1.0 INTRODUCTION

Family Owned Funeral Group LLC owns and operates a human crematory unit
(EU-002) at the Forest Meadows facility at 725 NW 23rd Avenue in Gainesville,
Alachua County, Florida. This report describes:

• Emission measurements for carbon monoxide (CO) from the exhaust


stack of the human crematory unit - The purpose of the testing was to
satisfy a Special Compliance Test requested by the Florida Department of
Environmental Protection (FDEP) Northeast District.
• Emission measurements for particulate matter (PM) from the exhaust
stack of the human crematory unit - The purpose of the testing was to
satisfy a Special Compliance Test requested by the Florida Department of
Environmental Protection (FDEP) Northeast District.

Testing was conducted by Koogler and Associates, Inc. (Koogler) on April 5, 2024.

2.0 NOTIFICATION

On March 22, 2024, the NE District Office of the Florida Department of


Environmental Protection (FDEP) in Jacksonville, Florida, was notified of the test
schedule and testing methods through the FDEP Business Portal.

3.0 PROCESS DESCRIPTION

The facility consists of a natural gas-fired human crematory unit. Emissions of


particular matter and carbon monoxide are controlled by the primary and
secondary burners.

4.0 SAMPLING POINT LOCATIONS

The two sample ports used for sampling in the stack are located at 90 degrees to
one another in the circular stack. The ports are 48 inches (2.5 equivalent
diameters) above the secondary burner and 99 inches ( equivalent diameters)
upstream from the top of the stack. EPA Method 1 (40 CFR 60, Appendix A)
requires a minimum of 24 sampling points. Thus, 12 sample points were
selected on each of the two traverses.

A diagram showing the stack and sampling locations is presented in Figure1.

5.0 FIELD AND ANALYTICAL PROCEDURES

The CO reference method used for these measurements was EPA Method 10 as
described in 40 CFR 60, Appendix A. A schematic diagram of this sample train is
shown in Figure 2.

Particulate matter emission measurements were made using modified EPA


Method 5 as adopted by FDEP in Rule 62-204.800(8)(e), F.A.C. The heated filter
holder was separated from the impingers with a flexible sample line. The sampling
point locations for the EPA Method 5 test were established in accordance with EPA
Method 1.

Stack gas composition (O2 and CO2) measurements, velocity measurements, and
stack gas moisture measurements were made in conjunction with the EPA Method
5 tests in accordance with EPA Methods 2, 3, and 4. Carbon monoxide emission
measurements were made in accordance with EPA Method 10. All EPA test
methods are described in 40 CFR 60, Appendix A and have been adopted by
reference by FDEP by Rule 62-204.800(8)(e), F.A.C.

A schematic diagram of the sampling train used for the particulate matter emission
measurement is shown in Figure 3.

6.0 SUMMARY OF RESULTS

During the testing on April 5, 2024, Koogler conducted a single run for CO
emissions in accordance with EPA Method 10 and a single run for PM emissions
in accordance with EPA Method 5.

After the first run, it was noted that that the facility was operating above the
emission limit for CO set forth in 62-296.401 for incinerators (100 parts per million
by volume, dry basis, corrected to seven percent oxygen on an hourly basis). The
data associated with this test run are summarized in Figure 4 and Table 1.

Period 10:15 – 11:15 on April 5, 2024

While the hourly stack gas CO concentration averaged approximately 120 ppmvd
at 7% oxygen as shown in Table 1 (compared with an emission standard of 100
ppmvd at 7% oxygen), the 1-minute average stack gas CO concentrations ranged

from approximately

40 – 230 ppmvd at 7% oxygen; and were near or below the 1-hour CO stack gas
concentration limit of 100 ppmvd at 7% oxygen approximately 70% of the time
(See Figure 1).

During testing, the stack gas particulate matter concentration measured during the
single completed run was 0.013 gr/dscf corrected to seven percent oxygen. This
is roughly 16 percent of the emission limit of 0.08 gr/dscf corrected to seven
percent oxygen set forth in 62-296.401 for incinerators. The stack gas temperature
averaged 610 degrees F, and the stack gas moisture averaged 7.66 percent.
Results of the particulate matter emission measurement are summarized in Table
2.

7.0 CONCLUSION

Based upon the data reported herein, it can be concluded that the human
crematory unit owned and operated by Family Owned Funeral Group, LLC located
in Gainesville, FL as Forest Meadows was not operating within emissions limit for
CO set forth by their permit (0010057-009-AG) and 62-296.401 for incinerators.
The unit, however, was operating well within the established stack gas particulate
matter emission limit.

The facility is currently exploring options to have the unit serviced in an effort to
address the stack gas CO concentration issue, and to determine what part unit
settings (gas firing rate, primary and secondary combustion air, etc) play in
determining stack gas CO concentration and what part unit operating practices
play in this determination..

The Appendices of this report contains calculations, field and laboratory data
sheets, plant operating data, and project participants.

Criteria:
Method 2 Section 10.3, Temperature Sensors.
10.3.1 After each field use, calibrate dial thermometers, liquid-filled bulb thermometers, thermocouple-potentiometer systems, and other sensors at a temperature within 10 percent of the average absolute
stack temperature. For temperatures up to 405 °C (761 °F), use an ASTM mercury-in-glass reference thermometer, or equivalent, as a reference. Alternatively, either a reference thermocouple and
potentiometer (calibrated against NIST standards) or thermometric fixed points ( e.g., ice bath and boiling water, corrected for barometric pressure) may be used. For temperatures above 405 °C (761 °F), use
a reference thermocouple-potentiometer system calibrated against NIST standards or an alternative reference, subject to the approval of the Administrator.

10.3.2 The temperature data recorded in the field shall be considered valid. If, during calibration, the absolute temperatur e measured with the sensor being calibrated and the reference sensor agree within
1.5 percent, the temperature data taken in the field shall be considered valid. Otherwise, the pollutant emission test shall either be considered invalid or adjustments (if appropriate) of the test results shall be
made, subject to the approval of the Administrator.

Method 4 Section 10.1 Reference Method. Calibrate the metering system, temperature sensors, and barometer according to Method 5,
Sections 10.3, 10.5, and 10.6, respectively.

Method 5 Section 10.5 Temperature Sensors. Use the procedure inSection 10.3 of Method 2 to calibrate in-stack temperature
sensors. Dial thermometers, such as are used for the DGM and condenser outlet, shall be calibrated against mercuryin -glass thermometers.
