IOM’s global work related to biometrics covers a broad range of thematic areas, such as regular migration pathways, visa support,
border management, health, emergency response, resettlement, and migrant assistance. Biometrics is used for identity and
migration management, the registration of internally displaced persons, returnees and vulnerable migrants, the management
and distribution of humanitarian assistance, assisting governments to carry out identity verification when issuing passports, visas
and other travel documents; and the verification of identity by government border authorities.
With the rapidly growing recognition of the benefits of the responsible use of biometrics for both the best interests of migrants
and the legitimate aims of governments, Member States have increasingly called upon IOM for advice, support, and services.
IOM considers biometrics to be a valuable tool for identity and migration management processes. Due to the availability of all new
technologies, the advantages and disadvantages, and benefits and risks, need to be carefully assessed. IOM therefore underlines
the importance of using biometrics responsibly and, notable, of ensuring the protection of personal data of beneficiaries and
respect for the rule of law.
The IOM Biometrics Working Group was established in 2017 at the request of the Director General. The Working Group
is an internal, interdepartmental body with expertise from different thematic and functional areas within IOM. The Working
Group’s mandate includes driving innovation, improving coordination within IOM, exploring new technologies, developing IOM’s
biometrics strategy, providing support and guidance to staff in the field, developing guidance and training materials, facilitating
contacts with outside partners, including the private sector, and ensuring that lessons learned are captured and disseminated
throughout the Organization
In 2022, in close coordination with the IOM Biometrics Working Group, IOM launched the development of the Biometrics
Manual to disseminate in-house general guidance on how biometrics could be relevant to achieving the objectives of specific
IOM thematic areas.
The Manual builds on the four pillars of the IOM Institutional Strategy on Legal Identity: 1) Supporting development of consular
services to issue civil registration, citizenship certificates, ID and travel document; 2) Assisting migrants without legal identity
documents; 3) Supporting national civil registration and identity management systems to facilitate regular migration and mobility;
4) Provide thought leadership on the nexus between migration, displacement, and legal identity, including their impact on the
protection of migrants.

Upon development of the Manual, IOM Legal Identity Unit (Legal Identity Unit, Immigration and Border Management
Division) will develop a Trainer Facilitators Guide to be disseminated to IOM IBM Focal Points at Regional and Country
Offices. Further, IOM Legal Identity Until will conduct a two-day capacity-building training for IBM Focal Points, distributing
relevant training materials. Presentations will be delivered by the IOM Consultants and Specialists of the IOM Legal Identity
Unit. Further, it is intended to cascade the capacity-building training for national authorities of the IOM Member States.
The training will provide an introduction to the Manual and guidance on how it can be used to facilitate better cross-border
identity document system deployment and operation. The training will consist of overview sessions on training modules,
and practice sessions for participants making use of the manual. The training will be conducted in an interactive format,
encouraging discussions, reflections, and exchange of experience between participants. Further, a Global Network of
IOM Biometrics Focal Points will be created to promote the dissemination of the Biometrics Manual and foster regular
communication on matters involving biometrics.
