PRESENTATION FRON THE PROCUREMENT UNIT
Public procurement is the acquisition of good works and
services using public funds on behalf of the public In Sierra Leone there has been public procurement since our colonial masters and were only using the tender board with a sole supplier called CROWN AGENT over the years a lot of reviews and reforms have taken place and in 2004 there was an act for the establishment of national public procurement authority ( NPPA) to decentralize public procurement and over these years again modifications where made to the act and it was also modified in 2016 that stands the test of time, which why it now call public procurement act 2016 and is current and presently used to the fullest, it is under this act that the functions of the procurement unit are identified which is my responsibility to give a presentation and it relations to other units of this ministry.
FUNCTIONS OF THE PROCUREMENT UNIT
According to section 19 of the procurement act 2016 (1) A procurement unit shall be established in each procuring entity, staffed with persons trained and knowledgeable in procurement and charged with carrying out, on a continuous basis, functions related to procurement. (2) Procuring entities shall ensure that the procurement units referred to in subsection (1) are established and provided with adequate staffing and resources. (3) The functions of procurement units shall include– (a) planning of procurement; (b) preparation of invitations to bid and of bidding documents; (c) publication and distribution of invitations to bid;
(d) receiving and safeguarding of bids;
(e) conducting bid opening procedures; (f) evaluation of bids, including management of necessary technical evaluation committees and advisers to properly evaluate the bids; (g) performance of secretarial services for the respective procurement committee; (h) administering the implementation and monitoring of contracts, to the extent that is not carried out by end-user departments; (i) assessment of the quality of the procured goods, works and services; (j) sourcing and profiling of all suppliers, contractors and consultants, and the maintenance of a database for that purpose; (k) such other functions as may be conferred by any other enactment. (4) Appointment of staff of procurement units shall be subject to continuing professional education requirements certified and approved by the Authority. (5) Procuring entities may establish subsidiary procurement units for subdivisions of the procuring entity, which shall– (a) be located in the provinces; (b) have a particularly large or specialised procurement workload; (c) operate in practice as an independent entity
