Special Notes :
1.0 The tender will be governed by “General Terms & Conditions” fo r e-Procurement as per Booklet No.
MM/GLOBAL/E-01/2005 for E-procurement (ICB Tenders) including Amendments & Addendums to
“General Terms & Conditions” for e-Procurement.
2.0 Technical Check list and Commercial Check list are furnished vide Annexure – III. Please ensure that
both the check lists are properly filled up and uploaded along with Technical bid.
3.0 The item qualifies for Nil duty / Deemed Export benefits. For Deemed Export benefits, please refer
Addendum to the General terms and conditions for Global tender.
4.0 Please note that all tender forms and supporting documents are to be submitted through OIL’s e-
Procurement site only except following documents which are to be submitted manually in sealed envelope
super scribed with tender no. and due date to The Head Materials, Materials Department, Oil India
Limited, Duliajan- 786602, Assam on or before the Bid Closing Date and Time mentioned in the Tender.

6.0 Bidders are requested to examine all instructions, forms, terms and specifications in the bid. Failure to
furnish all information required as per the bid or submission of offers not substantially responsive to the bid
in every respect will be at the bidders risk and may result in the rejection of its offer without seeking any
clarifications.
SUPPLY, INSTALLATION, TESTING, COMMISSIONING AND HANDING OVER OF 1 No. 625 KVA GAS ENGINE
DRIVEN GENERATING SET WITH ACOUSTIC ENCLOSURE.
NOTE : Presently 3(Three) Nos. 500 KW ( 625 KVA ) Gen sets with Cummins GTA 3067G Gas Engine as
prime mover coupled with Stamford HC634 W2 Alternator are in parallel operation since May 2006 and
have clocked average 9000 Cumulative Running Hours per Genset and the new requirement of 1(One) No.
500 KW ( 625 KVA ) capacity Generating set shall be compatible in parallel operation with the existing
three operating Gensets.
The offered generating set should be pre-packaged standard company product and shall be capable of
providing rated power supply on a continuous duty basis at site condition.
3.2 The Generating set shall be suitable to operate in the ambient temperature range of 5 Deg C and 48 Deg
C and relative humidity up to 95 %.
3.3 The enclosed data sheets for the Generator shall be filled up completely by the bidder.
3.4 No deviation or exception from this specification shall be Permitted without the written approval of OIL
INDIA LTD. Intended deviations shall be listed by the Vendor on a separate sheet of paper & supported by
reasons for consideration by OIL.
3.5 Generating set shall meet the requirements with regard to pollution due to noise, vibration and exhaust
gases as laid down in statutory & local regulations.
3.6 Whenever changes / modifications from original design are to be done in the offered Gen-Set, the same
must be counter guaranteed by their Principals and approved by OIL.
3.7 The bidder shall furnish all equipment, components and auxiliary system for the complete Generating set
details as follows, but not Limited to the same :
3.7.1 Gas engine complete with all components for transmitting mechanical energy.
3.7.2 The auxiliary items of the equipment which are required for the operation of the Gen- set such as
a) Starting system
b) Intake & Exhaust systems
c) Cooling system
d) Lubricating oil system
e) Fuel system
3.7.4 Any item not included in the above specification but necessary for efficient operation of the generating set
shall be stated as optional items & priced separately.
4.1 The gas engine should be four stroke, water cooled, turbocharged, after-cooled with electronic control
command (ECC ) and shall be capable of developing sufficient horse power ( 750 HP ) at 1500 rpm (Max.)
to drive the Alternator of 625 KVA capacity suitable for continuous duty .
The bidder should submit the following information along with relevant performance rating curves and
condition :
(a) Gross horse power developed at rated RPM.
(b) Deduction for altitude temperature etc.
(c) Deduction for fan, alternator & other ancillary equipment.
4.2 The offered engine shall have proven test report & should be available with standard manufacturer’s
warranty.
4.3 Site rating of the engine shall be worked out considering de-ration in accordance with relevant ISO plus the
power absorbed by all the auxiliaries.
4.4 The Engine shall have AIR-START system with option for AUTO / MANUAL mode of operation. Air start with
necessary air compressor, volume bottle, drier, non-return valve etc. shall be suitably selected for minimum
five/six starts.
4.5 All the exhaust piping shall be properly insulated / jacketed and water-cooled. The engine exhaust shall be
provided along with residential type exhaust muffler cum- spark arrestor.
4.6 The surface temperature of engine and exhaust system shall meet the requirement of relevant standards
when tested under full load conditions.
4.7 The engine shall be water cooled with heat exchanger & cooling tower. The cooling capacity of heat
exchanger shall be adequate for continuous full load operation at the maximum specified ambient
temperature.
4.8 Capacity of the cooling tower & water circulating pumps shall be so chosen that one unit shall be sufficient for
continuous operation of 3 nos. generating sets at the maximum specified ambient temperature.
4.9 The Cooling tower shall be superior quality fiber glass package type complete with inlet, outlet, overflow,
make-up & drain connections.
4.11 The engine offered by the bidder should be complete with the following:--
a) Flywheel with housing, Vibration damper and suitable flexible coupling to couple the offered AC Alternator.
b) Heavy duty dry type Air cleaner with pre-cleaner cap & vacuum indicator suitable for normal operation.
c) Fuel system comprising of pressure reduction valve, gas manifold with fine filter, carburetor, hydraulic /
hydra mechanical / Electronic governor, linkage between carburetor & hydraulic / hydro mechanical /
Electronic governor, gas shut off valve etc.
NOTE : The first stage regulator is to have an inlet pressure rating of 20 psig and outlet pressure rating of 7
psig. The second stage regulator is to have an inlet pressure of 7 psig and outlet pressure of 8 inch ( 200
mm ) water column equal to 0.284 psig and both the Gas Regulators viz., First Stage Regulator from 20
psi to 7 psi and Second Stage Regulator from 7 psi to 0.284 psi are to be arranged by the supplier. Fuel
inline to the engine shall be having stainless steel flexible hose connection to take care of vibration /
shock, if any, in the system.
e) Exhaust manifold with turbochargers, exhaust muffler and stainless steel exhaust flexible connection,
spark arrestor etc.
f) The cooling water system shall be complete with water pump, Lub oil cooler, corrosion resistor, after cooler,
radiator / cooling tower, Fan, engines Water jacket, heavy duty heat exchanger etc.
g) Lubricating oil system shall be complete with lube oil pump, lube oil filter & bypass filters, oil pan /sump,
crank case breather, priming pump etc.
n) Equipment shall have noise attenuation characteristics to reduce noise in accordance with relevant
standards suitable for residential area.
o) Equipment shall meet the vibration limitation requirement in accordance with relevant standards.
p) Provision shall be made so that exhaust emissions contain very low quantity of NOx, HC, and CO or any
other hazardous gas.
Bidder has to include required gas conditioning & fuel supply system in the scope of work to suit the
requirement of the engine offered .The sizing of gas conditioning & fuel supply system shall be done for 4
Nos. 625 KVA gas engine driven generating sets running at full load under parallel operation.
r) The fuel gas system shall consists of a minimum of following components but shall not be limited to
these :-
a) Main line pressure regulator with bye-pass facility.
b) Pressure relief safety valve.
c) Gas scrubber tank.
d) Gas fuel filter.
e) Interconnecting gas piping from main line pressure regulator to engine.
f) The gas conditioning & piping should be carried out in such a way as to prevent condensate
carry over to engine .

Alternator shall be of Industrial type for continuous base load duty separately excited, self regulated
Brushless type with electronic type Automatic Voltage Regulator (AVR) and suitable for parallel operation
and continuous base load duty. This alternator shall be coupled with and run by Natural gas driven engine.
The specification of the Alternator is as follows.
? Sustained overload capacity = 1.5 times rated FLC for 30 sec. Or 1 hr. within 12hr/6hr with 10%
over load.
? Momentary over load = Short time overload up to about 1.8 times the rated current for 10 secs.
? Sustained short circuit = 3-4 times the rated full load current for 3 secs.
? Unbalanced load permitted = 20 to 25% ( not exceeding the rated FLC in any phase)
? Enclosure protection = IP-23 (as per IS 4691)
IP-54 ( for terminal box)
? Cooling = IC 01 (as per IS 6362). Filter shall be provided to prevent ingress of dust and foreign
particles. Filters shall be of self cleaning type.
? Mounting = Horizontal mounting (as per IS 2253) with double ball bearing.
? Vibration = As per IS : 12075
? Noise limit = As per IS : 12065
? RTD = Shall be of 3 wire type, Platinum,100 ohms at 0°C, uniformly embedded in stator winding
and leads wire brought to control terminal box on alternator frame.
? BTD(Bearing Tempr. Detector) = BTD shall also be provided for each bearing and lead wires
brought to control terminal box. In all cases the bearing shall be chosen to provide a minimum operating
time of 40,000 hours.
? Space heater = Suitably rated space heaters shall be provided to operate on a single phase 240V,
50Hz. The leads of heater shall be brought to a separate terminal box.
All the routine tests and load tests shall be witnessed by OIL Engineers at Manufacturer’s works.
(Note: Bidder or his authorized representative must visit the site to assess the involvement before quoting.)
Complete earthing system as per approved drawing has to be done by the supplier.

NOTE : Bidders offering any of the items listed above of makes other than those mentioned against respective items
should clearly indicate the make of the item along with credential in support of good track record of such makes.
(i) The intallation, testing and commissioning of the complete Generating Set and control panels at
TENGAKHAT OCS (Near Duliajan), Assam(INDIA) shall be carried out by the bidder in the presence of OIL
representatives. The bidder has to ensure complete compatibility of the offered Genset and accessories to
the existing power system.
(iii) All works shall be performed under direct supervision of a qualified engineer / Supervisor licensed for the
purpose as indicated in IE rules. All the electrical works including earthing jobs shall be done by the person
who is licensed and duly authorized for the purpose.
i) An experienced and licensed electrical engineer shall be provided by the supplier for liaison
and coordinating various activities including installation and commissioning of the Gen Set.
ii) The supplier shall dispatch the materials to OIL Industrial Area, Duliajan, Assam (India).
(iv) The cable laying and termination will be done by the party. The supplier will provide all other materials and
tools for carrying out cable termination jobs.
(v) Commissioning of the equipment and all testing problems associated with commissioning is to be attended
by of the qualified Engineer/ Supervisor licensed for the purposes.
(vi) Construction of all foundation jobs for the Generating sets, control panels, starting air compressors, cooling
towers, water pumps, gas filters, air filters / drier etc as well as the construction of the Generating Sets
12.0 Miscellaneous:
a) The supplier has to submit 6 copies each of records of test /checks made by him.
b) All important tests/ checks such as Injection Testing, Insulation testing etc. shall be done in presence of
OIL’s Engineer-in- Charge or his representative.
c) The supplier should obtain the permit to work from Engineer -in- Charge of respective Installation
Managers before taking up work, if any.
d) No temporary electrical wiring shall be done by the supplier without the permission of Engineer-in-
Charge. ELCB of suitable ratings shall be used at the source of power used by them.
e) Security of equipment / materials during erection should be the responsibility of the supplier till such time
of the equipment is successfully commissioned & handed over to OIL.
13.0 All the final adjustments and finishing jobs have to be done as per the direction of the OIL Engineer in-
charge.
14.0 Supplier has to supply all the power and control copper cables.
17.0 TERMS AND CONDITION FOR TESTING, COMMISSIONING & HANDING OVER OF GENERATING
SET :
1. This section describes the guaranteed parameters, which the units must fulfill, the penalty for shortfall in
guaranteed parameters and the rejection of the plant by OIL.
Bidder shall have final and total responsibility for the design and performance of the equipment supplied.
Bidder shall also warrant that the equipment furnished by him and the performance of said equipment are in
accordance with this specification.
Apart from the guarantee mentioned below, various other guarantee requirement are spelt out in the
attached specifications which shall have to be demonstrated by the Bidder for acceptance of the units by
OIL. The guaranteed parameters shall be adjusted from the design ambient conditions to the prevailing
site conditions. Necessary procedure, formulas, graphs and calculation method that shall be used by the
bidder for this purpose, shall be communicated and explained to OIL before commencement of the actual
performance test. The bidder shall provide necessary instruments etc. during performance testing to
establish the guaranteed parameters.
3. SPARES ETC.
The bidder shall be responsible for the supply of all spares till the units are commissioned and handed over
to OIL.
It shall be the bidder’s responsibility to supply lubricating oil, consumable and other similar materials
required till the plant is commissioned and handed over. It shall be bidder’s responsibility to repair any
damage to the system during loading, transportation, pre- commissioning and commissioning of the plant.
The cost of consumable for all unsuccessful runs for performance guarantee tests shall be borne by the
bidder.
This shall also include the supply of log sheets wherein the operating parameters shall be recorded hourly.
The operability test shall be carried out by the bidder in presence of OIL’s representative.
The bidder shall make necessary checks, adjustments, repairs, required for normal operation of the
system/equipment. All the safety devices shall be tried for their proper operation.
Upon completion of operability test, the log sheet with all observations shall be signed by the bidder and
OIL. The performance shall be evaluated based on the data and operations made during the operability
test. In case of any dispute, the decision of OIL shall be final.
Acceptance shall be subject to satisfactory performance under tests mentioned in respective equipment
specifications.
In addition to the above, the bidder shall demonstrate the dynamic stability of the system under various
abnormal/outage/tripping conditions of individual generator’s loads. Testing of load sharing and other logics
as provided in the Microprocessor based control and plant information system shall be demonstrated.
After completion of the commissioning activity, the reliability run shall be carried out to demonstrate the
reliability of the units. The duration of each reliability run shall be 10 days. During this reliability run, no
outage shall be allowable. This run will also be carried out at any available load.
On satisfactory completion of the reliability run, OIL shall operate the plant under the supervision of the
bidder’s personnel until the taking over of the plant by OIL on successful completion of the performance
guarantee tests.
The bidder shall be fully responsible for the commissioning and testing of the units. The bidder shall
achieve and maintain at site the parameters stipulated for individual equipment besides meeting the total
plant performance (48 Hours).
The bidder shall submit a draft “start up and operating manual” for the plant and submit it at least 3 m onths
prior to start of pre-commissioning activities, in particular the following information shall be covered :
i) General description of the plant

iii) Start up procedures

1. Review of “Start up and Operation” Manual shall be done by OIL and all changes, additions, deletions
required by OIL shall be discussed with the bidder and shall be incorporated in the final Start up and
Operation Manual. Vendors operating manuals shall form a part of final operating manual.
2. At least 4 months in advance of start of pre-commissioning activities, bidder shall submit final detailed
format of activity list of pre-commissioning and commissioning activities for each equipment/system. The
bidder shall submit the said format for approval by OIL. These check lists in addition to indicating the
checks/test to be carried out on each equipment/system shall also indicate the sequence and schedule of
the activities.
i. The acoustic enclosure should be of modular construction with the provision to assemble and
disassemble easily at site. There should also be adequate provision of taking out the equipment for
maintenance / repairing jobs and reinstalling the same after necessary corrective action
ii. The engine generator shall be factory enclosed in not less than a 12 gauge cold rolled steel enclosure
constructed with corner posts, uprights and headers. The roof shall aid in the runoff of water and include a
drip edge. The weather- proof and corrosion resistant acoustic enclosure should be duly surface treated,
phosphated and finally powder coated for long lasting finish. The sheet metal components should
preferably be hot dip, seven tank pretreated before powder coating with special pure polyester based
powder.
iii. The sound proofing of the enclosure should be done with self extinguishing high quality rock wool /
mineral wool conforming to IS 8183 . The rock wool should be further covered with fiber glass tissue and
perforated sheet. The silencer must be such that sound level is 75 dbA at 1 meter from the enclosure
surface.
v. There should be carefully designed inlet and outlet baffles / attenuators with corresponding weather
louvers and bird mesh allowing sufficient air flow, for the set to operate even under the harshest ambient
conditions whilst maintaining specified noise levels. Suitably sized blower should be incorporated to meet
total air requirement.
vi. The temperature inside the enclosure should be suitable for human comfort. The temperature of exhaust
line should not exceed the self ignition temperature of fuel gas. A high temperature trip system ( to shut
down the engine by cutting off fuel supply to the engine through the solenoid valve ) with variable setting
connected to a thermostatically controlled blower must be provided for eliminating excessive heat
dissipated by the engine within the acoustic enclosure. Suitable continuous on line Temperature Monitoring
and Control System with Alarm and Shut Down Mechanism should be provided.
(a) When the concentration of gas inside the acoustic enclosure reaches 10 % of LEL of gas, audio visual
alarm should activate and automatic preventive measure should activate to reduce the concentration of
leakage gas. These preventive measures include switching on heavy duty exhaust fan to disperse leakage
gas or stoppage of gas leakage itself.
(b) When the concentration of gas inside the acoustic enclosure reaches 15 % of LEL of gas (or any other
suitable rating), the alternator main circuit breaker should trip autom atically and subsequently the engine
should be shut down instantaneously by automatic device (i.e., cutting off power supply to the fuel solenoid
valve.)
vii. A separate Blower of suitable size should be provided and it will be in operation even if the
thermostatically controlled blower stops / fails.
viii. There should be a provision of emergency shut down of the generating set (Prime Mover) from outside
the enclosure.
ix. The enclosure should be complete with power and control wiring between control panel and alternator
and other components like blowers etc with proper size copper cable. The cables should be terminated
using gland and tinned copper sweating sockets and run through guard pipe.
x. The enclosure should have the sufficient space in and around the generating set to facilitate
maintenance and operation of the set
xi. Acoustic Enclosure’s base frame should incorporate necessary facilities for handling and inter location
transfer through oil field trucks and its overall dimension should not exceed 9M x 2.5 M x 2.5M ( Length x
Width x Height).
xii. The control panel for the Generating set should be installed separately on the same skid in a different
enclosure (which need not be acoustic). The connection from the alternator and control panel should be
carried out with 3.5 core 120 sq. mm PVC insulated, PVC sheathed armored copper cable and cable
xiii. All the terminal boxes/Junction boxes etc, the battery and self starter connection terminals / and its
components should be housed inside DGMS approved intrinsically safe enclosure.

possibilities of gas leakage inside the acoustic enclosure.

ENCLOSURE ILLUMINATION:
Light will be switched from one MCB, 6amp, C curve, mounted on control panel cover & have back-up HRC
fuse and neutral link of 6 amp rating.

NOTE :
1. Bidders should submit layout drawing of the acoustic enclosure indicating positions of engine, alternator
etc along with the wiring diagram of the package and will have to be approved by OIL before execution of
the order.
2. Enclosure design should be such that for any major maintenance activities the enclosures from any side
can be easily dismantled and re-erected.
3. Generating set comprising of Engine, Alternator, and other auxiliaries should be placed inside an
acoustic enclosure (approved by ARAI, Pune/ NPL, New Delhi/ NSTL, Visakapatnam/ FCRI, Palghat / NAL,
Bangalore) and the unit should be mounted to a common base frame. The set should have proper
arrangement for easy loading /unloading to facilitate ease in transportation.
4. A panel viewing window should be provided to facilitate visual monitoring of the equipment from outside.
The bidders must submit a written undertaking that they would be able to supply all the requisite spares and
consumables (including bought out items) for a minimum period of 10 (ten) years from the Certified date of
completion / successful field commissioning of the unit. Original Equipment Manufacturer's undertaking
must be forwarded for the items not manufactured by the bidder.
i) The supplier should provide twelve set of parts list, operations manual & service/shop manuals covering
all the items of each engine, alternator, control panels, air compressor, cooling towers, flexible coupling,
alignment tools & its other accessories along with the delivery of the material. Technical details of the
engine, alternator, governor, spark- arrestor are to be provided along with the offer.
ii) The supplier should provide the layout diagram with dimensions showing the position of engine,
alternator and the skid along with the offer. The supplier has to provide installation diagram of the complete
Gen-sets, including all accessories including performance curve along with the offer for our technical
scrutiny. The bidder shall furnish technical data sheets and dimensional drawing along with the quotation.
iii ) Bidder should provide following information along with the offer:

27.0 Supplier’s categorical confirmation regarding compliance with inspection / test procedure and other terms

NOTE :
2.0 Pre -dispatch/Shipment Inspection & Testing charges, if any, must be quoted Separately on lump sum basis
which shall be considered for evaluation of the offers. To and fro fares, boarding/ lodging and other en-
route expenses of OIL’s Inspection team for carrying our inspection shall be borne by OIL.
3.3 While quoting Installation/Commissioning above, bidder should take into account all charges including to
and fro fares, boarding/lodging, local transport at Duliajan, Assam and other expenses of supplier's
personnel during their stay at Duliajan. OIL may provide accommodation on Chargeable basis subject to
availability. Bidder should confirm about providing all these services in their Bid. However, OIL reserves the
right to avail such services at its own discretion.
6.0 Oil India Purchase Order No. must be engraved on the body of the item. Bidder must confirm the same
categorically in their quotation.
6.1 To ascertain the substantial reponsiveness of the bid OIL reserves the right to ask the bidder for
clarification in respect of clauses covered under BRC also and such clarifications fulfilling the BRC clauses
in toto must be received on or before the deadline given by the company, failing which the offer will be
summarily rejected.
6.2 The items covered by this enquiry shall be used by Oil India Limited in the PEL/ML areas which are
issued/renewed after 01/04/99 and hence Nil Customs Duty during import will be applicable. Indigenous
bidder shall be eligible for Deemed Export Benefit against this purchase. Details of Deemed Export are
furnished vide Addendum to MM/GLOBAL/E-01/2005 attached.
6.3 Other terms and conditions of the tender shall be as per “General Terms & Conditions” for e- Procurement
as per Booklet No. MM/GLOBAL/E-01/2005 for E-procurement (ICB Tenders). However, if any of the
Clauses of the Bid Rejection Criteria (BRC) / Bid Evaluation Criteria (BEC) mentioned here contradict the
Clauses in the “General Terms & Conditions” for e-Procurement as per Booklet No. MM/GLOBAL/E-
01/2005 for E-procurement (ICB Tenders) of the tender and/or elsewhere, those mentioned in this BEC /
BRC shall prevail.
(B) TECHNICAL :
1.0 The Gas engine should be four stroke, water cooled, turbocharged, after-cooled engine conforming to ISO
3046 / BS 5514 / IS 10000 standards and capable of developing sufficient horse power (750 HP) at 1500
rpm ( Max.) to drive the Alternator of 625 KVA capacity on synchronization mode with electronic control
command ( ECC ) suitable for continuous duty.
3.0 Bidders should have the experience of successfully completing at least 3(Three) orders in the last 10(Ten)
years preceding from the bid closing date of this tender against supply, installation, commissioning and
testing of Gas Engine driven Generating sets of capacity 500 KVA or above with synchronization facility
along with the Control Panels and accessories in PSUs, Central Govt. or any other reputed Public Limited
Company. Documentary evidence in this regard must be provided along with the offer failing which offer will
be rejected.
4.0 Bidder should be an OEM or authorized dealer of OEM for the engine or alternator or the complete
generating set or an OEM approved assembler of generating sets or his authorized representative.

If the bidder is an OEM of engine or their authorized dealer then he must purchase the Alternator from OEM
of Alternator or their authorized dealer and vice versa. Documentary evidence in this regard must be

If the bidder is an OEM approved assembler of generating sets, he must purchase the engine and the
Alternator from OEM or their authorized dealers. Documentary evidence in this regard must be provided
along with the offer failing which offer will be rejected.
5.0 The bidder must undertake and confirm from OEM’s that the equipment to be supplied are not going to
become obsolete for the next 10 years and provisioning of spares can be continued.
(B) COMMERCIAL :
1.0 Bids are invited under Single Stage Two Bid System. Bidders shall quote accordingly under Single Stage
Two Bid System. Any offer not complying with the above will be rejected straightaway.
3.0 Validity of the bid shall be minimum 6 months (180 days) from Bid closing date. Bids with lesser validity will
be rejected.
4.0 Bidders must confirm that Goods, materials or plant(s) to be supplied shall be new of recent make and of
the best quality and workmanship and shall be guaranteed for a period of eighteen months from the date of
shipment/dispatch or twelve months from the date of commissioning whichever is earlier against any
defects arising from faulty materials, workmanship or design. Defective goods/materials or parts rejected by
OIL shall be replaced immediately by the supplier at the supplier’s expenses and no extra cost to OIL.
5.0 Successful bidder will be required to furnish a Performance Bank Guarantee @10% of the order value. The
Performance Bank Guarantee must be valid for one year from the date of receipt/acceptance of goods or
18 months from the date of shipment whichever is earlier. Bidder must confirm the same in their Technical
Bid. Offers not complying with this clause will be rejected.
6.0 Bidders are required to submit the summary of the prices in their commercial bids as per bid format
(Summary), given below:

7.0 Pre-Despatch / Shipment Inspection & Testing charges, if any, shall be quoted on lumpsum basis separately
which shall be considered for commercial evaluation of the offers. However, all to and fro fares,
boarding/lodging and other expenses of OIL’s Inspection Engineer(s) shall be borne by OIL.
Installation/Commissioning and Training charges must be quoted separately on lumpsum basis which shall be
considered for evaluation of the offers. These charges should include amongst others to and fro fares,
boarding/lodging, local transport at Duliajan and other expenses of supplier’s commissioning/training personnel
during their stay at Duliajan, Assam(India).
Bidders must categorically indicate the above charges in their commercial offers and must confirm the same in
their Technical bids.
Bids conforming to the specifications, terms and conditions stipulated in the tender and considered to be
responsive after subjecting to the Bid Rejection Criteria will be considered for further evaluation as per the
Bid Evaluation Criteria mentioned in Section D of “General Terms & Conditions” for e- Procurement as per
Booklet No. MM/GLOBAL/E-01/2005.
