1. E XECU TIVE S UMMAR Y


1.1 Introduction
The Niger Delta Power Holding Company of Nigeria owned by the three (3) tiers of the
Federal Republic of Nigeria a n d t h e i r i n t e r e s t a r e d u l y r e p r e s e n t e d o n
the NIPP Board by one Governor from e ach geographical zone and
four Federal Government Minister, including the Minister of
Finance, Budget and National Planning, with HE, PROF YEMI
OSINBANJO SAN, GCON, VICE PRESIDENT OF THE FEDERAL REPUBLIC

Omoku Rivers State Power Plant Project, being executed in the Niger Delta Area, under
the National Integrated Power Projects (NIPP).

1.1.1 The Power Plant Composition


The Omoku Power Plant consists basically of General Electric (GE) Frame 9 Gas Turbines
and all the necessary Auxiliaries and Ancillary components.

The Omoku Power Plant is made up of Two (2) units GE Frame 9 Gas turbine & its
Auxiliary, a Brush Generator rated and all other necessary Auxiliaries and Ancillary
equipments which include the PEECC, GLAC & GNAC, Air Inlet & Exhaust Ducts & Stack
Systems, Plant Fin-Fan Cooling System, Iso-Phase Bus Duct (IPB), a Hyundai Generator
Step-up Transformer, & Auxiliary Transformer, the Gas Fuel Supply and Treatment
System, the Power Control Module (PCM) and the 330/132/33kV Switchyard Substation
for both power evacuation at 330kV and the Voltage Step-Down to 132kV & 33kV. Other
ancillary facilities include BSDG/EDG, Water Treatment Systems, Compressed Air
System, Fire Fighting Pumps and the Field Erected Tanks.

1.2 Objectives/Terms of reference


Sequel to the meeting of 6th of January 2020 at the Exco Conference Room, 7 th Floor,
NDPHC HQ, presided over by the Executive Director (Engineering and Technical
Services), after the termination of the EPC Contract being executed by Rockson
Engineering Limited due to non-performance; it became expedient to carry out a

technical audit of the installation works and materials at the Omoku Power Plant, with
a view to ascertaining the actual project completion status and provide accurate
assessment of the quantity/volume of outstanding works.

The objective of the Technical Audit/Inspection therefore was to determine the


current overall p r o j e c t w o r k s c o m p l e t i o n status of Omoku Power Plant, as at
February 2020. The deliverable from this Audit/Inspection exercise is the submission
of a Final Report covering the presentation and analysis of findings on the status of
Omoku Gas Turbine Power Plant Project.

1.3 Summary of report:


1.3.1 Project Consultant Team Mobilization:

The Project Consultant SeWa West Africa Limited mobilized a multi-disciplined team
which include among others, mechanical, electrical/instrumentation & civil/structural
engineers to carry out the Omoku Power Plant technical audit exercise as required. The
Field trip to the Power Plant Project site was embarked upon and audit field data were
collected. The final audit report is based on the field data under reference.

2. T ECHN ICAL R EPO R T


2.1 Preliminaries
2.1.1 Background
Inspection Observations;
This inspection report is based on physical observations made on the Gas Turbine Power Plant
facilities.

The team carried-out a physical inspection and assessment of the Gas Turbine Generator
(GTG) Units and their Auxiliaries and Ancillaries, as assembled/coupled and installed on their
foundations in packaged modules. All the ancillary and stand-alone equipment and facilities
were also physically inspected to ascertain which of the equipment items/activities have
either “Not Started”, or has “Started” and ongoing or “Completed”.

All container storage for project items and equipment yet to be installed were observed
preserved in Steel Containers, which were under lock and key. The container doors were
welded together for security.

2.2 Description & Location of Power Plants:


2.2.3 Name: National Integrated Power Projects (NIPP) Lot 7,
Location: Omoku, ONELGA Local Government Area, Rivers State.

2.1 Inspection Observation Overview:

During the technical audit exercise the following observations (overview) were made.
However, comprehensive observation listing and comments are stated in the audit report
checklist:

 The two (2) turbine generator has been installed on the foundation with the power
shelter fully completed.

 Base on the anticipated plan for future upgrade and expansion of Omoku Power Plant
to combine cycle; although not included in the present EPC scope, the diverter
flange is provided, to facilitate easy upgrade and/or conversion to combined cycle
capability in future.

 Cables on installed equipment in the PEECC, Firefighting system, on most of the BOP
(Balance of Plant Equipment namely air compressor, Blackstart Generators,
Emergency Diesel Generator, etc…, as well as on the Gas turbine packages were
found to have been cut off and possibly carted away; because the connecting cables
are missing and only cable ends/studs are still firmly connected to the installed
equipment terminals. The obvious trade-marks of vandals suggest that
marauders/thieves must have been having a field day at the site. There is need for a
quick implementation of robust access control and daily 24hours tight security
surveillance to mitigate against continued vandaliization of the installed equipment,
before more installed equipment will be carted away or damaged

 The Gas Turbines and all the Balance of Plant Equipment preservation previously put
in place to maintain the integrity of these installed equipment have been stopped.
We strongly recommend reinstatement of the preservation system, after thorough
checks on the installed equipment to validate their integrity. Thereafter, OEMs of all
the installed equipment shall be invited to re-warranty and certification of the Gas
Turbine and the Balance of Plants.

 Majority of the installation works were left uncompleted in non professional manner,
leaving sensitive equipment component parts exposed to the atmosphere are
currently badly degraded, with signs of high level of corrosion.

 The various service lines for, Fuel Gas, Diesel Fuel, Instrument Air, Demin Water,
Portable Water, Raw Water, etc.., in Omoku Power Plant were also left uncompleted
in non professional manner, with the pipe ends not sealed or covered, not preserved
with Nitrogen Gas, and the loose ones e not on appropriate racks. We strongly
recommend NDT Checks on the Pipe Joints, Chemical/Water Flushing, as will be
required before final installation of the pipes.

 The various Service Tanks namely Raw Water Tank, Diesel Tank, Fire Water Tank,
Demineralization Water Tank etc.., bases were set out on their foundation,
thereafter, the attendant mechanical/erection works were left uncompleted and can
safely be described abandoned.

 Electrical installation works in Omoku Power Plant which include among others, Black
Start Generator, Emergency Diesel Generator, MV Power Distribution System for GTG,
LV Power Distribution System for GTG’s & BOP , Charger and Batteries were
commenced and stopped while activities on Perimeter Lighting, Building Lightings,
Electrical Earthing, etc…, have not commenced.

 In the switchyard, apart from the installation of the Gantry and galvanized
structures, HV & MV equipments, Overhead Connectors, AC/DC Station Supply etc..
The EPC Contractor seems not to have done any significant installation work in the
areas of Substation Automation, Revenue Metering Panel, IP/BX/HF Radio System and
SCADA system etc...

 It was observed that the EPC Contractor neither provided nor install some very vital
BOP Equipment comprising of: (CEMS) Continuous Emission Monitoring System,
(CMMS) Computerized Maintenance Management System, (DCS) Distributed Control
System, etc...

 No Fire truck was found at Omoku Power Plant. The EPC Contractor to confirm the
status of this supply scope.

 Very Documentation found on Omoku Power Plant Site do not contain evidence of
proper hand over of any of the Main Equipment and/or BOP Equipment, prior to
demobilization from site.

 It was observed that the Security architecture and control procedures are currently
non-existent. To guide against the complete exposure of Omoku Power Plant Site to
all manner of security threats/breaches, the reinstatement of requisite security
protocols should be implemented as soon as possible.

 All construction works on the uncompleted portions of the service buildings namely,
(Switchyard Control Building, Main Store Workshop, Admin Building, Security/Gate
House, Canteen Building, etc ...,) have stopped.

 All mechanical erection works, electrical installation works, instrumentation works,


structural/civil works on both the main equipment and balance of plant have
stopped.

 Omoku Power Plant Site Sand filling works was observed to have been started but it
was not completed. Proper survey and measurement has to be carried out to
ascertain the level of sand filling achieved and the outstanding volume of sand filling
still required.

3.0 Conclusion/ Recommendation and General Overview:

Based on our observations, we have listed a few recommendations below, to be considered by the
team who have the responsibility of developing the RFP for the completion of all the Omoku Power
Plant outstanding works. The recommendations are as follows:

 OEM of the Main and BOP equipment to reconfirm, re-certify, extend and /or renew the
warranty of the equipment.
 Engage experts to conduct survey to determine the extent of corrosion on exposed
component parts of some of the Main & BOP equipment and the effect on their integrity, as
well as the actual volume of outstanding site sand fill, required at Omoku Power Plant.
 Get the EPC Contractor to provide all the missing documentations on the project.
 Mobilize one mobile fire truck to Omoku Power Plant Site.
 Implement stringent security and access control procedures to guide against security
breaches.
 Carry out NDT Checks on the Pipe Joints, Chemical/Water Flushing, before final installation
of the pipes.
