Peak Demand increased from 64.78 MW in 2021 to 65.90 MW in 2022 at a rate of 1.73% due to high
demand on summer season. MWh Offtake increased from 352,214 MWh in 2021 to 385,401 MWh in

ORMECO’s loss from 2000 to 2014 acquired highest mark due to overloaded and unsystematic
distribution line. The coop attains the single digit System Loss by 2011 to 2013 due to most of the
major projects under CAPEX 2012 to 2016 were implemented. On the other hand, System loss spikes
increasingly since ORMECO took over System Operation of Oriental Mindoro Grid. This resulted to
shouldering the Transmission Losses within the franchise area. The reason why historically we
exceeded the system loss cap set by the ERC, the transmission loss was included on the computation
above, but on the Distribution System Loss ORMECO is always under the system loss cap set by the
Honorable Commissioner. We can see on the graph increasing system loss, this is due to the delayed
CAPEX projects of ORMECO. Almost all substations are overloaded, we solved these problems by
rectifying the distribution lines and splitting feeders from one substation to another which cause us
higher system loss in return.

Residential customers account for the bulk of energy sales at 59.6% due to the high number of
connections as the new management implements the massive new connection activities this year. In
contrast, industrial customers accounted for only 8% of energy sales despite of the high number of
connections.

Catuiran Hydro Electric Power Plant (CHEPP), Ormin Power Incorporated (OPI) and Power One
Corporation (POC) the total energy Offtake for the historical year is lower than the quantity stipulated
in their PSA, except DMCI Power Corporation with higher energy Offtake than the quantity stipulated
in the PSA due to DMCI Power Corporation plays the role of system regulator.
There were months that the Interim Power Supply and EPP did not reach its contracted energy due to
Longer wet season which favors the output of the RE Developers.

Peak MW occurred on May 12, 2022 at 1:00 pm due to extreme heat during this season and historically
during summer season we experience peak MW demand. Peak daily MWh occurred on the same date
as peak MWH occurred, at day period ORMECO recorded greater sales than night period due to many
offices, other establishments consumed greater demand of electricity at day period.

The Non-coincident Peak Demand is 83.82 MW, which is around 139.7% of the total substation capacity
of 75 MVA at a power factor of 0.8. The load factor or the ratio between the Average Load of 45.84 MW
and the Non-coincident Peak Demand is 54.69%.

All substations are loaded above 80% this year 2022. The capacity problems of all the substation are
going to be solve by the 2022-2026 CAPEX projects of ORMECO that are targeted to be implemented
this year upon approval. Bongabong substation is temporarily connected to 10 MVA NPC Bansud
substation while the bank loan for the installation of additional capacity at Bongabong is on going.
The figures illustrate the critical substations that must be uprated in terms of capacity. But we must take
note and must not disregard that most of the power providers are embedded in the distribution line. To
explain further, enumerated below are the temporary solutions to accommodate the demand per
substation:
1. Calapan Substation were embedded by Power One Corporation, DMCI Power Corporation and
Ormin Power Incorporated.
2. Portions of Naujan Substation were temporarily connected to Calapan Substation and Victoria
Substation while the uprating of power transformer is on going.
3. Victoria Substation power transformer rated 5/6.25 MVA.
4. Portion of Socorro Substation were already connected to 10MVA Pinamalayan Substation.
5. Pinamalayan Substation were rated 10/12.5 MVA and some of its portion were directly
connected on one of the power providers in Pinamalayan.
6. As stated on the previous paragraph, the load from Bongabong Substation is temporarily
connected to 10 MVA Bansud Substation, providing the same a total load of 8.6 MW. 5 MW
embedded generators from Top Team Bansud helps the 10 MVA substation to accommodate
its current demand.
7. Mansalay Substation were energized last May 2022, it reduces the demand of 5 MVA Roxas
Substation since then, but the same cannot accommodate its existing demand even its portion
was transferred to Mansalay Substation, that is why Top Team Roxas is embedded to 5 MVA
Roxas Substation.
The table also shows also the coincident peak per substation. As of this day, the uprating of 5 MVA
to 10 MVA Naujan Substation is on going and targeted to be energized on May 2023.
Some power plant under “Pending MW” does not reach its guaranteed dependable capacity,
specifically the Renewable Power Plants. We all know the variability of this renewable power plant that
it cannot sustain its monthly contracted capacity that should be dispatch on the Grid. The nomination
on the forecast was based on historical data provided and recorded by the System Operator.
For the part of the “FOR CSP under Planned MW” row, ORMECO has ongoing Competitive Selection
Process. The opening of bids conducted last January 10, 2023 and January 23, 2023. Third Party
Bids and Awards Committee has on going post qualification right after the opening of bids. The target
commercial operation of this new power plant were on June 2023.

As shown on the graph, from November 2030 to December 2032 the transmission loss was varying
because we are undercontracted in terms of energy and demand on this period due to the expiration
of the 41 MW power supply. We forecasted a constant 12 percent system loss because it is the
allowable system loss capping of the cooperative.

The PSA with DMCI Power Corporation filed with ERC under Case No. 2014-085RC with a rated
capacity of 15.5 MW, contracted capacity of 15 MW and dependable capacity of 15MW as of April 2022
was procured through Competitive Selection process. It was selected to provide for base and regulating
requirements due to inadequate power supply of ORMECO and that it is capable to synchronized
operation in parallel with the power system both at regulation and base loading mode. Historically, the
utilization of the PSA is 120.95% this is due to reliability issue brought by force majeure on year 2015
to 2019, and also it is the regulating power plant in Oriental Mindoro Grid and has to run 24 hours of at
least 2 units online to serve reliable power supply. The actual billed overall monthly charge under the
PSA ranged from 5.6404 P/kWh to 6.3172 P/KWh in the same period under Subsidized Approved
Generation Rate (SAGR). There were discrepancies recorded between the forecasted and the
Minimum MWh/yr because of the erratic load curve of the Oriental Mindoro Province and also due to
the variable renewable resources on our system. Due to this erratic load curve, we have excess in
terms of energy (MWh) and have a shortage in terms of capacity (MW).
The PSA with ORMIN Power, Inc. filed with ERC under Case No. 2011-017RC with a rated capacity of
9.6 MW, contracted capacity of 8 MW and dependable capacity of 6.65MW as of April 2022 was
procured through Competitive Selection process. It was selected to provide for base requirements in
order to steer clear of the looming power supply in the immediate future and as a long-term solution
also in order to assure the continuous, stable and efficient supply of electricity in the Province of Oriental
Mindoro. Historically, the utilization of the PSA is 70.01%. Outages of the plant led to unserved energy
of around 5035.1758 MWh in the past year. The actual billed overall monthly charge under the PSA is
5.6404 P/kWh in the same period under Subsidized Approved Generation Rate (SAGR).

capacity of 8.8 MW, contracted capacity of 4.4 MW and dependable capacity of 6.3 MW as of April
2022 was procured through Memorandum of Understanding (MOU) with ORMECO. It was selected
to provide for base requirements due to the desires of ORMECO to ensure the adequacy and reliability
of the supply of power to its franchise area with the use of renewable sources of energy and to distribute
the same to the residents, members, and consumers of its service area. Historically, the utilization of
the PSA is 59.9%. Outages of the plant led to unserved energy of around 15454.92 MWh in the past
year. The actual billed overall monthly charge under the PSA is 5.9000 P/kWh in the same period under
Feed-In Tariff Structure. Sta. Clara Power Corporation can’t obtain the contracted MWh due to its
intermittent dependable capacity.
The PSA with Ormin Power, Inc. filed with ERC under Case No. 2013-212RC with a rated capacity of
10 MW, contracted capacity of 6 MW and dependable capacity of 4.7 MW as of April 2022 was procured
through MOU with ORMECO. It was selected to provide for base requirements due to the desires of
ORMECO to ensure the adequacy and reliability of the supply of power to its franchise area with the
use of renewable sources of energy and to distribute the same to the residents, members, and
consumers of its service area. Historically, the utilization of the PSA is 50.69%. Outages of the plant
led to unserved energy of around 24159.218 MWh in the past year. The actual billed overall monthly
charge under the PSA is 5.6404 P/kWh in the same period under SAGR. Inabasan Mini Hydro Power
Plant can’t obtain the contracted MWh due to its intermittent dependable capacity. Even if it reaches
its full capacity during rainy season, Inabasan generates very low supply of power during dry season.
The PSA with Philippine Hybrid Energy System, Inc. filed with ERC under Case No. 2014-001RC with
a rated capacity of 16 MW, contracted capacity of 6 MW and dependable capacity of 4 MW as of April
2022 was procured through Swiss Challenge. It was selected to provide for base requirements due to
the load requirement of ORMECO to meet during the peak demand for the succeeding years and as a
long term solution in order to avoid looming power supply in the immediate future. Historically, the
utilization of the PSA is 15.36%. Outages of the plant led to unserved energy of around 19465.36 MWh
in the past year. The actual billed overall monthly charge under the PSA is 5.6404 P/kWh in the same
period under SAGR. PHESI can’t obtain the contracted MWh due to its intermittent dependable
capacity. But as soon as its additional equipment, the Battery Energy Storage System, is operational
it will help PHESI to reach its monthly Minimum MWh Offtake.
The PSA with Linao Cawayan Mini Hydro Power Plant-Lower Cascade (LCMHPP-Lower Cascade) filed
with ERC under Case No. 2012-131RC with a rated capacity of 2.2 MW, contracted capacity of 2.1 MW
and dependable capacity of 0.7 MW as of April 2022 was owned by ORMECO. It was selected to
provide for base requirements due to help alleviate the power crisis and the persistent brownouts it
experienced in 2011 due to power shortage caused by the unexpected increase in road demand
brought about by the operation of various commercial establishments and industrial businesses within
its franchise area and the reduced power supply from the National Power Corporation (NPC).
Historically, the utilization of the PSA is 47.55%. Outages of the plant led to unserved energy of around

P/kWh in the same period Feed-In Tariff Structure. Lower Cascade can’t obtain the contracted MWh
due to its intermittent dependable capacity and low generation during dry season.
The PSA with Mindoro Grid Corporation filed with ERC under Case No. 2013-041RC with a rated
capacity of 7.7 MW, contracted capacity of 5 MW and dependable capacity of 6.3 as of February 2022
was procured through Competitive Selection Process (CSP) for Calapan and Bongabong Power Plants.
It was selected to provide for base requirements due to the load requirement of ORMECO to meet
during the peak demand to its franchise area. Historically, the utilization of the PSA are 72.78% and
76.99% respectively. Outages of the plant led to unserved energy of around 11857.168 MWh and
10023.012 MWh correspondingly in the past year. The actual billed overall monthly charge under the
PSA is 5.6404 P/kWh in the same period under SAGR. MGC can’t obtain its contracted capacity is
because this power plant is embedded at the 5MVA power transformer of Roxas substation, that’s why
it cannot maximize its full capacity.
The PSA with Power One Corporation filed with ERC under Case No. 2014-003RC with a rated capacity
of 15.3 MW, contracted capacity of 9 MW and dependable capacity of 7.6 MW as of April 2022 was
procured through Competitive Selection Process (CSP). It was selected to provide for base and peaking
requirements to ensure the adequate provision of power supply the franchise area. Historically, the
utilization of the PSA is 67.63%. Outages of the plant led to unserved energy of around 25520.328
MWh in the past year. The actual billed overall monthly charge under the PSA is 5.6404 P/kWh in the
same period under SAGR. There were discrepancies recorded between the forecasted and the
Minimum MWh/yr because of the erratic load curve of the Oriental Mindoro Province and also due to
the variable renewable resources on our system
The PSA with Linao Cawayan Mini Hydro Power Plant Upper Cascade (LCMHPP-Upper Cascade)
under Case No. 2020-035 with a rated capacity of 3.2 MW contracted capacity of 3 MW and dependable
capacity of 1 MW as of April 2022 and owned by ORMECO. It was selected to provide for base
requirements to ensure the adequate provision of power supply the franchise area. Historically, the
utilization of the PSA is 47.63%. Outages of the plant led to unserved energy of around 6882 MWh in
the past year. The actual billed overall monthly charge under the PSA is 5.6404 P/kWh in the same
period under Feed-In Tariff Structure. Lower Cascade can’t obtain the contracted MWh due to its
intermittent dependable capacity and low generation during dry season.
The EPSA of the 22.3 MW Emergency Power Supply has an on going application with Energy
Regulatory Commission. It was selected under negotiated procurement by the Special Bids and
Awards Committee. It has 4 locations embedded on every substations of their respective area.

For the procurement of 33 MW Load Following and Peaking supply which is planned to be available on
July 2023, the first publication or launch of CSP hold last November 16, 2022 . Joint filing is planned
on April 13, 2023.
For the procurement of 8 MW Base Load supply which is planned to be available on March 2025, the
first publication or launch of CSP hold on the same date. Joint filing is planned on April 13, 2023 also.
Captive Customer Connections
The number of captive connections is expected to grow at a rate of 1.77% annually. Residential
Customer class is expected to account for 50% of the total consumption.
