Error Code/Message
[Serial Number : ] : The license request file passed to the web
service was not valid. The most likely cause is a communication
error. Please retry the operation. If you continue to have
difficulties, contact technical support. Error Code
[LicenseRequestFileNeeded].
Solution
Solution 1
Open CodeMeter Control Center and check if a Rockwell Automation Container is visible:

Note: If the offline activation process continues to fail after recreating the container,
reboot the computer and restart the process.
Solution 2
Open the CodeMeter Control Center and verify if either an invalid 130-XXXXXX container
or valid containers other than the default Protection Only CmActLicense and
Rockwell Automation Inc. If either are present or a valid 130-XXXXXX Rockwell
Automation Inc. is not recreated when following Solution 1, contact Rockwell
Automation Technical Support.
CodeMeter version 7.60d and above are currently incapable of recreating a 130-XXXXXX
container if an invalid one is present, using a valid 130-XXXXXX container if an invalid one
is present, or properly activating if licensing containers for non-Rockwell Automation
products are present. Depending on the specific cause of this, refer to Solution 1 or
Solution 2 from technote BF30117 - FactoryTalk Activation Manager: CodeMeter Container

1. Go to Start Menu --> Control Panel --> Programs and Features.

Solution 4
1. Open the CodeMeter Control Center.
2. Click Process --> Start CodeMeter Service.
3. From FactoryTalk Activation Manager, select Advanced --> Refresh this Server and
click Refresh Server. Wait for it to change back to Running.
4. Try to activate the license again.
Solution 5
If the container doesn't appear or appears with an error License Invalid, perform a
clean reinstall of CodeMeter as per QA59171 - CodeMeter clean installation process.

Solution 6
If using FactoryTalk Activation Manager v4.05 and upper with CodeMeter Runtime Kit
v7.30 and upper, then downgrade to FactoryTalk Activation Manager v4.04.16 with
CodeMeter Runtime kit v7.21.

If the error occurs when activating on a CodeMeter dongle (CmStick) and on different
computer, update the firmware of the CmStick by following the instructions on the
IN38374 - CodeMeter activations FAQ

Use a local administrator account to create new activations.
Solution 9
Avoid using non-alphanumeric characters in Windows account user names like ! @ # $
% & * _ . + = ' \ ( ) { } [ ] : ; " < > , . ? ñ Ñ ö ü ä Ø. Maximum
name length is 15 characters.
If a non-alphanumeric character was used when creating the Windows account, all of the
user folders will contain the special character, and this will prevent the activation from
going through. To correct it, the account must be deleted and re-created, or the
computer should be reimaged.

Check the containers in CodeMeter Control Center, if there is a third party company listed
there, then follow the steps described in BF16939 - FactoryTalk Activation Manager error:
No license profile available.
Solution 11
Open CodeMeter Control Center. If you identify that one or more Rockwell Automation
containers are invalid, call Rockwell Automation Technical Support in order to get this
issue resolved.
