(Narrative Report)
The result of students’ assessment in reading and
comprehension is quite alarming nowadays. Research
says that Filipino students cannot comprehend what
they read, even when they spend long hours in school.
Thus, the Institute of Education and Teacher Training
initiated the workshop and urged the professional and
pre-service teachers to be one of the personnel in

helping hand by hand to solve this terrifying reality.

THE ACTUAL IMPLEMENTATION

A day before the workshop happened, the Bachelor of


Elementary Education—Generalist students had a
vigorous time preparing for the event entitled
“Capability Building Among Pagbasa + Tutors: A Pre-
Reading Intervention Workshop”. This was headed by
the ever-dynamic, active, and gorgeous adviser of the
Society of Elementary Education, Dr. Helina Jean P.
Dupa.

This is a whole-day workshop from 8:00 in the


morning to 5:00 in the afternoon. The registration was
started at about 8 a.m. on October 22, 2022, and was
organized by the secretariat.

The program formally began with the multimedia


prayer and was followed by the Philippine national
anthem. To start with, Ms. Joanna Marie Escalante-the
master of the ceremony who never failed to ignite the
crowd gave the floor to Dr. Gemma M. Valdez, the
dean of the Institute of Education and Teacher Training
for her opening remarks. Dr. Valdez expresses her
warmest welcome and gratitude to all participants from
Bachelor of Early Childhood Education and Bachelor
of Elementary Education students most especially to
the guest speaker and to the teachers of L Tamay
Elementary School. (kulang- need auidio).

The guest speaker of this event was introduced by Ms.


Asmera Pacio. Dr. Gina G. Silvestre is the Education
Program Supervisor- English in the schools division of
the City of Mati Department of Education. She started
her training by asserting her heartfelt thank you to the
IETT dean, Dr. Gemma Valdez, to Dr. Helina Jean P.
Dupa, and to all who participated. Before she proceeds
to the training, she quoted that “Work attitude matters
in education, we don’t care about how intelligent you
are as long as you are teachable”, this only implies
that a teacher should be a good role model to his
learners in all aspects that carry himself the way he is
expected to.

For the morning session, Dr. Silvestre discussed the


topic 1 which is the Philippine Informal Reading

Inventory or commonly known as Phil-IRI. An


assessment tool in reading. It is anchored on the
flagship program of the Department of Education:
“Every Child A Reader Program” also known as
(ECARP), which aims to make every Filipino child a
reader and a writer at his/her grade level.

During the training, each participant was being


challenged with their capabilities in reading that
resulted to some miscues. Dr. Silvestre even pointed
out that reading is not only for English teachers but for
all teachers. She also added that the reason why
Philippines failed to attain the highest score in PISA is
because we failed to improve the proficiency of
learners in reading. This is the sad reality that many
children are considered as nonreaders even in standard
level. Thus, the department of education implemented a
DEPEd Memorandum No. 173, s. 2019 of November
22, 2019 also known as “Hamon: Bawat Bata
Bumabasa” (3Bs Initiative). This DEPEd memorandum
aims to produce a productive and responsible citizens
equipped with essential competencies and skills for
lifelong learning.

Aside from imparting knowledge, Dr. Silvestre


provided a speed-reading activity for the participants
who attended the workshop. For the last venture in
morning session, all participants are encouraged to
answer the assessment and was checked afterwards.

Ms. Joanna Marie Escalante formally started the


afternoon session by introducing Dr. Gina G. Silvestre
as a guest speaker again. This session was all about
Early Grades Reading Assessment or EGRA, a
diagnostic assessment designed to assess the
foundation skills for literacy acquisition. EGRA started
in grades 1 and 2 since the ability to understand simple
text is one of the fundamental skills a child can learn. It
was being emphasized that EGRA and EGRA-based
Assessment is can be used to identify learners’ needs,
intervene and monitor student learning and student
progress. According to Dr. Silvestre, students who
struggle in reading are more likely to drop out. That is
the reason why teachers are asked to report the students
who are at risk of failing and submit interventions. She
even motivates everyone to allow students read orally
and added that our tongue will be harden if we will not

read orally. Hence, she punctuated a teacher should


teach explicitly in order to increase both oral and print
knowledge of words. Dr. Silvestre ended her training
with a great reminder that will motivate both
professional and pre-service teachers to work more to
improve the quality of learning and help students who
are in need.

“Remember that your existence in school is for the


improvement of the humanity. Remember also the
souls inside your classroom.”

The crowd was cheering because of the intermission


number of a 3rd year BEED-generalist student. This
only shows that students in DORSU are talented
whether it is in dancing or singing. The awarding of
certificate was headed by the IETT dean, program head
of BEED and Dr. Helina Jean P. Dupa as well. Sir
Robie V. Catubigan gave his sincerest gratitude to the
resource speaker for sharing her expertise in reading
intervention program, to Dr. Gemma M. Valdez, Dr.
Helina Jean Dupa, and to all who participated. He also
pointed out the essence of the activity most especially
to pre-service teachers in identifying the reading
problem of students and finding its best solution to
address the issues. Afterwards, picture taking were
done among all delegates and participants.

The whole day program Capability Building Among


Pagbasa + Tutors: A Pre-Reading Intervention
Workshop has come to an end and successfully
conducted by the fourth year Bachelor of Elementary
Education students along with the adviser and faculty.
