What’s your understanding about ISM code?

What does ISM stands for?

International Management Code for the Safe Operation of Ships and for Pollution Prevention

What ships comply with ISM code?

1. All passenger ships – domestic or international doesn’t matter


2. Cargo ships 500gt and above on international voyage
3. All Modus – domestic or international doesn’t matter
4. Domestic Cargo ships in Categorised Waters A and B

What is the objective of ISM code?

Objective of ISM code is safety of PEP

and to avoid human error

Under the ISM code The Company should setup a safety management system on all ships.
This SMS should meet 6 functional requirements

The 6 functional requirements of SMS are

S – Safety and environmental protection policy

O – Operational procedures for routine Jobs

C- Communication line, hierarchy of the company

R – Reporting procedures for Accidents and NC’s

E – Emergency procedures

M – Management reviews and audit procedures


What are company responsibilities under ISM code?

1. Man ships with certified officers

2. Health Surveillance

3. Maintain ship as per national and International regulations – setup pms

4. Provide Support to ship and Master – appoint dpa

5. Provide Resources – stores, spares. Risk assessments - 2010

6. Crew Training

What are master’s responsibilities under ISM code?

P – Implement the safety and environmental protection policy

M – Motivate crew to follow that policy

C – Give orders in clear and simple manner. E.g. standing instructions, night order

V – Verify that specific requirements are being met

R – Periodically Review SMS and report Accidents and NC’s

Master should have overriding authority

If SMC renewal audit is done more than 3 months prior to original expiry date then the new
certificate will start from the date of renewal audit and be valid for next 5 years. If the renewal audit
is done within 3 months of original expiry date then the certificate will start from original expiry date
and be valid for next 5 years. If audited after expiry date then new cert will be valid from original
expiry date.
How does ISM affect you as a 3rd Mate/2ndMate/ Chief Mate?

1. S – Follow safety environmental protection policy, work safely and encourage others to
work safely. Ensure that people are not polluting the environment.

2. O - I will follow operational procedure for routine jobs. Follow PMS. My job responsibility will
be mentioned in SMS I will know how to do various tasks for e.g., passage planning, cargo
loading, port watch-keeping

3. C - So I will know how to contact DPA. Whom to contact / take advice in case of technical
issues

4. R - I will follow reporting procedures for Accidents and NC's

5. E - I will know what to do in case of emergency for e.g. fire in port

6. M – So I will know how to do management review and prepare vessel for audit

And also Company effect on you – crew training, health surveillance, risk assessments,
support, stores etc.

Definitions to remember

"International Safety Management (ISM) Code" means the International Management Code for the
Safe Operation of Ships and for Pollution Prevention as adopted by the Assembly, as may be
amended by the Organization.
"Company" means the owner of the ship or any other organization or person such as the manager,
or the bareboat charterer, who has assumed the responsibility for operation of the ship from the
ship owner and who, on assuming such responsibility, has agreed to take over all duties and
responsibility imposed by the Code.
"Administration" means the Government of the State whose flag the ship is entitled to fly.
"Non-conformity" means an observed situation where objective evidence indicates the non-
fulfilment of a specified requirement.
"Major non-conformity" means an identifiable deviation that poses a serious threat to the safety of
personnel or the ship and includes a serious risk to the environment that requires immediate
corrective action and includes the lack of effective and systematic implementation of a requirement
of this Code.
"Objective evidence" means quantitative or qualitative information, records or statements of fact pertaining to safety or
to the existence and implementation of a safety management system element, which is based on observation,
measurement or test and which can be verified.

To ensure the safe operation of each ship and to provide a link between the Company and those on board, every
Company, as appropriate, should designate a person or persons ashore having direct access to the highest level of
management. The responsibility and authority of the designated person or persons should include monitoring the
safety and pollution-prevention aspects of the operation of each ship and ensuring that adequate resources and
shore-based support are applied, as required.

What are new amendments to ISM code – July 2010

1. Definition of MNC – changed to or from and. (2 parameters for MNC now either 1)
2. Risk assessment – in objective section ; it says that company has to do risk assessments
3. Master Responsibility – He should now periodically review SMS.
4. Checklists – in shipboard ops section – checkilists have become mandatory
5. Emeregencies – Company to identify potential emergencies
6. Reuccurance – CAP to prevent reuccarance
7. Annual – audits internally by company
8. Critical PMS – in maintenance section company to setup critical PMS
9. Original date- if you are audited after expiry of SMC then new cert will be valid +5yr from
original date of expiry and not date of audit

10. 5 – if audited within time frame and certifacte cannot be issued due time constraints then
the present certicate will be extended by +5 months from date of expiry. The new cert will
be posted later.

11. 3 – if cannot be audited due to time contraints then the MCA surveyor can give an
extension of maximum of +3 months or next suitable port whichever is earlier

12. 2 Forms – to put above ie to put +5 or +3 months extension

Laid up ships – Clarification(For Mates and Master only)

Vessel secured alongside berth / at anchor – live ship

• SMC to remain valid and audits to be carried out as required by the ISM Code.
• The Safety Management System may need to be revised to cover the activities required during
the lay-up period.
• The Safety Management System will require amendment to cover the procedures that will be
required for the ship to come back into full operation.
If the lay-up lasts for longer than three months, or a different crew takes the ship back into
operation, an additional ISM audit will be required.

Vessel Secured alongside berth / at anchor – dead ship

• The SMC and ISSC will be withdrawn


• The procedures required for the ship to come back into full operation will need to be established
• On reactivation the ship would be treated as a new ship to the company and following
successful interim audit (not intermediate) Interim SMC will be issued

How to make changes to SMS?

1. Fill document change form – detailing what you want to change


2. Send that to your company
3. Company will make necessary changes
4. Issue new pages and also send the ship an amendment number
5. Once you receive the changes you should update your sms and also update the
amendment log
6. Make sure you discuss these changes with ship staff in next available safety meeting.
7. MCA have to be informed about the changes in next audit.
Maritime Cyber Security

The ISM Code, supported by the IMO Resolution MSC.428(98), requires ship owners and
managers to assess cyber risk and implement relevant measures across all functions of their
safety management system, until the first Document of Compliance after 1 January 2021.

As a minimum, the following functional requirements for the Safety Management System are applicable:

 A cyber security policy


 Instructions and procedures to ensure cyber-secure operation
 Defined levels of authority and lines of communication between, and amongst, shore and
shipboard personnel concerning cyber security
 Procedures for reporting cyber-attacks, incidents and non-conformities
 Procedures to prepare for and respond to cyber-attacks and incidents
 Procedures for internal cyber security audits and management reviews
