DICT PROGRAMS ON GAD

DICT noted a case study by the United Nations Economic and Social Commissions for Asia
and the Pacific, entitled Women ICT Frontier Initiative (WIFI) in the Philippines, the IT
industry in the Philippines is led by the Filipino male population. To empower women in
ICT, the Philippine Commission on Women initiates gender mainstreaming strategies to
increase awareness and address concerns of women and men in the changing society.

That said, the DICT ILCDB joined the gender mainstreaming by empowering women
through Gender and Development (GAD) activities being implemented in the Bureau. The
ILCDB conducted GAD initiative through a series of webinars and events.

On March 16 and 23, the DigitalJobsPH (DJPH) partnered with Filipino Online Professional
Service Cooperative (FOPSCo) in conducting four (4) webinars, with topics ranging from
creating effective campaign strategies to growing quality leads, targeting existing and
aspiring online freelancers and women entrepreneurs. In particular, they conducted the
following on March 16, 2022:
1. Building Your Campaign: How to Freelance Like a Pro;
2. Growing your Community: Benefits of Group Creation and Community Engagement,
and on March 23, 2022;
3. Ways of Client Acquisition: Different Methods of Acquiring Clients and Creating
Assets to Acquire Clients; and
4. Growing Leads, Converting to Sales and Organic Army.

The DJPH webinar series, conducted via Zoom and Facebook Live, garnered a total of 374
attendees, 85.29% of which are women.

Similarly, the Digital Learners Project joined the celebration by conducting a half-day
webinar on digital literacy, cyber threats, and career opportunities for women through ICT
while taking care of the family. On March 30, 2022, in collaboration with Stairway
Foundation, Inc., Facebook Digital Tayo, and MomsAtWorkPH, conducted a webinar for
women, young girls, career women, and all interested individuals discussing:
1. Cyber Safety Awareness: Increase Women’s Awareness on Cyber Threats;
2. Digital Moms: Empowering Mothers thru Basic Digital Literacy; and
3. ICT Women in Action: Intersection of ICT in Career and Childcare.

This webinar was attended by the majority of women which counts for 67% of the
participants. The success of the event is dedicated to all the individuals who actively
participated, men and women, in contributing to positive change in society.

Following the webinar series prepared by the Digital Learners Project, the Tech4ED
presented a five-part webinar series on Women Entrepreneurs in Digital Space:
1. Magna Carta 101;
2. Freelance Writing to Promote Online Businesses;
3. Social Media Management Basics;
4. Basic Product Photography and Editing; and
5. Publication Materials Generation Basics

All of which was co-presented by Summit Media’s Smart Parenting, Digitally Darla,
Freelancing Babe, Hungry Camera, DENR Ecosystems Research and Development Bureau,
and Ekonsepto PH. The webinar series, which involved discussions on women’s rights,
promoting online businesses through engaging posts and captions, social media
management, product photography and editing, and publication materials designing, was
attended by 70 individuals, of which, 66.64% are women.

Women, as powerful agents of change in our society, play an essential role in shaping a
future that embraces equality and inclusivity. The essence of real change lies in the
collaborative efforts of all genders, working hand in hand to create an environment that
inspires and uplifts everyone. This sentiment is at the core of the National Women’s Month
Celebration from 2018 to 2021, themed "We Make Change Work for Women." Spearheaded
by the Philippine Commission on Women (PCW), this annual celebration is a platform for a
series of activities designed to inspire and empower women of all ages, fostering a
collective commitment to achieving gender equality. The timing of the National Women’s
Month, aligning with the International Women’s Day on March 8, serves as a reminder of
the global significance of promoting women's rights and fostering an inclusive society.
