. To alleviate the
planningprocesstheCompanymaydecidethatsomecontractorswhoown,orleasealargefleetof
vehicles may apply to become a Company approved inspector.  Which means the vehicle user or
ownerwillberesponsiblefortheirownroadworthinessinspections.

For any contractor to be considered for approval, an assessment will be carried out using the
following ATO process:  Driver and vehicle management systems, suitable premises, maintenance
facilities, welfare facilities, procurement processes for maintaining spare parts and qualified
mechanics.Ifthesystemsarecompliantwiththecompany’srequirementswhichwillbeassessed
bycontinuousauditsandreviewsthenthecompanywillconsidergrantingself-certificationauthority
tothecontractor.

These inspections only relate to HGV and mobile Plant equipment.  All passenger carrying vehicles
willbeinspectedbyCompanyATOinspectors.

On arrival at site the vehicle will still have a walk round inspection and come under the same
processes as per the primary transport and will be periodically inspected on site to ensure
compliance.Ifvehiclesarefoundtobeun-roadworthytheywillberefusedentry.

Thecontractorwillberequiredtousethesameformatofthecompliancecertificatesticker(Appendix
D)butmustalsoshowtheContractorsLogoonthestickersothatthecompanycanidentifytheyare
an approved inspector.  The Contractor is to inform the Company on a weekly basis the serial
numbersanddataofallinspectionsandcompliancecertificatestickerissues.

Approved Contractors that constantly present un-roadworthy vehicles will have the Company
approvalrevokedandwillnolongerbeallowedtoinspecttheirownvehicles.

5 Vehicles and mobile plant equipment rejection


5.1 Rejection at Pre-mobilisation (Authority to Operate)
inspections

All Contractors vehicles that undergo a pre-mobilisation inspection and are rejected shall carry out
repairsasrecordedbytheinspectoreitheratthetimeoftheinspectionoratalaterdateandrequest
anotherinspectiontobecarriedout.Seven(7)days’noticeisrequiredforallinspections.


5.2 Rejection at site



Anyvehiclethatisrejectedaftera‘walkround’checkwhenarrivingatsiteshallbeassessedonthe
severityofthedefect.Ifthevehicleisdeemedun-roadworthythenthestickershallberevokedand
thevehicleshallnotbeallowedontosite. Itwill be theresponsibilityofthecontractortoremove,
repairandrequestanewinspectiondate.

Ifthevehicleiscarryingaloadapprovalforaccesstounloadwillberequestedfromthesitemanager.

Ifaminordefectisreportedwhichmayhavehappenedenroutethanthecontractorshallbeallowed
time to repair and / or replace the item within a certain time limit. The vehicle or mobile plant
equipment shall have the road worthiness certificate revoked and will be issued with a temporary
ComplianceCertificateuntiltherepairorreplacementhasbeenre-inspected.

5.3 Rejection due to non-compliance with vehicle specification



AnyvehicleinspectedinMuscatorarrivingatsiteandfailsduetonon-complianceofthecompany
vehicles specification must be reported to the Logistics Management immediately and no further
actionbytheinspectoristobetakeneitherverballyorwritten.
Undernocircumstancesisthecontractortobeadvisedtoremove,replaceormodifyanypartofthe
vehicleormobileplantequipment.

Deviation from the specifications shall only be approved by the BP Technical Authority TA 2 Land
TransportbasedinMuscat.

6 Journeys
The Company shall receive a copy of the contractors Journey management Plan via the Logistics
Control centres 48 hours in advance based on the information provided by long term forecast,
monthly and weekly meetings to ensure that appropriate risks have been considered and that all
details and signatures are correctly completed. If there are any discrepancies found the contractor
JourneyManagerwillbecontactedforaresponse.

ContractorsaretoappointaresponsiblepersontoactastheirfocalpointforJourneyManagement.
ContractorsaretousethecompanyapprovedJourneymanagementPlan(AppendixF)foralljourneys
toBlock61andifdepartingwithcompanymaterialonboardthevehiclefromBlock61thejourney
willneedtobetrackedtoitsfinaldestination.

6.1 Driving Hours


The drivers and especially supervisors and journey managers should be aware of the impact that
fatiguemayhaveondrivingandjobperformance.Fatiguetrainingspecifictoroadsafetyshould be
conductedforallsupervisors,managersanddrivers.

JourneyManagersshallcarryoutariskassessmentandtakeintoconsiderationtheduration ofthe
journey, rest breaks and available facilities to ensure the safety of all the vehicle occupants.
Considerationmustalsobegiventoprovideadditionaldriversifthejourneydictates.Thetablebelow
is to be used as the maximum allowable hours and additional rest should be taken if the situation
permitsandbynotdoingsocouldaffectthesafetyofallthevehiclesoccupants.

NOTE: It is the responsibility of the Contractor and driver/owner to ensure that no driver
exceeds the maximum drivers hours and that they have had adequate rest the day before and
have not undertaken any other work or driving activities. Any driver found to be driving over
the maximum hours shall be denied site access.

6.2 The 30 km Zone



Within Block 61 the company has defined a 30 km zone using the CPF location as its centre. This
zone has been developed to provide a boundary so to allow unlimited travel within and allow
contractorstocarryouttheircorebusinesswithaslittledisruptionaspossible.Journeymanagement
willbecarriedoutinternallyandcontractorsareresponsiblefortheirownactivitieswithinthezone.

Insidethe30kmzoneshallbeunlimitedtravelandoutsidethe30kmzoneshallberestrictedtravel.

6.3 Unlimited travel areas


Unlimitedtravelareaswithinthe30kmzoneshallmeanthatcontractorswithinthezonearesolely
responsiblefortheirowndaytodayoperationalmovement.Eachcontractormustappointtheirown
JourneyManager,InVehicleMonitoringSystemadministerandaresponsibleseniorpersontomake
day to day decisions on Journey Management. Managing vehicle movement can be by use of a
whiteboard or similar that suits the contractor best.  Some locations that are visited on a frequent
daily basis such as well pads, Rigs and Hanja may full just outside the 30 km zone may still be
classedasunlimitedowingtothefrequencyofvisits.Alistofsuchlocationswillbeprovidedonce
fullyestablished.

This system is to assist the contractor in maintaining operational continuity and therefore any
deviationfromthismayresultinstrictermeasuresbeingtaken.

NOTE: If there are any Rig moves or any large vehicle movement within the 30 km zone that
may disrupt the daily routine of others or cause major traffic disruption SHALL be supported
by a Journey Management Plan and any such movement brought to the attention of the Field
Logistics Control Centre by way of weekly meetings.

6.4 Restricted travel areas


RestrictedTraveloutsidethe30kmzoneshallbeaccompaniedbyaJourneyManagementPlanand
the level of risk signed off by the contractor with the appropriate level of authority.  A Journey
managementPlanisrequiredforalljourneysarrivingonsitesothatmovementcanbemonitoredand
controlledtoavoidcongestionandleavingBlock61withCompanyownedmaterialonboardasthe
journeywillrequiretrackingtoensuresafearrivalatitsfinaldestination.

6.5 Night driving



ContractorJourneysthroughrestrictedareasatnightarenotacceptable.Iftheyareunavoidabledue
tooperationalrequirementstheymusthaveariskassessedJMPandtheapprovalfromtheCompany
Contract Responsible Person and implement stricter controls, travelling with a minimum of two
vehicleswherepossible.

APermittoWorkPTWmayalsoberequirediftheactivityrequiresone.

Exemptions
Exemptionstotheabovemaybegrantedunderthefollowingsituations:
• A person requires urgent medical assistance and needs to be taken to hospital or have the
doctorandmedicationsenttothepatient;

• An asset loss has or will occur unless urgently required material, equipment and support
personnelaremobilized;and
• Anemergencysituationhasoccurredandrequiresmenandequipmenttobedeployed.

ThepersonresponsiblewillbethesiteManager,toensuresufficientadditionalcontrolsareinplaceto
reducerisktoALARP.

6.6 Journey management plans (JMP)


Contractors shall use the company approved Journey management Plan for all movement into or
beyond the 30 km zone.  Depending on the total score based on risk will determine the level of
signature required.  It is the responsibility of the contractor to carry out a risk assessment on all
journeysandthecontractorshallsignoffaccordingly.TheJMPshallthenbepassedtotheLogistics
ControlCentreatleast48 hoursinadvanceofanyplannedtripforapproval.Plannedtripsmusthave
been clearly identified at monthly and weekly meetings.  The Company will accept a JMP if the
journey is for an urgent request but the Contractor will be monitored if continuous short notice is
given.

IftheJMPisnotapprovedtheContractorfocalpointwillbeinformedasperthereasonforrequired
action.

7 Controls
7.1 Logistic Control Centre (LCC Muscat)

This facility will be responsible for all long term forecasts, monthly and weekly planning meetings,
IVMSmonitoringofallcontractormovementanddriverbehaviourandvehiclemovementtoandout
of Block 61 on behalf of the Company.  Maintaining and updating the Vehicle and Driver Database
andissuingofDriverpassports.

7.2 Field Logistic Control centre (FLCC Block 61)



TheFLCCshallworkintandemwiththeLCCandeachfacilityshallsupporteachotherifonesystem
isnon-operational.Thisfacilitywillmanagethedaytodayoperationsonsitebasedonthelongterm,
monthlyandweeklyplanningforecasts.Internalweeklymeetingswillalsobeorganisedwithinthe30
kmzonetodetermineanyrigmovesordisruptionasmentionedin6.3.


7.2.1 FLCC and LLC interface



OnContractawardcontractorsaretoappointaFocalPointtoactontheirbehalftointerfacewiththe
LCCandFLCCformovementplanning.ThecontractoristoallowtheCompanyaccesstotheirIVMS
tracking system to allow the Company to monitor vehicle arrivals at Khazzan block 61 based on
informationenteredontheJMPandtoavoidanydisruptionorcongestiononarrival.


7.3 Monthly / weekly planning



Contractors are to liaise and provide mobilisation plans and vehicle estimates with regards to
movementtoandfromtheblockthroughouttheproject.
Anoverallestimateshallbeprovidedbythecontractoronamonthlybasisandthenonaweeklybasis
adetailedplanshallbeproducedfortheforthcomingweeksupportedbyaJMPsubmitted48hours
inadvanceoftheirarrivalatKhazzanBlock61.

7.4 Logistics Holding Area



TheLogisticsholdingareawillbesituatedincloseproximitytotheFLCCandcancaterforupto30
articulatedvehicles.Thisareawillbeusedforbutnotlimitedto:

• ifvehiclesarrivetooearlyortoolateandareawaitingatimeslottocontinue;
• vehiclesthatarefoundtobeun-roadworthyandawaitingremovalbycontractor;
• vehicleswaitingtobedirectedorwaitingdepartmentescort

7.5 Traffic Control Point



Thisfacilitywillbemannedbysecurityandvehicleinspectorsresponsibleforcheckingvehiclesand
driverdocumentation.


7.6 Road Safety Teams



RoadsafetyteamswillbedeployedinthefieldtoassisttheFLCCinthefollowingactivities:

8.1 Allocated vehicles



Are vehicles which have been officially signed over to a particular person which includes the
allocationofapersonalisedbluekeywhichallowsthevehicletostartandalsoprovidesaccesstothe
IVMSsystemfortrackingpurposesandalsomonitorsthedriver’sbehaviour.Thisvehicleisallocated
toanindividualandundernocircumstancesisthevehicleandbluekeytobegiventoanyoneelse.

Journeys are to be recorded using the internal Transport Management System unless proceeding
beyondthe30kmzonewherebyaJMPisrequiredandsenttotheFLCC.

8.2 Pool vehicles



Poolvehiclesareagroupofvehicleswhichareavailabletoauthorisedusersuponrequest.Theywill
