CHAPTER ONE
INTRODUCTION

1.1. Background of the Study


Water is a precious commodity; it is an important resource that guarantees the
sustenance and survival of all known organisms, including humans. Water is not only
useful in agricultural, industrial, household, and recreational environments; it is also a
necessity for the human body itself (Li & Qian, 2018). Water is a critical resource for all
humans, the absence of which would be lethal within just days. In particular, water is
required in metabolism, the transport of substrates across membranes, the maintenance
of cellular homeostasis, the regulation of body temperature, and blood circulation
(Armstrong & Johnson, 2018). Globally, there is a constant and substantial need for clean
and healthy water, which is essential for humans to live a long and healthy life. There is
the thought that because water is one of the most plentiful and abundant resources in the
world, the human demand for water can easily be satisfied. However, the opposite is true:
potable or drinkable water is in tight supply in many places around the world. Even in
some areas, water is scarce and there is indigency for freshwater because ample sources
could not be found. Despite the abundance of water on the planet, 97% of this water can
be found in the Earth’s oceans and seas: this water is too salty to drink. Only 3% of all
water on Earth is freshwater, and of this amount, only half would be available for actual
human use. It is for this reason that water resources around the world, as well as the
distribution of freshwater to households and industries for human consumption, are rigidly
managed and regulated.

In the Philippines, drinking water is mostly obtained by consumers not directly from
the tap – as is the situation in many developed countries such as the United States – but
in so-called “water refilling stations”. These are private facilities that mostly sell and deliver
purified drinking water directly to homes and business establishments by the gallon.
Magtibay (2021) explains that water refilling stations proliferate in the country because
many consumers doubt the quality of tap water, especially as they may still carry water-
borne diseases; this narrative is corroborated by Garcia et al. (2022). Such is the case in
2003 when an outbreak of cholera in Metro Manila was traced to contaminated and
illegally connected water pipes. In addition, there are spontaneous cases of water
discoloration especially in Metro Manila and its surrounding communities, as is around
the country. The quality of purified water conforms to national and global standards for
drinking water and is even better than the quality of water produced by traditional water
supply systems in terms of removing impurities and contaminants which may jeopardize
the health of humans. For this reason, the populace depends on water refilling stations
for their supply of potable drinking water. Not only does it provide clean and safe drinking
water: but it is also a cheap, convenient, and reliable choice as opposed to alternatives
such as bottled water or household water filters. As of today, one five-gallon container of
water from water refilling stations costs only ₱20 - ₱30 (or ₱1.00 - ₱1.50 per liter), which
is far cheaper than bottled water (sold at around ₱20 pesos per liter). Reliance on water
refilling stations for drinking water is the obvious and practical choice for many ordinary
Filipino households considering their tight budget. Considering the steady growth of the
population in the country, more water refilling stations are necessary to fulfill the ever-
increasing demand.

There are plans to set up a water refilling station within Barangay Corazon,
Calumpit Bulacan, a densely-populated community predominated by a mix of residential
and commercial establishments. Considering this, the proximity of the place to the
downtown (Poblacion) district and to the market zone of Calumpit, and easy access to
other adjacent barangays and communities, the location is touted as a viable place to
establish a water refilling station to cater to the needs of the people and of the
establishments in the community. To this end, a study will be conducted in order to gauge
the feasibility of opening a water refilling station in Barangay Corazon.
1.2. Statement of the Problem
While there are no impediments or factors that can otherwise prevent the
establishment of a water refilling station in Barangay Corazon, there are serious concerns
and issues which may threaten or jeopardize the progressive viability and the commercial
survival of the water refilling establishment. For instance, while there are no other water
refilling stations present in the core territory of the barangay, there is nevertheless a
sizeable volume of other water refilling businesses present in the outlying barangays and
communities of Corazon (such as in the barangays of Poblacion, Sucol, and Caniogan,
among others), the same ease of access to which has made it possible for these other
water refilling businesses to service residents and commercial establishments in
Corazon.

Despite the fact that water refilling stations provide basic needs for people in a
community, and that there is the idea that such establishments satisfy the needs of the
people would not experience saturation of customers, the truth is that the actual state of
the business environment in the field is what determines the success and viability of
establishing a water refilling station. Tight competition, especially in the water refilling
business, would be difficult to navigate for a fledgling or prospective water refilling station.
There is the possibility a business may fail if it would be unable to adapt or adjust to the
competitive environment. This is the grim reality that a new water refilling station business
would have to face in the context of Barangay Corazon, whose residents and commercial
establishments, again, are already being serviced by multiple other water refilling
concessionaires. Considering these obstacles in the way of a prospective water refilling
station business in the target location, this study intends to determine whether the
establishment of such a business in Barangay Corazon will be practical or not.

1.3. Objectives of the Study


The general objective of this study is to find out whether the initiation of a water
refilling station business in Barangay Corazon is feasible and viable, given the
circumstances in the target location with regard to the competitive environment as well as
other adverse issues that may possibly be encountered by the prospective business. In
case the research finds that it is indeed feasible and viable to establish a water refilling
station in the barangay, the study also aims to determine the things that the
aforementioned potential business must do in order to survive and become successful.
In particular, the study also seeks to accomplish the following:

1. To determine the capital resources and fund sources required in order to


start a water refilling station in Barangay Corazon.
2. To identify critical financial assumptions related to the establishment of the
same water refilling station.
3. To determine the demand for reliable water refilling and delivery services in
Barangay Corazon.
4. To determine whether there is still a sufficient market for water refilling and
delivery services that the potential water refilling station can take advantage
of.
5. To prepare and categorize marketing strategies that would amplify the
viability and competitiveness of the prospective water refilling station in
Barangay Corazon.
6. To plot a suitable location for the establishment of the physical water refilling
station in Barangay Corazon.
7. To formulate the operational process and framework of the water refilling
station in Barangay Corazon.
8. To classify the legal and operational requisites in the establishment of the
water refilling station in Barangay Corazon.

1.4. Significance of the Study


The results and findings of this research study will be of substantial benefit to a
number of stakeholders. First, the study will be helpful to prospective proprietors who plan
on establishing a water refilling station in Barangay Corazon. This research study will be
instrumental in giving them guidance and/or direction as to whether it is worth the risk to
gamble in the venture of a water refilling station, and if it is indeed worth it, what are the
things that these proprietors must consider if they want to build a successful water refilling
station, aiding in dissipating fatal ignorance which might result in business and financial
failure.

Secondly, the study will be useful to the government, especially to those agencies
and government bodies that are responsible for promoting the proliferation of businesses
and commerce in the country and giving these businesses guidance and aid in
maintaining their market competitiveness. As the findings of this study will add to the
existing pool of knowledge regarding the matter of water refilling station businesses, the
study may be used as a basis for future policy and decision-making by the authorities.

Last but not the least, the study will be beneficial to future researchers, who may
use the study as a framework for any future research studies that will be conducted on
the same or similar topics. The research study, again, adds up to the pool of knowledge
that already exists. It will also contribute to expanding the perspective and perceptions of
establishing a water refilling station or in other similar businesses or ventures.

1.5. Scope and Limitations of the Study


The research study will be conducted in the town of Calumpit, Bulacan, covering
the whole of Barangay Corazon for the research. In particular, residents of Barangay
Corazon, as well as other concerned individuals and/or parties, whenever necessary, are
involved in the study. The study is expected to be conducted in a timeframe of two to
three months, pending the time allotment available for the subject.

Some issues that can be faced during the research proper include the
disinclination of research respondents (i.e. residents of Barangay Corazon) to participate
in the study or to give out adequate, complete, and/or truthful responses to the questions
that may be addressed to them. As a core part of the research findings will be based on
the responses of these residents, the lack or absence of proper responses could have a
severe impact on the truthfulness of the research. However, it is expected that the
respondents will be provided with information regarding the study, which would be enough
to dissipate any reluctance that the respondents might have.

1.6. Methodology

The data used for accomplishing this study were acquired from primary sources. The
primary data was gained through

1. An interview, with questions administered to the research respondents (i.e.


the residents of Barangay Corazon). The questions were constructed to
survey the market demand for water refilling and delivery services (i.e.
whether the customers are sufficiently and satisfactorily serviced by the
preexisting water refilling stations), as well as to establish the viability of a
prospective water refilling station within the target location (by measuring
and validating certain indicators that will make such a venture practically
feasible).
2. Observation, which is also utilized in certain cases, whenever necessary, to
scout the target location and gain relevant knowledge and information with
respect to its actual environment. The observation will be open, free, and
unstructured and will not be influenced by any premeditated factors that
would otherwise restrict the observation. Observation will be helpful in
accruing more data relevant to the study that would otherwise be
unobtainable through other means.

1.6.1. Research Design and Framework

The approach to this research study will be quantitative which will utilize
quantitative findings from the data collection phase in order to arrive at the
conclusion of whether it is feasible to start a water refilling station business in
Barangay Corazon. The research calls for quantitative research due to the fact that
either method would be insufficient to establish the feasibility (or infeasibility) of the
aforementioned venture, while the general indicators can only be accrued through
quantitative means. In addition, employing quantitative methods of data gathering
and data treatment would allow the efficient collection and clean interpretation of
qualitative data acquired in the study. Furthermore, the synthesis of quantitative
findings in the study will enhance the comprehensiveness, validity, and credibility
of the research study.

The framework of the research illustrates the process of the research


study proper, which is as follows:

1.6.2. Sampling Procedure


According to the latest census data available (from the 2021 Census), a total of 542
households are situated in Barangay Corazon (with an average of 6.42 members per
household). Because of the relatively large volume of possible respondents in the vicinity
of the target location, the research study will employ a sampling technique in order to
determine the sample size of the residential households that will participate in the
research.

The researcher conducted a survey through google form that formulates twenty-one (21)
questions which are relative to the statement of the problem and consist of different
options as needed. Each of the participants needed to click one of the options to proceed
to another until the survey questions were finished.

For this research, the margin of error is 10% and the sample size is around 84
respondents from households, representative of around 6.4% of the total number of
households in Barangay Corazon.

1.6.3. Treatment of Data


This indicates the data gathered, the analysis that has been collected by the
researcher using survey questions, and the interpretation of findings. Survey
questionnaires have been divided into five categories and each has designated
questions to be answered by the eighty-four respondents. The five categories are
respondent’s profile, product, price, promotion, place, and people.

A. Product

them are very satisfied, 19% of them satisfied, and 2% of them answered neutral.

chose neutral.

B. Price

drinking water. 88.1 % answered 20-25 pesos and 11.9 % answered 25-30 pesos.

consume every week. While the other is 32.1% for 6 to 10 gallons, 4.8% for 1 to 2 gallons,
and 2.4% answered 11 to 15 gallons

This figure shows that the location is an important factor that influence customers to
patronize the water refilling station. The result is strongly agree with a percentage of
88.8 % .

D. Promotion

Profit Margin

The profit margin of a business is the profitability or viability of a business based on its
sales. It displays the ratio of the proportion of the sales which has been translated into
income or revenue. Profit margin is another benchmark used to determine whether a
business is actually earning money or not. This is simply measured by using the following

1.7. Review of Related Literature


Water refilling stations is theoretically viable business ventures because there is a
constantly growing demand among residential and commercial establishments for clean
potable drinking water. This growth necessitates the establishment of more water refilling
stations which would fill the said demand. As to why specifically more water refilling
stations are needed: as aforementioned, virtually all Filipino households and commercial
establishments consider them as convenient and clean sources of potable drinking water,
notwithstanding whether public water services (tap water) are reliable or not (Garcia et
al., 2022; Magtibay, 2021)

In order to accrue a broad and expansive understanding of the incumbent topic, it


is pertinent to evaluate, analyze, and discuss the mechanics of how water refilling stations
operate in the real-life market considering factors that could possibly affect the actual
survival of the water refilling station business. This is most likely contrary or deviating from
the assumptions of an idealistic theory that upholds the constancy of the viability of water
refilling stations considering its perceived desirability and exigency in the Philippine
market, especially among household and commercial establishments.

Factors that can affect the survival of the water refilling business in the real-life
environment, considering that there is sufficient funding for the business, are implied to
include existing competition, actual demand, market desirability, and customer retention
as external factors, among other intrinsic elements and factors (Lagunas et al., 2018;
Lum, 2017). This comes with the fact that water refilling stations are considered to be part
of micro, small and medium enterprises (or the MSME group, as defined by Section 3 of
the Republic Act 9501 or the Magna Carta for Micro, Small, and Medium Enterprises), for
which there are specific considerations that must be kept in mind.

1.7.1. Supply and Demand

Water refilling stations, like all businesses, follow the same law of supply and demand.
This is in that the more people there are in a community or in a service area, the higher
the demand for potable and clean drinking water is. Ergo, the higher the demand for clean
drinking water, the more water refilling stations are required in order to satisfy the same
consumer demand and to maintain equilibrium between supply and demand – applicable
as much as how the law of supply is also applicable over other businesses and projects.
The capacity of water refilling stations (i.e. how many liters of water can it deliver to
household and commercial consumers daily and how many household and commercial
establishments can afford its service daily) varies on their power to process (filter and
refill) potable drinking water, as well as the workforce and resources dedicated into
delivering drinking water to consumers by the gallon. This capacity is perceived to be as
much as 25,000 liters of water a day to 8,000 household clients; however, considering
the miniaturization of machines and instruments involved in the water filtration and refilling
process, and their proliferation around the country, this number is perceived to be much
smaller, possibly around 3,000 to 12,000 liters daily.

It is possible that when there are not enough water refilling stations to service a specified
area, the water refilling stations may experience pressure, especially with respect to
adjusting to the increased demand which may surpass their capacity. This, in turn, might
put a strain on the quality of service that these water refilling stations offer to their
customers. This is a potential opportunity for a prospective water refilling station business
to establish a presence amidst the competitive business environment, filling the service
gaps or the market segments that are not served adequately by existing businesses. The
lack of a service gap to fill in an otherwise tightly-controlled and competitive water refilling
and delivery service market could spell doom to a prospective water refilling station
business unless it can pull off tricks or resort to drastic measures which would be too
complicated to even discuss on a barely technical report.

1.7.1.2. Customer Satisfaction


Another element that affects the business survival of water refilling stations is the
satisfaction of customers and the overall desirability of the market products. In this case,
the product is the drinking water supplied by the water refilling station. Customer
satisfaction can also be measured through multiple indicators, such as whether the
service quality is high or low, whether the water refilling station is prudent and diligent in
servicing the customers with clean drinking water regularly, and whether the process of
filtration and purification of water is up to standards, as well as the taste and appearance
of the water delivered (whether it is clean or not). Other indicators include customer
service quality (whether the water refilling station is quick to answer any queries and allay
the concerns of its clients), among others. If customers are not impressed with the service
and product quality of the water refilling station, client satisfaction levels are low. There is
no such thing as "make-do", for in urban or suburban areas with extensive transport
networks, a water refilling station business can lose customers to another if it does not
perform satisfactorily in terms of service and product quality.

1.7.2. Management and Organization


The organization of a water refilling station is relatively easy in the Philippines
considering that there is a structured process for actually establishing one, given the
precedent of multiple other water refilling stations opening in various parts of the country.
However, opening a water refilling station is still convoluted, for a prospective proprietor
has to deal with multiple legal requisites and manage the business's physical, technical,
and monetary aspects. In addition, it would be difficult to maintain the survival of the
business, especially in a competitive and tight environment (the conditions of which can
be alleviated by the instance wherein the prospective water refilling station took
advantage of the existing service gap in the market which is a launching pad for future
operating expansions of the establishment).

For such a small business, it would be logical to establish it as a sole proprietorship,


where only one person is named as the owner. This ensures that there is less paperwork,
fewer taxes, and less hassle to begin a business. In this case, there is also no need to
overcomplicate the prospective water refilling station business's business structure.

1.7.3. Financing
Considering where to get starting capital in order to acquire physical and technical
resources required for operation is also an important step in initiating the new business
venture. In the Philippines, there are many viable options to obtain financing for a
prospective business similar in scale to water refilling stations. For instance, both
government banks, private banks, and other financial and lending institutions can provide
businesses with starting capital in order to procure the physical and technical resources
as well as the manpower to initiate commercial activity. While government banks can
provide more secure options for prospective business proprietors, private financial
institutions can also provide comparable safeguards and quality of service and are tightly
regulated by the proper authorities.

1.7.4. Technical/Production
The technical set-up of the prospective water refilling station business is important in the
production aspect of the business, the prudent satisfaction of which will result in income
generation and market success for the business. The set-up for a water refilling station
will include the filtration and purification machinery for the production stage of clean
drinking water, as well as the service vehicle to be used in the delivery of drinking water
to residential and commercial clients. The canisters or containers should also be
considered. Finally, the labor component of the water refilling station suggests that the
typical number of employees needed in operating a water refilling station is five, which
includes an accountant, a front-liner, a service staff, a technical assistant, and delivery
personnel.

1.8. Definition of Terms

Clients refers to the residential and/or commercial establishments that a business (such
as a water refilling station) services.

Commercial establishments are properties used for the purpose of business


enterprises or activities whose primary aim is revenue generation.

Households refer to one or more people who share a living establishment (such as a
house) and live as a singular societal unit.

Micro-sized Enterprises are businesses with less than five employees and work with a
capital of under ₱3,000,000.

Residential establishments are properties that are meant to serve as living quarters for
people (i.e. in a household).

A water refilling station is a private facility or establishment which provides clean


drinking water to residential and/or commercial clients, supplementary or in lieu of
alternative drinking water sources such as public water services (tap water) or
commercially bottled water.

CHAPTER 2

MARKETING STUDY
2.1 Product Description

The Jooble Water Refilling Station is an alternative source of drinking water supply. It
offers a cheaper and more convenient solution to the public’s needs for drinking water
or the use of household filters. It is the shop that offers a standard quality product which
is gallons, to be a well-known purified water refilling station in its finest and good
sanitation and promoting safe pure water in every drop and improving life with a
healthier product.

In the demand analysis, the population of Barangay Corazon, Calumpit, Bulacan


was approximately 542 in number. Hence, according to the survey, some of these
residents tend to buy or acquire three-four gallons per week, leaving for each demand to
increase in number. Thus, the estimated weekly consumption of Jooble Water Refilling
Station amounted to 2,175 pieces, resulting in 8,700 monthly pieces that must be
produced. However, this was only based on the demand analysis considering the number
of the population and their corresponding gallon pieces. Moreover, this demand analysis
is just the foreseen demand of gallons that must be produced based on the foreseen
needs in the water of these target markets as well as considering the population. Lastly,
this is for the fact that 542 individuals from the said residents are assumed to obtain three-
four gallons of orders per week, which leaves each figure above the demands for Jooble
Water Refilling Station.

Since the business is located at Corazon Calumpit, Bulacan, its main supplier or
water would be the Calumpit Water District. Remember that in order to produce the
product, this water will only be filtered out for cleaner water consumption, thus, this water
district served as the main supplier of water for the company. Approximately, each gallon
contains 5 gallons of water, which leaves the supplier to have at least 1,176-meter reading

CHAPTER 3

3.1 Process Flow

The multi-media and activated carbon filters will remove suspended particulate matter
above around 20 size and chlorine and dissolved organics in the water. Softener will
remove any hardness in the water which will avoid premature clogging of the
membranes. The micron cartridge filter will remove any fines and particulates. The RO
unit will reduce the conductivity of the raw water to 5~10μS/cm and remove most of the
bacteria present in the water. The final filtration and UV system will make sure your
water will taste good and is bacteria-free.

The following are Jooble's Water Refilling Station's assumptions for its three years

in business. As a result, all assumptions are matched with the expected inflation

Statement of Cash Flows

Because the company made a net profit in its first year of operation, its operating income
before working capital is greater, indicating that the company is performing well in the
industry. However, the inflows during the first year of operation comprise both the net
profit and the partners' original investment. Deposits and costs are also outflows during
the operation. Thus, the residual balances at the end of the transaction functioned as the
business's cash on hand, totaling P225,449.51
Statement of Equity

The statement of equity comprises of the owner’s initial investment in the business of

P450,000.00. Throughout the operation, the company earned a total of P136,893.57 in

net profit, which was split among the owner. During that time, at least 70% of their shares

were removed as compensation, resulting in a total of P123,204.21. As a result, the

leftover cash functioned as the year's closing capital of P463,689.36.


Balance Sheet

The balance sheet for 2022 is presented below. Total assets are the sum of current and

noncurrent assets. Current assets include cash in the bank, which is the amount left over

Purified water can meet aesthetic standards easily detectable by people in terms of

taste, odor, and color. The efficient water purification processes can make the quality of

water superior to traditional water systems. There is a strong foundation in Corazon,


Calumpit upon which to build a sustainable and effective system for water station

services provided to all citizens in Corazon. The first steps are to improve source safety

and protection through education, coordination, and planning enforcement and

monitoring. Training local citizens to act as technicians to repair and maintain existing

infrastructure is critical for preventing continued contamination of water sources. The

next step is to promote the use of safe storage for drinking water and to explore the

potential use of household water treatment for users of private water sources. The

demand for reliable water refilling and delivery services in Barangay Corazon and there

is still a sufficient market for water refilling and delivery services that the potential water

refilling station can take advantage.
