Country refers to a large nation with its own government and economy, whereas the
term “state” refers to a large governing area within the country.

8. Read carefully the provisions in Section 2 (1) OF Article XIV on Education of the 1987
Phil. Constitution. Explain the mandate that the state (shall) “establish, maintain, and
support a complete, adequate and integrated system of education.” What do the
underlined words mean? Education is a basic human right for all so the State should
make funding public elementary and secondary schools a priority, make education
accessible to all citizen, especially to those underprivileged and create ways to improve
the quality of education.
Complete- having all the necessary things
Adequate- enough supply of something
Integrated- combined;blended

9. What article/s and section/s of the 1987 Philippine Constitution that declares a system of
free public education in the elementary and secondary levels and assigned the highest
budgetary priority to education?
Article XIV, section II

10. Explain the principle of the government that “Ours is a Government of laws and Not of
Men”.
This means that no one is above the law. Philippines is a Republican and Democratic
country wherein people elect incumbents for the purpose to govern the nation through
implementing and reinforcing laws. Laws must be applied the same regardless of race,
gender, status or any other consideration.
