IEEE TRANSACTIONS* ON POWER APPARATUS AND SYSTEMS is a bimonthly publication devoted to all aspects of
electric power generation, transmission, distribution, and utilization. It is read by more than 15 000 members of the IEEE
Power Engineering Society, and is received by approximately 2000 institutional subscribers. Original contributions of
lasting value to the profession are sought for publicatioh.
In general, papers are preprinted and presented at a technical-meeting of the Institute before being published in IEEE
TRANSACTIONS ON POWER APPARATUS AND SYSTEMS; discussions by qualified specialists are sought and published
along with a closure by the author. All contributions are reviewed by an appropriate technical committee of the IEEE Power
Engineering Society as listed on the inside back cover.
Following review, a decision is made as to publication. All papers accepted for publication will be published in full or
abstract form in this TRANSACTIONS.
