    AN ACT
    DECLARING THE IMMEDIATE ENVIRONS OF OUR LADY OF CANDELARIA
    PARISH CHURCH LOCATED IN THE MUNICIPALITY OF SILANG, PROVINCE
    OF CAVITE, AS A TOURISM DESTINATION

    Be it enacted by the Senate and House of Representatives of the Philippines in


    Congress assembled:

    1 SECTION 1. The immediate environs of Our Lady of Candelaria Parish Church

    2 located in the Municipality of Silang, Province of Cavite, are hereby declared as a tourism

    3 destination. Pursuant thereto, the development of the immediate environs of Our Lady of

    4 Candelaria Parish Church shall be prioritized and supported by the Department of Tourism
    1 (DOT), subject to the rules and regulations governing the development of tourism destinations.

    2 SEC. 2. Within one (1) year after the approval of this Act, the municipal government

    3 of Silang shall, in coordination with the DOT, Department of Public Works and Highways,

    4 National Historical Commission of the Philippines and concerned agencies of the government,

    5 prepare a tourism development plan that shall include the construction, installation and

    6 maintenance of such appropriate infrastructure and facilities to improve the overall features of

    7 the immediate environs surrounding Our Lady of Candelaria Parish Church, thereby ensuring

    8 its accessibility and the security of the tourists: Provided, That said development plan shall

    9 ensure the preservation and conservation of the historical significance of the church: Provided,

    10 further, That the implementation of the tourism development plan shall be included in the

    11 budget of the municipal government of Silang.

    12 SEC. 3. The DOT shall assist the municipal government of Silang in the

    13 implementation of the tourism development plan by providing technical assistance in tourism

    14 capacity building. It shall also include the immediate environs of Our Lady of Candelaria Parish

    15 Church in its national and regional promotion programs.

    16 SEC. 4. The funding for the implementation of this Act shall be included in the annual

    17 budget of the municipal government of Silang. The DOT may augment such allocation with

    18 internally-generated funds.

    19 SEC. 5. Within sixty (60) days from the effectivity of this Act, the municipal

    20 government of Silang shall, in consultation with the DOT and concerned agencies of the

    21 government, promulgate rules and regulations to implement this Act.

    22 SEC. 6. This Act shall take effect fifteen (15) days after its publication in the Official

    23 Gazette or in a newspaper of general circulation.
