COURSE SYLLABUS IN

PUBLIC POLICY AND POLICY MAKING

Course Description

This course covers the basic concepts, principles and processes in public policy. It
includes the policy environment affecting policy making process of policy formulation,
adoption, implementation and evaluation. This course also covers the practical methods in
policy analysis and allows students to critically analyze existing policy and program areas in the
national government covering the environment, education, health care, social welfare and
defense.

Course Objectives

At the end of the course students are expected to:

1. Explain the concepts underlying public policy and policy making;


2. Identify the policy makers and and analyze their environment
3. Describe the process of policy formulation, implementation and evaluation
4. Identify and critically analyze the policy and program areas of the various sectors in
the government; and
5. Analyze existing constraints in the implementation of public policy.
