CHAPTER I
Introduction
Markets were c onsidered as the economic a nd cultural centers in a ncient times. T he trading pattern and
marketing system and the changes occurring to them were closely related to the history and culture of that region.
O nce tr ade in K erala w as c onducted m ainly th rough ou r m arkets. A t th at tim e, farmers, s mall s cale
entrepreneurs, c raftsmen, even gamblers were gathered in the market to s ell their p roducts a nd de monstrate their
skills . Farmers sold their products and purchased everything they wanted from there. All the cultural activities and
entertainments were attached to these centres, since there were no specialised trade as in these days. These markets
were the c entres of a ll economic a ctivities a nd w hich shared a nd c ontrolled the life of the villagers. I nteraction
between the people in different areas took place through these places. Moreover the producers got maximum benefit
of their products b ecause there were no intervention o f middleman. S ince the transportation facilities were very
poor, the local markets were the only means of trade for the people.
With the introduction of mechanisation and other most modern methods of production, goods began to be
produced in large scale. T he local small scale producers could not withstand with the primitive style of production
and h ence most of th em va nished f rom th e s cene. W ith th e availability of large v ariety of commodities a t
comparatively cheaper prices, the taste and preference of the people have also undergone changes. T hey started
purchasing goods from s uper markets or s uch e stablishments. Small s cale industries w ere a lmost d ead. T he
changes in c onsumer habits and a vailability o f articles for their da y to d ay us e a t c omparatively lo w price has
resulted in the extinct of rural markets.
The development of transportation system catalysed the change in the marketing pattern. The trade potential
of all0 countries was developed by this. Specialists in marketing activity emerged. As time passed all the countries
were integrated into the world economy.
OBJECTIVES
To ascertain
7) the relevance of these markets in the transaction of farm products and the extent the rural economy is
influenced by these markets.
Methodology
The s urvey was covered in a ll the 14 districts a nd was c onducted by the census type of e nquiry. T he
investigators o f the de partment conducted th e f ieldwork in addition to th eir n ormal du ties. T he de tails were
collected through local enquiry.
The survey was launched in January 2006 and was completed by March 2006. The Investigators conducted
the fieldwork u nder the d irect supervision of T aluk Statistical O fficers a nd o verall c ontrol of the D istrict Level
Officers. T raining was imparted to the District Level Officers in the Directorate and they in turn imparted training
to the field officials in the districts. The schedules were scrutinised at the Taluk level and district level and further
in the Directorate.
Coverage
The investigators visited the Panchayat / Municipalities/City Corporations and prepared the list of markets
Controlled by local bodies, etc. and the list of markets sponsored by individuals and other private organizations. All
the centers known a s markets a nd functioning un der t he c ontrol of l ocal bodies a nd p rivate ownership were
surveyed. Footpath sales, sales of fish and vegetables in the roadsides or open places, temporary/permanent shops
of above items situated away from the market places do not come under the purview of the survey. Investigators
visited all the centers and collected details in the schedules designed for the purpose.
Computerisation of data
Investigators could not survey for markets which functioned earlier and now in the path of extinction. The
data relating to such markets could not be studied.

CHAPTER II
1) Category of Markets
The primary objective of the survey is to ascertain the number of markets functioning inside the state and
whether the marketing system in our state is flourishing or is it in the path of extinction. Thus it is found that there
are 1290 markets functioning in our state. Out of these, 1200 markets are open markets and 90 of them are
regulated markets. In open markets, the price is fluctuating while in regulated market the price will be somewhat
stable. This is controlled mainly by the farmers ‘self help groups’ and they have to obey some rules and regulations
fixed by these groups The price fluctuations in the open markets will not affect these markets. The groups in these
markets buy the produce of the farmers and sell them in the markets as per the price fixed by these groups. Hence
the price will be stable throughout the season. 85 markets are functioning in the Municipal Corporation area. 129 of
them are functioning in the Municipal area.1076 markets are functioning in the Grama Panchayats.
Out of the 85 markets functioning in Municipal Corporation area, 66 markets are functioning under the
control of local bodies, 12 of them are owned by private parties and 7 markets are functioning with some other
adjustments. In Municipal areas 90 markets are functioning under local bodies, 27 markets working under private
parties and 12 with some other adjustments. In Grama Panchayath area, out of the 1076 markets, 597 markets are
functioning under the local bodies, 292 markets are controlled by private persons, 187 markets function with some
other arrangements.
In the state, there are 753 markets functioning under local bodies, 331 markets under private ownership and
206 markets with some other arrangements.
2) Establishment of Markets
Considering the period of functioning, it is seen that out of the 1290 markets, more than 70% are functioning
since 15 years. The year of start of 256 markets are not known. It is evident that the functioning of markets is seen
in our state years back. There might have many markets in olden days and some of them might have been extincted
by the passage of time. 158 markets have started within five years. 123 markets started functioning 6-10 years
back. 103 markets started 11-15 years back. After 1990, the agricultural sector in our country was subject to a
great change. As a result of this, the marketing system has also undergone changes. After 10 years, a slight increase
may be seen in the number of markets due to the thrust given to the development of markets by the local bodies at
present
3) Type Of Markets
Availability of everything under one roof is the primary concern of the modern people. Thus markets with
all items required for daily life, i.e., markets with vegetables, fish and all the provision except animals and birds are
586 in numbers in the state and that where all items including animals and birds traded are 260 in numbers. Thus
more than 65% of the markets come under these two categories. There are 148 markets having vegetables only for
trade, 228 markets have fish only for trade. There are 68 markets where animals and birds are traded.
In Thiruvananthapuram even though there are 288 markets, only 9 markets are having fish trade only. 25
markets are having vegetables trade only and 184 markets have everything for trade except animals and birds.
There are 4 ‘animal and bird’ markets and 66 markets having everything including animals and birds.
In Kollam there are 11 vegetable markets, 22 fish markets, 148 markets having everything except animals
and birds and 9 ‘animal and bird’ markets. 42 markets are having everything including animals and birds.
Kasaragod, the district which is having least number of markets, have only 2 vegetable markets and 8 fish
markets, 7 markets having all items except animals and birds and 1 market having all items including animals and
birds. Thrissur has the highest number of animals and birds markets with 15numbers.
When classified according to local bodies, Thiruvananthapuram Corporation, which has the highest number
of markets, has 30 markets with everything except animals and birds and Kollam has 13 markets of this type.
Kozhikkode Corporation has 10 fish markets.
In the municipal area of Thiruvananthapuram district, there are 4 vegetable markets, 1 fish market and 9
markets which include both these items. There are 3 ‘animal and bird ’ markets and 5 markets having all items.
In Panchayath area, out of the 496 markets which have all items except animals and birds, 145 markets are
in Thiruvananthapuram district, 135 are in Kollam district. Only 6 markets of this type are in Kasaragod district.
4) Infrastructure Facilities
Growth in the number of markets shows a decreasing trend while that of shopping establishments and super
markets show a sharp increase. That is shopping in a comfortable, clean, amiable place is acceptable to modern
people. These demands a well developed infrastructure for a market. Developed roads by which people can reach
the market, sufficient space, spacial shops, electricity, water supply, comfort stations, cleaning facilities etc. are
very essential factors. These facilities attract people to the market and is an incentive to traders.
On analysis, it is seen that out of the 1290 markets, 935 are accessible by bus. They are very near to bus
route and 93 markets have 0.10 Kms distance from the bus route. 158 markets have 0.1 to 0.5 km distance from
bus route. 63 markets have 0.5 to 1 km distance from bus route and 41 markets have more than 1 km to reach bus
route. In Municipal Corporation area even though space is very valuable, 68% of the markets are very near to bus
route. In Municipalities and Panchayaths this is 63% and 74% respectively. There are 3 markets in Municipal
Corporation area, 13 markets in municipal area and 25 markets in Panchayath area which are more than 1 km away
from the bus route.
5) Operational Area
Sufficient area is essential for the proper functioning of a market. This will attract more traders and
customers to the market. In our state all the 1290 markets occupy a total area of 71442 cents. The 753markets
controlled by the local bodies together occupy an operational area of 46965 cents and the 331 markets run by the
private parties occupy an operational area of 11402 cents and other 206 markets occupy an area of 13075 cents.
When classified according to local body wise, 85 markets in the Municipal Corporation area together
occupy an area of 11834 cents.129 markets in the municipal area occupy an area of 13895 cents. 1076 markets in
the Panchayath area occupy 45713 cents. The markets situating in the city corporation area have an average
operational area of 139 cents and in municipal area the same is seen as 108cents. In the Grama Panchayaths the
average area is 42 cents only. It is seen that the markets in the Municipal Corporation area will have more space, and
facilities to accommodate more traders so as to serve a large population with comparatively higher per capita income.
Some of the farmers from rural areas also sell their products in these markets with a view to get more prices for their
produces.
209 markets are having less than 6 cents of operational area, 155markets with 6-10 cents, 316 markets with
11-25 cents, 337 markets with 26-50 cents, 153 markets with 51-100 cents, 107 markets with 101-500 cents and 13
markets have operational area more than 500 cents. Only 120 markets in the state have more than 1 acre of land for
functioning. The highest group is 26-50 cents area (337 such markets) and it is clear that an average area of 25
cents are essential for the proper functioning of a market. In the case of area, markets of Thiruvananthapuram
district have maximum area for operation.
6) Accommodation Facilities
Infrastructure facilities include buildings, bunks, permanent shops, temporary stalls etc, and those are the
essential factors for a market. In our state, 480 markets have permanent bunks/stalls. 474 markets have some
permanent shops and 366 of them have temporary stalls also. In 454 markets some of the traders themselves are
making arrangements for their business. In 403 markets some traders are doing their business in open sheds and in
828 markets, some traders have to depend on open space. In 79 markets there are some other arrangements for
some traders. In a market it is a common scene that small traders are doing business in open spaces. But it is
evident that most of the markets have a mixture of all these arrangements. They have some permanent shops, stalls,
temporary shops and stalls, open space sales and other self-arrangements.
It is the duty of the authorities to provide the preliminary necessities like electricity, water, comfort stations
etc for the welfare of the traders and the customers in any enterprises. In the case of these facilities our markets are
very backward. Only 46% of our markets have power supply, 47% of them have facility to get water and only 30%
has the very essential facilities like toilet etc. In city corporation area, 66% have power supply and in municipal
area 65% while in rural area only42% has this facility. 62% of the markets in City Corporation area and 60% in the
Municipal area and 45% in Panchayath area has water supply facilities. Toilet facilities are available only in 58%
of markets in Corporation area,45% in municipal area while only 27% in Panchayath area.
8) Periodicity
Periodicity is also a factor which affects the popularity of this system. Modern people like to purchase
things according to their own timing. Hence markets which are working in all the days of the week are now
popular. No one like to go for purchase according to the day or time fixed by other people. Markets which
function with some intervals are in the path of extinction.
In our state there are 821 markets functioning daily, 147 markets are functioning weekly and 219 markets
are functioning 2 days in a week. 19 markets are functioning 3 days in a week. 27 markets are functioning 4-6 days
in a week. 4 markets are functioning fortnightly, 13 markets functioning monthly, and 36 markets are functioning
once in a year. There are 3 markets other than the above interval.
9) Nature Of Working
All the markets are not functioning throughout the day or in identical manner. The time schedule of each
market is different. This timing might have been formed according to the regional trading practices or agricultural
pattern of each region to help the farmers. With the passage of time these agricultural pattern and regional trade
came to an end or became insignificant even though the marketing schedule is going on as earlier. Some markets are
functioning in the forenoon, some in the afternoon. Some of the markets are functioning throughout the day, some are
functioning part day and part night etc. It is seen that 534 markets function in forenoon only. 131 of them are seen
functioning in afternoon and 393 are operating throughout the daytime. 50 markets are functioning part day and
part night. 141 have a timing throughout the day time and partly night. 6 of them are working at night only. 24
markets are functioning throughout the day and night. These are usually annual markets which are operated with
festivals in churches or likewise. 11 markets are functioning with some other time schedule.
All the traders have to pay some money as cess in the market. The traders, vehicles, the farmers etc. who
brought the produces for sale have to pay cess according to the rate fixed by the authorities, which differ according
to the type of vehicles and quantity of item brought for trade.
Each head load has to pay an average cess of Rs..4.34 in the state. Two wheeler traders have to pay
Rs..6.33/visit. Three wheelers have to pay Rs..15.23/load. Mini lorry has to pay Rs. 46.88/load. Large trucks have
to pay Rs..74.17/load, bullock cart, which is a rare scene nowadays, also has to pay 18.53/load, handcart has to give
Rs. 10.68 as cess. Others have to give Rs. 46.45 per load. This amount varies among the districts. It is within the
range of Rs. 2 to Rs. 7 among the districts per load, Rs. 4 to Rs.9 for two wheelers, Rs. 8 to Rs. 25 for three
wheelers, Rs. 13 to Rs. 96 for mini lorry, Rs. 25 to 163 for large trucks. Rs. 4 to 63 for bullock carts, Rs. 3 to 26
for handcarts and Rs. 4 to 193 for other vehicles.
11) Rent
Rent is the amount, to be remitted to the owner of the market for providing facilities for the functioning of
the market. Since the nature of the market varies (Periodicity, time of functioning, their infrastructure facilities etc.)
rent of different markets also varies. Thus while monitoring the structure of rent, it is understood that local bodies
which are the largest provider of facilities for the functioning of the markets, have got the highest income from this
source.
All the 753 markets functioning under local bodies together contribute an amount of Rs.97271388/- as rent
to the local bodies. The share of markets in Eranakulam is the maximum (Rs.27449896/-), even though the number
of markets are only 64 in the district. 181 markets in Thiruvananthapuram district contribute an amount of
Rs.17689975/- as rent to local bodies.
331 markets functioning under private ownership together fetches an amount Rs.15741351/- as rent. In this
category Thiruvananthapuram district has got the highest income of Rs.3914565/- with 65 markets functioning and
Kollam stands in the second place with Rs.2670600/- (71 markets).
It can be noticed that markets are a good source of income to the owners, i.e. a market functioning under
local body is contributing an average rent of Rs.10764/- per month. This includes all types of markets (daily,
weekly, monthly etc). A private person is getting an average rent of Rs.3963/- per month for providing facilities for
functioning of markets. All types of markets together contribute an average amount of Rs.7708/- per month to the
owner.
Among the different category of markets, daily markets contribute 77% of rent to the authorities. It is also to
be noted that among the local bodies, Grama Panchayats are getting highest income as rent.
In Municipal Corporation area, all the markets but one has the trade of agricultural produces. 32 markets in
this area have the trade of nonagricultural products like tools, coir, coir products, mats, wooden items, earthenwares,
animals, birds etc. Only 10 markets have social and community services.
In Municipality area, 120 markets have the trade of agricultural produces. 75 markets have the trade of
non-agricultural produces and 19 markets have social and community services. In Panchayat area 1041 markets
have the trade of agricultural products, 565 markets have the trade of nonagricultural products. 76 markets have
social and community services.
It is understood that about 1 lakh people are doing business in our markets directly. The number of people
getting livelihood from these markets are even more than this taking into account the indirect beneficiaries like
middlemen etc. In our 1290 markets, 26371 traders are coming to buy goods from the farmers and from other
traders. 46711 traders are coming to sell their goods. 15070 traders are doing both these activities that is buying
and selling. There are some wholesale markets where most of the buyers are traders of some other markets.
Out of the 1290 markets, 821 are daily markets in which 15711 traders are coming for buying goods, 26348
traders are selling goods and 7821 traders are doing both these business. Thiruvananthapuram has the highest
number of daily markets followed by Kollam.
There are 147 weekly markets where 3655 traders are buyers and 6744 traders are sellers, and 2383 traders
doing both these business. Idukki stands in the top position regarding the number of weekly markets with 27
numbers.
In the 219 markets functioning twice in a week, there are 5676 traders engaged in buying, 6744 in selling
and 2383 are doing both these activities. Majority of these types of markets are seen in Pathanamthitta district.
Markets functioning in 3 days in a week are 19 in numbers. There are 193 traders for buying 774 traders for
selling and 153 traders are for buying and selling. Kollam stands first in these types of markets.
Number of markets functioning more than 3 days but less than 7 days in a week are 27 in numbers where the
number of traders are 236, 748 and 119 for buying, selling and for both buying and selling respectively.
Thiruvananthapuram has the highest number of such market.
Fortnightly markets are only 4 in numbers and number of traders are 255, 215 and 95 for buying, selling and
for both buying and selling respectively.
Number of monthly markets is 13 with 269, 373 and 98 traders for buying, selling and both respectively.
Half yearly markets are only one with 2 traders.
Functioning of yearly markets show a little difference and the number of them is 36. Traders are 376,
3107and 416 for buying, selling and for both buying and selling. There are3 markets not coming under the above
categories with 99 traders
Getting shops in a market is a very difficult affair. Only traders having handsome funds get shops here.
They have to spend money for deposits, rents/cess etc to the authorities. They do have enough income also. But
the shops, stalls, bunks will be of limited numbers. Others have to depend on open spaces or temporary stalls etc.
But each trader has to give a cess/rent to the authority. Out of the 26371 traders who are buying goods in market,
only 21%has fixed shops, 39% has some fixed places and majority, i.e., 40% has not any fixed shops or fixed
places.
In the case of 46711 traders, who are engaged in selling, 25% are with shops, 42% are with fixed places and
33 % has no fixed shops or places.
15070 traders who are engaged in buying and selling, 23% has fixed shops, 36% has with fixed places and
41% has not any fixed shops or fixed places.
Even though the number of markets is higher in Thiruvananthapuram district the number of traders is higher
in Kollam district. The second highest district in the number of traders is Thiruvananthapuram, followed by
Eranakulam. Kannur has the least number of traders and Kasaragod, which is the least in the number of markets, has
more traders than in Kannur district.
All the Municipal Corporations together have a total of 85 markets, which account to 6.61% of the total
markets and with 15035 traders (17% of the total traders). In 54 Municipalities there are 129 (i.e.; 10%) markets
with 13072 (14.8%) traders. 1076 markets (83%) are in rural areas with 60045 (68%) traders. It is to be noted that
there is an average of 17 markets per Municipal Corporation with 191 traders per market.
As per the survey on an average 8.5 lakhs consumers are visiting the markets in a market day. Total
transaction worth Rs. 2744 lakhs and an average transaction worth Rs. 212716 are taking place in the state in these
markets per market day. The volume of transaction is highest in Kollam district i.e. 27% of the total. Idukki is in
the second place with 14% and in the third comes Eranakulam district (13.5%). The average transaction (in Rs.) is
the highest in Idukki district. It can be seen that these figures are not in tune with the number of markets in these
districts. Out of the 42 markets in Idukki district, 8 markets have transaction more than Rs. 15 lakhs per market
day. In 4 markets, the main item of trade is Cardamom and a total transaction around Rs.338 lakhs had been taking
place per market day.
15) Periodicity of Markets and Volume of Trade
In 821 daily markets functioning in the state there is a total transaction worth Rs 1439 lakhs and an average
trade of Rs 1,75,326/- is taking place in a day. The highest trade is seen in Kollam district. An average of 422519
consumers are visiting the market in a day.
In 147 weekly markets there is a total transaction worth Rs 711 lakhs and an average trade worth Rs
484233/- is taking place in a market day. The number of consumers visiting these markets is 90328. In this case
the highest trade is seen in Idukki district.
In the 219 markets functioning 2 days in a week, it is seen that total transaction is much higher than that in
the previous cases. Total transaction worth Rs 4400/- lakhs and an average transaction of Rs 200931/- is taking
place in the markets. In this case Pathanamthitta district is in the highest place.
There are 19 markets which function 3 days in a week. These markets are spread over 9 districts. In 5 districts
there are no markets of these type. In these markets a total transaction worth Rs 9 lakhs and average transaction
worth Rs 50,500/- is taking place in a market day. The highest transaction in this case also is in Pathanamthitta
district.
There are other 27 markets which function more than 3 days and less than 7 days in a week. Only in 9
districts these types of markets are functioning. The total transaction in these markets is worth Rs 14 lakhs and
average transaction is of Rs 52688/-. The maximum transaction is going on in Kozhikkode district.
4 markets are functioning once in a fortnight with a total income worth Rs 18 lakhs and an average income
worth Rs 4,50,000 per market day. Only 2 districts has this type of markets.
The 13 markets functioning once in a month is spread in 4 districts. There are 4620 traders doing trade in
these markets with a total trade worth Rs 44 lakhs and average trade worth Rs 342115/- per market day.
There is one market functioning once in a half year and this market is situated in Kannur district. An
average of 100 consumers are visiting these markets per market day and having a total trade of Rs 5000/-.
But yearly market is popular than any other type of markets since the yearly markets might have been
connected with some festivals or harvest or the yearly functioning of these markets itself might be a festival. There
are 36 markets of this type in the state spread over 11 districts in the state. Kozhikkode has the maximum amount of
trade in this type of markets which accounts for Rs 18 lakhs, The number of traders is 41700. The total trade going
on in these markets worth to Rs 64 lakhs and an average trade of Rs179737/- On an average 1,67,450 consumers
visit these markets in a market day.
There are 3 markets other than this working in 3 districts. Their periodicity is not known. A total trade
worth Rs 1.7 lakhs and average trade for Rs 57,666/- is taking place in these markets per market day. 660
consumers seen visited these markets. The volume of trade is highest in Kozhikkode district.
Since most of the markets are the services rendered by the local authority to the people, it is the duty of
them to keep it clean and hygienic since they are receiving some cess/rent from the traders. Thus in 672 markets
local bodies have some involvement in their function and in 759 markets cleaning or waste disposal is being
attended by the local bodies.
. 193 markets show no change in the working condition since 10 years. 475 markets were more active
before 10 years, 341 markets were less active at that time. It can be seen that the number of markets started in our
state within 10 years are 281 numberss while the number of shopping establishments started during this period is
manifold.
The details collected from various people show that 626 markets have some influence among the population
of that place. In 327 cases, markets have not influenced the life of the people while in 337 cases markets help the
farmers and others to a certain extent.
The common items sold in the markets are vegetables, tubers, fish and meat, other agricultural products, coir
and coir products, wooden items, earthenware, animals, poultry etc.
20) CONCLUSION
In all over the world markets are existing even now. These markets help the farmers to sell their produces
directly to the consumers. The garden fresh produces at low price without margin attract many people to these
markets, even though the colosal marketing establishments are active. Due to the thrust given to develop rural
markets in the state by the local bodies we can expect steps to regain the lost glory of our rural markets.
There are few drawbacks in our existing market system. Due to the absence of proper storage system, most
of the farmers have to sell their produces at the harvest season itself at comparatively lower prices. Price will rise
unduly to higher levels during lean season and the markets at these time will be controlled by the middle men and
stockists of agricultural produces. It causes heavy losses to the farmers in the harvest season due to the abundance
of products. Thus seasonal fluctuations in prices will aggravate due to the absence of proper storage system.
In the era of globalisation, the market infrastructure may be of international standards. Quality of farm
produces will have to play a crucial role in the years to come.
If steps are not taken to protect our markets, giant “Wal Mart’s will engulf our rural markets and there by
poor peasants and other weaker sections.
Identification and development of a suitable mix of rural virtues and urban amenities so as to help the
farmers and others to reap the benefits of modernization are the need of the time. Steps on these lines are to be
initiated so that our natural resources are properly and beneficially utilized.
