ARTICLE 1
1. TITLE Ethics, Public Trust and Corruption

2. RESEARCH The context of the reality of corruption that exists in this


PROBLEM country as well as anti-corruption efforts, laws,
regulations, regulations and state bodies that are unable
to express the negative trend of the phenomenon and its
impact on development, as well as economic, political
and social stability.
3. RESEARCH RESULT It is evident that corruption is a multi-faceted reality in
South Africa. Thus, a multi pronged approach is
proposed to address this scourge.
(1) Political will and tone at the top are successful
preconditions for the fight against corruption.
(2) To restore a moral and ethical culture, it is
recommended that compulsory ethics training is
introduced at secondary phase of education. This type of
training should be reinforced at tertiary level, since the
concept of ‘ethics’ is cross-cutting and can be found in
interdisciplinary, trans-disciplinary and multidisciplinary
curricula. It is hoped that ethics awareness, reasoning and
action will become a distinct feature of leadership
competencies to meet formidable challenges.
(3) Trust plays a very tangible role in the effectiveness
and efficiency of government and serves as a driving
force for a country’s economic development and
stability. Hence, open government policies that
concentrate on public participation and access to
information can increase public trust. Moreover, public
trust is an enabling factor to increase confidence for
foreign investments.
These recommendations are a combination of short- and
medium-term goals that can be described as instrumental
in enhancing an ethical culture, strengthening trust and
confidence in government, and giving renewed hope for
direct and indirect foreign and local investment. These
conditions are instrumental in leading to new paths to job
creation, poverty alleviation and sustainable
development, as envisaged in the National Development
Plan. (Pillay, 2018)

4. CONCLUTION South Africa’s first democratic Constitution is founded


on the fulfilment of expectations of all citizens for
ethical, honest, transparent, fair and corruption free
public administration that will lead to effective utilisation
of state resources towards economic and social
development. However, it has become clear that
corruption has serious negative repercussions for our
country, as it retards development, perpetuates and
increases poverty, causes inequitable income distribution,
economic decline and lack of investment. Unethical and
corrupt state practices on both the administrative and
political levels are the antithesis of good governance, a
crucial element in the Administratio Publica | Vol 26 No
4 December 2018 35 process of building citizens’ trust in
government. Unethical, corrupt actions negatively affect
citizens’ trust, a sad reality in our country at this time.
The erosion of trust on the part of the South African
citizenry is a reflection of a deeply and materially rooted
belief that the whole spectrum of the country’s public
sector is corrupt, unaccountable and captured by a large
number of openly debated and other economic forces.
The existence of a comprehensive legislative and
regulatory framework and reputable, efficient and
successful state organs has been unable to boost trust and
confidence in the state and its organs. It is a conundrum
of major proportions that can only be solved through
continuous participation of all citizens in the country at
different sectors of South Africa’s political life. All
universities and educational institutions in general in
South Africa, have a responsibility to play a key role in
the fight against corruption. In this regard, innovative
and path-breaking research and capacity building
initiatives, including policy debates and proposals; serve
as a significant means to promote a corruption-free
society.

easier for readers to understand the review. Don't use

1. TITLE Determination of Interdisciplinary Relationship among
Political Science, Social sciences and Public
Administration: Perspective of Theory and Practice
2. RESEARCH About the long debate among scholars of political
PROBLEM science, social science and the administrative community
regarding the boundaries of scientific disciplines
(political science, social science, and public
administration)

3. RESEARCH RESULT This research found that there is a concrete relationship


between these three scientific disciplines. Among them,
social sciences are the main scientific disciplines that
cover the main fields of political science and public
administration. In terms of research activities, there is no
demarcation between the three disciplines of public
administration using several theories and models from
social science and political science. (Islam et al., 2018)
4. CONCLUTION The article reveals that political science and social
sciences enlighten to public management in various
aspects. The public value is repeatedly demonstrated by
political science and social sciences like economic value,
political value, cultural value, social value, and
ecological value. It reflects that the government system
and practices of public administration which are laying
with ensuring the political and economic importance. It
requires proper attention for balancing and promoting the
disciplinary values through better realization for the
social development. Public administration borrows a
great deal of perspectives, theories and paradigms from
politics and social sciences and lacks the unique
innovation of public management. Therefore, scholars
from other disciplines have challenged the independence
of this discipline. It requires that public managers,
regardless of theory or time, should shift from traditional
program implementers to value creators from passive
implementation to proactive pursuit of innovation and
breakthroughs for maximizing consensus on the premise
of respecting local, real and indigenous knowledge, and
forming a discourse system, providing a realistic path for
public values.

5. SUGESSTION There are no criticisms or suggestions for this article, this


article is easy to understand and the words used are also
simple and not complicated. So that readers can easily
digest the contents of the article
6. THE LACK OF There are no flaws in this article. The language used is

material presented is also interesting.

1. TITLE Attributes of ethical employees in malaysian public
sector:
Conceptual content analysis and pattern matching
analysis
2. RESEARCH Attributes of ethical employees in the public sector and
PROBLEM matching the pattern of these attributes with theories of
human, social and ethical behavior.
3. RESEARCH RESULT This research reveals nine (9) attributes of ethical
employees, namely honesty, following instructions,
carrying out duties, respect, Islamic values, benevolent
values, loyalty, engagement and financial planning.
Among the theories related to these attributes are virtue
ethics theory, attachment theory, social bond theory,
social learning theory and AlGhazali's Virtue Theory.
This research suggests nine (9) authentic attributes of
ethical employees that can increase public trust and
public trust in state government authorities. (F.

4. CONCLUTION This study has identified attributes of ethical employee in
the Malaysian Public Sector which are useful aspects of
ethical self-identity. Employees with these nine (9)
ethical attributes act as a buffer for unethical conducts in
an organization. The results of this study may assist the
government agencies or departments to gain trust and
confidence from the public. Moreover, this study will
give clear ethical direction to employee that indirectly
may lead to consistent and long survival of Malaysian
Public Sector.

5. SUGESSTION This article is interesting to read, but it would be more


interesting if color were added to the article, so that
readers feel at home watching the laptop screen used to
open this article

in Central and Eastern Europe: Content Analysis of the

2. RESEARCH multidisciplinary orientation in terms of scientific
PROBLEM contributions from various scientific disciplines
3. RESEARCH RESULT The topical orientation of the manuscripts analyzed is
very diverse. Considerable emphasis is placed on the
analysis and development of PA as a scientific discipline.
The majority of researchers come from CEE countries
and focus their studies on Eastern Europe, the Balkans
and the Caucasus. Scientific partnerships between
Eastern and Western academic worlds are still rare.

4. CONCLUTION Public administration (PA) will always need to refl ect
societal changes and thus evolve over time. Since Central
and Eastern Europe (still) faces (post) transition
problems, PA and governance development are even
more important. In this re- spect, scientifi cally based
studies as deployed through Th e NISPAcee Journal are
of the utmost signifi cance to support policy-making and
implementation in the region. As expected, there are
many convergences regarding the overall European-
isation, as well as certain systemic gaps and divergences
due to diff erent stages of development in individual
countries. In this context, it is worth emphasising that PA
and its reforms need to be addressed in a multi- if not
interdisciplinary way in order to be successful in
resolving cross-sectional problems in a global world. In
this sense, all PA-related disciplines are important and
need to be taken into account, rather than solely political
science and public management. In practice, CEE
countries need to join up their capacities to learn from
each other and to de- velop democratic and effi cient
public administration and governance. Th e NISPAcee
Journal can signifi cantly support these goals, as long as
the editorial policy pursues openness, inclusion and
diversity, internationalisation and a multidisciplinary ap-
proach, based on sound scientifi c research.

2. RESEARCH How has research on diversity in the field of public

3. RESEARCH RESULT studies that are empirically related to outcomes aim to
assess the impact of diversity on an organization or
assess its relationship to organizational outcomes. Such
as articles assessing the impact of workforce diversity
(for any of the diversity dimensions mentioned above) on
job satisfaction or performance or organizational
commitment or retention or turnover or any
organizational outcome. Empirical research dealing with
outcomes often addresses multiple organizational
impacts. A study is classified as empirical and relates to
outcomes even though diversity or diversity management
is used as a dependent variable. (Sabharwal et al., 2018)
4. CONCLUTION Federal agencies have successfully increased workforce
diversity by providing more opportunities of employment
for women and racial/ethnic minorities through EEO and
AA programs. Over the past decades, the demographic
composition of the American workforce has been
increasingly diversified, affected by civil rights
legislation and AA programs. As a result, public
organizations have been successful in diversifying their
workforces by providing greater access to public jobs for
women and racial/ethnic minorities. Consequently,
public organizations are experiencing unprecedentedly
high demographic diversity or heterogeneity within the
organizations. Some relevant studies also show that U.S.
workers, particularly in the public sector, are becoming
older and more diversified with respect to race/ethnicity
and gender and as a result, an increased attention to
management issues has arisen.

1. TITLE Agile government: Systematic literature review and
future research
2. RESEARCH An open question is the extent to which agile approaches
PROBLEM can work within traditional command-and-control
structures of government?
3. RESEARCH RESULT Bureaucracies are generally not designed for shared
leadership or open approaches to collaboration between
ad hoc teams. It is unclear how bureaucracies, which are
often deliberately designed to move slowly and
methodically, can achieve that goal. can become more
agile – or what governments need to do to make changes
to their organizational structures, management
approaches, budget allocation methods, communication
structures, reward incentives, and other factors that
influence adopting and implementing agile methods.
More research is needed to understand how
bureaucracies can adapt or how agile approaches can be
aligned with the needs of bureaucracies and their
regulations. An agile approach requires new forms of
procuring, designing, and implementing IT-based
services and resources. Further initial research indicates
the need to create different organizational leadership
forms and structures. Apart from that, there are
indications of cross-organizational collaboration
(between institutions) and jurisdictions (local, regional,
national). Can produce greater efficiency. However,
governments are in a legal and regulatory environment
that can be an obstacle in creating efficiencies,
economies of scale, information sharing, and
interoperability of technology development and
implementation. More research is therefore needed to
better understand the legal and regulatory environment
necessary to encourage and encourage agile efforts.
There is very little literature on the evaluation of agile
approaches. This reflects the need for more knowledge
nd theory about the changes that occur in organizations
when agile approaches are introduced. (Mergel et al.,
2018)
4. CONCLUTION Governments need to adapt to changes in their internal
and external environments and create systems that allow
them to scan trends, identify developments, predict their
potential impact on the organization, and quickly learn
how to implement changes to their standard operating
procedures. As a response, government organizations are
adopting agile approaches as part of their process
redesigns, project management, and software
development approaches. Although agility and
adaptiveness are long in use in the private sector, they
have been increasingly adopted in the public sector
literature and practices. In order to understand the
existing theoretical and practical foundations of the
ଏ eld, we have conducted a systematic literature review
and identi ଏ ed four streams of research areas: (1)
software development approaches, (2) project
management approaches, (3) application areas, and (4)
potential outcomes. In this article, we synthesize this
literature, provide an outlook on future research
questions, and introduce several articles as part of the
current special issue focused on agile government.

1. TITLE E-Government Challenges in Developing Countries: A
Literature Review
2. RESEARCH challenges of implementing e-Government in developing
PROBLEM countries.
3. RESEARCH RESULT In review, there are six categories of challenges for e-
Government implementation in developing countries.
They are IT infrastructure, managerial issues, digital
culture, budgeting, laws and regulations, and human
resources. Governments must pay attention and focus to
these challenges to ensure successful implementation of
e-government. (Meiyanti et al., 2019)
4. CONCLUTION This systematic literature review uses PRISMA method
to identify e-government implementation challenges in
developing countries. We started from 29 initial studies
that was collected from online scientific database. During
articles selection process, only 18 papers were included
in analysis. Based on these 18 studies, e-government
implementation challenges can be classified into 5 keys,
there are: IT infrastructure, managerial issue, digital
culture, budgeting, laws and legislation, and human
resources. Each key has some detailed important points.
IT infrastructure represent lack of hardware, software,
maintenance and updated system, communication
systems, integration systems, etc. Managerial issues
consist of well care from the top of the pyramid,
workforce and resistance of change, lack of transparency,
turnover of workforce, and collaboration and
coordination. While digital culture separated into three
aspects: digital divide, lack of awareness, and lack of
trust. Budgeting challenges divide into lack of budget in
general, lack of funding sources, lack of management of
the availability resources, and corruption and misuse
public money. There is no detailed point from laws and
legislation key. Finally, human resources consist of
training, education, motivation, skill shortage, and others
factor that support user or developer implementing e-
government. Although these challenges can impede the
implementation of e-government, the challenges can be
opportunities as well. Government must pay attention
and focus on these challenges to ensure the successful
implementation of e-government.
