1. Pursuant to Republic Act No. 10588 titled an Act Institutionalizing the conduct
of Palarong Pambansa and Appropriating Funds Thereof and in cognizance of the
importance of strengthening the School Sports Program, this Office announces the
conduct of the 2024 Palarong Panlalawigan (Division Meet) with the theme “Rizaleno
Sports: Celebrating OUTS-10-DING Performance Through the Years” on February 2-
4; 17-18, 2024 (Advance Games) and February 20-24, 2024 (Proper Competition) at
Taytay Sports Center, Taytay Rizal.

2. The sports activity shall be participated in by teaching & non-teaching personnel,


students/learners/pupils from regular, Alternative Learning System (ALS), Special Needs
Education (SNED), and Indigenous Peoples Education (IPED).

3. The 2024 Provincial (Division) Meet aims to support physical education and sports
as fundamental components of the basic education curriculum, provide training and
exposure; enhance the youth’s talents and capabilities; encourage positive
competitiveness; and inculcate the virtues of discipline, teamwork, and excellence .

4. Athletes, coaches, and officials who shall show outstanding performance in the
different sports activities during the Division Meet shall be represent the Division in the
2024 Regional Athletic Association Meet (RAAM) and shall go through series of trainings
in preparation for their participation in the Regional Meet.

5. All municipal /sub-office screening representatives are advised to report on the


said date of screening from 8:00 to 5:00 in the afternoon. Failure to comply with the
submission schedule will not be accommodated unless there is a written explanation to
be presented signed by the Principal Consultant and Public Schools District Supervisor.
In addition, the school head concerned shall take responsibility for assigning competent
teachers to handle the affected classes of the participating teachers in compliance with
the required number of school days and teacher-pupils/students/learners contact time.

and Accreditation of the Division Screening and Accreditation Committee)

6. Officiating officials who are interested to enhance their skill on officiating sports
activities are advised to attend the refresher course to be conducted on February 1, 2024
(for the events who will conduct an advance game for Feb 2) and February 16, 2024 (for
the remaining events). Participants are advised to bring their own provisions for food
during the conduct of the refresher course.

7. All sub-offices are expected to allow the select officiating officials to render services
during advanced games, competition proper and other important activities in connection
with the said activity to ensure the success of the division meet. Likewise, working
committee members are also expected to coordinate with their committee chairperson
for their assignment. (Attached is the list of sports events to be played - Playing Venues
TBA), Calendar/Schedule of Sports Activities)

8. To ensure the smooth conduct of the said activity, all unit/municipal sports
coordinators are expected to make the necessary coordination with the Division Sports
Officer. Listed officials, committee chairpersons, and members are requested to follow
the latest rules and regulations pertaining to their respective sports event assignments.

9. All teaching and non-teaching personnel who shall render services during
weekends shall be entitled to service credits and compensatory leave credits whichever
is applicable based on the actual services rendered prior to and during the sports
competition pursuant to CSC-DBM Joint Circular No. 2 series of 2004 (Non-Monetary
Remuneration for Overtime Services Rendered).

10. Coaches, assistant coaches, chaperons. screening committee members, sports


coordinators, and chairpersons of different working committees are required to attend
the solidarity meeting on February 23, 2024, 8:30 AM at Manuel I. Santos Memorial
National High school, Taytay, Rizal. Coaches who fail to attend the said meeting shall no
longer serve during the competition. Replacement of the qualified coach/es shall be done
immediately by the coordinator with the approval of the Principal Consultant and Public
Schools District Supervisor.

11. Attendance of all delegations from the 13 municipalities is highly expected during
the opening program which is set on February 27, 2024, 6:00 AM at Taytay Sports
Center, Taytay Rizal.

12. All teaching and/or non-teaching personnel in all sub-offices may participate and
extend their support by attending/witnessing the 2024 Provincial/Division Meet
following the schedule indicated below:

13. Expenses of the officiating officials and Technical Working Group including
Executive Committee Members relative to the conduct of the said activity shall be
charged against the Provincial School Board, while food and other incidental expenses of
the athletes, coaches, assistant coaches, chaperon, and other personnel involved shall
be charged against the Special Education Fund and local funds subject to the usual
accounting and auditing rules and regulations.

INTERNAL RULES AND PROCEDURE BEFORE THE DIVISION SCREENING


AND ACCREDITATION COMMITTEE (DSAC) FOR 2024 DIVISION MEET

Section 1. Division Screening and Accreditation Committee ( DSAC )


The Division Screening and Accreditation Committee shall consist of
members chosen by their PSDS of the different Sub-Offices.

Section 2. Qualification of DSAC Representative


The Division Representative shall be the Chairman or Co- Chairman of the
District Screening and Accreditation Committee during the Municipal Meet
preceding the current Division Meet.

Section 3. Duties and Functions of the DSAC


3.1. – Evaluate and verify the authenticity of the athletes, coaches, asst. coaches
and chaperon’s documents.
3.2. – Accredit qualified athletes, coaches, asst. coaches and chaperons;
prepare and submit master list before the conduct of the Division Meet.
3.3. – On meritorious grounds, consider replacement of athletes, coaches, asst.
coaches and chaperons two (2) days before the start of the game. A written
request signed by the District Supervisor (PSDS) shall be submitted to the
DSAC.
3.4. – Issue the photo gallery of qualified athletes to the Tournament Managers.
3.5. – Re-check and monitor with the Tournament Manager the fielding of
athletes during actual competition based on the photo gallery.
3.6. – Upon the authority of the Palaro Board, the DSAC investigate and render
decision on protest/ complaints regarding eligibility of athletes filed before
the committee and inform the Tournament Manager on the decisions made
for its guidance and implementation. All decisions on protest/ complaints
shall be approved by the members of the DSAC, Division Sports Officer and
the Division Superintendent.
Section 4. Rules on Participation
Participants in the Division Meet shall be Elementary and Secondary
athletes from public and private schools who have participated in the lower
meet. Secondary athletes shall refer to both junior and senior high school
students.

Section 5. Eligibility of Athletes


a. For Regular Sports Events:
1. A Filipino Citizen;
2. Enrolled in a public, private recognized schools (schools with
recognition/permit to operate) or in Philippines School Overseas (PSO) at

the beginning of the current school year and have attended and completed
the curriculum year, regardless of the delivery mode of learning. Except
thus enrolled under Alternative Learning System.

For athletes under the Alternative Delivery Mode ( Home Study Program,
Modified In School Out School Approach, Open High School Program), they
shall be allowed to participate in the lower meet up to Palarong Pambansa
provided that they shall represent the school or district or municipality
where they are enrolled.

3. In case of transfer of learner-athlete from one region to another regions, a


one-year school residency requirement is imposed and shall commence at
the beginning of the school year except for those who are incoming Grade
7 and Grade 11.

In case of transfer of learner-athlete from one school to another school


within the Division or from one division to another division within the
region concerned, the one (1) year prohibition shall not apply. The athlete-
learner shall be allowed to participate. Provided however he/she meets the
other requirements.

4. An elementary athlete must have been born on or after January 1, 2011;


and for a secondary athlete must have been born on or after January 1,
2006. Athletes born before the said date shall be immediately disqualified
to participate in the Division Meet, Regional and Palarong Pambansa.

5. As a general rule, Kinder to Grade 6 athletes shall play in the elementary


division, and Grade 7 to Grade 12 athletes shall play in the secondary
division. however, an elementary athlete who are declared overage can play
in the secondary level, provided he/she meets the other requirements.
b. Paralympics
1. A Filipino citizen
2. Enrolled in Special Education ( SPED) classes or in the inclusive program
in public or private schools; and
3. Suffering from restriction or different abilities, as a result of mental,
physical or sensory impairment, to perform an activity in the manner or
within the range considered normal for a human being.
4. Provided that the age categories of Paralympics as defined in the IRR shall
be (1) 15 years old and below; (2) 16 to 25 years old.
Section 6. Grounds for Disqualification. Unless otherwise provided by the Board, the
following athletes shall be disqualified or shall not be allowed to participate in the
Division Meet up to Palarong Pambansa
a. For Regular Sports Events
1. Athletes who have been declared over age;

2. Elementary athletes with third (3rd) molar tooth;


3. Athletes with failing grades in three (3) or more learning areas in the first
grading period for the Division level and other lower meets, second grading
period for the Regional Level and Palarong Pambansa.
4. Athletes who become, have been or are currently members of the National
Team, National Training Pool or National Developmental Pool and who
received or receiving monthly stipend and/ or allowance from the Philippine
Sports Commission ( PSC) or played in the SEA Games, Asian Youth
Games, Asian Games and/ or Olympic games. Provided, however, that
those athletes who played in other foreign invitational competitions shall
not disqualified to play. Provided, further, that athletes participating in one
sports discipline as members of the National Team, National training Pool
or National Developmental Pool who received or receiving monthly stipend/
allowance from the Philippine Sports Commission ( PSC) or played in the
SEA Games, Asian Youth Games, Asian Games and/or Olympics Games
shall be disqualified to play in the Palarong Pambansa and other lower meet
in a sports discipline other than the sport wherein the athlete participated
in as member of the above-mentioned team or pools.
5. Athletes who failed to submit the required documents on the specified date.
6. Athletes who are banned during the previous Palarong Pambansa or
disqualified during the preceding lower meets; and
7. Other ground rules include but are not limited to falsification of documents,
misrepresentation, and use of prohibited drugs.

b. For Paralympics
1. SWD athlete who has been declared over age; and
2. SWD athlete who failed to submit the required documents
Section 7. Documentary Requirements. the following among others, are the required
documents to be submitted by the athletes who intend to participate in the lower meets
up to Palarong Pambansa:
a. Athlete’s Record ( AR ) signed by the athlete and coach
b. Original copy of Philippine Statistic Authority (PSA)/ National Statistic Office
(NSO) Birth Certificate. In the case of foreign-born Filipino athletes, a Birth
Certificate issued by the Bureau of Immigration or Department of Foreign Affair
showing Filipino citizenship. Birth Certificate showing the cut-off date or Age of
the athlete, to wit:

1. An elementary athlete should have been born on or after January 1,


2011.
2. Secondary athletes should have been born on or after January 1, 2006.
3. Late registrant shall be accepted: provided that the he/she is registered
one (1) year before the current Palarong Pambansa.
However, some age eligibilities are subject to the specific technical rules
of selected sports discipline.

c. Learner’s Permanent Academic Record or SF10 ( Formerly Form 137 ) with


entries of Learner Reference Number, certified true copy from original or
computer printed duly signed by the Teacher-Adviser and Registrar or School
Heads;
d. Certificate of Enrolment and Attendance signed by the school Registrar or
School Head.
e. Parental Consent
1. Combative sports including gymnastics – Parental Consent signed by
both parents duly verified by the teacher-adviser and school head where
the athlete is enrolled.
i. In case one or both parent/s is/are residing in a place other than
the residence of the athlete, signed parent consent from both
parent is necessary to be submitted and verified by the teacher-
adviser and school head where the athlete is enrolled. Copy of
the signed parent consent of any parent may be in electronic form
(i.e., sent through email or other electronic means.)
ii. In case of de facto separation, legal separation, annulment of
marriage or declaration of nullity of marriage of parents, the
parent’s consent of the parent with actual care and custody of
the athlete duly verified by the adviser and school head where the
athlete is enrolled.
2. Non- combative sports – Parental Consent of at least one parent duly
verified by the adviser and school head where the athlete is enrolled.
i. In case both parent/s is/are residing in a place other than the
residence of the athlete, signed parental consent from one parent
is necessary to be submitted and verified by the adviser and the
school head where the athlete is enrolled. Copy of the signed
parental consent of any parent may be in electronic form.
ii. In case the athlete is orphaned, has no known parents, or any
other similar circumstances, the actual caregiver and custodian
of the athlete shall execute a Notarized Affidavit of Actual Care
and Custody in lieu of the Parent’s Consent.
f. Medical Certificate issued within three (3) months before the opening of each
level of competition, stating that the athlete is physically fit. The complete
name ang signature of the physician appear on the medical certificate, with
the license number and date of examination.
g. Dental certificate, with universal entry, issued within six (6) months before the
opening of each level of competition. The complete name and signature of the
dentist shall appear on the dental certificate, with the license number and date
of examination. For Secondary Athletes, NO Dental Certificate is required.
h. Six (6) pieces of 1 ½ x 1 ½ identical and clear i.d. pictures in white background
with name tag (surname, first name, middle initial) and with Grade level.

i. Affidavit of coach, attesting to the authenticity, validity, and correctness of the


entries on the above-mentioned documents.
j. Additional documents for athletes in Special Sports Events (SWD)
i. Intellectual Disability Certification – Psycho-Educational Assessment
Test conducted and certified by a Psychologist , Indicating the athlete’s
IQ level (70 and below)
ii. Visual Impairment Certificate – test conducted and certified by an
Ophthalmologist to determine the visual acuity (totally blind or low
vision)
iii. Hearing Impairment Certification – test conducted and certified by an
Otorhinolaryngologist to determine that the athlete is unable to hear.

Section 8. Documentary Requirements for Coach and Assistant Coach – certificates


or documents duly issued by competent authorities, showing the following:
1. Relevant sports training of twenty-four (24) hours for non-combative
sports and forty (40) hours for combative sports including gymnastics.
2. Relevant experience of one (1) year for non-combative sports and two (2)
years for combative sports including gymnastics.
3. Track Record of participation in of at least in the lower meet.
4. Educational and professional background of at least K to 12 Sports
Track completer or 2nd year college probably sports related course.
5. Membership in any relevant sports association.
6. License or certifications/ accreditation issued by the National/
International Sports Association, authorized organization, or by the
DepEd. ( District, Division, Region, Central Office).
7. Medical Certificate
8. Employment/ Appointment or Contract of Service showing at least six
(6) months of employment/ engagement in the public school or private
school before the Division Meets.
9. 4 pieces 1 ½ x 1 ½ identical and clear i.d. pictures in white background,
with name tag (surname, first name, middle initial ).
Section 9. Documentary Requirement for Chaperone
1. Certificate of Employment/ Contract of Service showing at least six (6)
months of employment / engagement in the public or private school
before the Division meets.
2. Certificate of Commitment that SHE will nurture female athletes and
not to coach
3. 4 pieces 1 ½ x 1 ½ clear and identical i.d.pictures in white background
with name tag (surname, first name, middle initial)
Section 10. Special Cases regarding discrepancy in the Livebirth of the athlete
1. In case of discrepancy in the date of birth and name indicated in the
PSA/NSO Birth Certificate and SF10 ( Form 137 ), the date of birth and

name indicated in the PSA/NSO Birth Certificate shall prevail. As a


remedy, the following additional requirements shall be submitted:
a. Certificate of Live Birth issued by the Local Civil Registrar
(LCR);
b. Joint Affidavit of two (2) disinterested persons, attesting to the
true date of birth of the athlete;
2. In case the first or last name is not found at the portion of the first or
last name entered in the PSA/NSO Birth Certificate but indicated in the
box below of said portion, the following additional requirements shall be
submitted:
a. Certificate of Libe Birth issued by the LCR
b. Copy of the application/ petition duly received by the LCR
c. Affidavit of the parents, attesting to the true first or last
name of the athlete;
d. Joint affidavit of two (2) disinterested persons, attesting to
the true first or last name of the athlete;
3. In case an illegitimate child (athlete) uses the surname of his/her father
as indicated in the SF10 (Form 137), the following additional
requirement shall be submitted:
a. PSA/ NSO Birth Certificate with the second page thereof
showing acknowledgement by the father or a notarized
acknowledgement signed by the father.
4. In case of unreadable entries in the PSA/ NSO Birth Certificate, the
following additional requirements shall be submitted:
a. Certificate of Live Birth issued by the LCR;
b. Affidavit of parents, attesting to the true and correct entries;
c. Joint affidavit of two (2) disinterested persons, attesting to the
true and correct entries;
5. In case the biological sex/gender of the athlete is not indicated in the
PSA/NSO Birth Certificate, the following additional requirements shall
be submitted:
a. Certificate of Live Birth issued by LCR;
b. Affidavit of parents attesting to the true and correct biological
sex/gender of the athlete;
c. Certification issued by the Division Medical Officer attesting
to the true and correct biological sex/gender of the athlete,
after conducting a physical examination.
Section 11. Protest on Eligibility and Appeals on Disqualification.
a. Complaints or protest shall be in writing duly signed by the coach and Head
of the Delegation and shall be filed before the DSAC within five (5) days
from the publication of the master list of qualified athletes.
b. Complaints/ Protest shall be accompanied by affidavit/s of witnesses and
or pieces of evidence in support thereof. The protestant shall have the

burden of proving his/her allegations and shall provide necessary


evidences (documentary/ testimonials), otherwise, the protest will be
dismissed.
c. Protests which do not comply with (a) and (b) hereof shall not be given due
course.
d. The decision of DSAC on the complaint or protest shall be appealable to the
Jury one (1) day from the issuance of the decision. The decision of the Jury
shall be final and executory.

Section 12. Replacement of Athletes, Coaches, and chaperones


1. Replacement of athlete/s may be allowed only before the final deliberation
of DSAC, and upon the written request by the Head of the Delegation,
subject to eligibility and documentary requirements on the following
grounds:
i. Due to medical or health reasons;
ii. Due to lack or incomplete set of required documents on the date
set by the DSAC;
iii. The original athlete is not eligible to play (over-aged,
impersonation, falsification, etc.)
Section 13. Sanctions. With respect to sanctions that will be imposed against
individuals who caused the violation of the rules on eligibility, the following sanctions
shall be imposed:
i. In team competitions, the game where the ineligible and/or
disqualified athlete has taken part shall be declared forfeited in favor
of the opposing team; and
ii. In individual competitions, the games where the ineligible and/or
disqualified athlete played shall be forfeited in favor of the other
athlete.
iii. Any person found to have violated this Screening guidelines, the
Implementing Rules and Regulation of Republic Act 10588, and
DepEd Order No.005, s. 2023 may be banned from joining the
Division Meet and other future school sports competitions one (1) to
three (3) years depending on the gravity of the offense.
iv. These sanctions shall be without prejudice to the filing of
appropriate administrative and/ or criminal charges against the
erring officials and/or athletes in accordance with existing rules and
regulations.
Section 14. Effectivity. These rules shall be effective for the conduct of the 2024
Division Meet.

LARONG PINOY
GUIDELINES AND MECHANICS OF THE GAME

Patintero

1. The patintero court will be 6 meters long and 4 meter wide. It will be divided into
6 squares with a dimension of 2 by 2 meter.
2. Patintero will be played by 6 members from each team, consisting of 3 Male and
3 Female.
3. One team will start as the ‘Passers’ and the other team as the ‘Guards’. Toss coin
will be used to decide which team will be the ‘passers’ or the ‘guards’ and vice-
versa.
4. The guards assign a team leader who will guard the first line and has the right to
guard the central / middle line of the rectangle.
5. Two other players will guard the outside vertical line. The other 3 players will
guard each horizontal line.

During the game, the guards should ensure they have both feet on the ground before
tagging their opponent; otherwise, it will not count.

Passers should ensure they have both feet on the next square for it to be considered in.
The objective of the runners is to get across to one end of the big rectangle and back
without being touched or tagged by a guard.

How to play
To start the game, all Passers must go and try crossing the rectangle back and forth
without being touched by any of the Guards.
a. If anyone succeed, they score 1 point for their team.
b. If a Passer fails as he got tagged, he is out of the game and have to wait until the
next turn.
c. If a Guard tagged a Passer without having his two feet on his line, then it does not
count.
Once all Passers have finished (either won or lost), the teams switch roles (Passers
become Guards, and Guards become Passers) for a new turn to start and complete the
round.
The game will consist of 3 rounds. Whoever has the highest points (points accumulated
from rounds 1 to 3) wins the game.

Sack Race

Participants: 10 players each team


Mode of the Game: Knock-Out System
Set Up:
Split the team into 2 group. Half of the team will line up on one side of the field, the
other half will line up on the other side.
What to Do:
1. Each team shall pick a leader to represent the team in a draw lots.
2. The first player for each of the teams will line up with both feet in the sack on the
starting line.
3. When the whistle blows, hop to the starting line of the field and tag the next person
inline.
4. The next person in the line hops into the sack and repeats the journey around.
5. Repeat the tagging until the entire team has all finished.
6. The first team to successfully get all participants around the cone and back WINS
and they will be competed to the other team that also qualified to the championship!
Remember:
1.Both feet must always remain in the sack.
2.The hand must be always on the sack.
3.The sack must remain as close to the waist as possible and cannot fall below the
knees.

Tug of War

Team Composition : 10 players each team


Mode Elimination: Knock -Out
How to Play the Game:
1. The team members line up behind the white mark on their side.
2. The referee gives the command “Pick up the rope”. At this point, the team
members pick up the rope.
3. Next the referee says “Take the string”. The teams hold the rope taut so the red
mark on the rope is over the center line.
4. Finally the referee says “Pull”. Each team pulls.
5. The first team to pull the opposing side’s white mark over the center line wins.
6. If a player on a team falls, the team is given a caution.
7. Elbows must stay above knee level while pulling. A referee may call a caution for
this also.
8. The rope must be pulled underarm.
9. A team may receive two cautions. If a player has a violation after two cautions,
then the team is disqualified.
10. This is best of three (3).

KADANG-KADANG

Rules

Two pairs of coconut stilts are needed. This is made by boring a hole through one of the
"eyes" of a half of the coconut shell. A string, about one or two meters long (depending
on the height of the player) is pulled through the hole and a big, sturdy knot is tied at
the bottom end inside the shell. The first player who reaches finish line wins the game.

Mechanics
1.The game will be a relay type of race.
2.Ten (10) people will represent each team in a Knock Out game.
3.The game will begin once the facilitators have given the command to do so.
4.The players will have to race back and forth by means of the coconut shell stilts.
5.The player should tap the hand of the next player in line to indicate his/her
completion of his/her part.
6.The current player will hand the coconut shell stilts for the next player to use.
7.In case the coconut shell stilts break, a replacement will be provided (depending on
availability) and the current player must restart his/her leg of the race.
8. The team that finishes first, wins the game.

SIATO

Team Composition : Five (5 ) players each team


Mode of the Game : Knock – Out

The Rules:
1. You need to hit the smaller stick with the larger stick.
2. The opponent must not catch the smaller stick after being hit.
3. The farther the smaller stick lands, the more points you will gain. Use the longer
stick to count the distance from the base (shallow furrow) and where the smaller
stick lands.
4. The team with the highest score after 3 rounds wins the game.
How to Play It
1. The team must choose who will be the hitter of the team.
2. For the hitter, your goal is to hit the smaller stick with the longer sticker. The
catcher must catch the smaller stick after being hit.
3. The hitter will place the smaller stick across the shallow furrow. Using the longer
stick, the hitter will flip the smaller stick then hit it midair.
4. If the catcher catches the smaller stick, the point is nullified, and it will be the
catcher’s turn to hit the smaller stick.
