About the role

Job purpose

The Procurement Officer role is pivotal within the Country Program (CP), directly aligning with
our objectives to deliver high-quality, impactful programming. This job exists to streamline the
CP’s systems and processes for both local and international procurement of goods and services,
thereby ensuring the seamless flow of operations essential for the success of our initiatives.
This role is crucial for maintaining the quality, efficiency, and integrity of all procurement and
purchasing activities, underpinning our commitment to stewardship, integrity, transparency,
and accountability.

As the guardian of the CP's procurement plans and supplier/vendor relations, the Procurement
Officer ensures that all procurement activities are conducted smoothly and in strict compliance
with established policies and procedures. This includes the meticulous preparation and
management of contracts, alongside the maintenance of accurate data and records. Given the
complexity of the CP’s procurement processes, which demand thorough documentation, data
analysis, and precise decision-making, the role necessitates a highly organized, proactive
individual. The ability to swiftly review documentation, identify discrepancies, and address
potential issues is essential, underscoring the officer's significant contribution to the
operational excellence and risk management of the department. Ultimately, this job is
foundational to achieving our mission, enabling efficient program delivery through effective
procurement strategies.

Team description
The People and Organizational Development (POD) Department at WaterAid Ghana, under the
leadership of the HPOD, is pivotal in enhancing operational efficiency and creating a positive
work environment. This department, central to business support, covers a broad spectrum of
responsibilities including administration, transportation, security, HR, staff welfare,
procurement, and logistics. Its efforts are crucial in supporting the programs team, ensuring
the organization's mission of improving access to clean water, sanitation, and hygiene is
achieved effectively. By focusing on staff satisfaction and workplace efficiency, the POD team
plays a key role in fostering a culture of well-being and productivity, directly contributing to the
success and strategic goals of WaterAid Ghana in the WASH sector.

Accountabilities

1. Work with budget holders to develop and execute an annual procurement plan, manage
the internal procurement process, and ensure compliance with procurement policies.
2. Accountable for the efficient procurement of goods and services, ensuring highest
standards of accountability and compliance with WaterAid and donor regulations.
3. Act as the primary liaison between consultants/vendors and user departments, facilitating
efficient procurement processes and timely decision-making.
4. Assist in creating ToRs for services/consultancies and ensure their distribution to qualified
service providers in WaterAid Ghana’s approved vendor database.
5. Collaborate with user departments to negotiate contracts that ensure value for money and
protect WaterAid’s interests.
6. Proactively address potential contract issues and conduct annual performance evaluations
of vendors and service providers.
7. Conduct market surveys to ensure competitive sourcing and maintain beneficial supplier
relationships, while always ensuring an updated list of potential vendors and continually
assessing new procurement sources.
8. Collaborate with the Finance and IT (FIT) team for timely payments to vendors and service
providers.
9. Support the development of WaterAid staff and partners in procurement management and
administrative processes.
10. Identify and recommend enhancements to WaterAid’s procurement administrative
management systems for greater efficiency.
11. Oversee inventory levels, conduct regular checks, and analyze monthly office costs to
recommend financial efficiencies.
12. Coordinate with the Admin team to select appropriate venues for CP events and manage
event logistics efficiently.
13. Maintain the integrity of procurement processes and ensure a conducive working
environment in the office.
14. Prepare bidding documents, evaluate tenders, and maintain procurement records
according to regulations.
15. Provide regular reports on procurement activities and enhance organizational risk
management.
16. Act in the best interest of the WaterAid Ghana, attending meetings and performing any
other duties as assigned.
Person specification

Essential skills
Essential skills
• A university degree in Procurement, Logistics and Supply Chain Management, Business
Administration, or a related field in the Social Sciences.
• A minimum of 3 years in a procurement role, preferably within an international NGO
environment.
• Demonstrated experience in managing procurement processes, strategic sourcing, and
vendor/contractor evaluation to ensure value and efficiency.
• Experience in office administration and facilities management.
• Excellent analytical abilities to assess procurement needs and develop effective
strategies.
• Strong time management skills with the ability to prioritize tasks and manage multiple,
competing responsibilities efficiently.
• Excellent verbal and written communication skills for clear interactions with internal and
external stakeholders. Strong interpersonal skills to work effectively within a diverse
team.
• Competence in identifying and mitigating procurement-related risks to safeguard the
organization's interests.
• Proficiency in Microsoft Office, particularly Excel, for managing procurement data and
processes.
• Understanding of financial management principles relevant to procurement, including
cost analysis and forecasting.
• Alignment with WaterAid’s values and a commitment to contribute to its mission.
• Familiarity with financial and administrative management regulations of major grant
donors like USAID, EU, and other multilateral entities.

Desirable skills
• A Master’s degree in relevant field or an advanced certification from globally recognized
procurement and supply chain organizations
• Familiarity with advanced procurement software and e-procurement platforms to
streamline procurement processes.
• Understanding of sustainable procurement practices and the ability to incorporate
environmental and social considerations into procurement decisions.
• Advanced negotiation skills to secure the best terms and value in contracts and
purchases.
• Experience working in multicultural environments, demonstrating an ability to navigate
and respect diverse cultural norms and practices.
• Skills in leading and managing change within procurement processes and systems,
encouraging innovation and adaptation.
• Experience in training or mentoring junior staff or team members, contributing to team
development and knowledge sharing.
• Ability to contribute to strategic planning and provide procurement insights that align
with organizational growth and development strategies.
