Splitting
1. The minimum average annual financial turnover of the bidder during the last three years, ending on 31st
March of the previous financial year, should be as indicated above in the bid document. Documentary evidence in
the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant /
Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the
date of constitution / incorporation of the bidder is less than 3-year-old, the average turnover in respect of the
completed financial years after the date of constitution shall be taken into account for this criteria.
2. Experience Criteria: In respect of the filter applied for experience criteria, the Bidder or its OEM {themselves or
through reseller(s)} should have regularly, manufactured and supplied same or similar Category Products to any
Central / State Govt Organization / PSU / Public Listed Company for number of Financial years as indicated above
in the bid document before the bid opening date. Copies of relevant contracts to be submitted along with bid in
support of having supplied some quantity during each of the Financial year. In case of bunch bids, the category of
primary product having highest value should meet this criterion.
3. Bid reserved for Make In India products: : Procurement under this bid is reserved for purchase from Class 1
local supplier as defined in public procurement (Preference to Make in India), Order 2017 as amended from time
to time and its subsequent Orders/Notifications issued by concerned Nodal Ministry for specific Goods/Products.
However, eligible micro and small enterprises will be allowed to participate. The minimum local content to
qualify as a class 1 local supplier is denoted in the bid document. All bidders must upload a certificate from the
OEM regarding the percentage of the local content and the details of locations at which the local value addition is
made along with their bid, failing which the bid is liable to be rejected. In case the bid value is more than Rs 10
Crore, the declaration relating to percentage of local content shall be certified by the statutory auditor or cost
auditor, if the OEM is a company and by a practicing cost accountant or a chartered accountant for OEMs other
than companies as per the Public Procurement (preference to Make-in -India) order 2017 dated 04.06.2020 . In
case Buyer has selected Purchase preference to Micro and Small Enterprises clause in the bid, the same will get
precedence over this clause.
4. Purchase preference to Micro and Small Enterprises (MSEs): Purchase preference will be given to MSEs as
defined in Public Procurement Policy for Micro and Small Enterprises (MSEs) Order, 2012 dated 23.03.2012 issued
by Ministry of Micro, Small and Medium Enterprises and its subsequent Orders/Notifications issued by concerned
Ministry. If the bidder wants to avail the Purchase preference, the bidder must be the manufacturer of the offered
product in case of bid for supply of goods. Traders are excluded from the purview of Public Procurement Policy for
Micro and Small Enterprises. In respect of bid for Services, the bidder must be the Service provider of the offered
Service. Relevant documentary evidence in this regard shall be uploaded along with the bid in respect of the

offered product or service. If L-1 is not an MSE and MSE Seller (s) has/have quoted price within L-1+ 15%
(Selected by Buyer)of margin of purchase preference /price band defined in relevant policy, such Seller shall be
given opportunity to match L-1 price and contract will be awarded for 25%(selected by Buyer) percentage of
total QUANTITY.
5. Reverse Auction would be conducted amongst first 50% of the technically qualified bidders arranged in the
order of prices from lowest to highest. Number of sellers eligible for participating in RA would be rounded off to
next higher integer value if number of technically qualified bidders is odd (e.g. if 7 bids are technically qualified,
then RA will be conducted amongst L-1 to L-4). In case number of technically qualified bidders are 2 or 3, RA will
be between all without any elimination. If Buyer has chosen to split the bid amongst N sellers, then minimum N
sellers would be taken to RA round. In case Primary products of only one OEM are left in contention for
participation in RA based on lowest 50% bidders qualifying for RA, the number of sellers qualifying for RA would
be increased to get at least products of one more OEM (directly participated or through its reseller) if available.
Further, if bid(s) of any seller(s) eligible for MSE preference is / are coming within price band of 15% of Non MSE
L-1 or if bid of any seller(s) eligible for Make in India preference is / are coming within price band of 20% of non
MII L-1, then such MSE / Make in India seller shall also be allowed to participate in the RA process.

shall also be null and void. If any seller has any objection / grievance against these additional clauses or
otherwise on any aspect of this bid, they can raise their representation against the same by using the
Representation window provided in the bid details field in Seller dashboard after logging in as a seller within 4
days of bid publication on GeM. Buyer is duty bound to reply to all such representations and would not be
allowed to open bids if he fails to reply to such representations.
In terms of GeM GTC clause 26 regarding Restrictions on procurement from a bidder of a country which shares a land border with India, any bidder from a country which
shares a land border with India will be eligible to bid in this tender only if the bidder is registered with the Competent Authority. While participating in bid, Bidder has to
undertake compliance of this and any false declaration and non-compliance of this would be a ground for immediate termination of the contract and further legal action
in accordance with the laws.

Following terms and conditions supersede all existing “Buyer added Bid Specific Terms and conditions” given in
the bid document or any previous corrigendum. Prospective bidders are advised to bid as per following Terms
and Conditions:
3. Successful lowest bidder has to provide detailed cost break up of tendered items as well as buy back
items separately after award of contract through email to the government buyer/consignee.
4. The seller of new item /service provider shall deposit the cost of invoiced buy back item with GST to the
buyer for allowing seller to lift up the material from the buyer/consignee premise.
5. Transportation of buy back items from buyer premises shall be arranged by the seller itself without any
extra cost.
6. Government Buyer organisation /consignee will issue invoice of buy back items to the seller at the cost
of buyback to be indicated to the buyer by the seller offline after receipt of order. This in no case will
modify the bid in any manner.
7. The seller will be entirely responsible for the safe disposal of old items without affecting the
environment in any manner as per prevailing statutory rules and Act/ law of the land.
8. The seller may visit the site and inspect the condition of buy back item in advance before quoting for
the bid.
9. Receipt of payment by the buyer for Old items and invoicing by buyer will be out of GeM portal.
10. Government Buyer will upload the details of old goods along with the bid in the corrigendum with
minimum price.
11. If the minimum price (Optional) is indicated and sellers of new item who are not agreeing to take back
the old item at equal to or above that minimum price should not participate in the bid.
12. In case they participate into the bid and afterwards indicates the price of old goods, less than the
minimum price shown by Government Buyer in corrigendum, EMD of the bidder will be forfeited.

14. The successful bidder shall remove the old goods from the premise of the Government
buyer/consignee at the time of the supply, installation and commis-sioning of fresh goods. Seller will be
entitled for payment only after removal of old goods from Government buyer/consignee/user’s premise
and after supplying the fresh goods in terms of contract.
15. Note: This clause of ATC shall be operated by non PFMS; non GPA buyer i.e. all PSU working through
their ERP and not integrated with GPA.

Information Technology, Govt. of India, invites GeM BOQ Bidding from well-established experienced Agencies
having adequate experience and have successfully executed similar type of work for a government department/
organization / reputed companies during past three years for “SITC of 2000 KVA Transformer, HT Panel, Utility
Panel and APFC Panel in Academic Block Campus of CDAC at B-30, Sector -62, NOIDA -201309 (U.P.)” as
per the details given below-
The agencies having adequate experience and have successfully executed similar type of work (Installation of 33 or
11KV Transformer Sub-station) for a government department/ organization / reputed companies during past three
years need to upload the work order or satisfactory completion certificates issued by the client clearly indicating the
value of work along with necessary registrations like GST / PAN & “A” - Class Electrical Contractor License
issued by Govt. of UP etc. in GeM portal. Interested venders are advised to inspect the above site during working
days between 10.00 HRs to 17.00 HRs and then submit their offer through GeM portal duly signed and stamped
before the due date. The prospective bidders should complete the pre-bid inspection and satisfy themselves
before submitting their quotes and site visit report to be issued by C-DAC has to be kept with the bid
document without fail- Annexure-A

“In line with GFR-Clause 170 (iii), in place of Bid security/EMD the bidders can have the option to submit
Bid Security Declaration letter duly signed & stamped by the authorized signatory of the bidding firm
stating that “ If we withdraw or modify our Bid submitted to C-DAC against the subject tender during the
period of bid validity, or if we are awarded the contract and we fail to sign the contract, or to submit a
performance security deposit before the deadline defined in the tender document, we hereby agree that C-
DAC has full rights to suspend/blacklist our firm/company for a period up to 5 years from participating in

C-DAC, Noida reserve the right to terminate the contract/order of the successful bidder with notice of one week. If
the service is found deficient, the performance security deposit shall stand forfeited in full and shall be absolutely at

Volume-I: Scope of work, Terms and Conditions
SITC of 2000 KVA Transformer, HT Panel, Utility Panel and APFC Panel in Academic Block Campus of CDAC

SCOPE OF WORK FOR CONTRACTOR
In this tender the main work is SITC of 2000 KVA Transformer, HT Panel, Utility Panel and APFC Panel
including minor civil works like construction of cable trench and reconstruction of transformer foundation etc.
Details of the works are given below:-
I. Disconnecting and removing the existing transformer foundation, transformer, old HT panel and placing all
dismantled material at the designated location within the premises. These items are included under buy back
items.
II. Supply and installation of new transformer foundation, distribution transformer, HT panel, utility panel and
APFC panel.
III. Disconnecting and removing existing HT/LT power and control cables from HT panels, transformers and
building panels. Shifting and handing over all the dismantled materials to CDAC at directed place within
Premises.
IV. Connecting old/new HT/LT power and control cables to HT panels, transformers, utility panels, APFC panels
and building panels as required.
V. Supply, laying and termination of LSZH cables as per the Electrical SLD.
VI. The successful bidder shall ensure that the power supply to the building is not interrupted during the
replacement of the transformer. Necessary arrangement shall be provided by the vendor for providing required
power to the building.
VII. Supply, laying and termination of HT cables from 11KV Meter panel to the HT panel & HT panel to
transformer primary. Upgrading the load demand will be within the scope of CDAC.
VIII. Supply, Installation, Testing and Commissioning of Transformers, HT Panels, Utility Panel, APFC panel.
IX. All necessary approvals, permissions, certifications, etc. from fire department, electricity boards, electrical
safety department, pollution control board and local authorities is in the scope of the bidder.
The project is a turnkey project and hence any additional supply/works, which are not explicitly mentioned in the
Tender document but required to complete the installation, are in the scope of the bidder.
INSTRUCTIONS TO TENDERER
Prequalification Criteria:
1. Eligible Tenderer:
(i) Should be a company which has been incorporated/in existence for a minimum period of 3 years and has
a permanent establishment in Delhi/NCR (copies of certificate of incorporation and proof of address to be
submitted).
(ii) Average Annual financial turnover during the last 3 years, ending of the previous financial year, should
be at least Rs. 33 Lacs. (Copies of audited balance sheet and PL Statement certified by Chartered
Accountant should be uploaded)
(iii) Should have successfully executed similar type of work for SITC of 2000 KVA Transformer, HT Panel,
Utility Panel and APFC Panel works for a government department/ organization / reputed companies during
past three years (between 2018 and 2021 including current year) with following criteria:
d) Should have all the necessary registrations (as per the Pre-Qualification details asked in enclosed
(Performa I & II) like GST / PAN&“A” - Class Electrical Contractor License issued by Govt. of UP
etc. and the proofs should be uploaded. In absence of supporting documents, the Bid is liable to be
rejected
2. Validity:
Quoted rates must be valid for a period of 90 days from the date of the closing of the tender. The overall offer for
the assignment and tenderer quoted price shall remain unchanged during the period of validity. If the tenderer has
quoted the validity shorter than the required period, the same will be treated as unresponsive and it may be rejected.
In case the tenderer withdraws, modifies or changes his offer during the validity period, the tender is liable to be
rejected and the earnest money deposited shall be forfeited without assigning any reason thereof. The tenderer
should also be ready to extend the validity, if required, without changing any terms, conditions etc. of their original
tender.
3. Time of Completion:
The Schedule time of completion for the work is within Four Months
4. Bid Submission:
Note: Before submission of the bid, the Tenderers must verify the eligibility criteria and also ensure fulfilling
all the terms and conditions. In the absence of scanned uploaded copies of documents / certificates under
eligibility criteria above, the bid is liable to be rejected.
a. The site for the work is available within the existing campus of the CDAC, NOIDA.
b. Site Visit: Prospective bidders should undertake the site visit prior to giving commercial offer to achieve full
and final laid down objective of C-DAC Noida. Inspection report duly filled in the prescribed Pre-bid
inspection report as per Annexure – A shall be uploaded along with the technical bid, without which, the bid
liable to be rejected.
c. The tenderers shall submit their bids through GeM portal along with documents prescribed in the eligibility
criteria.
d. Tenderers are advised to inspect and examine the site and its surroundings etc. and satisfy
themselves before submitting their tender as to the nature of the ground and sub-soil, and
the means of access to the site, the accommodation they may require and in general
shall themselves obtain all the necessary information as to risks, contingencies and
other circumstances which may influence or affect their tender. Tenderer shall be deemed to
have full knowledge of the site whether he inspects it or not and no extra charges
consequent on any misunderstanding or otherwise shall be allowed. The tenderer shall be
responsible for arranging and maintaining at his own cost all the material, tools & plants,
water, electricity, access facilities for workers and all other services required for
executing the work. Submission of tender by the tenderer implies that he has read this
notice and all other contract documents and has made himself aware of the scope and
specifications of the work to be done and local conditions and other factors having a bearing on the
execution of the work
e. The tenderer should quote his rates in GeM portal for the schedule of quantities given in Annexure. Basic item
rates and GST shall be duly filled for all the items as per BOQ including all other statutory charges.
f. The rates quoted in the tender will not be altered by the contractor during the term of contract.
g. The tender for the works shall remain open for acceptance for a period of Ninety days from the date
of opening of tenders. If any tenderer withdraws his tender before the said period or makes any
modification in the terms and conditions of the tender conditions of the tender which are not acceptable to
the CDAC, then the CDAC shall without prejudice to any other right or remedy be at liberty to forfeit
the EMD.
h. In the event of contradictions, if any, between specifications and codes and practice the decision ofCDAC
NOIDA shall be final and binding on the tenderer.
i. Work shall be done night and day without extra charge, if necessary.
j. Contractor shall arrange for all temporary connections for water, electricity at his own cost.
k. Site order book with numbered pages shall be kepton site. Contractor shall carry out all instructions
properly without any extra charge.
l. Contractors shall take all precautions for safety against fire and any other hazard.
m. The competent authority on behalf of CDAC does not bind himself to accept the
lowest or any other tender, and reserves to himself the authority to reject any or all of the tenders
received without assigning of any reason. All tenders in which any of prescribed conditions are not
fulfilled or any condition including that of conditional rebate is put forth by the
tenderer shall be, summarily, rejected.
n. Canvassing whether directly or indirectly in connection with tenders is strictly prohibited and the tenders
submitted by the tenderers who resort to canvassing will be liable to rejection.
o. The competent authority reserves to himself the right of accepting the whole or any part of the tender or
distributing the work between one or more tenderers and the
tenderer shall be bound to perform the same at the rate quoted.
p. This tender notice shall form part of the contract document. The tenderer whose tender has been accepted by
the competent authority hereinafter referred to as the "contractor" shall furnish the Performance
Security Deposit equal to 3% of the tendered amount in the form of Bank Guarantee from any
Nationalized or Scheduled Commercial Bank valid till defect liability period issued in favor of Centre for
Development of Advanced Computing, payable at NOIDA within seven days from the date of letter of
acceptance.
q. The successful tenderer shall furnish Performance Security Deposit within Fifteen days and sign the
contract consisting of the notice inviting tender, all the documents including general conditions,
specifications and drawings, if any, as issued at the time of invitation of tenders and acceptance
thereof together with any correspondence leading thereto.
r. The performance security deposit shall be refunded after successful completion of defects liability period.
5. Important note:
a. The bidder needs to quote a lump sum contract rate in the Financial Bid in GeM portal
including applicable GST and all cost elements.
b. The prospective bidders need to submit the “price break up” after open price bid.
c. The above price breakup should not be enclosed with any of the technical bid documents
6. Tender Evaluation:
The C-DAC will evaluate the entire tenders, strictly on the basis of the terms & conditions incorporated in
the tender enquiry document and terms, conditions etc. as stipulated by the tenderer(s) in their tender to
determine whether these are compliance in all respects, as specified in the tender enquiry document.
During the evaluation / scrutiny of the tenders, at any stage, if it is found that any of the tenderer(s)
terms and conditions are not compliance with tender enquiry document, C-DAC may seek the
clarification within the specified target time and if the tenderer has fails to reply / or not agree / accept
the terms and conditions, their tender will be treated as unresponsive and it is liable for rejection.
If the schedule of requirements contains more than one schedule, then offers for each schedule are to
be evaluated and ranked separately, if it is in the benefit of the C-DAC, order may be awarded
accordingly.
C-DAC will examine all the bids to determine whether all the documents as mentioned / or
required in the tender document have been submitted with technical bid, whether all the
documents are in prescribed format and has been properly signed & stamped and whether the
bid are completed and generally in order.
Financial bid(s) of the only technically qualified tenderer will be opened for financial evaluation.
7. Award of Contract:
After due evaluation of the financial bids, the C-DAC will award the contract to the lowest
evaluated responsive tenderer (hereinafter referred to as the “Contractor”).
8. Force Majeure:
Any delay due to Force Majeure will not be attributable to the Tenderer. Force Majeure events shall mean one or
more of the following acts or events: Acts of God or events beyond the reasonable control of the Affected Party
which could not reasonably have been expected to occur, exceptionally adverse weather conditions, lightning,
earthquake, cyclone, flood, volcanic eruption or fire or landslide; Radioactive contamination or ionizing radiation;
Strikes or boycotts (other than those involving the Contractor or its employees / representatives or attributable to
any act or omission of any of them) interrupting supplies and services of the Project for a period exceeding a
continuous period of 7 (seven) days; An act of war (whether declared or undeclared), invasion, armed conflict or
act of foreign enemy, blockade, embargo, riot, insurrection, terrorist or military action, civil commotion or
politically motivated sabotage which prevents rendering of supplies or specified services by the Contractor for a
period exceeding a continuous period of 7 (seven) days.
In case of any dispute or difference arising out of or in connection with the tender conditions / order and Contract,
the C-DAC and the Contractor will address the dispute / difference for a mutual resolution and failing which, the
matter shall be referred for arbitration to a sole Arbitrator to be appointed by the C-DAC only. The Arbitration shall
be held in accordance with the provisions of the Arbitration and Conciliation Act, 1996 as amended from time to
time and rules made there under, or any legislative amendment or modification made thereto and the venue of
arbitration shall be at Noida (U.P) only and language shall be English. The Award given by the Arbitrator shall be
final and binding on the Parties. The rights and obligation of the parties shall remain in full force and effect,
pending the result of any arbitration proceedings
10. Jurisdiction:
The courts at Noida (U.P) alone will have the jurisdiction to try any matter, dispute or reference between parties
arising out of this tender / contract. It is specifically agreed that no court outside and other than Noida (U.P) Court
shall have jurisdiction in the matter.
1. All work proposed for execution by contract will be notified in a form of invitation to tender signed by the
officer inviting tender or by publication in GeM as the case may be.
This form will state the work to be carried out, as well as the date for submitting and opening tenders and the time
allowed for carrying out the work, amount of the performance security deposit to be deposited by the successful
tenderer and the percentage, if any, to be deducted from bills. Copies of the specifications, designs and drawings
and any other documents required in connection with the work signed for the purpose of identification by the
officer inviting tender shall also be open for inspection by the contractor at the office of officer inviting tender
during office hours.
2. In the event of the tender being submitted by a firm, it must be signed separately by each partner thereof or
in the event of the absence of any partner, it must be signed on his behalf by a person holding a power of attorney
authorizing him to do so, such power of attorney to be produced with the tender, and it must disclose that the firm is
duly registered under the Indian Partnership Act, 1952.
3. Receipts for payment made on account of work, when executed by a firm, must also be signed by all the
partners, except where contractors are described in their tender as a firm, in which case the receipts must be signed
in the name of the firm by one of the partners, or by some other person having due authority to give effectual
receipts for the firm.
4. The tenderer should submit their bids through GeM for the complete scope of work without any splitting.
5. The officer inviting tenders shall have the right of rejecting all or any of the tenders and will not be bound
to accept the lowest or any other tender.
6. The receipt of an accountant or clerk for any money paid by the contractor will not be considered as any
acknowledgment or payment to the officer inviting tender and the contractor shall be responsible for seeing that he
procures a receipt signed by the officer inviting tender or a duly authorized Cashier.
7. The tenderers shall sign a declaration under the officials Secret Act 1923, for maintaining secrecy of the
tender documents drawings or other records connected with the work given to them.
8. In the case of any tender where unit rate of any item/items appear unrealistic, such tender will be
considered as unbalanced and in case the tenderer is unable to provide satisfactory explanation, such a tender is
liable to be disqualified and rejected.
9. The Contractor whose tender is accepted, will be required to furnish bank performance guarantee of 3%
(Three Percent) of the tendered amount as per GeM terms & conditions.
10. On acceptance of the tender, the name of the accredited representative(s) of the contractor who would be
responsible for taking instructions from the Engineer-in-Charge shall be communicated in writing to the Engineer-
in-Charge.
11. GST or any other Government Tax which is applicable for this contract is payable to the contractor by C-
DAC to the extent of Tax amount quoted in the financial bid. GST amount will be paid only subject to shown on the
GST portal GSTR2A.The GST deposited challan to be submitted along with Bills. In case of any other statutory
charges / Taxes other than amount quoted in financial bid shall be to the account of contractor only.
12. The tender for the work shall not be witnessed by a contractor or contractors who himself/ themselves
has/have tendered or who may and has/have tendered for the same work. Failure to observe this condition would
render, tenders of the contractors tendering, as well as witnessing the tender, liable to summary rejection.
13. Tender for Composite work includes Building works and Electrical works etc. The tenderer, apart from
being a Registered Contractor (B&R) of the appropriate category, should associate himself/herself with the
appropriate category of agencies who are eligible to tender for building works and electrical works etc.
14. The contractor shall comply with the provisions of the Apprentices Act 1961, and the rules and orders
issued there under from time to time. If he fails to do so, his failure will be a breach of the contract and the CDAC
may in their discretion, without prejudice to any other right or remedy available in law, cancel the contract. The
contractor shall also be liable for any pecuniary liability arising on account of any violation by him of the
provisions of the said Act.
15. Since this is a composite tender, an item/items of same nomenclature may appear under different subheads.
The contractor has to ensure that for such identical items, the rates quoted are same at all the places. In case any
variation in the quoted rate is found for such items, the lowest of all such quoted rates will be taken as the tender
rate for that particular item, and the tender will be evaluated accordingly.
16. PAYMENTS: The minimum value of running bills shall not be less than Rs.23.0 Lacs based on actual site
measurements duly certified by the authorized representative of CDAC /Consultant and payment of R.A. bills shall
be released after duly checking by Finance and approval of competent authority.
Final Bill Payment: The final bill on actual site measurements @ 100% (including all R.A. Bills) of
invoice value after satisfactory completion of work duly certified by C-DAC’s authorized representative.
17. The successful tenderer is bound to carry out any items of work necessary for the completion of the job
even though such may not have been included in the schedule of probable quantities or rates.
This tender is in compliance with the DPIIT Order dated 15.07.2017 and subsequent amendments thereof for
“Public Procurement Preference & PROVISION FOR LOCAL SUPPLIERS TOWARDS PREFERENCE TO
MAKE IN INDIA. The subject item category is notified under the Ministry of Power New Delhi Order dated
28,12.2018, 28 .07.2020 and 17.09.2020 Accordingly the class-I (Local content 50% above) suppliers are allowed
to participate in the subject tender. The bidder required to declare the percentage of Local content for the offered
service as per Annexure – B and submit the same with the Technical Bid.
19. Restrictions on procurement from a bidder of a countries which shares a land border with India:
CONDITIONS OF CONTACT
1. The tenderer shall make his own arrangement for procurement of all materials required for the work.
Quality to be verified by the Consultant/Engineer-in-charge.
2. Defect liability period: The defect liability period of the work shall be 24 months from the date of
completion of the work. If any damage or defect occurs in the work during this period then the contractor shall
rectify the damage or defect at his own expense to the satisfaction of the CDAC/ Consultant. If the contractor
fails to do so, then the CDAC/Consultant shall have the authority to get the work done by other means and the
expenditure incurred shall be recovered from the P.B.G. of the contractor.
3. The successful tenderer is bound to carry out any items of work necessary for the completion of the job
even though such may not have been included in the schedule of probable quantities or rates.
4. All duties, levies and taxes, including all taxes as applicable shall be payable by the contractor. The
contractor shall submit to the employer necessary documentary proof of deposit of GST, ESI, EPF, etc. to the
concerned department from time to time as and when required.
5. The contractor shall observe all the formalities related to the contract labour (Regulations and Abolition
Act 1972)
6. The contractor shall observe all the formalities related to the contract labour, as the contract is short termed
contract.
7. The contractor must see the site conditions drawing and take all the aforesaid factors and the forgoing
factors stated under various trade sections while quoting the rates, as no extra will be allowed on any ground arising
out of, or relating to the aforesaid and foregoing factors.
8. On the completion of the works the contractor shall clear away and remove from the site all constructional
plant, surplus materials, rubbish and temporary works of every kind and leave the whole of the site and works clean
and in a workmanlike condition to the full satisfaction of the CDAC not later than 15 days from the virtual
completion of the works or by such other later date as fixed by the CDAC.
9. The quoted rate shall remain firm and no escalation shall be considered and paid on these rates till the
entire work complete satisfactorily.
10. During execution of the contract, the contractor shall furnish weekly progress reports to the CDAC/Consultant
and in the format as specified by the Consultant indicating the progress achieved during the week and the total
progress up to the week as against scheduled and anticipated completion dates in respect of key phases of the
work. The Contractor shall also furnish any other information in order to ascertain progress, if called for by the
Employer /Consultant.
11. The work to be carried out under the Contract shall, except as otherwise provided in
these conditions, include all labour, materials, tools, plants, equipment and transport which may be required
in preparation of and in the full and entire execution and completion of the works.
The descriptions given in the Schedule of Quantities shall, unless otherwise stated,
be held to include wastage on materials, carriage and cartage, carrying and return of empties, hoisting, setting,
fitting and fixing in position and all other labour necessary in
and for the execution and completion of the work as aforesaidin accordance with good practice and recognized prin
ciples.
12. The contractor shall be deemed to have satisfied himself before tendering as to the correctness and
sufficiency of his tender for the works and of the rates and prices quoted in the Schedule of
Quantities, which rates and prices shall, except as otherwise provided, cover all his obligations under the
Contract and all the matters and things necessary for the proper completion and maintenance of the works.
13.1 The several documents forming the Contact are to be taken as mutually explanatory of one another,
detailed drawings being followed in preference to small scale drawings and figured dimensions in
preference to scale and special conditions in preference to General Conditions.
In the case of discrepancy between the Schedule of Quantities, the Specifications and/or the Drawings, the followin
g order of preference shall be observed: -
i) Description of Schedule of Quantities.
ii) Particular Specification and Special Condition, if any.
iii) Drawings.
iv) CPWD Specifications 2019 with up-to-date correction slips.
v) Indian Standard Specifications of BIS.
13.2 If there are varying or conflicting provisions made in any one document forming part of the
contract, the Accepting Authority shall be the deciding authority with regard to the intention of the document
and his decision shall be final and binding on the contractor.
13.3 Any error in description, quantity or rate in the Schedule of Quantities or any omission there from
shall not vitiate the contract or release the contractor from the execution of the whole or any part of
the work comprised therein according to drawings and specifications or from
any of his obligations under the contract.
14 Performance Security
i) The contractor shall submit an irrevocable Performance Bank Guarantee of 3% (Three percent) of the
tendered amount issued from the Nationalized/Scheduled Bank valid upto defect liability period of two
year in addition to other deposits mentioned elsewhere in the contract for his proper performance of the
contract agreement, (not withstanding and/or without prejudice to any other provisions in the contract)
within period specified in Schedule ‘F’ from the date of issue of letter of acceptance. This period can be
further extended by the Engineer-in-Charge up to a maximum period as specified in schedule ‘F’ on
written request of the contractor stating the reason for delays in procuring the Performance Guarantee, to
the satisfaction of the Engineer-in-Charge.
ii) The Performance Bank Guarantee shall be initially valid up to two years after completion of work. In case
the time for completion of work gets enlarged, the contractor shall get the validity of Performance
Guarantee extended to cover such enlarged time for completion of work.
iii) The Engineer-in-Charge shall not make a claim under the performance guarantee except for amounts to
which the Joint Director, CDAC NOIDA is entitled under the contract (not withstanding and/or without
prejudice to any other provisions in the contract agreement) in the event of:
a) Failure by the contractor to extend the validity of the Performance Bank Guarantee as described herein
above, in which event the Engineer-in-Charge may claim the full amount of the Performance Guarantee.
b) Failure by the contractor to pay CDAC, NOIDA any amount due, either as agreed by the contractor or
determined under any of the Clauses/Conditions of the agreement, within 30 days of the service of notice
to this effect by Engineer-in-Charge.
iv) In the event of the contract being determined or rescinded under provision of any of the Clause/Condition
of the agreement, the performance guarantee shall stand forfeited in full and shall be absolutely at the
disposal of the CDAC, NOIDA.
If the contractor fails to maintain the required progress to complete the work and clear the site on or before the
contract or extended date of completion, he shall, without prejudice to any other right or remedy available under the
law to the CDAC, NOIDA on account of such breach, pay as agreed compensation the amount calculated at the
rates stipulated below as the authority specified in schedule ‘F’ (whose decision in writing shall be final and
binding) may decide on the amount of tendered value of the work for every completed day/month (as applicable)
that the progress remains below that specified work remains incomplete.
This will also apply to items or group of items for which a separate period of completion has been specified.
The amount of compensation may be adjusted or set-off against any sum payable to the Contractor under this or any
other contract with the CDAC. In case, the contractor does not achieve a particular milestone, the amount shown
against that milestone shall be withheld, to be adjusted against the compensation levied at the final grant of
Extension of Time. With-holding of this amount on failure to achieve a milestone, shall be automatic without any
notice to the contractor. However, if the contractor catches up with the progress of work on the subsequent
milestone(s), the withheld amount shall be released. In case the contractor fails to make up for the delay in
subsequent milestone(s), amount mentioned against each milestone missed subsequently also shall be withheld.
However, no interest, whatsoever, shall be payable on such withheld amount.
1. The tenderer shall acquaint himself with the proposed site of work before quoting his rates.
2. The contractor shall also not be entitled to any compensation for any loss suffered by him and revision in the
rates quoted by him.
3. The contractor shall make his own arrangement for obtaining electric connection required for execution of
work and make necessary payments directly to the concerned CDACs and nothing extra shall be payable on this
account. The contractor shall make his own arrangement for water suitable for construction and labour.
4. The contractor shall provide, at his own cost instruments for surveying, weighing and measuring purpose at
the site of work as may be necessary for execution of the work.
5. The contractor shall take care of all safety precautions pertaining to construction of work, such as ladder,
electric arc/ gas welding, gas cutting use of construction machinery.
6. On account of security consideration, some restrictions may be imposed by the security staff on the working
and/ movement of men and materials etc. The contractor shall be bound to follow all such restrictions/ instructions
and he shall organize his work accordingly. No claim on this account, whatsoever, shall be payable.
7. The contractor shall take all precautions to avoid accidents by exhibiting necessary caution boards day and
night, speed limit boards, red flags, red lights and providing barriers. He shall be responsible for all damages and
accidents caused to existing/ new work due to negligence on his part. No hindrance shall be caused to traffic during
the execution of the work.
8. The contractor shall be responsible for the watch and ward of all materials brought by the contractor to site
against pilferage and breakage during the period of installation and thereafter till the works are physically handed
over to the CDAC.
9. The contractor shall take all preventive measures against any such damage caused by rain, snowfall, floods or
any other natural calamity, whatsoever during the execution of the work. The contractor shall be fully responsible
for any damage to the owners property and to the work for which the payment has been advanced to him under the
contract. However, the contractor shall maintain in insurance policy equal to the full amount of the contract value at
his own cost. This will also cover the defect liability period. This shall be favoring the Joint Director& GC, CDAC
of management Noida. Nothing extra on this account shall be payable to the contractor for maintaining such policy.
10. The work will be carried out in the manner complying, in all respects, with the requirements of relevant bye-
laws of the local body under the jurisdiction of which the work is to be executed or as directed by the Engineer-in-
Charge and nothing extra shall be paid on this account.
11. The contractor shall comply with proper and legal orders and directions of the local or public authority or
municipality and abide by their rules and regulations and pay all fees and charges which may be liable.
12. The contractor shall give due notices to Municipal, Police and/or other authorities that may be required under
the law/rules under force in the area and obtain all requisite licenses for temporary obstructions / enclosures and pay
all charges which may be leviable on account of his execution of work under the agreement. Nothing extra shall be
payable on this account.
13. All materials to be incorporated in the work shall be arranged by the contractor and shall be in accordance
with the specifications laid down.
14. The tenderer shall use materials bearing ISI Certification Mark unless otherwise specified or allowed in writing
by the Engineer-in-Charge. Any material banned by the CDAC shall not be used in the work.
15. The contractor shall submit to the Engineer-in-charge and Consultant samples of all materials for approval.
Such samples of materials which affect aesthetics of the work shall also be got approved from the Engineer-in-
charge and Consultant of the project before procuring bulk supplies. These approved samples shall be preserved and
retained in the custody of the Engineer-in-charge as standards of materials till the completion of the work. The cost
of such samples shall be borne by the Contractor and nothing shall be payable on this account over the Agreement
rates.
16. The contractor shall be required to get all the necessary mandatory and other tests as per the specifications/ IS
codes, carried out on materials/ work from an approved laboratory as per the direction of the Engineer-in-charge.
The testing charges and conveyance from the site shall be borne by the contractor.
17. In case any material / work is found sub-standard the same shall be rejected by the Engineer-in-charge/
Consultant representative and the same shall be removed from the site of work within 48 hours, failing which the
same shall be got removed by the Engineer-in-charge at the risk and cost of the contractor without giving any
further notice and time.
18. In order to ensure quality of work during its execution, the Engineer-in-charge/ Consultant representative
may require samples for mandatory or routine testing of materials. All costs of these samples, their packaging,
conveyance from the site to the testing laboratory and return, shall be borne by the contractor.
19. Even ISI marked materials may be subjected to quality test at the discretion of the Engineer-in-charge/
Consultant. Whenever ISI marked, materials are brought to the site of work the contractor shall, if required by the
Engineer-in-charge/ Consultant, furnish manufacturer's test certificate or test certificate from approved testing
laboratory to establish that the materials procured by the contractor, satisfy the provisions of relevant ISI codes. The
testing charges shall be borne by the contractor. However, cement/steel will be necessarily tested before start of
work and also during the execution of work as per the requirements of specifications and will not be used till test
certificates are obtained and approved by Engineer-in-Charge/ Consultant.
20. The work shall be executed and measured in metric system. The metric dimensions given in the schedule of
quantities and drawing etc. shall be followed. (The dimension in FPS units wherever indicated are for guidance
only) The figures in the drawings shall be followed.
21. The contractor shall be responsible for completing the work and for satisfying all terms and conditions of the
Contract without any extra payment over his quoted rates unless otherwise specified. The contractor shall quote his
rate for various items of work accordingly and no claim whatsoever shall be entertained for any incidental or extra
work involved in the execution of the work as per nomenclature of the item and the specifications indicated in the
tender documents.
22. Subject to the nomenclature of the item as per schedule of quantities, the specification indicated in the tender
documents, the rates quoted shall include cost of all materials including royalty and taxes if any, labour, sundry
inputs, execution of work at all heights, levels and depths including overhead charges and contractor's profit.
Nothing extra shall be paid on this account.
23. The rate shall be inclusive of making design, pattern and execution of work as per drawings, at all levels and
heights.
24. The rates shall be inclusive of making any holes in walls/ RCC work and making good the structure to its
original shape and finish.
25. The contractor shall leave necessary holes, opening, etc. as may be directed by the Engineer-in-
charge for laying, burying or fixing, conduits, pipes, boxes, hooks, fans etc. Conduits for electrical wiring/cables
will be laid in a way that they leave enough space for concreting and do not adversely affect structural members.
26. Other agencies doing works related with this project will also simultaneously execute the works and the
contractor shall afford necessary co-ordination for un-hindered completion of these sub-works.
27. The contractor shall give a satisfactory performance test of installations individually and as a whole to ensure
their proper functioning before the work is finally declared and completed and accepted.
28. The contractor shall continue to maintain watch and ward to safeguard the Owner's property in his possession
until the same is formally handed over as per directions of the Engineer-in-charge. Nothing extra over agreement
rates shall be paid on this account.
29. All tools, plants and measuring or weighing equipment shall be arranged by the contractor himself and
nothing extra shall be paid to the contractor on this account.
30. The quantities of various items incorporated in the tender are approximate. However, the payments shall be
made to the contractors on the basis of actual measurements taken at site.
31. The contractor shall protect the adjoining buildings or works and the work under execution from fire and
shall make adequate arrangements for fire protection and firefighting and if any property is damaged, by fire due to
the negligence of the contractor, the same shall be made good by the contractor at his own cost, to the entire
satisfaction of Engineer-in-charge.
32. The contractor shall provide adequate lighting arrangements as approved by the Engineer-in-charge for
carrying out the work during night time, if so required and also provide all other facilities for the labour employed
to carry out the work as per direction of Engineer-in-Charge.
33. In order to achieve the targeted date of completion the contractor may have to work in multiple shifts, round the
clock including public and gazette holidays and nothing extra shall be paid on this account.
34. The contractor shall get the samples of all the materials to be used, in the work approved from Engineer-in-
Charge and Consultant before going for bulk procurement. Bulk procurement shall be taken up only after obtaining
approval from the Engineer-in-charge. Any delay in getting the samples approved shall be contractor’s
responsibility.
35. All materials, articles and workmanship shall be of respective best quality and kind for the class described in
the schedule of quantities and specifications. All materials, so used in different items of work shall be subject to the
approval of the Engineer-in-charge and Consultant.
36. The contractor shall be responsible for all statutory provisions and deductions towards ESI, PF or any other, as
the case may be or any other levies and taxes shall be borne by the contractors. The TDS and Contract Tax or any
other statutory levels/taxes incorporated from time to time shall be deducted progressively from the running account
bills, as applicable at the time of payment. No claim in this regard shall be entertained.
37. The contractor is supposed to abide the minimum wages act, and shall produce all records to the Engineer-in-
charge or any other statutory authority as and when called for. The Engineer- in-charge does not hold any
responsibility on account of any lapses in this regard.
38. No extension of time shall be granted to the contractor on account of rains or inclement weather conditions.
39. For any clarification/ doubt, the CDAC may organize regular meetings with Contractor. The contractor shall
attend such meetings invariably as and when required.
40. In respect of the work of other agencies, where the commencement or progress of such work of any other
agency is dependent upon the completion of particular portions of the contractor's work or generally upon the
contractor maintaining progress in accordance with the approved coordinated construction programme, it shall be
the responsibility of the Contractor to complete such portions and maintain such progress.
41. Should any difference arise between the contractor and the other agencies, these shall immediately be
brought to the attention of the Engineer-in-Charge who after reviewing the matters causing the differences will give
their decision which shall be final and binding on the contractor.
42. The contractor shall have to do all drilling of holes and cutting of walls, chases or other elements of the
building for the complete and proper installation of the pipe lines/ ducts and other equipment by using electrically
operated tools such as drills/ chases cutting machine etc. Manual drilling or chiseling or cutting shall be permitted
on special request only.
43. No chiseling or cutting or drilling of RCC columns, beams, girders and other principal structural members shall
be done unless prior permission has been granted by the Engineer-in charge in writing.
44. After completion of work and before issuance of certificate of virtual completion the contractor shall submit
eight (8) sets to the Engineer-in-charge, layout drawing drawn at appropriate scale and with 2 copies on Pen Drive
indicating the complete system 'as installed', with written approval of Engineer-in-charge on the 8 sets.
45. The contractor shall prepare and produce instruction, operation and maintenance manuals in English for the
use, operation and the maintenance of the supplied equipment and installations, and submit to the Engineer-in-
charge in (8) copies at the time of handing over. They shall get generally consist of the following:
46. The contractor shall be provided adequate storage/ office space for his use. The space has to be maintained by
the contractor as per his usage requirements.
47. All spaces allotted to the contractor as described above shall be vacated and all structures removed from site
at any time as and when required and directed by the Engineer-in-charge, unconditionally and without any
reservation. The Engineer-in-charge will not be obliged to give any reason for such removal. Upon receiving
instructions to vacate the space, the contractor shall immediately remove all his structures, materials, etc. from the
sources and clear and clean-up the site to the satisfaction of the Engineer-in-charge.
48. It shall be the responsibility of the Contractor to safeguard the site and ensure that no illegal encroachments
are made by outside elements within the area allotted to the contractor. Upon completion of the work or earlier as
required by Engineer-in-Charge, the contractor shall vacate the land totally without any reservation.
49. The contractor shall ensure the security of his Materials and equipment within the sites.
50. The security of workmen, materials, equipment stores etc. within the area allotted to the contractor shall be the
responsibility of the contractor.
51. The site of work shall have required equipments for various tests at site by the contractor at his own cost and
nothing extra shall be payable on this account.
52. During the execution of construction work the contractor will have to create brackets of suitable material like
clean GI sheets with steel supports for mixing of mortar / concrete.
53. The quantities indicated are for guidance only however it may vary to any extent and the contractor should not
have any financial or other implications for such variations. The owner reserves to reduce the scope of work of any
item if the contractor fails to deliver the works in time and the contractor shall not ask for any financial
consideration for such deletion of scope of the work.
54. Any extra item shall be worked out as actual cost of the materials and actual cost of the labour plus 15% as
overhead and profit. The decision of Engineer-in-charge will be conclusive and final binding on the contractor.
55. The contractor shall take photographs of site prior to commencement of work, during construction and after
completion of work as suggested and shall submit the photographs in soft and hard copies to CDAC and
Consultant for which no extra payment will be made.
56. If required and directed by Engineer-In-Charge or Consultant, contractor shall arrange visits of his personnel
comprising of Engineer-In-Charges, Consultant’s Engineer etc. to various places/ plants in or out side Noida to
check and verify the quality of material at manufacturer’s places. No extra cost shall be given for this to contractor.
SAFETY CODE
1. Safe means of access shall be provided to working places. Every ladder shall be securely fixed. Adequate
precautions shall be taken to prevent danger from electrical equipment. No materials on any of the sites or work
shall be so stacked or placed as to cause danger or inconvenience to any person or the public. The contractor shall
provide all necessary fencing and lights to protect the public from accident and shall be bound to bear the expenses
of defense of every suit, action or other proceedings at law that may be brought by any person for injury sustained
owing to neglect of the above precautions and to pay any damages and cost which may be awarded in any such suit,
action or proceedings to any such person or which may, with the consent of the contractor, be paid to compensate
any claim by any such person.
i). All roads and open areas adjacent to the work site shall either be closed or suitably protected.
ii). No electric cable or apparatus which is liable to be a source of danger or a cable or apparatus used by the
operator shall remain electrically charged.
iii). All practical steps shall be taken to prevent danger to persons employed from risk of fire or explosion or
flooding. No floor, roof or other part of the building shall be so overloaded with debris or materials as to render it
unsafe.
4. All necessary personal safety equipment as considered adequate by the Engineer- in-Charge should be kept
available for the use of the person employed on the site and maintained in a condition suitable for immediate use,
and the contractor should take adequate steps to ensure proper use of equipment by those concerned. The following
safety equipments shall invariably be provided:
i). those engaged in white washing and mixing or stacking of cement bags or any material which is injurious to the
eyes shall be provided with protective goggles.
ii). those engaged in welding works shall be provided with welder's protective eye shields.
5. When the work is done near any place where there is risk of drowning, all necessary equipments should be
provided and kept ready for use and all necessary steps taken for prompt rescue of any person in danger and
adequate provision, should be made for prompt first aid treatment of all injuries likely to be obtained during the
course of the work.
6. Use of hoisting machines and tackle including their attachment, anchorage and supports shall conform to the
following standards or conditions:-
i). a). These shall be of good mechanical construction, sound materials and adequate strength and free from patent
defects and shall be kepi repaired and in good working order.
b). Every rope used in hoisting or lowering materials or as a means of suspension shall be of durable quality and
adequate strength, and free from patent defects.
ii). Every crane driver or hoisting appliance operator, shall be properly qualified and no person under the age of 21
years should be in charge of any hoisting machine including any scaffolding winch or give signals to operator.
iii). In case of every hoisting machine and of every chain ring hook, shackle swivel and pulley block used in
hoisting or as means of suspension the safe working load shall be ascertained by adequate means. Every hoisting
machine and all gear referred to above shall be plainly marked with the safe working load. In case of a hoisting
machine having a variable safe working load each safe working load and the condition under which it is applicable
shall be clearly indicated. No part of any machine or any gear referred to above in this paragraph shall be loaded
beyond the safe working load except for the purpose of testing.
iv). The contractors shall notify the safe working load of their machines to the Engineer-in- charge whenever he
brings any machinery to site of work and get it verified by the Engineer-in-charge.
6. Motors, gearing, transmission, electric wiring and other dangerous parts of hoisting appliances should be
provided with efficient safeguards. Hoisting appliances should be provided with such means as will reduce to the
minimum the risk of accidental descent of the load. Adequate precautions should be taken to reduce to the minimum
the risk of any part of a suspended load becoming accidentally displaced. When workers are employed on electrical
installations, which are already energized, insulating mats, wearing apparel, such as gloves, sleeves and boots and
may be necessary should be provided. The worker should not wear any rings, watches and carry keys or other
materials which ate good conductors of electricity.
7. All ladders and other safely devices mentioned or described herein shall be maintained in safe condition and no
ladder or equipment shall be altered or removed while it is in use. Adequate washing facilities should be provided at
or near places of work.
8. These safety provisions should be brought to the notice of all concerned by display on a notice board at a
prominent place of work spot. The person responsible for compliance of the safety code shall be named therein by
the contractor.
9. To ensure effective enforcement of the rules and regulations relating to safety precautions the arrangements
made by the contractor shall be open to inspection by the Labour Officer or Engineer-in-charge or their
representatives.
10. Notwithstanding the above clauses from (1) lo (9) inert is nothing in these lo exempt the contractor from the
operations of any other Act or Rules in force in the Republic of India.

a. 11 KV H.V. PANEL
The Panel board shall be of indoor and expandable type, VCB, as per IEC 62271-100 for Breakers and – 200 for Panels
of switch board. HT panels with accessories shall be designed to conform to the requirements of the following Standard
Specifications with up-to-date amendments:

b. Circuit Breaker
General Arrangements
The circuit breaker panels shall be complete with the following:
Racking in / Racking out mechanism.
Isolating plugs and sockets.
Mechanical inter-locks and safety shutters.
Mechanical ON/OFF indicator.
Minimum of 4 NO and 4 NC Auxiliary contacts directly operated by the circuit breaker. Additional NO &
NC contacts can be provided with auxiliary contactors.
Anti-condensation space heaters suitable for operation on 240V, 1 Φ50 Hz A.C. for each panel.
Suitable tripping arrangement.
Mechanical counters to assess the total number of operations of the breaker.
VCB arms shall be casted with epoxy to have positive segregation without use of any FRP barriers for
better insulation.
Type
The circuit breaker shall be horizontal isolation, horizontal draw out pattern. Panel shall be of sheet steel construction
not less than 2mm thickness for load/non load bearing section with CRCA/Alum. zinc sheet.
Each circuit breaker shall be mounted on a with draw able truck which shall roll out horizontally from service position
to isolated position with ease and it shall also be possible to take out the breaker truck from cubicle smoothly on to the
floor without use of any separate handling equipment.
The entire HV compartment design i.e., Bus bar compartment, VCB compartment and Cable compartment. Panel
should ensure conformity to IEC 62271- 100 &200, STC 25kA for 3 sec and must be type tested individually for
Internal Arc Test for AFLR 25kA for one at individual compartments i.e., Bus bar, VCB and cable compartment.
Vacuums Interrupter shall be tested for min. 50nos. operations at full short circuit.
Breaker Truck
The breaker carriage shall be fabricated from steel, providing a sturdy vehicle for the circuit breaker and its operating
and tripping mechanism. The carriage shall be mounted on wheels, moving on guides, designed to align correctly and
allow easy movement of the circuit breaker and for removing the carriage for inspection and maintenance purposes.
The drive mechanism shall preferably be provided with facility for pad locking at any position namely, “SERVICE”,
“TEST” AND “FULLY ISOLATED”. It should be possible for testing the circuit breaker for its operation without
energizing the power circuit in the “Testing” position. The contacts shall be made only after the breaker is inserted into
service position. Interlocking should prevent contacts from being disconnected if circuit breaker is tried to be moved
from service position.
General Features
Single break contacts are provided in sealed vacuum interrupter.
Rating
The circuit breaker shall be continuously rated as specified with a minimum rated current as per schedule with
voltage rating and breaking capacity
Operating Mechanism
The operating mechanism shall be one of the following as specified; Manually operated spring charged/ motor
wound spring charged with both mechanical and electrical release for closing. The operating mechanism shall be
trip free.
External auxiliary supply shall be made available for charging motors & heaters operation.
c. Bus Bar Section
General Requirement
The switch board shall be single bus bar pattern with air insulated encapsulated bus bars housed in a separate
compartment, segregated from other compartments. Bus bar sleeve indicating the relevant phase color code.
Material
The main bus bar shall be flat, rectangular of high conductively electrolytic copper rated as specified with a minimum
rated current of 1250 Amps. The bus bar shall be sized for carrying the rated current of 1250 Amps. The bus bars shall
be sized for carrying the rated and short circuit current without over-heating. Maximum bus bar temperature shall be as
per IEC over an ambient temperature of 50°C.
Bus bar joints shall be minimum 4 bolts and shall be shrouded and support in such a way that it can withstand the
electro-magnetic stress developed during any short circuit.
The switch board shall have a continuous copper earth bus bar of adequate size throughout its length and provision to
connect this earth bar to the external earthing system shall be kept. Each door and part of the switch gear panel shall be
connected to this earth bus.
d. Current Transformer
General Requirements
Accommodation shall be provided in the circuit breaker panel to mount one set of three numbers dual core dual
ratio CTs for metering and protection purposes. Access to the CTs for cleaning, testing or changing shall be front,
back or top of the panel.
Rating
Cast resin cast Dual core & dual ratio CTs of suitable burden (but not less than 20 VA for incomer and 10 VA for
outgoing feeder) shall be preferred with 5 Amps secondary.
Note: CT ratio shall be compatible with the loading pattern on HV side.
The CTs shall conform to IEC: 600441/relevant Indian Standards. The design and construction shall be robust to
withstand thermal and dynamic stresses during short circuits. Secondary terminal of CTs shall be brought out
suitably to a terminal block will be easily accessible for testing and terminal connections. The protection CTs shall
be of accuracy class 5 P 10 of IS 2750- Part III- 1992 (latest edition).
The metering CTs shall conform to the metering ratio and accuracy class 0.5 of IS 2750-1992 for incomer and class
1 for outgoing Panels.
e. Voltage Transformer
General Requirement
The PTs shall conform to IEC: 600441/relevant Indian Standards. The design and construction shall be robust to
withstand thermal and dynamic stresses during short circuits. A voltage transformer of burden not less than
100 VA and of proper ratio as specified shall be provided at the incoming panel. The accuracy class for the VT shall
be class 0.5 as per IS 3156 parts I to III for incomer and class 1 for outgoing Panels.
f. Protection and Tripping Arrangement
Protection
The offered relays shall be multifunction numerical type only. The aux relays for lockout, transfer fault indication
etc., shall be draw out electro- mechanical type. All Numerical relays shall have MIMIC (Graphical) display and
minimum following features.
Relay shall be native IEC 61850 compliant, Numerical & suitable for 1A and
5A secondary CT current & 110 Volts secondary supply.
Relays
The relay should be modular and flush mounted type. It will be installed on the top of the switchgear panel.
Standard terminal blocks should be located at the rear of the relay providing connections for all input and output
circuits.
Relay shall have thermal overload protection.
Relay shall have negative sequence over current protection.
Relay shall have adoptive & creative logics for meeting the requirement
Relay shall have 4 shots auto reclose function built-in
Relay shall be with under and over voltage protection elements provided at Incomer level
Relay shall have under frequency protection facility at least two stages.
k. Cable Boxes
Cable boxes shall be situated in a compartment at the rear/ side of the housing as specified.
l. Cable Entry
Provision for bottom side entry shall be made as per requirement with sufficient head room for cable termination. 3mm
thick removable gland plate shall be provided for cable termination of suitable size of cable, as mentioned in Electrical
SLD.
m. Earthing
The earthing of the breaker body and moving portion shall be so arranged that the earthing of the non-current carrying
structure to the frame earth bar is completed well before the main circuit breaker plugs enter the fixed house sockets.
The entire panel board shall have a common tinned copper earth bar of suitable section with 2 earth terminals for
effectively earthing metallic portion of the panels.
n. Type Tests
The Manufacturer should submit the Type test report for MV Panel test conducted earlier on similar equipment’s/Panels
carried out from CPRI/NABL/International accredited Laboratory/ Govt. Recognized test house or Laboratory on the
tendered Items as per relevant IS/ IEC- 62271- 200 and IEC-60694 Standard &Tender Specification
The following type tests have been performed and available if required
Test to verify the insulation level of the equipment’s
Tests to prove the temperature rise of any part of the equipment’s and measure of the resistance of the
circuit.
Tests to prove the capability of the main and earthing circuits to be subjected to the rated peak and the
rated short time withstand currents
Test to prove the making and breaking capacity of the included switching device.
Test to prove the satisfactory operation of the included switching devices and removable parts.
Test to verify the protection of persons against access to hazardous part and the protection of the
equipment’s against solid foreign objects.
Tests to assess the effects of arcing due to an internal fault (for switchgear and control gear classification
IAC).
Panel shall be tested for environmental aging to ensure extended life.
o. Routine Tests
Routine tests shall be carried out in accordance with IEC 62271-200 standards. These tests shall ensure the reliability of
the unit.
Below listed test shall be performed as routine tests before the delivery of units;
Withstand voltage at power frequency
Measurement of the resistance of the main circuit
Withstand voltage on the auxiliary circuits
Operation of functional locks, interlocks, signalling devices and auxiliary devices
Suitability and correct operation of protections, control instruments and electrical connections of the circuit
breaker operating mechanism
Verification of wiring
Visual inspection
Tests shall be performed in the presence of CDAC’s or its authorized representatives. The Bidder shall give at least
fifteen (15) days advance notice for witnessing the tests. Copies of certified reports of all tests carried out at works shall
be furnished. The equipment shall be dispatched from works, only after receipt of CDAC’s or its authorized
representative’s written approval of the test reports.
The Bidder shall indicate tests recommended to be carried out at site during installation and commissioning to ensure
satisfactory performance of all the equipment supplied.
B. 11/0.433KVDistributionTransformer
a. General
The transformer shall be outdoor type, three phase, 50Hz, Oil cooled, copper wound core type, step down, delta/star,
Dyn 11, with ON load tap changer. The transformer shall be designed and manufactured as per IS 2026–1977 with up-
to-date amendments.
b. Standards

c. Temperature Rise
The transformer shall conform to the requirements of temperature rise specified in IS 2026 (Part II) 1977. Continuously
rated for full load, temperature rise not to exceed 50 ° C by thermometer in oil (55 °C by resistance), over an ambient
of 50 ° C.
The transformer shall be free from annoying hum or vibration. The design shall be such as not to cause any undesirable
interference with radio or communication circuits.
d. Core
1. Transformer shall be double wound core type with low loss, non- ageing, high-permeability PRIME
GRADE CRGO with M4 Grade or Better, perfectly insulated and clamped to minimize noise and
vibrations. Followings should be Mandatory for any Manufacturer:

avoid any possibility of mixing of prime material with defective/second grade material in case it is done

Core material shall be directly procured either from the manufacturer or through their service centers or

e. Transformer Oil
The Insulating oil used in Transformer shall comply with the requirement of IS335(Specification for insulating oil for
transformers and switchgears).
If the transformer is filled up with oil and transported to site,then10%oil shall be supplied extra in non-returnable
containers/drums suitable for outdoorstorage.Incase,transformerissentwithoutoil,thenfullquantity of
transformeroilalongwith10%extrashallbe supplied in non-returnable containers/drums suitable for outdoor storage
f. Cooling
The tapping shall be arranged on the high voltage windings and the tap changer shall be ON-circuit type for voltage
adjustments in steps of 2.5% for+7.5%and-7.5% of rated voltage at constant KVA output.
h. Other Fittings & Accessories
The followings accessories and fittings shall be provided with the transformer.
Lifting Lugs / Cover lifting eyebolt :The arrangement of lifting the active part of the transformer without
disturbing the connections and also complete transformer lifting lugs shall be
provided.
Rollers :4 Nos. bi-directional rollers of suitable size corresponding to weight of
transformer, fitted on cross channels, to facilitate the movement of
transformer.
Oil Conservator : A conservator with welded end plates and magnetic oil level gauge.
Dimensions of the conservator shall be such as to allow change in volume due
to change in temperature from10degC to 95degC. It is to be bolted to the cover
and can be dismounted for purposes of transport. It has to be provided with
magnetic as well as conventional oil level gauge with marking for minimum
level and an oil-filling hole with a cap, which can be used for filtering of oil.
For draining purposes, a plug is to be provided. A connection pipe between the
conservator and main tank is to be provided.
Air Release Valve : An Air release valve on top of the tank covers to facilitate the release of the
entrapped air while filling of oil.
Breather : An indicating dehydrating silica gel breather of sufficient capacity along
with breather pipe of suitable size.
Drain Valve with Plug :Oil drain valve of size as per IS with plug at the bottom of the tank.
Diagram and Rating Plate :One diagram and rating plate indicating the details of transformer connection,
diagram vector group, tap changing diagram etc.
Thermometer : Digital type thermometer and electrical contacts for electrical alarm at high
temperature
Explosion Vent with diaphragm : Explosion vent or pressure relief device of sufficient size for rapid release of
any pressure that maybe generated within the tank and which might result
in damage to the equipment. The device shall operate at a static pressure less
than the hydraulic test pressure for transformer tank.
Filter Valve : Filter Valve in the tank.
Buchholz Relay : Oil & Gas actuated relay equipment shall conform to IS 3637 – 1966
(amended up to date) and shall be double float type having contacts which
close following oil surge or under incipient fault condition. Buchholz relay
shall have contacts for alarm/trip.
ON-circuit tap changer : ON- load tap changer to cater to voltage variation range of -
7.5%and+7.5%insteps of 2.5%.
Oil Temperature Indicator : Oil temperature indicator with alarm and trip contacts.
Winding temperature indicator : Winding temperature indicator with alarm and trip contacts.
Marshalling Box :Suitable size marshalling box to terminate the control cables of thermo meter
and Buchholz relay.
Earthing Terminals : Two separate earthing terminals consisting o f bolts of not less than20mm
are to be provided at the sides of the tank on both sides for body earthing.
Other Standard Accessories : As per IS
The Harmonic Filter shall be made up of number of copper wound elements with suitable insulation & fixing
arrangement for assembling in the panel. This filter should be designed as per the standards of IS & also the
temperature should be 20˚C above the ambient. This should be designed compact as much as possible & the calculation
& design parameters to be furnished before the taking up for production. These dry windings are provided with a
sequential disconnector ensuring that each element can be reliably and selectively disconnected from the circuit at the
end of its life. Each winding is placed in a plastic case and encapsulated in thermo-setting resin to obtain a perfectly
sealed element. The elements are placed inside a sheet steel box and connected to enable single or three phase power
supply at the required voltage and frequency.
The sheet steel is filled with inorganic, inert and fireproof granules, which absorb the energy produced and act as a fire
retardant. The capacitor also has thermal equalizers to ensure effective heat dissipation
All capacitor units shall be provided with discharge resistors, which shall discharge the capacitors to less than 50V
within 1 minute.
d. Cubicle
A cubicle shall house the following
1 Main incoming circuit breaker complete with external operating handle complete with padlocking
facilities.
Contactors and other switching, protective and regulating devices.
Connecting terminals for testing of circuits.
Status indication lamps showing switching operation of each capacitor bank. Illuminated pushbuttons shall
be of clustered LED type with Short Circuit protection, Surge Protection etc.
Adequately rated CTs and PTs Ammeter, Voltmeter and Power factor meter.
Anti-condensation heaters of standard make complete with thermostatic control. The capacity of the anti-
condensation heaters shall be such that the power rating shall be equivalent to that dissipated by the cabinet
during normal operation. The anti- condensation heaters shall only be activated when the Electrical
Distribution System is shutdown.
e. Tests
a. Type tests
System integrator shall furnish type test certificates for similar capacitor banks, in the absence of the same, system
integrator shall perform the type tests without any cost implication to the employer.
b. Routine test
The following tests for the power capacitors shall be carried out in accordance with IEC 70: -
I. Capacitance
II. Capacitor losses
III. AC HV test between terminals
IV. AC voltage test between terminals and container dry test.
V. Tests between terminals and earth for capacitor banks routine tests shall be carried out on every capacitor on
completion. Witnessing of tests is at the discretion of the employer / engineer. Hence, inspection call for the
equipment shall be given in advance for the employer / engineer to make suitable arrangements
E-Utility Panels
a. Standards
The equipment covered by this specification shall, unless otherwise specified be in accordance with relevant IEC/IS
specification. The degree of protection shall not be less than IP-52 mentioned in IEC-144 / IS-5.
b. Construction
The switchboards shall be of multi-cubicle/compartmental or multi box factory-built air-insulated type, fully enclosed
with doors for access to the interior. 2mm thick steel sheet shall be used for the fabrication of doors for the panels and
1.6mm thick steel sheet for body.
The complete panels shall not be more than 1800 mm high with the channel base and the depth shall be preferably
within 1200 mm wide measured from rear to front faces. The working height shall be minimum 450 mm to maximum
1650 mm. The width of the panel will depend upon the no. of circuits to be accommodated. The design shall be such as
to permit extension at site on either end.
The panels shall be designed to facilitate cable entry from the top/bottom through entry holes of removable plates
provided at the top/bottom of the cubicle.
The switchboard shall be vermin proof and suitable for use in tropical climate. All ventilating louvers and holes shall be
covered with fine wire mesh from inside. A suitable rust resisting primer paint shall be applied on the panel after the
same is polished and the primer shall be evenly sprayed. The color of the exterior of the panel shall be of same color as
that of the main control & relay panel. The color of the interior panel should be as to provide a color contrasting
background for the wiring inside the cubicle.
The switchboards shall be mounted on channel and shall be complete with channel bottom plates, grouting bolts,
earthing bolts, washers, cable glands, etc.
Single and three phase switches as well as the fuse terminals provided on the panel shall be of best quality and easy in
operation.
c. Bus bars
Bus bars shall be Aluminium, suitably sized for the specified continuous current rating mentioned in the SLD and short
circuit current rating of 50 KA (rms) for 3 sec. Necessary precaution shall be taken to avoid bimetallic action if
Aluminium conductors are to be connected to copper bus. Means shall be provided for identifying various phases of
bus bars by red, yellow and blue print.
Bus support shall be of arc resistant, non-tracking, low absorption type insulators of high impact strength to withstand
normal and fault condition stresses.
d. Circuit breakers
AC Air Circuit Breakers shall be fully draw out type, housed in separate compartments having a continuous current
carrying capacity, breaking capacity as per approved scheme. The circuit breakers shall be provided with trip coil and
closing coil operated from suitable control voltage to be arranged by bidder. Spring operated mechanism shall be
provided for breaker closing. The breaker shall be provided with trip free, automatically operated mechanism & push
button to trip the breaker as well as to close the breaker electrically.
The breaker shall be provided with two over current and one earth fault IDMT type relay. One ammeter and one
voltmeter with their respective selector switches shall also be provided in incoming breakers.
ACB shall comply with standards IS/IEC 60947-1 & 2 and shall have a rated operational voltage of 415V AC, rated
insulation voltage of 1000 volts AC, rated impulse voltage of 12kV.ACB shall have the breaking performance Ics = Icu =
Icw (1sec)
The circuit breaker shall be provided with auxiliary contacts for Close / Open and trip circuit healthy indicating lamp.
Two sets of spare auxiliary contacts of each open and close position shall be provided.
ACB shall have a Ready to close mechanism preferably having a ready to close mechanical indication on front of ACB.
All EDO ACBs ready to close indication contact which shall be used to give a single indication via indicating lamps on
panel door if ACB is ready to be closed, after checking all the given conditions (UV release energized, Shunt release
de-energized, spring charged, Breaker is not "ON", Breaker has not tripped on fault, Breaker is not mechanically
interlocked with other breaker and ACB is not racked in completely in service position) ensuring safety for user and
electrical distribution.
Separately powered, individual fault trip indication LEDs (For overload, short circuit, earth fault and trip unit failure)
shall be available on the trip unit which shall function even if the display fails.
All ACBs in main LT panel shall surely be provided with zone selective interlocking which helps in reducing the
thermal and dynamic stress on installation during short circuit and ground faults.
Circuit breaker trip unit shall have a display for measurement of current and voltage. It shall be possible to view last 5
trip cause on trip unit.
The door of the circuit breaker compartment shall be interlocked so that (1) the door cannot be opened while the
breaker is in closed position and (2) when the door is open the breaker cannot be closed. However, facility, to defeat
this interlock shall be provided for testing purposes. The circuit breaker shall have three defined position namely (a)
Service (b) Test and (c) Isolated. The circuit breaker can be closed in test position.
e. Molded Case Circuit Breakers
MCCBs shall comply with standards IS/IEC 60947-1 & 2. It shall have a rated operational voltage (Ue) of 415V,
insulation voltage (Ui) of 690 V (AC 50/60 Hz) & impulse voltage (Uimp) of not less than 8kV. having a rated service
breaking capacity (Ics) equal to the ultimate breaking capacity (Icu) at 415V and as per system fault levels (refer SLD).
MCCBs shall be current limiting type preferably having an encapsulated double break design having two fixed
contacts, one moving contact and two arc chutes per pole. The design is required to minimize the effects of short circuit
currents i.e., limit the let through energy and improve the life of cables.
MCCBs shall be equipped with a “push to trip” button in front to test operation and simultaneous opening of all poles
together.
The electrical life of MCCBs shall be 8,000 operations up to 250A & 4000 operations up to 630A
All cable termination shall be done using circular lugs.
Thermal magnetic trip units for 250A and below shall have variable overload settings from 0.7 to 1 Ir and fixed short
circuit settings and above 250A Microprocessor trip units shall have variable overload settings from 0.5 to 1 Ir and
variable short circuit settings from 2 to 10Ir
Where ever it is required based on electrical distribution network need, MCCB shall have Earth Fault Protection as a
provision. MCCB Earth Fault Protection should have following settings and features:
Selection of Ir MCCB rating
Earth fault sensitivity selection from 20% – 60% In.
The time delay selection in case of Earth Fault from 0.5 to 3 Sec/ instantaneous.
There shall be a separate fault differentiation indication (LED) for Over current and Earth fault. Indication for over
current and earth fault tripping shall be extended to the panel door via indication lamps
Separate LED shall be there to show healthiness of earth fault protection system
EF protection module shall be suitable for 3P 4W system. It shall take the input from neutral for correct earth fault
protection.
Earth fault module shall have auxiliary contacts for earth fault signaling.
f. Miniature circuit breakers
The MCBs shall be air brake types capable of safely breaking the fault current of the associated feeder. The MCB shall
have a quick make, quicker break mechanism complete with position indicator.
The MCBs shall comply with the relevant IS Standard.
The audio alarm for tripping of AC circuit breaker or blowing of fuse shall be made with facility of canceling the alarm.
Individual lamp indication shall be provided in the AC switchboard and the same will continue to glow till the fault is
rectified.
Indicating lamps of control switches
Indicating lamps shall be LED type provided with colored dust protecting type lens. Lamps shall be of very low
wattage consumption and heat generated due to continuous burning shall not deteriorate lamp cover.
g. Space Heaters
The AC switch board shall be provided with thermostat-controlled space heaters through hand operated switch.
h. Internal wiring
Internal wiring of the AC switchboard shall be done by means of stranded copper conductor, PVC insulated and
sheathed cable conforming to IS: 1554 (Part-I). Minimum size of the wiring shall be such as to allow only 5% drop of
voltage at the remote end of the longest outgoing feeder from the AC panel board 2.5% drop in case of starting of motor
of the remote end. Multi way terminal blocks of copper stud molded construction completes with screws, nuts, washers,
etc. shall be provided for terminating the internal wiring and outgoing cables. Control terminals shall be clamp type.
Each wire shall be identified at both ends & shall be properly tagged & ferruled in compliance with approved drawings.
Wires shall not be spliced or tapped between terminal points.
Wires shall be neatly bunched and adequately supported as to prevent sagging, strain and termination.
All spare contacts of the equipment shall be wired up to the terminal block. At least 10% spare terminals shall be
provided in each cubicle. There shall be sufficient space between the terminals for easy connection of the leads. More
than two connections in a stud shall be avoided. Lock nut with washer shall be provided in each stud.
i. Grounding
A copper strip ground bus rated to carry maximum fault current shall be provided along the entire length of the
distribution board. Ground bus comprising of Aluminium conductors, as alternative shall not be acceptable.
Each casing of the equipment provided in the board shall be connected directly to the ground bus in accordance with
I.E., rules. The ground bus shall be brought out to two terminals at the two ends of the switchboard for connection with
the station earthling system.
j. Tropical finish
All electrical equipment, accessories and insulation of wiring shall have fungus protection involving special treatment
on insulation and metal against fungus, insect & corrosion.
k. Insulation
The insulation at any point in the distribution board shall be of at 1.1 KV grade.
l. Cable glands
All feeders shall be provided with suitable dust tight screwed double compression heavy duty brass cable glands
conforming to the relevant IS Standard. Gland shall project above the gland plate. Terminating cables shall be armoured
and the armour rods shall be connected to earth bar.
m. Meters
MFM needs to comply Class 1 as per IEC62053-23 with a minimum sampling rate of 64 Samples / Cycle.
MFM needs to be capable of measuring V, A, PF, F, All energy parameters, Power parameters, Demand Parameters,
Import / Export, Peak Demand with Date Time Stamping
MFM needs to measure individual harmonics up to 31st over communication for V & A.
MFM needs to have calibration LED and communication LED and also provided with RS485 port for communication.
User needs to be capable of putting communication off, if required from the front display
Third Party type tested documents for the accuracy needs to be produced.
n. Relays & Contactors
Two over current relays and one earth fault relay shall be provided in each of the incoming breaker. The relays shall be
IDMT type. The relays shall be suitable for operation with a temperature range of 0°C to 50°C. The contacts of the
relay shall be silvered. When open, the contacts shall withstand a voltage of 115% of the normal circuit voltage. The
relays shall not deteriorate in performance due to ageing of any constituent material.
The over current relay shall have a setting from 50% to 200% and that of earth fault relay from 20% to 80% of the rated
secondary current of the C.T. The operating voltage of the trip & closing coil shall be 220 V DC +/– 10%. Contactors,
if used shall be of same voltage rating.
o. Current transformer of the breaker
Current transformer used for incoming L.T. Switchgear shall be air cooled of accuracy class of 5P and 1 for protection
and metering respectively. VA burden & CT ratio will be such as to suit the requirement. The insulation level of the
C.T. shall be suitable for 1.1 KV grade service.
p. Packing and Dispatch
All equipment shall have to be dispatched suitably and securely packed in wooden crates, suitable for handling during
transit by rail and / or road.
Tests at Factory and Test Certificates
The switchboard wiring should withstand a test of 3 kV power frequency voltage for one minute. Other tests shall be
carried out as per relevant IEC/IS specification. Three (3) copies of such test reports are to be submitted to Purchaser
for approval before the switchboard is actually dispatched.
The Bidder shall give at least 14 (fourteen) days advance notice of the date when the test will be carried out.
The specification covers the design, manufacture, shop & laboratory testing before dispatch, supply, delivery,
erection, testing & commissioning of 9 KV, static class heavy rating, gapless, metal (zinc) oxide lighting arrestors
complete along with clamps, complete fitting and accessories for installation on outdoor type 11 kv switch gear,
transmission lines, transformers etc.
2.1Technical Particulars
The lighting arrestors shall confirm the following standard technical requirements. The Insulation values shall be
enhanced considering the altitude of operation & other atmospheric conditions.

4.Performance Guarantee
The equipment along with all accessories shall be capable of performing intended duties under specified
conditions. The Contractor shall guarantee the reliability and performance of the individual equipment as well as
of the complete system as specified in the bid documents.
5.1.1Standards
5.1.1The design, manufacture and performance of Lighting Arrestors shall comply with IS:3070 part-3 and other
specific requirements stipulated in the specification. Unless otherwise specified, the equipment, material and
processes shall conform to the latest applicable Indian as listed here under:

5.1.2The equipment complying with any other internationally accepted standards shall also be considered if it
ensures performance equivalent to or superior to the Indian Standards.
5.1.3General Requirement
5.2.1.The metal oxide gapless Lighting Arrestor without any series or shunt gap shall be suitable for protection for 11
KV side of Distribution Transformers, associated equipment from voltage lighting resulting from natural disturbance
like lightning as well as system disturbances.
5.2.2.The lighting arrestor shall draw eligible current as operating voltage and at the same time offer least resistance
during the flow of lighting current.
5.2.3.The lighting arrestor shall consist of non-linear resistor elements placed in series and housed in electrical grade
porcelain housing / silicon polymeric of specified Creepage distance.
5.2.4.The assembly shall be hermetically sealed with suitable rubber gaskets with effective sealing system arrangement
to prevent ingress of moisture.
5.2.5.The lighting arrestor shall be provided with line and earth terminal of suitable size. The ground side terminal of
lighting arrestor shall be connected with 25x6 mm galvanized strip.
5.2.6.The lighting arrestor shall not operate under power frequency and temporary over voltage conditions but under
lighting conditions, the lighting arrestor shall change over to the conducting mode.
5.2.7.The lighting arrestor shall be suitable for circuit breaker performing 0-0.3 min- Co-3 - min -CO_ duty over to the
conducting mode.
5.2.8.Lighting arrestors shall have a suitable pressure relief system to avoid damage to the porcelain / silicon polymeric
housing and providing path for flow of rated fault currents in the event of arrestor failure.
5.2.9.The reference current of the arrestor shall be high enough to eliminate the influence of grading and stray
capacitance on the measured reference voltage.
5.2.10.The Lighting Arrestor shall be thermally stable and the supplier shall furnish a copy of thermal stability test
along with the bid.
5.2.11.The arrestor shall be capable of handling terminal energy for high lightings, external pollution and transient over
voltage and have low losses at operating voltages.
5.2.12.The lighting arrestor shall be provided with line and earth terminals of suitable size. The line side terminal shall
be suitable for AAA conductor equivalent to ACSR weasel / rabbit conductor. Lighting counter, leakage detector
(including insulating base) is not required for the lighting arrestors.
7.0 Tests
7.1.1 Test on Lighting Arrestors
The lighting Arrestors offered shall be type tested from NABL accredited laboratory. Copies of test
certificates shall be furnished by the bidder for scrutiny.
Routine and Acceptance tests shall be carried out in accordance with IS:3070(Part-3)-1993. The purchase
representative will witness the acceptance test at the works of manufacturer. The suitability of the Lighting
Arrestors shall also be established from the following:
• Residual voltage test
• Reference voltage test
• P.D. test
• Sealing test
• Thermal stability
• Metal oxide block shall be tested for guaranteed specific energy capability in addition to
routine /acceptance test as per IEC / IS.
I. Test Report
The observations and test results obtained during various tests conducted shall be compiled and
documented to produce Test Reports by Bidder. The Test Reports shall be given for each equipment/item
and system as a whole. The report shall contain the following information to a minimum:
Test results
Comparison of test results and anticipated (as per specifications) test result as given in test plans and
reasons for deviations, if any.
The data furnished shall prove convincingly that
The system meets the Guaranteed Performance objectives
Mechanical and Electrical limits were not exceeded.
Failure profile of the equipment during the tests are well within the specified limits
III. Readjustments
No adjustments shall be made to any equipment during the acceptance tests. If satisfactory test results cannot be
obtained unless readjustments are made, Bidder shall carry out only those readjustment needed to ready the
equipment/system for continuance of tests. A log of all such adjustments shall be kept giving date and time,
equipment, module, circuit, adjustments, reasons, test result before and after adjustment, etc. Fresh acceptance
tests shall be conducted after the readjustments have been completed.
VII. Pre-Commissioning
On completion of installation of equipment, the correctness and completeness of the installation as per Manufacturer’s
manual and approved installation documents shall be checked by the Bidder on his own.
A list of Pre-Commissioning tests (same as approved by the CDAC for site acceptance testing) and activities shall be
prepared by Bidder and the test shall be carried out by the Bidder on his own. After the tests have been conducted to the
Bidder’s own satisfaction, the Bidder shall provide the test results for review by CDAC and then offer the system for Site
Acceptance Testing.
During pre-commissioning, if any fault occurs to any equipment or system, Bidder shall identify the same and provide
report/history of all faults to the CDAC.
During installation and pre-commissioning of the systems, Bidder shall have enough number of commissioning spares so
that the installation is not held up because of non-availability of commissioning spares. Bidder shall ensure that the spares
meant for operation and maintenance are not used during installation and commissioning.
VIII. Spares
a. Mandatory Spares
The bidder shall maintain sufficient mandatory spares for meeting the Service Level Requirement specified in the tender.
The Bidder shall provide a list of mandatory spares as a part of their technical bid. and of
Spares shall be provided from the same manufacturing facilities/location from where the respective equipment, subsystems
are offered.
Bidder shall provide the address, contact person, telephone number and email id of the manufacturer of the spare parts. The
Bidder shall warrant that spare parts for the system would be available for minimum of 10 years (MAF shall have this
statement) from the date of supply.
b. Commissioning Spares
The commissioning spares shall be arranged by the Bidder to cater to the requirement during installation, commissioning,
site acceptance testing, trial run and warrantee period. These spares shall be readily available with the Bidder.
These commissioning spares are different from mandatory spares and Bidder shall not use mandatory spares as
commissioning spares.
c. Quality Assurance
Bidder shall submit the details of Quality Assurance program followed by him beginning with raw materials,
active, passive and fabricated components, units, sub-assemblies, assemblies, wiring, interconnections, structures, etc.
to finished product. Bidder shall obtain and forward the Quality Assurance Program for equipment supplied by Sub-
vendor, if any.

CDAC reserves the right to inspect and test each equipment at all stages of production and commissioning of
the system. The inspection and testing shall include but not be limited to raw materials, components, sub-assemblies,
prototypes, production units, guaranteed performance specifications, etc.
For Factory inspection and testing, Bidder shall arrange all that is required e.g., quality assurance personnel,
space, test gear, etc. for successful carrying out of the job in the presence of CDAC, at Bidder’s cost, at the
Manufacturer’s works.
CDAC shall have free entry and access to any and all parts of the Manufacturer’s facilities associated with
manufacturing and testing of the system at any given time.
It shall be explicitly understood that under no circumstances shall any approval of CDAC relieve the Bidder of
his responsibility for material, design, quality assurance and the guaranteed performance of the system and its
constituents.
Bidder shall invite CDAC, at least 10 days in advance, of the date at which system shall be ready for
Inspection and Testing. All relevant documents and manuals, approved engineering drawings, etc. shall be available

CDAC’s Engineer or his representative shall, after completion of inspection and testing to their satisfaction, issue factory
acceptance certificates and dispatch clearance to release the equipment for shipment. No equipment shall be shipped under
any circumstances unless a factory acceptance certificate and dispatch clearance has been issued for it, unless agreed
otherwise by CDAC.
IX. Maintenance
To ensure the following service level requirements:
Carry out preventive and periodic maintenance required as per the recommendations of the OEM, the cost of
consumables required for periodic maintenance such as oil, filters, lubricants, batteries, refrigerants, etc. during the
warranty period will be to the account of the Bidder.
Provide periodic maintenance/audits required by the appropriate regulatory authority such as local electricity
boards, fire safety authorities, CCOE, etc.
To maintain adequate spares onsite for ensuring the SLA. The Bidder has to provide a list of spares to be
maintained during the support period as a part of the technical bid.
All the equipment supplied for the Electric Substation shall be with two years warranty.
Scheduled on-site service support and call-based on-site service support to be provided during the warranty
period for all the equipment/systems of the Data Center by the OEMs/System Integrators of various systems. Bidder
has to provide the following details:
Details of OEMs/System Integrators of various systems
Warranty documents
Confirmation letters from OEMs/System Integrators for:
providing the service support for the warranty period
their commitment to the response time
escalation matrix
providing patches, upgrades and updates to the supplied software and ensure they are applied after due
diligence and approval by the CDAC Engineer in-charge.
Decision of CDAC Engineer-in-charge is final and binding.
