CHAPTER 1

THE PROBLEM AND ITS SETTINGS


Introduction
With develop of advance technology, manual systems are being replaced by
computerized system. Through automation, the generations of reports became faster, more
efficient and more accurate. n fact, most of businesses now greatly depend on computer type
of operation. They converted their manual operations to new computerized systems. Truly, the
computer technology has been progressing very fast as times goes by because man by nature
keeps on thinking about how things would be easier. Technology has greatly affected
businesses transactions in the field of global market competition.
The most vital and dynamic productions and operational resources an enterprise has its
human resources. This resource demands a great deal of attention and efficient management to
make it productive for the enterprise.
The development of management tools that integrate resource management is a crucial
step in helping local government achieves sustainable public administration. Whenever a public
authority undertakes operations, projects or service delivery it places demands on three types of
resources; financial resources, human resource and natural resources. There are increasing
expectations on local governments to deliver services at least impact with given resources, i.e.
to manage resources in an effective, efficient and sustainable manner. However, local
government lacks a management tool that brings together the planning and controlling of these
resources in an integrated manner. Existing management tools for each resource types are
scattered and in many cases have been developed and implemented in isolation of each other.
The proposed "ntegrated Human Resource Management System will provide solutions
to the needs of Human Resource Management Office of Municipality of Lubao that will eliminate
their manual method and will speed up the processing of their transactions. t will minimize
much effort and paper works.
1.1 Background of the Study
Prior to the arrival of the Spanish conquistadors in the Philippines in the 16th
century, Lubao was one of the three oldest settled communities in Pampanga with advanced
culture and civilization. t was then a large territory, which extended to the present boundaries of
the provinces of Bataan, Tarlac and Bulacan. Believed to have been founded by Malays, it was
once governed by a native chief named Datu Macabulos assisted by a council of elders. Even
the famous Rajah Soliman and Rajah Lakan Dula, descendants of the ancient royalty of Brunei
were presumed to have loyal Lubenian warriors who fought with them in many wars to repel
foreign invaders. As the Lubenians are known for their bravery and valor in battles, the
Spaniards had to skirt Lubao when they were colonizing the Pampanga hinterland. n 1572, the
power of the Christian cross converted many Lubenians to the Roman Catholic faith and their
first church, one of the oldest churches in the Philippines was constructed in Barrio Santa
Catalina and transferred to its present site 30 years later.
Lubao which was once also called Baras derived its present name from a
Kapampangan word meaning "4:9side 41 9e narr4 sea be9een 94 isles", is typically rural
and it is endowed with fertile land and water resources very rich in marine life. Farming and
fishing are the main sources of livelihood of its industrious people. ts current geographical area
is situated in the southwestern part of Pampanga bounded in the north by the Municipality of
Floridablanca, in the east by the Municipality of Guagua, in the south by the town of Sasmuan
and in the west by the Province of Bataan.
Lubao catapulted to international prominence when one of its favorite sons, President
Diosdado P. Macapagal was elected to the presidency of the Republic of the Philippines on
November 14, 1961. His dedication to public service is carried on by his three offsprings
namely, former Pampanga Vice Governor Cielo Macapagal-Salgado, former President of the
Philippines Gloria Macapagal Arroyo who also served as Senator as well as Vice President and
former Undersecretary of Finance Diosdado Macapagal, Jr.
President Diosdado P. Macapagal's two grandsons, former Pampanga Vice Governor
Juan Miguel Macapagal Arroyo and Diosdado Macapagal Arroyo, sons of former President
Gloria Macapagal Arroyo and Mike Arroyo are also members of the House of Representatives
of the Philippines.
Lubao, which is blessed to have produced two elected Presidents of the Republic of the
Philippines, is ably led by the energetic and well-respected Mayor Mylyn Pineda-Cayabyab who
ran unopposed in the May 2010 national election. This peaceful and prosperous first class
municipality showed its love and divine compassion for thousands of Kapampangan who
became unwilling victims of the eruption of Mt. Pinatubo. Lubenians shared their economic
wealth and provided these unfortunate and homeless people the shelter they needed until such
time they were able to be on their own. This was made possible through the generosity,
resourcefulness and efficient leadership of the then Honorable Mayor Lilia G. Pineda who was
also the president of the Pampanga and Central Luzon Mayors League.
1.2 Statement of the ProbIem
The Municipality of Lubao's Human Resource Management Office is still using manual
method in which their documents were filed in folders. All their forms where filed according to
specifications. n line with this, they were encountering lots of problems. Human Resource
personnel find it hard to search for the needed files. They also have problems in workplace
space because lots of papers are needed to be kept. Application for leave and finding job
applicants were also their problems.
1.2.1 GeneraI ProbIem
The Municipality's Human Resource Management Office is having problems and
difficulties in filing, keeping, updating and finding documents. They are doing all this things
manually. They consume lots of time in finding important documents. t takes them more effort
just to keep these files safe. Updating important information is also one problem that they are
encountering. Finding appropriate applicant for a vacant position is also one of their problems
because all their announcements where posted only within the office grounds. Application for
leave is also one of the problems for the reason that sometimes it is an emergency that they
need to be absent.
1.2.2 Specific ProbIem
n the existing system used by the Human Resource Management Office of the
Municipality of Luabo, we have identified the problems listed below:
1. Difficulties in filing and keeping documents.
2. Time wasted in finding and updating important employee information.
3. Loss of some files and limited workplace space.
4. Hard times in finding appropriate applicants for specific vacant position.
5. Difficulty in filing emergency leave application.


1.3 Objective of the Study
The study aims to develop an ntegrated Human Resource Management System for the
Human Resource Management Office of the Municipality of Lubao to have solutions to the
problems they are encountering in managing transactions in their department.
1.3.1 GeneraI Objectives
The main objective of the study is to improve the manual system of HRMO of Lubao in
managing files and transactions in their department with the use of ntegrated Human Resource
Management System. t will provide an easy way of filing, keeping, updating and finding
documents. Finding job applicants will also be easier.
1.3.2 Specific Objectives
1. To develop a system that will eliminate difficulties in filing and keeping documents.
2. To develop a system that will implement fast retrieval and update of important
employee information.
3. To develop a system that will eliminate loss of files and to make wider workplace.
4. To develop a system that will help to find more appropriate job applicants faster.
5. To develop a system that will eliminate difficulties in filing emergency leave
application.

1.4 Assumptions
The researchers believe that the proposed system for the HRMO of Lubao will aid the
problems and improve the manual transactions through the new system.
1. The proposed system will improve filing and keeping of documents.
2. The proposed system will improve finding and updating of important employee
information.
3. The proposed system will lessen loss of files and will make wider workplace.
4. The proposed system will help find more appropriate job applicants faster.
5. The proposed system will improve filing emergency leave application.




1.5 Scope and Limitations
The proposed system is created for Human Resource Management Office of
Municipality of Lubao to have faster, accurate and efficient transactions. The study covers all
the transactions inside the Human Resource Management Office including the daily time
records, employee evaluation, and employee's information records. The system will have an
online leave application so that it will be easy for the employee to file an emergency leave
application. t also includes job application through online so that it would be easier for them to
hire employee for vacant positions in the Municipality. The system has SMS notifications for
applicants' initial interview. Online system will also include announcements for job vacancies,
activities, and information about the municipality.
The system doesn't include attendance monitoring. Power interruption is also one of the
limitations of the system.
1.6 Significance of the Study
The researchers believed that through the proposed system, the difficulties in the
manual method that HRMO of Lubao encounter will be solve. The system has significance to
the following:
1.6.1 EducationaI Significance
This study will help the researchers to improve and develop their skills and knowledge.
They will learn the different transactions happening inside the Human Resource Management.
They will gain knowledge by searching and by studying new programming language that may
help them in making their system. Future nformation Technology Students that will pursue the
same system may use this as their reference.
1.6.2 TechnoIogicaI Significance
Today, even government offices have been invaded by computerized systems. By using
these new technologies they can now work and serve well for the people of the country. These
systems help them work easier and help them give convenience to the public. This will help the
companies revolutionize their system for their own advantage.


1.6.3 Economic Significance
Every company has the initiative to maximize their efficiency to save time, money and
increase growth. t can offer such service in which it will serve convenience to them and to their
company. t may also affect their service and production.
1.6.4 SociaI Significance
The system will provide both employee and applicants in processing transactions. t will
be faster and easier for the employee to process leave and job applications. At the part of the
applicant, it will be more convenient to them if they will pass applications using the new system.

1.7 ConceptuaI Framework
The researchers want to show the flow of process in the existing and proposed system
for HRMO of Municipality of Lubao. You will learn throughout the study on how the proposed
system works better than the existing system.

1.8 Definition of Terms

Integrated combining or coordinating separate elements so as to provide a
harmonious, interrelated whole; formed into a whole or introduced into another entity.

Human Resource Management is the function within an organization that focuses on
recruitment of, management of, and providing direction for the people who work in the
organization.
