Qu.1: Cyber Warfare a growing threat.

"I dream of a digital India where cyber security becomes an


integral part of our national security" - Prime Minister Narendra
Modi on the ongoing cyber warfare around the world. According to
global information safety report India has one of the highest
number of cyber-attacks and the country ranks second in terms of
targeted attacks.

To the recent NCRB data India reported an 11.8% jump in


cybercrime in 2020, its area of influence extend far beyond
military domain to cover all aspects of a national governance,
economy and welfare. Includes cyber terrorism it is a planned,
potentially motivated attack against information computer system
and data which result in worsening of geopolitics relations, the
target is to damage the critical infrastructure to disrupt the
economic activities. For example on November 2022 AIIMS was
hit by a cyber-attack the management said it was a Ransomware
attack that affected many hospital services. Another would be
digital data threat, growing online transaction have generated
bigger incentives for Cyber criminals, they also create intellectual
property that it is itself an attractive target i.e. in 2021 data from
Air India Airline was breached, an over 4.5 million passenger
personal data was compromise. Moreover, hackers also targeted
the vaccination portal COWIN app to steal the personal data. Over
6.7 lakhs cyber security incidents reported in India in the first
half of the 2022.

Globally India ranked second in terms of the number of internet


users after China. However, India has a reliable base of cyber
security specialist when compared to internet user’s base,

therefore educational institute must incorporate courses of cyber
security.

Though government has taken steps to enhance cyber security in


India which includes Information Act in the primary law for dealing
with cybercrime and digital commerce in India. National Cyber
security policy 2013 which provide the vision and strategic
direction to protect the National Cyberspace. Cyber Swachhata
Kendra launched in 2017 provides a platform for users to analyses
and clean their system for various virus is Malware. Cyber
Surakshit Bharat brings cyber security courses launched under the
ministry of electronics and information technology. In addition,
separate budget for cyber security is suggested to synergies the
role and function of various Agencies with the requisite domain
knowledge.

However Cyber warfare is considered as fifth form of Warfare


which has potential to turn every gadget into weapon and every
screen into battlefield. Therefore the government should find the
gaps in their organization and address them with a layered security
system. So, it is important to bring a robust policy and effectively
implement the same. Although the government has taken many
proactive steps much needed to be done to enhance the countries
cyber security which is proved by the Global cyber security index
in which India ranked 10th spot.

Qu.1 : India – China Relations.

We can choose our friends but not our neighbors - Atal Bihari
Vajpayee. India is one of the fastest growing developing countries
in the world and is on friendly terms with most of the countries
but the relation between India and China have become toxic in
recent times. Both disengaged at Pangong Tso Lake, unannounced
visit of Chinese foreign minister to India and illegal Construction
by Chinese military near Arunachal Pradesh border such headlines
does captured the Global attention. China's cartographic
aggression (palm and five finger policy), Salami slice strategy,
String of pearls are the real concern.

For thousands of years Tibet was the buffer between India and
China, but in 1950 China invaded and occupied Tibet. In a same year
India become the first non-socialist bloc country to established
diplomatic relation with Peoples Republic of China. Also both
expounded the Panchsheel in 1954. Though the border conflict in
1962 was a serious setback to bilateral ties, along the LIC is a
demarcation line that separates Indian controlled territory from
Chinese. But LIC is only a concept there are no official records
delineating the actual LIC unlike LOC. Both Countries disagree over
the LIC, such disputes over the uncertain borders clashes are
Pangong Lake, Galwan Valley, situation in Hot Spring Kongka pass
and BRI. India argues that the China-Pakistan economy corridor is
a part of BRI initiative which violets its sovereignty because it
passes through POK that belongs to India. Today Sino-Indian
relations are a mixture of Corporation, competition and rivalry.

To counter the rise of China, India is tying with strategic players
such as the US, Japan, Australia with whom it is doing Quad 2+2
dialogue, Malabar exercise. Further in 2020, India banned 118
Chinese apps like pubg, Tiktok under Section 69A of the IT Act,
to protect national security and privacy of Indian citizens.
'AatmaNirbhar Bharat Abhiyaan', is trying to replace Chinese
product with domestic products in the possible sectors. However,
India needs to boost up its economic relations with other countries
because we are defined not by our borders but by our bonds.
Despite various areas of concern India-China corporate in various
sectors such as investment and banking, 7 Indian banks had open
branches in China and Chinese bank and ICBC opened in India.
Moreover, in economy and trade, China is India's largest goods
trading partner whereas India is 12th largest trading partner of
China in the first 9 months of 2022, in which bilateral trade
crossed USD 1000 billion. Political and diplomatic relationships
there are 50 dialogue mechanism between China and India for
exchanging views on various topics of bilateral regional and global
concern like BRICKS, SCO etc. and China-India Regional Trading
Arrangement Oct 2007.

India-China should stick to ethics of the Panchsheel (Five


Principles of Peaceful Coexistence) and must strengthen
coordination on international and regional affairs through more
regular and high-level political engagement. Through enhanced
physical connectivity and economic integration, both countries can
act as an engine of growth for the entire subcontinent.
