CHAPTER I

INTRODUCTION

The Rationale of the Study

This capstone project, entitled “Muslim Affairs Office Information System” is a

system purposely designed for Muslim Affairs use only. The system will automate

the day-to-day operations and transactions in the office. The said project will

improve the services of the Muslim Affairs Office to the Muslim community and the

overall experience of the residents. Conventionally, the Muslim Affairs Office

struggles with paper and pen encoding and uses manual approaches in keeping

records of the residents as well as important documents and files of the Muslim

community. The residents must also visit the Muslim Affairs Office to request

services and Muslim certification requests. This method is outdated during the

techno-era that having right now. Moreover, this method is highly prone to human

errors and inefficient due to the continuous growth of the population. There is an

intensified need to improve the system used in operating and conducting a

transaction in the Muslim community and its residents.

The Muslim Affairs Office known to its named registered Tupi Muslim Council

of Elders was established in the year 2010 on April, it was founded by our Provincial

Governor of South Cotabato Honorable Reynaldo Sucayan Tamayo, Jr. when he

was a Municipal Mayor at that time in the Municipality of Tupi, together with the

Muslim Leader and Co-Founder Sultan Rahman Paglas Ebrahim Al-Hajj appointed

as a chairman and now he was appointed also by Governor Tamayo as the Deputy

Governor for Muslim Affairs in South Cotabato. The Muslim Affairs Office was

created as an office that can assist the Muslim Community in the Municipality of

Tupi with their needs or any assistance that is entitled to them. It is under the Office

of the Mayor in the Local Government Unit of Tupi located in the Municipal

Compound, Beside the Tupi Cultural Sports Complex, Purok 8, Barangay

Poblacion, Tupi, South Cotabato.

These are the following problems that need an innovative solution in the form

of a Muslim Affairs Office Information System: (1) Due to the difficulties of the

Muslim Affairs Office in delivering Information to the community. In some instances,

the Muslim community receives false information that is not true. (2) Manual writing

of reports is prone to human errors (3) Due to the Muslim community not being able

to easily contact or reach out to the Muslim Affairs Office. (4) The Muslim

community has difficulties giving information and reporting a problem/case to the

Muslim Affairs Office immediately because of the distant places in South Cotabato.

(5) No proper document storage which is the risk of missing the file that can lead to

legal consequences if personal or confidential information is exposed, lost, or

stolen.

In response to these challenges, it proposes the development of a

comprehensive computerized innovation that requires a particular Muslim Affairs

Office to be equipped in this digital age some of the advantages of having a

computerized system are that it lessens the process of the large volume of data that

needs to be done at a particular time, It will lessen the risk of having errors in

creating a document or report then alternating or recreating a document can avoid,

storage room because in finding a file in the bulk of file in the storage generally, a

paper-based file is expensive in office space, computerized systems make it easier

for a different individual to access data at a less time consuming and faster way of

gathering data or information of a particular organization, employees may continue

having a transaction with his/her client.

Objectives of the Study

General Objectives

The researcher aims to study and develop a Muslim Affairs Office

Information System (MAO Infosys) for the Muslim Affairs Office in the Municipality of

Tupi in the Province of South Cotabato.

Specific Objectives

• To be able to develop a system that has an effective method of

delivering information, news reports, and current events to the Muslim

Community;

• to develop a system that provides information about Muslim Activities,

Culture, and traditions, ensuring accurate, complete, accessible, and

usable;

• to be able to develop a system to improve information accuracy,

reporting efficiency, and record-keeping, the system will automatically

capture and store all submitted information and reports;

• to be able to develop a system of that messenger bot that can

send/reply to messages where the Muslim community can interact and

report any problems/cases that need help or assistance immediately;

• to be able to develop a system that will automatically generate

information, and statistical reports of the settled/unsettled cases for

evaluation and make it easy for the moderator to analyze data and

make informed decisions.

Scope and Limitations of the Study

Scope of the Study

The Muslim Affairs Office Information System will be developed to provide a

better and more efficient way of decimating information and monitoring the Muslim

Community in its core territory in the Province of South Cotabato,

Posting information, News Reports, and Current Events.

It provides information about Muslim Affairs relating to their traditions and

culture happening in the Muslim community.

Provide Information for the Muslim Community

It provides correct and complete information about Muslim Activities, Culture,

and Traditions and serves as guidance for the community.

Generate Receive reports

It allowed receiving and saving a complaint, issues, and problems from the

client that have been reported to the Muslim Affairs Office.

Message bot for Reports, Problems, and Cases

It is a message bot that allows users to report complaints, chat, and

communicate with each other.

Statistical Reports

It’s a visual representation: Create visual aids (bar charts, pie charts, line

graphs) to illustrate trends of the quantity of the activities that happened and the

results.

Limitation of the Study

The system is designed for online access. The users can report any

concerns and information regarding the Muslim Community and other issues in the

locality. The system is incapable of showing reports, news updates, and information

about the Muslim Affairs Office.

Significance of the Study

Muslim Affairs Office

To provide a suitable system to handle accurate reports, news, and current

events in the Muslim Affairs Office.

Community

It would pose an advantage for the community since the system will ensure

that information and current events of the Muslim Affairs Office are accessible

online.

Administrator (Admin)

The proposed system will help the administrator to manage and it will give

convenience, less time consumption, reliability issues, and hassles. The result of

this study may also serve as the basis for a daily transaction of the Muslim

Community that will measure the effectiveness of the system.

Researcher

The study will be used to provide training to the proponents to improve their

insight and knowledge while designing a system. The researchers will improve their

abilities, knowledge, and academic achievement as a result of their research.

Future Researcher

This Muslim Affairs Office Information System may serve as a reference for

future researchers for the improvement of the system.

Definition of Terms

The terms usually used in this study are being treated and defined according

to use and what the study understands about such terms during the completion of

the research.

Community - The beneficiaries of the system are provided with easy and

accurate use of modern technology.

Information - is an abstract concept that refers to that which has the power to

inform.

Muslim - These are the respondents and the users of the project.

Muslim Affairs Office – It is known by another name Tupi Muslim Council of

Elders was founded by Honorable Governor Reynaldo S. Tamayo, Jr together

with the Co-Founder the Deputy Governor for Muslim Affairs Sultan Rahman P.

Ebrahim Al-Hajj. This is the area of investigation where we will conduct the

project system.

Process - These are the steps of action to achieve the goals and objectives of

the study.

Recording - The input information of the user is used to provide the data for the

system.

Sultan – A Muslim leader who leads the Muslim Community

System - This is the procedure to help organize and provide solutions or

upgrade the manual encoding and written reports.

REVIEW OF RELATED LITERATURE AND STUDIES

This chapter includes ideas, a finished thesis, a generalization or conclusion,

methodologies, and others. Those that were included in this chapter help in

familiarizing information that is relevant and similar to the present study.

Review of Related Literature

Foreign Literature

Provision of Information Systems and Services in Nigeria.

According to Tolulope Adenekan, et al. (2019), the role of government in

providing the information system and services to participate in an information

society. It tends to properly educate and orientate Nigerians about the challenges

that may be associated with the provision of information systems and services. The

information system components now include a significant service component;

Information systems have always come up with a service role because they assist

users in converting data to information needed to make informed decisions in

everyday life. To appropriately discuss the above, this paper is divided into five

segments: The first segment is the introduction to the paper. The second segment

concisely describes an information society. The third segment discusses the

information systems and information services. The fourth segment reveals the main

theme of the work; the role of government in the provision of information systems

and services to different sectors. The fifth segment renders the conclusion and

recommendations for the government to adopt to enable them to provide an

adequate information system and also enlighten the citizens of Nigeria on their

obligation to cooperate with the government.

However, in this study, Tolulope Adenekan, et al. (2019), emphasize the

crucial role of government in educating Nigerians about the challenges and benefits

of information systems and services. Information systems play a significant role in

converting data into valuable information for informed decision-making in daily life.

The paper is divided into five segments, with the final segment highlighting the

importance of government involvement and offering recommendations for the

provision of effective information systems and citizen cooperation in Nigeria.

Evaluation and challenges of Integrated Financial Management Information

Systems for municipalities in South Africa.

According to Nozible Gcora, et al. (2019), Municipalities in South Africa are

currently grappling with the introduction of Integrated Financial Management

Information Systems (IFMIS) to improve financial management. Integrated Financial

Management Information Systems are an important tool for economic growth and

development by ensuring that municipalities have appropriate management of

public resources intending to enhance service delivery to the citizens. Integrated

Financial Management Information Systems have been introduced in municipalities

in South Africa.

however, this study, there is evidence that despite the introduction of

Integrated Financial Management Information Systems in South African

municipalities, they have not been effectively utilized. This can be attributed to

various factors, including insufficient attention to change management processes

and end-user acceptance, hindering the potential benefits of IFMIS for improving

financial management and service delivery in municipalities.

Resident Information Systems

According to Paula Dewanti, et al. (2019), Resident data processing is the

main activity carried out by the village administration on an ongoing basis. The

current system still often finds difficulties when conducting data collection, searching

population data, and making Resident reports. Manual registration process also

causes damage and loss of data due to storage media only in the form of physical

documents. This conventional system caused the activities of Resident data

collection in the village to be less effective and efficient. This research aims to

produce a faster, more effective and efficient, Resident data's information system in

the village. The method used in developing this system is a System Development

Life Cycle with the Waterfall process model, while observation and interviews were

used for the data collection. The Resident Information System is expected to help

facilitate Residents in registering so that village administrators will produce faster,

more effective, and more efficient work. The results of this study are to facilitate the

village in the process of managing Resident data, search, and report periodically on

population numbers, and print Resident identity cards.

However, in this study by Paula Dewanti et al. (2019), it is evident that

resident data processing in village administration faces significant challenges due to

manual registration processes and conventional storage methods. So that by

implementing a Resident Information System using the Waterfall process model can

lead to a faster, more effective, and more efficient approach to managing resident

data, benefiting both residents and village administrators.

Local Literature

Resident Information Management System for Local Barangay in Surigao

City.

According to Gallera, and Jovie (2023), recent technological innovations

have revolutionized information handling, offering opportunities to enhance system

effectiveness. Investigating RIMS in local barangays, the research focuses on

usability, functionality, efficiency, and maintainability. A user-friendly interface

empowers barangay staff, streamlined data retrieval meets diverse needs, and

centralized data enables faster responses. Maintaining a robust system ensures

reliability. Technological innovations offer the potential to transform RIMS,

empowering officials, enhancing engagement, and providing efficient services.

Ongoing collaboration and a forward-looking approach are vital for successful

integration and development. Embracing future technological trends contributes to

overall development in barangay administration.

The investigation of RIMS in local barangays reveals that recent

technological innovations have the potential to empower officials, enhance

engagement, and provide efficient services. A user-friendly interface, streamlined

data retrieval, and centralized data contribute to system effectiveness and faster

responses. To ensure reliability, maintaining a robust system is crucial. Ongoing

collaboration and a forward-looking approach are essential for successful

integration and development, ultimately contributing to overall development in

barangay administration.

Management Information System in the Medical Service of a Provincial

Hospital.

According to Harris D. Macapages (2019), Assessment of the Management

Information System in the Medical Service of a Provincial Hospital aimed to

determine the current state of the management information system in a provincial

hospital. It focused on determining the status of the hospital information processes,

the quality of the information processes, and the problems encountered in the seven

departments of medical services. Moreover, it determined the significant difference

in the quality of information services among the seven sections in the medical

services.

The quality of timeliness of the records section was poor but the other

sections were considered good. There were varied and numerous problems with the

current information processes system of the hospital categorized into hospital

information processes and other related problems such as facilities, funds, system,

training, and the people (patients and staff). There was a significant difference in the

quality of information services in the different dimensions of medical services.

Results highlighted implications for adopting an integrated hospital information

system.

Development of Village Management Information System for Brgy. Matungao,

Bulakan, Bulacan.

According to Michael John Mabanta (2022), The creation and planning for a

Village Management Information System (VMIS) for Barangay Matungao, how the

system was developed and implemented, and how the system may change the way

the Barangay performs their transactions from a manual method to an automated

system. The researchers applied a Rapid Application Development (RAD)

methodology to the planning and development of the information system in a short

amount of time and continuous communications. After various prototypes and

testing, the system is deployed and in the long run, it was determined that the

system achieved its goals in replacing the manual method of managing and

handling documents and requests. The development of a Village Management

Information System for Brgy. Matungao, Bulakan, Bulacan, through Rapid

Application Development (RAD) methodology, resulted in a successful transition

from manual to automated processes, improving document and request

management for the Barangay.

Foreign Studies

The Role of Information Technology on the Muslim Community in the Era of

Globalization and Digitalization

According to Sheikh Muhamad Hizam Sheikh Khairudin, et al. (2021), In the era of

globalization and standardization, Information Technology (IT) brought many

changes in people’s lives, it also influenced people's behaviour, communication,

and lifestyle. The ability of IT in the business and community is to sustain in an

increasingly competitive and global environment which largely influenced their

capacity to access information as a resource and usage of advanced technologies.

This paper analyzing the impact of IT on the Muslim community in the era of

Globalization and Islamization. Several types of research have been done on IT and

Islam, IT and behavioural and so on, while this paper specifically focusing on the

Muslim community in the era of Globalization and Islamization. Information

technology has undoubtedly become the central drive for the evolution of a modern

Muslim society globally. The Muslim world or society, like the rest of the ‘world’,

participates in the evolution, as well as the usage of using IT to obtain Islamic

materials. Such materials include among others the translation of the Qur’an,

Tajweed, Hadith, and Tafseer, which are available in word, audio, and video forms

through digital content or via interactive chat rooms and forums. This paper focuses

on Islamic literature globally accessible and assumes a vital role in spreading Islam

all over the world. The paper recommends initiatives policy by government and

NGO to promote IT technologies among Muslims around the world for a viable

impact on society.

Information System Development Based on Knowledge Management in

Higher Education Institutions.

According to Mukhaneri Mukhtar, et al. (2020), This study aims to express

the experiences, ideas, needs, and the use of information technology for the

development of management information systems in a higher education institution.

This study is a qualitative approach research using the case study method. The

research data collection uses the techniques of observation, interview, and

documentation study. The research procedure used in this research consists of

several research steps utilizing the case study method of Robert K. Yin: research

planning, research design, research preparation, research data collection, research

data analysis, and doing the research report. The research analysis is done by

pattern matching. The data validity testing through data source triangulation and

technique triangulation. The result of the study presents (1) the analysis of

management information system based on tacit and explicit knowledge through the

process of exchanging experience, idea, and initiative, (2) the management

information system design based on the needs analysis, and (3) the development of

management information system using information technology.

The Information System Development Based on Knowledge Management in

Higher Education Institutions by Mukhaneri Mukhtar, et al. (2020), it is concluded

that the research demonstrates the value of utilizing a qualitative approach, case

study method, and data triangulation to analyze the development of management

information systems in higher education institutions. The study emphasizes the

importance of incorporating tacit and explicit knowledge in the design and

development of information systems to meet the needs of the institution.

Management Information Systems on Integrated Lecturer Data.

According to Penny Hendriyatyi, et al. (2022), One of the most important

things in higher education is the development of an integrated information system

and data management, this is important because of the high need and

completeness of attributes for each component related to the academic field in all

tertiary institutions. Systems with different levels of functionality run independently

of one another, causing many problems for the school's IT system as a whole.

Primary data in the academic field are students and lecturers. Many difficulties arise

from consistently unregistered data, duplicate manual data entry, the extra time it

takes to manage multiple user accounts for a single user, and non-productive time

spent on technical support. Apart from these problems, the task of maintaining each

individual system is time-consuming. The challenges described above have driven

this research study. Data management and governance are well maintained so that

the delivery of information is accurate, transparent, accountable, and up-to-date.

Lecturers and students can apply research methods with the SDLC model to

produce a system that will later repair or replace the old system, through the design

and implementation of a data management information system. In implementing

policies for lecturers and students, this information system will provide formulations

and descriptions to the leadership.

Penny Hendriyatyi et al. (2022) emphasize the critical importance of

integrating student and lecturer data in higher education institutions. The

fragmented systems currently in place create inefficiencies and challenges, such as

inconsistent data, manual entry duplication, and excessive technical support. The

study underscores the need for well-maintained data management and governance

to ensure accurate, transparent, and accountable information delivery.

Implementing a data management information system through the SDLC model can

address these issues and offer policy guidelines for lecturers and students.

Local Studies

Barangay Management System

According to Carpio, Claire (2020), E-Barangay is a web-based management

system where residents can register, file complaints and send requests online. The

system allows the barangay secretary to receive and record residents’ registries,

document requests and complaints. The barangay chairman as the approving

authority can approve requests, view/respond to complaints, and generate reports

even when he is on official travel or out of office. In addition, the system is also

capable of sending notifications to residents via SMS either on the status of their

requests/complaints or for local announcements on advisories and barangay

ordinances. Based on the series of tests conducted on the functionality and usability

of the system, the performance of the E-Barangay as shown on its overall weighted

mean was found to be fully functional and usable. Though there were marginal

errors encountered, nevertheless, through prototype refinement, the same was

addressed and fixed as reflected in the results of the second system test.

In this study by Claire Carpio (2020), the E-Barangay system is a fully

functional and usable web-based management system that allows residents to

register, file complaints, and send requests online. It enhances the efficiency of

barangay management by enabling remote approval and notification features,

despite some initial marginal errors that were successfully addressed through

prototype refinement.

Development of an Information System for the Municipality of Nueva Era,

Ilocos Norte.

According to Jacquiline M. Dela Merced, et al. (2022), this research study

developed an Information Systems Strategic Plan (ISSP) for the municipality of

Nueva Era, Ilocos Norte. The ISSP is an initiative that focuses on people first,

recognizing its civic leadership making the municipality of Nueva Era an excellent

place to live and work, and making sure that the business operations of the

municipality government are supported by Information Technology. The

components that are used in the Information System Strategic Plan were based on

the ISSP template given by the Information and Communication Technology

Department (DICT). The ISSP covered the municipality's 3-year plan. Finally, the

adoption and implementation of ISSP can transform the municipality into a more

developed and civilized town through maximizing the utility of technological

resources to improve its quality of services for both residing and working citizens of

Nueva Era, Ilocos Norte.

The development of an Information Systems Strategic Plan (ISSP) for the

Municipality of Nueva Era, Ilocos Norte is highlighted. The ISSP, based on the DICT

template, focuses on people-first principles and aims to enhance the quality of life

and work in the municipality while supporting government operations with

Information Technology. The 3-year ISSP implementation can potentially transform

Nueva Era into a more developed and modernized town, improving services for

residents and workers.

One Barangay: A Mobile and Web Barangay Management System

According to Mariloue Jamis, et al. (2022), As the population grows over

time, small population groups such as Barangays face difficulties and challenges in

organizing and managing data information coming in and out of their office, due to

its lack of a system, managing the files of their community members mostly rely on

processing them using MS Word or Excel manually without using any database to

keep them secured, centralized, and shared to its organization, without central data

storage and system the organization's files and data can be prone to mishandling of

data or worst data corruption. This is a common issue for organizations and

company that still uses the conventional type of managing data. Also, an emerging

problem arises as the pandemic happens, having difficulty in managing their

community members' files and needs. Through this existing and emerging problem,

this research was ideated which can provide findings and solutions on how the

Local Government Unit Specifically Barangay 407 in Manila, Philippines can solve

these issues with the help of the proposed system.

One Barangay, a mobile and web management system and show how it

would improve their productivity and services in general and for a more systematic

and secured way of managing community member's files and data for long term

solution. However, in this study conducted by Mariloue Jamis et al. (2022), it is

evident that the lack of a centralized data management system poses significant

challenges for Barangays, especially in the context of a growing population and the

added complications of the pandemic. The proposed solution, One Barangay, a

mobile and web management system, offers a promising approach to address these

issues, providing a systematic and secure way to manage community member's

files and data for long-term solutions.

CHAPTER III

RESEARCH METHODOLOGY AND DESIGN

This chapter presents theories associated with obtaining necessary to be

used in this study, software methodology, research design, and system

development phases which include the planning, design, development, testing,

deployment, and review.

Environment

The study took place at the Muslim Affairs Office, Municipal Compound, Tupi,

South Cotabato.

Software Methodology

The System Agile Development Life Cycle will be used in the software

development for the completion of MAO Infosys. The said model comprises six (6)

phases, which include;

Planning

To simplify Muslim Affairs Office information, the researchers strategized to

create an easy-to-use method of posting/delivering information, news reports, and

current events to the Muslim Community.

Planning for S.O.2 (Provides information about Muslim Activities, Culture, and

traditions, ensuring accurate, complete, accessible, and usable.)

To enhance the documentation process, the researchers have strategized to

associate the Muslim Affairs staff with an automated system, ensuring the correct

process.

To enhance the information accuracy and efficiency, the researchers have

strategized for the system to receive and automatically record all information and

reports that have been submitted.

To ensure that the moderator stays informed about reliable information or

messages, the researchers have strategized to include a message bot with a

notification in the system on every message sent.

List of modules

Managed chat forum Module

The chat forum module enables clients to have text-based, real-time

synchronous discussions about reports. The Chat module contains several features

for managing and reviewing chat discussions of the admin. The Messenger

Management Module allows the moderator and the client to interact with each other

to send and reply to messages.

Managed Reports Module

Reports module can be generated through a list from client reports provided

in the system data can be mined from any easily accessible field in the system to

ensure efficient storage and organization of document report records.

Managed Advertisement Module

Advertising module users are allowed to access all the information to view

advertisements. The information or messages conveyed through advertising are

essential to the decision-making public.

Managed Events Module

The events module allows a client to come alive and the admin provides or

posts about current events for information.
