CHAPTER ONE

1. Introduction

The world is experience an information knowledge revolution that is


fundamentally transforming the way in which human activities are carried out.
Governments worldwide are adapting e-government as a means of improving their
services to business and citizens promoting and social development, and enhancing
the effectiveness.

According to drivers log book (2014) vehicle inspection is a procedure


mandated by national or sub-national government in many countries in which a
vehicle is inspected to ensure that it conforms to regulation governing safety,
emission or both. Inspection can be required at various times, e.g. periodically or
annually. If required periodic motor vehicle inspection can be done at regular
interval is after every one year (1).

In some jurisdiction proof of inspection is required before a vehicle license or


license

Plate can be issued or renewed. In other words once a vehicle passes inspection a
decal (i. e picture) is attached to the windshield and police can enforce the
inspection law by seeing whether the vehicle display an up-to date deal in the case
of a vehicle body or license plate. With regard to road there is some controversy

1.1 Background of the study

According to researchers, vehicle in Yola Adamawa State of Nigeria began


over hundred years and the record have been essential manual which in turn has
not help to raise the efficiency of general automotive service in recent years. This
only focused on vehicle inspection and registration not on other supporting
services such as vehicle tracking, learners driving permission, drivers licenses
management, motoring of drivers and vehicle operation and inspection of vehicle
documentation of both accident and vehicle crime report. This sense to it Vehicle
inspection in the city, state and district offices burdened applicant by requiring
them to personally deliver the satisfied copy of resident’s vehicle registration and
other document to the vehicle in section offices for verification.

Vehicle inspection use to involve manual recording of vehicle information


which ranges duty equipment on ledger and tracking other related information
such as registration roads worthiness and test certificate, change of ownership,
engine, chassis number and expiration of road licenses. This process has been
extremely inefficient and the recovery of the information was not possible once
ledger was damage or lost as it frequently occurs.

1.2 Statement of the problems

The challenges that the VIO faces during inspection operation are listed below:

1. Time consuming when delivering a message or information to their staff,


so there is a need to change the inspection procedure to computerized
formats to ensure that the effective and efficient services has been
delivered

2. The corruption of some vehicle inspection officers it the advantage of
manual operation inspection to corrupt some drivers

3. Cost of resources in delivering information, it cost money to buy papers


and ink for printing letters and licenses card

4. VIO staff at Yola Adamawa state is too much of suffering as there are still
in manual procedure and it makes their work to take a time.

5. Un-online with the driver’s document are made a driver to run away in
the time of inspection operation or accident time.

1.3 Significant of the study

The research work will be a benefit to vehicle inspection operation (VIO) some the
benefit is listed below:

1. Speedily transmitting and interchanging information from field personal


and data file and from agency to another.

2. Is to quickly locating and dispatching field force

3. To reduce crime

4. To optimize police man power

5. Tracking vehicle online

1.4 Aims and objective

The purpose of the study is to enhance the new form of accessing data and to raise
the efficient of general automotive services in the nearest future.

Some of the aims and objective are:

1. To improve modern information system by computerizing vehicle
registration

2. To maintain a database of satisfied drivers and vehicles in each state of


the federation

3. For better vehicle regulation

4. To keep statistical record of vehicles inspection and registration for


future use

5. To standardize vehicle security.

1.5 Scope and limitation of the study

Some limitation encountered in the cause of this study has listed below
which are:

1. Time frame there is limited time to carry out a detail research on this
project which made it impossible for the researchers to survey all the
materials necessary for the project.

2. Financial constraint: there is no enough money to carried out a detailed


research on literature background of the study which made it impossible
for we researchers to get enough material and text books

LITERATURE REVIEW

2.0 Introduction

Before 1939, vehicle inspection was carried out by the directorate of Work,
while also the computerized operation of the licensing authority with issued a
present vehicle inspection system in Adamawa State Yola is ineffective inspection
in Adamawa State Motor Vehicle operation are regulated through a based on the
literature review of selected State in Nigeria a computerized motorcycle inspection
system.

Vehicle inspection on 23, Oct. 2014 using operating locations allows for the
tracking of equipment measurement point multiple meters, inspection routes,
blueprint, related document and failure analysis. Compliance issues of a vehicle

characterized by rapidity urban increase, urbanization of outpacing
industrialization, and a high rate of urban population growth by natural increase
and migration. In Nigeria, urbanization has a fairly long history its growth and
development of the nation. Historically, account sure that extensive urban
development in Nigeria predates the British colonial administration. Early
explorers, missionaries and merchant estimation of population of town sure the
existence of substantial human settlement in this part of the world in 19 th century
During this period, the major factors crucial to the growth and development of
cities were trading, marketing and administration. The second half of the 20 th
century witnessed rapid rate of urbanization and emergence cities In various part
of Nigeria due to a number of factor among which are: introduction of wheeled
transportation, particularly railway and road; categorization of settlement into
hierarchical order of township; introduction of monetized economy and
consequently production of cash crop and exploitation of material resources;
continues geopolitical restructuring, through creation of state and local
government in 1967, 1976, 1987, 1991 and 1996 respectively; and industrialization
process between 1960 and 1975, which based on import substitution strategies
and consumer market for imported goods and services AgbolaT. (1989).

In Nigeria Pace of urbanization has been dramatic showing extra ordinary


high rate of 5-10 percent per annum. Consequently there has been a rapid
expansion of Nigeria city to a real extent, which is now some time tenfold their
initial point of growth. A crucial aspect of this is that city growth and expansion in
Nigeria has been largely controlling” Agbola E. O (1997)

In many Nigerian cities, urban transport exhibit remarkable future. According
to Adeniji (1993) several studies have revealed these futures of Nigerian urban
transport. Futures of urban transport system in Nigeria cities are:

1. 95% of urban trips are by road. Out of this, about 70% of the urban trips
are made are made by public transport

2. Inter modality of trips is limited to public transport journey by road


based public transport

3. Ownership and organization of road public transport system are


characterized by haphazard and uncoordinated operators

4. Complete absence of comprehensive and integrated of urban mass


transit public transportation system

5. Specifically poor condition road which in turn shorten life span of motor
vehicle and high cost maintenance.

Since Nigerian political independence in 1960 know that the country has
lowest level of motorization in West Africa in as low as 4 vehicles per 1000
inhabitants. To compound the problem further, the rate of vehicle growth is much
lower than the population growth rate. Resulting from this mismatch is a general
fall in the level of motorization in all part of the country. Since 1982 and up till
1989/ 1990 there was a substantial reduction in new vehicle registration in all of
the country

2.2 Vehicle Registration

According to California vehicle codes (4159, 2009-2010) “vehicle


registrations is the (usually) compulsory registration of vehicle with government

authority The purpose of vehicle registration is to establish the clear ownership
and to tax motorist or vehicle owners well almost all vehicles are uniquely identify
by a vehicle registration number, only registered vehicle display a vehicle
registration plate and carry a vehicle registration certificate. Adesanya, (1996)

2.3 Quality of vehicle registration data

Quality is a major factor for the vehicle inspection and registration data
collected. In Nigeria, vehicle inspection data such as vehicle licenses, car insurance,
driver’s licenses and other vehicle related document are usually collected by the
official of both the federal road safety commission (FRSC) and the state licenses
office for both the federal and state government respectively.

Sometimes the data forms are collected away from the scene. These data
collected often have problems including errors, incomplete information, illegibility
due to poor hand writing, and errors due to multiple data entries at various levels.
The data obtained might not of acceptable quality. Data quality can be defines
accuracy, precision, timeliness, and completeness of the data. The various
components of quality listed by Agbola (1997) are ascertainment (completeness of
data coverage), consistency of coverage, missing data, consistency of
interpretation, and the right data, appropriate level of detail, correct entry
procedure, and freedom from response error “Agbola E. O (1997)

Adeniji (1993) defines data quality “as a set of demission which includes accuracy,
precision completeness, coverage, timelines, and consistency. The most commonly
observed attribute of data quality are data accuracy, data completeness, data
consistency, and timeliness of the data.

1. Data Accuracy

The vehicle inspection and registration data collected is of great importance


and is the main sources of vehicle identification information. The vehicle inspection
data collected and recorded by the officials of both the VIO and state liaison office
includes the information about the vehicle, characteristic of the vehicles,
residential information of the owner, drivers licenses number, plate, engine and
chassis numbers. The duty of the official at the commission or state liaison office is
not only to collect the data, but to create a file so as to secure the vehicle
information and other relevance information for updating, correction, renewal and
tracking. During this process, some critical vehicle data and evidence might be lost,
removed, or replace during this routine procedures.

Therefore the vehicle data collected and reported by the official may contain
errors and may not be of sufficient quality to meet the need of department of
motor vehicle inspection and transport division (MITD). The accuracy of data is
defines as the components of quality as the degree to which the vehicle data
report is correct, both in terms of what is to be includes on the report form and
what the collector report. Accuracy includes verification of reported facts and care
in making observations. In correct processes (manually entering the vehicle
registration by hand), entering vehicle information in a paper filed report usually
involved coding, writing or typing and drawing The vehicle inspection and
registration report filled by the official at the vehicle inspection center are sent to
the state liaison office, the data on the vehicles registration report are re-entered
record them in a state vehicle registration data base (SVRD). During this process,
vehicle registration data are subject to arbitrary change due to unreadable hand
writing or incorrect data entry. All errors in vehicle registration data especially

miscoding data some data element such as vehicle owners, owners address or
location, vehicle type, vehicle manufacturer or make, vehicle model, chassis and
engine number, vehicle plate number and so on can lead to either in appropriate
conclusion or in ability to use the data “.

1. Consistency Of Registration Data

Federal road safety commission report of (1998) says “Consistency can be


defined as the uniform interpretation of data element reported by different vehicle
registration agencies. The degree to which data are free from variation or
contradiction consistency is also a measure of the extent tom which a set of data
satisfied a set of constraint. The consistency problems stand as the major issued
for state wide and national data base system since inconsistent data make analysis
difficult and are the potential causes of incorrect interpretation.

The federal road safety commission report of (1998) also identifies the lack
of consistency as being a significant to vehicle inspection data related problem and
indicate that consistency problems typically occurs due to:

1. Significant difference in crash element definition and their attribute


values.

2. The difference of reporting threshold from one state to next, or within


state Inconsistencies can also occur when different officers have
different interpretation of how to complete a form response, such
identifying a phantom vehicle or deciding what factors contributed to a
data loss”.

A. Factors influencing data quality

Agbola (1989) in this contribution says” data quality is the fitness of data for
all purpose that required it. Measuring data quality requires and understanding of
all intended purpose for data. There are various factors influencing data quality. He
summarizes it as; institutional officer related and external factors that affect data
quality. There are summarizing in the following subsections.

1. Institutional factors: can also be a called as organizational factors. These


are major factor affecting the quality of data. In order to obtain a quality
data the system and process of collecting the data play a crucial role.
Some of the institution factors influencing data quality includes:

2. Lack of founding for such services as data collection, processing and so


on

3. Inadequate communication among various organization in data


collection and processing in a state

4. Institutional memory loss due to change of people who compose or


operate the database

5. Failure to update data collection procedure as data need and


documentation varies over time

6. Failure to provide adequate tools for collecting and reporting vehicle


registration data

7. Inadequate training of vehicle registration investigating and reporting


officers

1. Officer related factors:

Every official of the vehicle registration agencies such as federal road safety
commission (FRSC), the liaison office and the motor vehicle inspection and
transport division has the different way of collecting the crash data. The practice,
usage and mindset of every officer are unique.

The way of approaching and analyzing a particular vehicle registration might


different from officer to officer. Therefore, data quality can be affected by officer
related factors. The common officer related factors influencing data quality
include:

1. Poor job in reporting if officer feel that vehicle registration report are
collected primary for the ensuring agencies

2. Different level of importance given for reporting and administrating


vehicle registration document depending involved.

3. Tendency to do least amount of work assigned

4. Tendency to select and use only a few codes from pick lists although
more of them are available

5. Poor handwriting misspelling street names etc.

2.4 Automation and Enforcement

Information is the life blood of any law of enforcement agency. The accurate
and rapid flow of information is essentially for effective law enforcement without
information; police work would come to a standstill. Without a fast and reliable
means of obtaining and communicating police information, manpower is wasted
and police operation is degraded. As the rate which vehicle crime increased from
1999 through 2007 (65% increase in major crime nationally) so has the amount of

information the police have to handle. Ti has reached such volume in most police
agencies that information no longer can manually manipulated with any degree of
accuracy and efficiency. Automation can assist law enforcement to be more
effective, particularly in relationship to two major problems areas:

1. Reducing crime

2. Optimizing police manpower

3. Tracking vehicle online

4. Gathering information to locate owners of recovered vehicle but, one


problem which seems to plague all of the auto motion system was the
length of time it look to get data into the computer. It was found in that
study that the respondent in forty four cities across the USA view
computer as a major force in fight against crime. This too could be
applied in Nigeria if properly established and managed. In conclusion the
auto motion is not a cure but rather just a tool for:

5. Rapidly correlating crime and criminal information from massive amount


of data.

6. Quickly locating and dispatching field forces.

7. storing, correlating, manipulating and retrieving massive amount of data


accurately and promptly

8. Speedily transmitting and interchanging information from field personnel


to data file and from one agency to another.

2.5 The need for technologies and commercial software for collecting vehicle
registration and inspection of data

A variety of technologies have been tested and used by many law


enforcement agencies In Nigeria. The technologies used in data collection and
processing include a variety of system such as optical scanners, mobile phone
printers, optical storage disks portable computers, and digital cameras.

The current computer technologies allows shareholders to pay their


collection /renewal bills at the designated banks or existing offices electronically
transfer the payment to the state agency and provide deposit slips for the
collection of receipt at the state agencies. The use of on-line errors check and
subsequently the needs for reentering vehicle detailed data are not inevitable. At
the beginning these device seem to be the best solution to all the inspection and
registration problems because It tackle the issue of payment of vehicle registration
dues into not the government account. However it still has its limitation as they
have not met up with the demand to the masses that spend endless time anxiously
waiting for their demands to be met at the licensing /commission offices.

Hence, the fully computerization have not been effected in other countries
shall we continue to wait for the criminals to get away from stolen our vehicle?
Shall we keep upending endless time waiting on queues in which have been
devolved to corrupt practice of official base on personalities? Shall we spend
endless time searching for owners of whose vehicle have been recovered when
software can be developed to tackle such problems like this? The punch newspaper

CHAPTER THREE

SYSTEM ANALYSIS AND DESIGN

3.1 Introduction

This chapter with the careful analysis of the old system with the
understanding of the old system and the problems encountered in using it then
design a later method with the use of computer to eradicate the major problems
association with the system.

3.2 Methodology

This program will involve use of Visual Basic and Microsoft Access to design
the computerized vehicle inspection operation which also includes vehicle
registration.

3.3 System Analysis

This is the act of collection and analyzing information based on existing


system procedures and operation in order to obtain full appreciation of the
situation for effective computerization of vehicle inspection operation

3.4 Method of System Analysis

Method or techniques used during system analysis and investigation are

1. Interview method

2. Secondary method

Interview method: Is conservation between two people (the interviewer and the
interviewee) where questions are asked by the interviewer to obtain information

from the interviewee. In the course of this project some staff of VIO were
interviewed

Secondary method: This is the data collected by someone than the user. Such data
are cheaper and more quickly obtainable than the primary data and also may be
available when primary data cannot obtain at all. The data used in this project was
collected from the Adamawa State VIO Office, Yola.

3.5 System Design

The main goal of this phase is to the requirement and specification from the
analysis phase into a functional system, this, the physical model is created from the
logical model.

A. Functional design specification:

So in this case a computer based system is suggested in replacement of the


manual system mechanical based system will help to increase the effective and
efficiency in service and reduce the problems associated with the current system.

The program will be able to:

1. Plash screen

2. Log-in screen (Password screen)

3. Main menu

4. Admin switch board

5. Vehicle registration

6. Incidence module

7. Incidence report

Splash Form

The splash form is the first form that opens when a User opens the program.
It displays the title of the program, the version, the platform that it can work
with the licenses of the program.

Login Form

The login form is the form that appears immediately after the splash form. It
authenticate the user to be sure that an intruder cannot access the vital
information

In the system, this is a means of checkmating computer fraud and secures the
program from unauthorized users which can harm or temper the database of
the program.

An authorized user only needs to input a valid user name and password and this
logs him or her into the program

Main Program Interface

This is the main program interface that has the entire menu for users to use.
The menu includes:

1. Admin switch board: The switch board contains the form main modules
that make up the entire system. The user or administrator is expected to
choose a specific module to use.

1. Vehicle registration: It allow the VIO officer or administrator of the


system to register a vehicle

2. Incidence module: This contains form that captured various incidences
that occurs with vehicle ranging from car theft to arson. The statistic will
be used by the federal Government to improved services.

3. Incidence report: This will report the incidence that occur in case of
evidence and other information required

4. Tracker: The vehicle tracker is specifically use to track vehicles especially


when are involve in criminal incidence. The vehicle required the vehicle
plate number, and then it will locate details of the vehicle.

5. Shutdown module: this is aspect of the system that terminates the entire
program.

CHAPTER FOUR

SYSTEM IMPLEMENTATION

4.0 Introduction

In this chapter, the analysis and design of the system be translated into
source code. This includes implementing attribute and method of each-object and
integrating the entire object such that the function as a single system

4.1 Choice of Programming

The Microsoft Visual Basic 6.0 was adapted as the programming language for
developing the software meant for this project. The program was selected because
of it scalability and flexibility. It also has security futures that support a robust
program. The program was used for designing the front-end while the Microsoft
access was used for designing the back-end database.

4.2 Program Coding

The program coding is the translation of the flowchart programs. A program


code is a sequence of instructions given to the computer to execute or run in order
to perform some functions for the user. During implementation stage, coding has
to do with generating the machine understandable codes that will implement the
design. It is usually done by a programmed with the aid of a programming
language. The choice of programming language employed in the course of this
project is Visual Basic6.0

4.3 Program Testing

Once the entire module have been integrated to form entire system, the
system itself has to be tested, and see whether its meets the specification and

requirements. The two main strategies for testing are the top down and Bottom Up
approach. The former begins testing from the entire system to the micro detailed
of the system while the later does the testing in the opposite direction.

4.4 System Implementation

This phase involve putting the entire system into action. It also introduces
the operation on how to use the system the various duties. Also during
implementation, users are required to be present so that they can learn the
operation of the system.

4.5 The Splash Screen

The splash form is the first form that opens when a User opens the program.
It displays the title of the program, the version, the platform that it can work with
the licenses of the program.

4.4.1 The Log-In Screen

This module allows only authorized user or administrator to operate the


system. It ensures a secured system operation without compromise. The user is
required to enter a correct user name and password of the system

4.4.2 Welcome screen:
Before logging in proper to the system, a welcoming screen often displays
the caption of the system as well as the names of the programmers that design the
system.

4.4.2 Admin switchboard

This switchboard contains the form main module that makes up the entire
system. The user/administrator is expected to choose a specific module to use.

4.4.2 Vehicle registration

This module captures detail for vehicle within the state. It contains detail like
plate number, car owners name and address. It makes it easy for the VIO officers to
locate specific vehicle information in case of incidence. Below is the screen short.

4.4.3 Incidence module

This contains form that captures various incidences that occur with
vehicle ranging from car theft to arson. The statistics will be used by the federal
government to improve services.

4.4.4 Incidences report

This modules display the number of incidences that occur over the
period of one year. The report can be printed.

4.4.5 Tracker

The vehicle tracker module is specifically used to track vehicles


especially when there are involve in criminal incidences. The module requires the
vehicle plate number and then it will locate details of the vehicle.

4.4.6 Shutdown module

This is the aspect the system that terminates the entire program.

4.4.7 User manual

The entire interface has been attached systematically to show which


one comes first in the process. Among other things, the user manual also explains
how the system should work, as well as how to operate it in other to achieve its
maximum efficiency.

1. Vehicle registration: It allow the VIO Officer or Administrator of the


system to register a vehicle

2. Admin log-in: it is use by the administrator to logically determine that
the user has the permission to use the system

3. Switch board: it is the control panel to be used by the user or


Administrator of the program to enter a specific module within the
system

4. Tracker: A system tool to trace a vehicle in case of incidences

5. Incidences report: This will report the incidences that occur in case of
evidence and other information required

4.4.8 Codes

The sources code file for this software is displayed at the Appendix.

CHAPTER FIVE

SUMMAR, CONCLUSION AND RECOMMENDATION

5.0 Summary

The computerization of vehicle inspection based system was studied and


undertake. After examining the characteristics of the existing system and their
bottlenecked, it was establish that such system need improvement, especially in
the area of protecting user provided data. The statement reveals the various
problems faced by the VIO office yola, Adamawa state in the use of traditional
format vehicle inspection. The aims and objectives of the study provided a
computerized vehicle inspection system with integrity and capacity to handle all
jobs in respect of vehicle inspection in an effective manner. The significance of the
study gave justified reason on the internet as a tool for the processing vehicle
registration, incidence report, tracker/tool, shutdown program and also for
feedback. The works is confined to the use of a web page to accept and update a
database maintained by the Administration.

5.2 Conclusion

Sequel to the research made throughout this work, I believe that the concept
of building a full blown application with server side capabilities and database is
made clear. Majority of the world’s commercial businesses are done on the
internet. Also web applications are really improving other activities such as news
dissemination, entertainment, education and research development.

Consequently we saw that building web forms is an essential activity, and


how easily it can be implemented, as well as how forms can be validated with
JavaScript. The reason for validation necessitated that the user filing a form fills

every field in the form as expected, which in turn ensures efficient processing on
the server.

Finally after all these, a fully working computerized vehicle inspection system
was actualized.

5.3 Recommendation

1. A feature researcher should be able to develop and implement similar work in


other to enhance the security of user provided data.

2. HTML and JavaScript were utilized in the production of this site. I recommend
that XHTML be used in the next upgrade in order to improve its functionalities and
flexibility.

3. Microsoft access was used to create a database. I recommend that myself or


oracle be used in the next upgrade so as to improve data security.

4. Finally, we recommend that a computerized vehicle inspection system be


implemented by the Adamawa State VIO Office, for speed and effective vehicle
inspection processes.
