PART 39-AIRWORTHINESS DIRECTIVES
The authority citation for part 39 continues to read as follows:

The FAA amends §39.13 by adding the following new airworthiness directive:

2023–24–07Airbus SAS: Amendment 39–22624; Docket No. FAA–2023–1822; Project Identifier MCAI–
2023–00653–T.

(a) Effective Date


This airworthiness directive (AD) is effective February 6, 2024.

(b) Affected ADs


This AD affects AD 2019–20–06, Amendment 39–19759 (, October 18, 2019) (AD 2019–20–06).

(c) Applicability
This AD applies to all Airbus SAS Model A310–203, –204, –221, –222, –304, –322, –324, and –325
airplanes, certificated in any category.

(d) Subject
Air Transport Association (ATA) of America Code: 05, Time Limits/Maintenance Checks.

(e) Unsafe Condition


This AD was prompted by a determination that new or more restrictive airworthiness limitations are
necessary. The FAA is issuing this AD to address fatigue cracking, damage, or corrosion in principal
structural elements. The unsafe condition, if not addressed, could result in reduced structural integrity of the
airplane.

(f) Compliance
Comply with this AD within the compliance times specified, unless already done.

(g) Requirements
Except as specified in paragraph (h) of this AD: Comply with all required actions and compliance times
specified in, and in accordance with, European Union Aviation Safety Agency (EASA) AD 2023–0092,
dated May 5, 2023 (EASA AD 2023–0092).

(h) Exceptions to EASA AD 2023–0092


(1) This AD does not adopt the requirements specified in paragraphs (1) and (2) of EASA AD 2023–0092.

(2) Paragraph (3) of EASA AD 2023–0092 specifies revising “the AMP” within 12 months after its effective
date, but this AD requires revising the existing maintenance or inspection program, as applicable, within 90
days after the effective date of this AD.

(3) The initial compliance time for doing the tasks specified in paragraph (3) of EASA 2023–0092 is at the
applicable “associated thresholds” as incorporated by the requirements of paragraph (3) of EASA AD 2023–
0092, or within 90 days after the effective date of this AD, whichever occurs later.

(4) This AD does not adopt the provisions specified in the “Recording AD compliance” section of EASA
AD 2023–0092.

(5) This AD does not adopt the “Remarks” section of EASA AD 2023–0092.

(i) Provisions for Alternative Actions and Intervals


After the existing maintenance or inspection program has been revised as required by paragraph (g) of this
AD, no alternative actions ( e.g., inspections) and intervals are allowed unless they are approved as specified
in the provisions of the “Ref. Publications” section of EASA AD 2023–0092.

(j) Terminating Action for Certain Tasks Required by AD 2019–20–


06
Accomplishing the actions required by this AD terminates the corresponding requirements of AD 2019–20–
06 for the tasks identified in the service information referenced in EASA AD 2023–0092 only.

(k) Additional AD Provisions


The following provisions also apply to this AD:

(1) Alternative Methods of Compliance (AMOCs): The Manager, International Validation Branch, FAA, has
the authority to approve AMOCs for this AD, if requested using the procedures found in . In accordance with
, send your request to your principal inspector or responsible Flight Standards Office, as appropriate. If
sending information directly to the manager of the International Validation Branch, mail it to the address
identified in paragraph (l) of this AD or email to: . If mailing information, also submit information by email.
Before using any approved AMOC, notify your appropriate principal inspector, or lacking a principal
inspector, the manager of the local flight standards district office.

(2) Contacting the Manufacturer: For any requirement in this AD to obtain instructions from a manufacturer,
the instructions must be accomplished using a method approved by the Manager, International Validation
Branch, FAA; or EASA; or Airbus SAS's EASA Design Organization Approval (DOA). If approved by the
DOA, the approval must include the DOA-authorized signature.

(e) Unsafe Condition


This AD was prompted by reports that the nose wheel steering selector valve (SSV) can be slow to
deactivate under low temperature conditions. The FAA is issuing this AD to address a possible delayed
transition to free caster mode in the event of an un-commanded steering input. The unsafe condition, if not
addressed, could result in an aircraft runway excursion.

(f) Compliance
Comply with this AD within the compliance times specified, unless already done.

(g) Required Action


Within 66 months or 3,200 flight hours, whichever occurs first after the effective date of this AD: Replace
SSV part number (P/N) 23600–101 (Bombardier P/N GW415–6275–1) with SSV P/N 23600–103
(Bombardier P/N GW415–6275–3) in accordance with the Accomplishment Instructions of the applicable
Bombardier service bulletin listed in figure 1 to paragraph (g) of this AD.

(h) Credit for Previous Actions
This paragraph provides credit for actions required by paragraph (g) of this AD, if those actions were
performed before the effective date of this AD using the applicable Bombardier service bulletin listed in

(c) Applicability
This AD applies to MHI RJ Aviation ULC (Type Certificate previously held by Bombardier, Inc.) airplanes,
certificated in any category, identified in paragraphs (c)(1) through (3) of this AD.

(1) Model CL–600–2C10 (Regional Jet Series 700, 701 & 702) and CL–600–2C11 (Regional Jet Series 550)
airplanes, serial numbers (S/N) 10001 through 10348 inclusive.

(2) Model CL–600–2D15 (Regional Jet Series 705) and CL–600–2D24 (Regional Jet Series 900) airplanes, S
/N 15001 through 15499 inclusive.

(3) Model CL–600–2E25 (Regional Jet Series 1000) airplanes, S/N 19001 through 19064 inclusive.

(e) Unsafe Condition


This AD was prompted by a report of a passenger seat Y-belt (lap-belt) re-installed in the wrong orientation,
due to an incorrect maintenance manual. The FAA is issuing this AD to detect and address Y-belts that are
incorrectly installed. The unsafe condition, if not addressed, could result in passenger injury due to head
impact on the front monument during an emergency landing.

(f) Compliance
Comply with this AD within the compliance times specified, unless already done.
(g) Requirements
Except as specified in paragraph (h) of this AD: Within 24 months after the effective date of this AD, inspect
each Y-belt for correct installation and damage and, if any incorrect installation or damage is found, within
24 months after the effective date of this AD, do all applicable corrective actions, in accordance with
paragraph B, “Procedure,” of the Accomplishment Instructions of MHI RJ Service Bulletin 670BA–25–135,
Revision B, dated November 25, 2022. For this AD, damage includes dents or misshapen hooks that attach
the belt to the seat.

Y-belts are also known as lap belts.

(h) Exceptions to Service Information


Where paragraph B, “Procedure,” of the Accomplishment Instructions of MHI RJ Service Bulletin 670BA–
25–135, Revision B, dated November 25, 2022, specifies to “refer to AMM” replace those words with “in
accordance with AMM.”

(i) Maintenance Task Prohibition


As of the effective date of this AD, it is prohibited to use MHI RJ Aviation ULC Aircraft Maintenance
Manual (AMM) task 25–21–04–400–801, revision 69 or earlier.

(j) Credit for Previous Actions


This paragraph provides credit for actions required by paragraph (g) of this AD, if those actions were
performed before the effective date of this AD using the service information identified in paragraph (j)(1) or
(2) of this AD, provided the actions were done using MHI RJ AMM Revision 70, dated May 25, 2022, or
Revision 71, dated December 16, 2022.

This airworthiness directive (AD) is effective January 17, 2024.

(b) Affected ADs


This AD replaces AD 2022–08–04, Amendment 39–22007 (, May 12, 2022) (AD 2022–08–04). This AD
affects AD 2018–19–17, Amendment 39–19417 (, September 24, 2018) (AD 2018–19–17).

(c) Applicability
This AD applies to all Airbus SAS Model A300 B4–2C, B4–103, and B4–203 airplanes, certificated in any
category.

(d) Subject
Air Transport Association (ATA) of America Code 05, Time Limits/Maintenance.

(e) Unsafe Condition


This AD was prompted by a determination that new or more restrictive airworthiness limitations are
necessary. The FAA is issuing this AD to address possible reduced structural integrity of the airplane.

(f) Compliance
Comply with this AD within the compliance times specified, unless already done.

(g) Retained Revision of the Existing Maintenance or Inspection


Program, With No Changes
This paragraph restates the requirements of paragraph (g) of AD 2022–08–04, with no changes. Except as
specified in paragraph (h) of this AD: Comply with all required actions and compliance times specified in,
and in accordance with, European Union Aviation Safety Agency (EASA) AD 2021–0134, dated June 1,
2021 (EASA AD 2021–0134). Accomplishing the revision of the existing maintenance or inspection
program required by paragraph (j) of this AD terminates the requirements of this paragraph.

(h) Retained Exceptions to EASA AD 2021–0134, With No Changes


This paragraph restates the exceptions specified in paragraph (h) of AD 2022–08–04, with no changes.

(1) Where EASA AD 2021–0134 refers to its effective date, this AD requires using June 16, 2022 (the
effective date of AD 2022–08–04).

(2) Where paragraph (1) of EASA AD 2021–0134 specifies “This AD invalidates the LOV [limit of validity]
as specified in Airbus A300 ALS Part 2 Revision 03 [EASA AD 2017–0207],” this AD replaces the LOVs
specified in paragraph 1.3 of Airbus A300 Airworthiness Limitations Section (ALS), Part 2-Damage
Tolerant Airworthiness Limitation Items (DT–ALI), Revision 03, dated August 28, 2017, as required by
FAA AD 2018–19–17.

(3) Paragraph (2) of EASA AD 2021–0134 specifies revising “the approved AMP” within 12 months after
its effective date, but this AD requires revising the existing maintenance or inspection program, as
applicable, within 90 days after June 16, 2022 (the effective date of AD 2022–08–04).

(4) The “Remarks” section of EASA AD 2021–0134 does not apply to this AD.

(i) Retained Restrictions on Alternative Actions and Intervals With


a New Exception
This paragraph restates the requirements of paragraph (i) of AD 2022–08–04, with a new exception. Except

(j) New Revision of the Existing Maintenance or Inspection Program


Except as specified in paragraph (k) of this AD: Comply with all required actions and compliance times

Accomplishing the revision of the existing maintenance or inspection program required by this paragraph
terminates the requirements of paragraph (g) of this AD.

(k) Exceptions to EASA AD 2023–0104


(1) This AD does not adopt the requirements specified in paragraphs (1), (2), and (3) of EASA AD 2023–
0104.

(2) Where paragraph (4) of EASA AD 2023–0104 specifies “Within 12 months after the effective date of
this AD, revise the AMP,” this AD requires replacing those words with “Within 90 days after the effective
date of this AD, revise the existing maintenance or inspection program, as applicable.”
(3) The initial compliance time for doing the tasks specified in paragraph (4) of EASA AD 2023–0104 is at
the associated thresholds as incorporated by the requirements of paragraph (4) of EASA AD 2023–0104, or
within 90 days after the effective date of this AD, whichever occurs later.

(4) This AD does not adopt the provisions specified in paragraph (5) of EASA AD 2023–0104.

(l) Replacement of LOVs and Terminating Action for AD 2018–19–

(1) Accomplishing the actions required by paragraph (j) of this AD replaces the LOVs specified in paragraph
1.3 of Airbus A300 Airworthiness Limitations Section (ALS), Part 2-Damage Tolerant Airworthiness

This AD was prompted by the detection of several channel failures on the braking and steering control unit
(BSCU), inducing, in case of dual channel failures, loss of anti-skid function together with the reversion to
the alternate braking mode, and loss of nose wheel steering. This AD was further prompted by the
determination that a type 1 relay combined with an affected BSCU could induce BSCU freezing. The FAA is
issuing this AD to address these conditions, which could lead to loss of braking performance with significant
increase in airplane stopping distance, possibly resulting in a runway excursion.
(f) Compliance
Comply with this AD within the compliance times specified, unless already done.

(g) Requirements
Except as specified in paragraph (h) of this AD: Comply with all required actions and compliance times

the harnesses to the wheel speed transducers. The unsafe condition, if not addressed, could result in wrong

This AD was prompted by a report that a production deficiency of some SafeLav gaseous oxygen container
(SLGOC) batches was identified during production testing of newly manufactured oxygen containers. The
FAA is issuing this AD to address missing heat treatment of the actuation pin of the SLGOC, which could
cause its jamming, with consequent failure of oxygen flow activation. The unsafe condition, if not addressed,
could result in lack of supplemental oxygen supply in case of decompression in the cabin/lavatory, possibly
resulting in injury to lavatory occupants.

attendant seats breaking free in a high load event, causing injury to flight attendants, and blocking the exits

CWB. The FAA is issuing this AD to address CWB fastener rotation. The unsafe condition, if not corrected,
could lead to cracking of the fastener head sealant cover, followed by fuel vapor leakage inside the cabin,
possibly resulting in injury to airplane occupants.

This AD was prompted by the determination that certain aft fuselage sloping longerons may have been
exposed to excessively hot forming temperatures for excessive amounts of time, which will reduce the
mechanical properties of the longerons and affect their static strength. The FAA is issuing this AD to address
the possibility of both aft sloping longerons being understrength, which would reduce the structural integrity
of the airplane below limit load ( i.e., maximum load to be expected in service) and could lead to failure of
both longerons. The unsafe condition, if not addressed, could result loss of the airplane.

(f) Compliance
Comply with this AD within the compliance times specified, unless already done.

(g) Records Review and Applicable Actions


For airplanes identified in paragraphs (c)(1) and (3) of this AD on which the left- or right-hand aft fuselage
sloping longeron, P/N 342986–( ), was replaced on or after December 31, 2012, and airplanes identified in
paragraphs (c)(1) and (3) of this AD on which a review of the airplane maintenance records cannot
conclusively determine whether the part has been replaced: Do the actions specified in both paragraphs (g)
(1) and (2) of this AD.

(1) Within 35 days after the effective date of this AD, review the airplane maintenance records to determine
if a conductivity check has been performed on both left- and right-hand aft fuselage sloping longerons part
number 342986–( ), from fuselage station (FS) 750 to FS 770, as specified in Lockheed Martin Aeronautics
Company Alert Service Bulletin A382–53–69, dated April 12, 2023, and to determine if the check was
measured at least every four inches.

(2) Within 90 days after the effective date of this AD, inspect the airplane and do all applicable repairs using
a method approved by the Manager, FAA East Certification Branch.

(h) Parts Installation Limitation


(1) For airplanes identified in paragraphs (c)(1) and (3) of this AD: As of the effective date of this AD, no
person may install an aft fuselage sloping longeron part number 342986–( ) on any airplane, unless all
applicable actions specified in paragraph (g) of this AD have been accomplished. The parts installation
limitation required by this paragraph replaces the parts installation limitation required by paragraph (n)(1) of
AD 2023–11–10.

(2) For airplanes identified in paragraph (c)(2) of this AD: As of the effective date of this AD, no person
may install an aft fuselage sloping longeron part number 342986–( ) on any airplane, unless a conductivity
check has been performed on the aft fuselage sloping longeron, from fuselage station (FS) 750 to FS 770,
using a method approved by the Manager, FAA, East Certification Branch. The parts installation limitation
required by this paragraph replaces the parts installation limitation required by paragraph (n)(2) of AD 2023–
11–10.

(i) Special Flight Permit


Special flight permits may be issued in accordance with and to operate the airplane to a location where the
actions required by this AD can be performed, but special flight permits may not be issued to operate the
airplane after the actions required by this AD have identified an aft fuselage sloping longeron that does not
meet the applicable requirements, unless the operator contacts the Manager, East Certification Branch, FAA,
for specific limitations that must be followed and complies with those limitations.

(j) Alternative Methods of Compliance (AMOCs)


(1) The Manager, East Certification Branch, FAA, has the authority to approve AMOCs for this AD, if

Emergency Airworthiness Directive (AD) 2024-02-51 is sent to owners and operators of The
Boeing Company Model 737-9 airplanes.

Background

This emergency AD was prompted by a report of an in-flight departure of a mid cabin door
plug, which resulted in a rapid decompression of the airplane. The FAA is issuing this AD to address
the potential in-flight loss of a mid cabin door plug, which could result in injury to passengers and
crew, the door impacting the airplane, and/or loss of control of the airplane.

FAA’s Determination

The FAA is issuing this AD because the agency has determined the unsafe condition
described previously is likely to exist or develop in other products of the same type design.

AD Requirements

This AD prohibits further flight of affected airplanes, until the airplane is inspected and all
applicable corrective actions have been performed using a method approved by the Manager,
AIR-520, Continued Operational Safety Branch, FAA.

Interim Action

The FAA considers this AD to be an interim action. If final action is later identified, the FAA
might consider further rulemaking then.

Authority for this Rulemaking

Title 49 of the United States Code specifies the FAA’s authority to issue rules on aviation
safety. Subtitle I, Section 106, describes the authority of the FAA Administrator. Subtitle VII,
Aviation Programs, describes in more detail the scope of the Agency’s authority.

The FAA is issuing this rulemaking under the authority described in Subtitle VII, Part A,
Subpart III, Section 44701, General requirements. Under that section, Congress charges the FAA
with promoting safe flight of civil aircraft in air commerce by prescribing regulations for practices,
methods, and procedures the Administrator finds necessary for safety in air commerce. This
regulation is within the scope of that authority because it addresses an unsafe condition that is likely

This emergency AD is effective upon receipt.

(b) Affected ADs

None.

(c) Applicability

This AD applies to The Boeing Company Model 737-9 airplanes, certificated in any category,
with a mid cabin door plug installed.

(d) Subject

Air Transport Association (ATA) of America Code 52, Doors.

(e) Unsafe Condition

This emergency AD was prompted by a report of an in-flight departure of a mid cabin door
plug, which resulted in a rapid decompression of the airplane. The FAA is issuing this AD to address
the potential in-flight loss of a mid cabin door plug, which could result in injury to passengers and
crew, the door impacting the airplane, and/or loss of control of the airplane.

(f) Compliance

Comply with this emergency AD within the compliance times specified, unless already done.

(g) Inspection or Other Action

As of receipt of this emergency AD, further flight is prohibited until the airplane is inspected
and all applicable corrective actions have been performed using a method approved by the Manager,
AIR-520, Continued Operational Safety Branch, FAA.

(h) Special Flight Permits

Special flight permits, as described in 14 CFR 21.197 and 21.199, are allowed only for
unpressurized flights.

(i) Alternative Methods of Compliance (AMOCs)

(1) The Manager, AIR-520, Continued Operational Safety Branch, FAA, has the authority to
approve AMOCs for this AD, if requested using the procedures found in 14 CFR 39.19. In
accordance with 14 CFR 39.19, send your request to your principal inspector or local Flight
Standards District Office, as appropriate. If sending information directly to the manager of the

certification office, send it to the attention of the person identified in paragraph (j) of this AD.

(2) Before using any approved AMOC, notify your appropriate principal inspector, or lacking
a principal inspector, the manager of the local flight standards district office/certificate holding
district office.

(3) An AMOC that provides an acceptable level of safety may be used for any repair,
modification, or alteration required by this AD if it is approved by The Boeing Company
Organization Designation Authorization (ODA) that has been authorized by the Manager, AIR-520,
Continued Operational Safety Branch, FAA, to make those findings. To be approved, the repair
method, modification deviation, or alteration deviation must meet the certification basis of the
airplane, and the approval must specifically refer to this AD.
