1. CONTEXT/INTRODUCTION
The OIB (Office for infrastructures and logistic – Brussels) is in charge, for the European
Commission, of managing infrastructures and logistic in Brussels. The mission of the IT service
OIB.01.002 is to develop and maintain OIB's applications and databases.
In this context, the IT service provides many tools in order to cover the different fields specified in
the OIB's mission statement. This includes logistic, real estates, mobility, nurseries and documents
archiving, among others. The implementation of technical solutions for these applications requests
hands-on knowledge and practice in analysis and development of web applications.
We are specifically looking for an experienced Enterprise Architect with extensive Java (Spring
Framework) and back-end development expertise and a strong knowledge of Oracle Databases to
reinforce the team in charge of software design and development on Oracle/Java/Angular technologies
stack.
• Guarantee security and confidentiality of the features based on the confidentiality classification assigned
through an IT security plan,
• Elaborate and improve database models, export and import data, maintain databases,
3. LEVEL OF EDUCATION
As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification
for lot 3 is: Level of education corresponding to Level 7 of the European Qualification Framework which
typically corresponds to a master degree of 5 years.
• Ability to combine many different skills and experiences to address and solve business,

information, and technology related opportunities and problems,
• Communications skills, both verbal (e.g.: presentations, seminars, etc.), and written (e.g.:
reports, articles, etc.),
Due to the particular nature of a large international organisation such as the European Commission,
candidates should also have the following non-technical skills:
• Capability of integration in an international/multicultural environment, rapid self-starting capability
and experience in working in team;
• Ability to participate in multilingual meetings;
• Ability to work in multi-cultural environment, on multiple large projects;
• Excellent Team Player
• The consultant has to be fluent in English. French is an asset
• High degree of discretion and integrity is required as the applications managed and maintained in
DG OIB contain personal and confidential data
