1- EXECUTIVE SUMMARY
1. Introduction
The Government of the Democratic Republic of Timor-Leste (GoTL) received a credit from the
World Bank (WB). The World Bank will finance the Timor-Leste Branch Roads Project (TLBRP) to
improve the Gleno – Maubisse corridor. TLBRP, funded by IDA Credit Number 6488TL, became
effective on 26 January 2021 and will continue until end of 2025.
The Road Section Contract Package 2 (CP-2) (Km11+900 to Km30+307.88) consists of a section
of 18.50Km connecting Hatubuilico to Letefoho. The physical work for upgrading CP-2 will include:
(i) Construction of reinforcement of slope stabilization structure; (ii) improvement of drainage
structure to meet forecasted rainfall volumes and intensities; (iii) pavement reconstruction with
selective widening. Performance Based Maintenance (PMB) will be carried out upon termination of
the Defect Notification Period (DNP) and will comprise the activities necessary for keeping the road
in compliance with the performance standards and service level. The maintenance works cover the
pavements, other structure, shoulder, drainage, traffic services, health and safety, vegetation
control, slope protection and slides removal.
2. PROJECT BACKGROUND
The Hatubuilico – Letefoho branch roads play an important role for central Timor-Leste, linking its
east to its west, while also serving transit traffic along the project road and on connections to the
Dili-Ainaro (improved under the ongoing World Bank-funded Timor-Leste Road Climate Resilience
Project) and the Gleno-Tibar corridors. The Gleno-Maubisse corridor starts at the city of Gleno,
passes through the towns of Ermera, Letefoho, Hatubuilico, and Aituto and ends at the town of
Maubisse. Gleno is a city 30 Km to the Southwest of Dili and is the capital of the municipality of
Ermera. Maubisse is a historic town in the hills 70 km south of Dili, in Ainaro District. It is popular
tourist destination and a weekend visiting spot for people from the capital. Agricultural activities are
evident along the corridor. The Ermera district concentrates particularly coffee producers. The
Hatubuilico town is on the route to Timor-Leste top tourist destination, Mount Ramelau. GoTL,
anticipates that in addition to the main goal of enhancing connectivity in the project areas, the
project would help develop the agricultural and tourism sectors by improving road access
specifically to the country highest coffee producing areas and tourist destinations.
2- Construction’s Activities
2.1- Progress:
The road project was awarded to China Civil Engineering Construction Corporation (CCECC)-
China with contract duration of 22 months equivalent to 669 calendar days. The Notice to
Commence of the Contract Project was July 01, 2023, and the completion date will be on April 30,
2025. The construction cost is $25,540,405.33.
During the month the Contractor’s construction activities was in progress as mentioned hereunder.

The cumulative work progress as of 25 March 2024 is approximately 2.967% while the corresponding
planned cumulative progress based on the Work Programme is 16.886% with cumulative slippage of (-)
13.919%. The achieved progress in the month is 1.257%, against the monthly planned progress of
5.403% with negative progress during the month of (-)4.146%. This month has monthly accomplished
1.257% and has cumulative work progress of 2.967% according to corresponding planned progress
based on the Clause Program 8.3. The Time of Completion is 30 April 2025. Base on the approved
Work Program the time elapsed this 25th March 2024 [(269/669)/100] equals 40.21%, meaning the
Work Schedule is no longer workable, and the Contractor is instructed to increase its manpower and
resources to complete the Work on the target completion date of 30 April 2025. It may be noted this
month progress has mostly come from the work of Materials Procurement, construction of Engineer’s
Facilities under Section 100, which is not part of the Permanent Works. The Contractor has also started
Cutting of Trees.
In compliance with the requirements of the Contract, a Gantt Chart with superimposed S-Curve
representing the Contractor’s submitted Clause 8.3 Work Program has been submitted by the
Contractor through letter Reference No.: CCECC-TLBRP-20240205133 dated 06/02/2024 with
captioned Subject: “Submission of Construction Schedule and S-Curve” which the Engineer has
approved through letter Ref. No.: KH-TL-CP2-24-007 dated February 08, 2024 with Subject; Clause 8.3
Work Programme. The Consultant has notified the Contractor to provide Cash Flow, Scheduled of
Equipment and Manpower base on the approved Work Programme.
During Monthly Coordination Meeting with PMU, Consultant and Contractor held at PMU Office Caocoli,
Dili, Timor-Leste dated 12 February 2024 which was submitted through letter reference no.: KH-TL-

CP2-24-028 dated February 26, 2024 with Subject: Minutes of Monthly Coordination Meeting February
12, 2024 wherein PMU Project Manager Mr. Diogo Agustinho Pereira has informed the Contractor to
submit catch-up plan schedule as the progress will nose dive to (-) 9% next month.

c. Laboratory:
The Laboratory Team of Consultant and the Contractor has started verifying the quality of the materials
from the quarry sites that will be produced as aggregates for Asphalt Wearing Course, Crushed
Aggregate Base Course, Aggregates Sub-Base Course, Crushed Aggregates for Concrete and stone
for Stone for Slope Protection that will be tested through laboratory testing in accordance with the
requirement of the Technical Specification of the Contract.
The proposed area of extraction was located at the mid-channel bar of Golono River, which the
Contractor activity will be conducted by utilizing open-pit mining method, by means of digging, scooping
and excavating the channel of the river.
The Engineer’s Expatriates and Local Personnel has resided at Engineer’s Facilities since last 24
February 2024. The building was constructed at Local Government land located at Ducurai, Letefoho,
Timor-Leste. The Engineer’s Facilities was 98% completed and the remaining works which was
included in Variation Order No.01 are mentioned hereunder.
1. Additional (4) four Container house for skilled workers supplied by Contractor to Engineer.
2. Additional chairs, tables, etc. for Engineers use @ Engineers Facilities.
2.4- Works accomplished from (February 26, 2024- March 25, 2022):
The construction works carried out in the month are the following activities:
The Engineer’s Facilities was 98% completed and the Engineer’s Key and Non-Key Personnel has
already stayed in the facilities last February 24, 2024.

manufacture of Asphalt aggregates.
