CHAPTER I

Introduction

The issue of employability has become relevant in the 21st century and

has both global and local features indicating the current unsustainability of

employability. Due to global tendencies, the direction of unsustainable

development and education towards the multiplication of unsustainable

patterns of behavior was recognized in the January 2011 Document of the

United Nations Economic and Social Commission Learning for the Future:

Competences in Education for Sustainable Development (Briede & Drelinga

2020). Young people have been amongst those most affected by the current

economic instability. Youth unemployment induces social exclusion, and in the

case of a protracted term of unemployment, it has negative consequences for

their future working prospects (Bojadjieva, 2022).

The purpose of preparing vocational workforce is to make them ready

for employment or self-employment. To be employed or self-employed one

must be equipped with employability skills that are required to acquire, sustain

and flourish in the ‘world of work ‘along with the occupation specific

competencies relevant to the job market. (Dr. Brajesh Kumar Sharma, 2022).

Considering the importance of enhancing youth employability through

education and training, and speeding up the process of school-to-work

transition in South-eastern European countries, various public policies, and

reforms have been implemented (Bojadjieva, 2022). Enhanced Employability


emphasizes that vocational training should equip individuals with both

employability skills and job-specific competencies to thrive in the modern

workplace. The result of this study can benefit the youth in Anislagan, Maco,

Davao De Oro, By guiding them into SPES Youth Employment.

This prompts the need to enable Filipino youths to be entrepreneurial.

Policymakers can create interventions to provide the youth with opportunities

to meaningful income-generating activities. One of DOLE’s thrusts is on youth

employment. DOLE is delegated to provide the youth with access to skills

training and on-the-job opportunities that would increase their likelihood of a

regular helper are considered operating an enterprise as a business (R.

Rivera & C. Gozun, 2019).

The researchers have found a limited study of R. Rivera & C. Gozun’s,

“Estimating the Effect of Government Programson Youth Entrepreneurship in

the Philippines (2019)”, As such, we explore the alleviation of youth

unemployment through entrepreneurship from the Community Based

Monitoring System (CBMS) survey data. We address the research question:

How does availing government in-aid programs influence a youth’s chances of

being entrepreneurial. In the Municipal of Maco, specifically in Anislagan,

Maco, Davao De Oro, there is no study yet conducted about this the

Correlation between Participation in SPES Youth Employment Programs and

Enhanced Employability, does the researchers would like to conduct this

study.

Programs like education and skill development that increase the labor

force's employability are required on a micro level. The report also


emphasizes how critical it is to solve structural problems in the labor market,

such as inefficiencies in the labor market and inconsistencies between the

needs of businesses and job searchers. (Marmelo V. 2024). The purpose of

this study is to participate in SPES Youth Employment Programs to assists

either out-of-school youth and job seekers in Anislagan, Maco, Davao De Oro,

by presenting the organization and providing the resources and knowledge to

apply to it.

Statement of the Problem

The Researchers seek to answer the following questions:

1. What is the level of the Extent of Implementation of Special

Program for Employment of Students in terms of:

1.1 Exploration in Community-based Organizations

1.2 Need for Exploration and Understanding;and

1.3 Importance of Social Capital

2. What is the level of Its Impact to Personal Development to the

Benefeciaries in terms of:

1.4 Emphasis of Well-being

1.5 Subjective Experiences & Inner Conditions ;and

1.6 Interconnection of Personal & Environmental Sustainability


3. Is there a significant relationship between the Correlation between

Participation in SPES Youth Employment Programs and Enhanced

Employability? Why?

Theoretical Lens/Theoretical Framework

This study is anchored by the theories that highlights Youth

Employment Programs. Social Capital theory is the theoretical lens for the

proposed study. The Social Capital theory is defined through the associations

of networks, shared objectives, values, and understandings that foster

cooperation within a particular context (Hauberer 2011). This theory not only

shows the importance of social capital or employment related networks for

unemployed youth, as mentioned in Graham et al (2019), but it also allows

exploration of CBO networks and relationship in resourcing youth employment

interventions.

Considering this study aims to explore the relevance of social

capital and employment-related networks for unemployed youth, drawing on

insights to investigate community-based organization (CBO) networks and

their relationships in supporting interventions aimed at youth employment.

Sustainable employability by Van der Klink (2016), can be defined as

an employee ís capability to participate in present and future jobs while

preserving good health and well-being aswell as the necessary conditions for

this to occur (Van der Klink, 2016). This study explores the conditions
necessary for individuals to sustainably participate in the workforce over time,

emphasizing the importance of maintaining both physical and mental health

alongside employment.

And finally, Personal sustainability developed by Parodi & Tamm

(2018). Personal sustainability is concerned with the human being, the

personal, intra-personal, mental and perception patterns, thoughts, emotions,

habits, the subjectivebody and self-conception that are closely related to

unsustainable or sustainable develop-ment. Personal sustainability explores

the ability to live in a way that is sustainable foroneself and surroundings. It

includes a qualitative view of inner situation of a person,the inner conditions

shaping their lived experiences, their perception and their scope of actions

(Parodi & Tamm, 2018). This study delves into how individuals' subjective

experiences and inner conditions shape their ability to live in a manner that is

sustainable for themselves and their surroundings.
