– Progress

• Thirty four States / UTs have signed Letter of Undertaking (LoU) with MoMSME out of
which 32 of them have been provided Rs 5 Cr to prepare SIPs.
• LoU sent to Govt of Delhi and virtual meetings held with Lakshadweep for signing.
• In the 1st cycle ten states submitted their SIPs (Tamil Nadu, Odisha, Sikkim,
Maharashtra, Madhya Pradesh, Uttar Pradesh, Andhra Pradesh, Karnataka, Mizoram and
Bihar in November 2023.
• 15 States submitted their SIPs in 2nd cycle out of which SIPs of 6 states have been
evaluated, sanction issued in Jan 24 (Punjab, Haryana, Kerala, Telangana and Goa).
• Recommendation of SIPEC of SIPs of remaining 9 States has been approved by the RPC
and the letters are being sent.

A. Cost Benchmarked for the activities proposed under SIPs by the states as per the
approved guidelines of existing schemes of the Ministry.
a) Champions Scheme (ZED and Lean): Cost of workshop benchmarked @ Rs 70,000 /
workshop
b) Training / capacity building: The rates approved under awareness programmes
component of MSME Champions schemes (@Rs 70,000 per workshop).
c) Entrepreneurship Development Programme (EDPs): Ceiling of Rs 1.25 lakhs per ED/
ESDP for 4-6 weeks programme (ESDP Guidelines of DC MSME).
d) Training of MSME Dept / DIC officials: Rate of Rs 4000 /officer /day for basic and Rs
8000 for advanced training has been considered for training of MSME Dept / DIC
officials (guidelines for training by office of DC MSME).

e) Skill Development/ Training of MSME: Rate of Rs 2500 /MSME /day (guidelines for
training by ESDP of the Ministry).
f) Vendor / Business Development Programmes: Rate of Rs. 5 lakhs per VDP / BDP has
been considered for two day event (PMS Scheme of MSME Ministry).
g) All CGTMSE proposals are waitlisted and have been capped at Rs 50 Cr or actual
demand or whichever is lower.

B. TReDS related interventions: Ministry is organising Regional TReDS workshops at
selected locations and hence the states in which they are being organised are not
considered for funding for additional workshops.
C. Leveraging Existing Schemes: Proposals which are covered under the existing schemes
(PMS, International Cooperation, MSME CDP, SFURTI, Market Development Assistance
etc.) are not approved and the states are being advised to leverage the existing schemes.
D. New Schemes under consideration: The Committee appreciated the initiatives proposed
by the states related to greening, online dispute resolution, online marketing etc. However,
these may be covered in new Schemes being designed by the Ministry of MSME.
E. IEC: Keeping in view the importance of branding, awareness and communication, an
amount of 5% of approved budget has been approved.
F. SPIU: Rs 5 Cr disbursed to the states / UTs towards SIP preparation and Cost of SPIU
G. Resource cost to be supported under Professional services.

MSE Green Investment and Financing for Transformation (GIFT)

• The Ministry has launched MSE GIFT Scheme under RAMP to:
 promote adoption of sustainable and eco-friendly practices and technologies by MSEs
 create awareness about best practices, promote knowledge of green technologies /practices.
Total Outlay: INR 478 crore
 Interest Subvention (@2%) Outlay: INR 475 crore
 Risk Sharing Facility for MSEs (to be covered by CGTMSE).
 IEC Component: INR 3 crore

Duration : FY 2023-24 to 2025-26 (3 Years) for over 6800 MSEs

Implementing Agency: Small Industries Development Bank of India (SIDBI)

Status: 500 applications have In principle approval

MSE GIFT Scheme : Eligibility & Implementation

• MSEs who are registered under the Udyam Registration portal are eligible
• All Udyam certified Micro and Small Enterprises (MSEs) (both in manufacturing and service
sector) would be eligible for the Risk Sharing Facility component of the MSE-GIFT scheme
to be offered through CGTMSE
• Scheduled commercial bank/ All India Financial Institution including SIDBI, Small Finance
Banks/ Micro Finance Institutions/ Non-Banking Finance Companies can become
Participating Financial Institutions (PFI)
• PFI would need to sign an agreement with the Implementing Agency (SIDBI)
• MSEs desirous of interest subvention may apply to a bank/PLI for a loan to finance the
eligible investment.
MSE GIFT Scheme: Coverage

• Sectors which can be expanded subsequently under the proposed project are:

 Resource Efficiency, Waste Management


 Adaptations(water management, water efficiency, wastewater treatment)
 Green Buildings
 Environmental Protection (pollution control & prevention)
 Clean Transportation (electric, hybrid, EV Charging stations)
 Waste Management (Compressed Biogas, Bio-ethanol, e-waste, waste to energy, LNG,
smart grids)
 Carbon Credit, Carbon Capture and Storage
• Any new innovative project with potential for a high impact on climate upon necessary
approval
MSE Scheme for Promotion and Investment in Circular Economy (MSE SPICE)

• The Ministry has launched MSE SPICE Scheme under RAMP to:
 Promote Circular Economy and incentivize MSEs to adopt CE in the MSME sector
 Enable MSE Units to comply with Extended Producers Responsibility (EPR) and Waste
 Spread awareness across the MSME sector about adoption of Circular Economy and
resource efficiency.
Total Outlay: INR 472.5 crore
 Capital Subsidy Component: INR 450 crore
 Awareness Generation and Demand Creation Component: INR 15 crore
 IEC Component: INR 7.5 crore
Duration of the Scheme: Financial Year 2023-24 to 2026-27 (4 Years)

MSE SPICE – Eligibility & Implementation

• MSEs who are registered under the Udyam Registration portal are eligible
• MSEs can utilize the scheme only for a CE technology and solution
• SIDBI will be the Implementing Agency
• MSEs can take a loan from any Member Lending Institution (MLI)
• Scheduled commercial bank/ All India Financial Institution including SIDBI, Small Finance
Banks/ Micro Finance Institutions/ Non-Banking Finance Companies would be eligible to
participate in the Scheme, after signing a Memorandum of Understanding (MoU) with SIDBI
• To claim subsidy under the scheme, eligible MSMEs would be required to apply online through
Member Lending Institutions (MLI), from where the MSEs would avail term loans.
MSE SPICE – Coverage

Capital Subsidy (For Brown Field Projects):


 For upgrading/expanding the existing CE projects for promoting/facilitating CE principles
across the MSMEs
 Maximum project cost admissible under the Scheme would be INR 50 Lakhs with a 25 %
subsidy on the cost of plant and Machinery only
 For projects more than INR 50 Lakhs the subsidy shall be limited to a maximum of INR 12.5
Lakhs.
Awareness Generation and Demand Creation among MSMEs : with INR 15 Cr promotion
and awareness generation workshops will be conducted for the MSEs in the Clusters
IEC Component: with INR 7.5 Cr this component will address the supply and demand side
constraints by addressing the capacity gaps in financial institutions in adopting CE principle
Scheme of ODR for Delayed Payments

Eligibility: MSEs registered on Udyam (UR) or Udyam Assist Platform (UAP).


Implementation Period: 2023-2024 to 2025-2026.
Objectives:
• Develop ODR mechanism to address the issue of delayed payments.
• Develop new Portal - MSME Samadhaan ODR Portal - for delayed payments resolution.
• Provide financial assistance for legal support to MSEs.
• Containment of dispute through Digital Guided Pathway, Negotiation and Mediation
(settlement processes).

ODR - Financial Assistance For Legal Support

Maximum Financial Assistance of INR 50000 per case will be given to the MSE Seller after the case
completion. It will include the following –

Pre-MSEFC Stage:
✔ Financial Assistance of up to INR 2000 (INR 2000 or actual whichever is lesser) for documentation.
MSEFC Stage:
✔ Financial Assistance of up to INR 2000 (INR 2000 or actual whichever is lesser) for MSEFC
application fees.
✔ Financial Assistance of up to INR 15000 (INR 15000 or actual whichever is lesser) for institution or
centre providing online mediation services.
✔ Financial Assistance of up to INR 15000 (INR 15000 or actual whichever is lesser) for institution or
centre providing online arbitration services.
✔ Financial Assistance of up to INR 16000 (INR 16000 or actual whichever is lesser) for legal aid.
ODR - Financial Assistance For Legal Support

Eligibility Criteria:

✔ Financial Assistance for Legal Support under the Scheme shall be limited to two (2) delayed payment
applications by an eligible Micro or Small Enterprise.
✔ Financial Assistance shall only be provided for those institutions providing online mediation or
arbitration services that are empanelled as per guidelines prescribed by the Ministry.

Disbursal to MSEFCs for Fund Release to MSEs:

✔ After approval, the Ministry will disburse the lump-sum funds/ grant after following the due
procedure.
✔ Subsequent fund tranches to be released lump-sum as per the requirement submitted by MSEFCs.

iv. Carrying out widespread dissemination of the scheme for maximum
outreach and urging MSEs to adopt ODR as a mode of dispute resolution.

iii. To be mapped as a Sub Agency and to open a bank account for receipt of

IMDP: Udyami Bharat Portal (UBP): Objectives

 The Integrated National MSME Digital Portal (INMDP) represents a significant step
towards transforming the landscape of Micro, Small, and Medium Enterprises (MSMEs)
by leveraging digital technology.

 Its primary objective is to create a cohesive and centralized digital ecosystem that
empowers MSMEs by simplifying their interactions with various governmental services
and resources.

 The challenges encountered with the current setup is “Limited Accessibility”,


“Fragmented Services”, “Technological Gaps”, “Bureaucratic hurdles” and lack of
availability of information and resources at a centralized location

 Through this initiative, the ministry endeavour to reap benefits such as “Unified Access”,
“Efficiency & Timeliness”, “Financial Stability” & “Digital Identity Integration”

• Most of the proposals approved for the States / UTs are in the nature of capacity building,
training and skill development, creation of industry database, awareness workshops for
formalisation / Champions Scheme / TReDS / CGTMSE / ODR /, strengthening of DICs in
the States / UTs, development of portal, studies etc.

• Such initiatives are not envisaged/expected to cause any damage to the environment and
thus the ESG compliance from the MSMEs.

• However, there are some initiatives in which the MSMEs are being supported by way of
interest subsidy, energy audits, transport subsidy, rent subsidy etc. The assistance provided
to the MSMEs for such initiatives may need to comply with respect to ESG compliance.

• States are required to submit the checklist / reporting formats quarterly to the Ministry.

Audit of the program


• The audit of RAMP program will be carried out by the CAG on annual basis & the audit work of state
implementing agencies may be given to State AGs as decided by the CAG. In this regard, the state
implementing agencies shall share the details of their internal as well as statutory auditors along with their
scope of work at earliest to the ministry. In case, internal audit is not being done for any implementing
agency, same shall be carried out separately for RAMP program.
Utilization Certificates
• Implementation agencies shall submit their statutory auditor certified Utilization Certificate (UC) as per GFR
12A format on annual basis within 15 days of financial year end. The specifications for submission of UCs
are as below:
 UCs shall include complete details of Chartered Accountant firm signing the certificate such as UDIN
number, firm registration number, membership number, name of auditor, stamp of firm etc.
 UCs shall be certified only by statutory auditors of implementing agencies.
 Complete expenditure breakup with specific information regarding items purchased, amount paid etc.
shall be provided in statement of expenditure annexure.
