(Revised and Amended from the New 2019 PASUC Manual of Operations)
IMPLEMENTING RULES AND REGULATIONS

In the quest for the Philippine Association of State Universities and Colleges (PASUC) to elevate the
integrity of the SCUAA National Games, this Implementing Rules and Regulations (IRR) was
conceptualized.
Attention is given to Referees who are expected to put order in all the games in the highest ideals of
neutrality and fair play. Likewise, Coaches are in the spotlight in order to provide and instill the discipline
expected from them in a healthy by competitive playing environment.
Lastly, Rules of the Games are highlighted in order to enhance uniformity in execution and
interpretation.
FOR REFEREES:
Code of Conduct
1.1 This Rules and Regulations for Referees is applicable for all SCUAA National Games
competitions. All Referees must be prepared to fulfill their duties in the best physical and
psychological condition. It is very important that all Referees, especially the New Referees,
understand the significance and importance of their performance while officiating any event
or match.
1.2 SCUAA National Games Management Committee requires that all Referees officiating in
major events are to thoroughly study all Sports Rules & Regulations for the games, as well as
this Rules and Regulations for Referees in order to ensure that the matches are run both
professionally and efficiently so as to avoid any interruptions.
1.3 SCUAA National Games Management Committee requires all Referees to master and be able
to apply the Official Rules relating to matches while officiating in any tournament.
Therefore, it is necessary for Referees to know and fully understand all the meanings and
implication relating to the details of the Tournament Rules as well as the Rules & Regulation
for the Games held in the tournament.
1.4 This document is prepared and addressed not only to Licensed Referees, but also to all New
Referees including national and local level Referees. All Referees are therefore required to
read and study its content in detail.
1.5 It must be noted that refereeing a match is not merely the application of the Rules &
Regulations of the Games as the basis for all decisions. This is because, there are numerous
situations in a match where a contingency may arise when the Referee cannot merely apply
the Rules of the Games without giving due consideration for the need to properly analyze the
situation to ensure that a fair decision is reached.
1.6 This means that a considerable amount of competence is required of a Referee when
officiating a match which can come with constant learning and accumulative experience.
Such competence is acquired through individual, personal experience, by participation in
SCUAA trainings/workshops/accreditations and the games itself over the years.
1.7 The Referee must always realize that he or she is not an outsider but an integral part of the
game. Therefore, he or she cannot carry out his or her tasks by just looking for faults in the
teams’ and players’ techniques or behavior and from it apply the corresponding sanctions.
This would be a very incorrect way of refereeing. On the contrary, he or she must be an
expert as well as a fair and benevolent judge who is working for the game and doing this with
the players. Only if it is absolutely necessary, should he or she make a negative decision.
1.8 A referee should never put himself or herself forward in the match, but must remain in the
background of the match, intervening only when necessary. Such behavior is particularly

necessary in today’s SCUAA National Games matches. The goals of SCUAA are to
encourage a spectacular way of playing Sports, by producing an excellent show for the
spectators especially through the mass media, where the game can reach many fans. Today’s
high-level Sports is not played just for the satisfaction of players in a small hall, with no
spectators, but transmitted all over the region and the country. The spectators will not like to
hear unnecessary referee’s call each time they watch a match, but they will want to see an
excellent athletic show with individual and team contests in each rally for the victory.
1.9 A good Referee helps in this context, by remaining in the background. The bad Referee
hampers this show by wanting to play a leading role in the match and this is against SCUAA
objectives. A referee must reward the players and teams for spectacular and exciting actions
which are in keeping with the spirit of the Rules. Moreover, it is essential that SCUAA
Referees maintains an excellent relationship with the players, coaches, etc. and a referee’s
behavior must in all cases be exemplary.
1.10 During the match, the Referee must be able to distinguish between normal human expressions
of feelings made under the stress of the match and real conscious unsportsmanlike behavior.
A Referee should never punish such spontaneous expressions of feelings so that the matches
are played in a good atmosphere of sportsmanship; the teams’ reasonable and proper
expressions of feeling should be allowed, such as standing up to cheer for excellent play
actions or for encouragement, etc. However, conscious negative expressions or incorrect
gestures to the opponent or protest against the referee’s decision are strictly forbidden and a
Referee’s duty is to tactfully convey official disapproval of such bad sporting behavior to the
offending players or officials.

Coaching Philosophy
A.
SCUAA advocates in you as the Coach that coaching is both an art and a science. Science since scientific
approaches needs to be used such as data collection and data analysis. It becomes an art when the scientific
data is converted into concrete training activities that are customized to the type of athletes he is to coach and
train.
It is therefore along this line that you as a coach and trainer should recognize whether you can both collect
and analyze data and that you convert this to actual practical and doable training activities appropriate for the
athletes’ age and level of proficiency in each respective sport.
B.
SCUAA would like to anchor its coaching philosophy with what Mr. Frank Reynolds authored. He is a
Canadian Level 4 high performance coach, middle and long distances, working with elite athletes as well as
coaching high school athletes with the NorWesters Track and Field Club. He said,
“By developing a TEAM philosophy (Together Each Achieves More) as well as your
personal coaching philosophy, you bring together ingredients for superior success. By
knowing your athletes you know how each fits in with the TEAM philosophy. Some may have
values or behaviors that undermine the team and you can work out solutions to change the
athlete's behavior to fit for the good of the team. Knowing your athletes enables you to
identify your leaders and role models that the rest of the team will respond positively. By
getting athletes to buy into the 'TEAM' concept you will aid in streamlining a consistent
approach to training and competition by each athlete. This makes coaching much easier and
hopefully more rewarding.”
The statement in the preceding page is what we want propagated in you as the Coach of your team, the
TEAM Spirit.

Coaching Ethical Standards
A.
The Association is advocating three basic coaching styles you should embrace as a Coach that cut across any
level of athlete’s prowess.
One is telling where the coach should use lecture, explanation, and instruction.
Another is showing where you as the coach should use demonstration.
And lastly, involving is used in order for self-discovery and athlete's awareness is increased tremendously that
glues your athletes to look forward for tomorrow’s practice session.
These are the only three coaching styles SCUAA wants developed in you as a Coach.
B.
Your coaching skills are the same skills that should be learned by your athletes. Four skills you should know.
One is cognitive skills where you and your athletes are required to think and process what is in your mind.
Another is perceptual skills where your athletes should be good in interpreting any data or information
presented to them.
Motor skills are also required of you who are to focus on movements and muscle control.
Lastly are the perceptual motor skills that integrates the three mentioned beforehand that involves thinking,
interpreting and movement.
Teaching therefore these new skills in order for the athletes to embrace them is to use verbal instructions,
demonstration, video, diagrams, photo sequences, imaging, and a lot more where you as the coach need to
continuously be innovative in using or discovering new never-been-used methods before.
C.
SCUAA does not allow in you, our Coaches, to display questionable working standards. Ethics should only
be those expected by your athletes, their parents, sponsors, spectators, and the like. As such, the highest
ethical standards the association has set are humanity, relationships, commitment, co-operation, integrity,
advertising, confidentiality, abuse of privilege, safety and competence.
Coaches’ Legal Responsibilities
A.
The Association instills in you our coaches the essence of legal responsibilities whereby neglects of such
courts you into being accountable. Health and safety of its athletes is a major legal responsibility of coach
where failure to provide advice to the athletes will make the training effort useless. Transportation from
billeting quarters to playing venue is another legal responsibility because this ensures that preparation of the
players is taken cared of even before competition time.
A major burning issue now is doping. It is therefore your legal responsibility to educate your athletes of the
consequences and its effect to their playing career. Last legal responsibility is for you the coach to ensure that
your athlete has an insurance coverage since any incident arising from play will make you and your school
partly spend for hospitalization.
Preventing Injury
A.
The Association aspires to promote a safe playing environment before, during, or after the competition. We
however need you to be our partner in this quest as the coach of your team. It is therefore very helpful for all
of us to adhere to some tips we sourced from BrianMac Sports Coach as listed below to prevent injury, to wit:
1. Avoid training when you are tired

2. Increase your consumption of carbohydrate during periods of heavy training

3. Increase in training should be matched with increases in resting
4. Any increase in training load should be preceded by an increase in strengthening
5. Treat even seemingly minor injuries very carefully to prevent them becoming a big problem
6. If you experience pain when training STOP your training session immediately
7. Never train hard if you are stiff from the previous effort
8. Pay attention to hydration and nutrition
9. Use appropriate training surfaces
10. Check training and competition areas are clear of hazards
11. Check equipment is appropriate and safe to use
12. Introduce new activities very gradually
13. Allow lots of time for warming up and cooling off
14. Check over training and competition courses beforehand
15. Train on different surfaces, using the right footwear
16. Shower and change immediately after the cool down
17. Aim for maximum comfort when traveling
18. Stay away from infectious areas when training or competing very hard
19. Be extremely fussy about hygiene in hot weather
20. Monitor daily for signs of fatigue, if in doubt ease off.
21. Have regular sports massage
Considering the amounts of responsibilities that the coaches have and the crucial role of his
positions in the safety of the student/athlete during and after training, it is hereby suggested that a
school coach should be an employee of the institution holding a “Permanent Position”, or for
institutions getting the services of a hired coaches, the teams coaching staff must be accompanied
by an employee with a permanent status.

As agreed upon by the Technical Committee for the National SCUAA, the events with asterisk are
relegated as “packet events”, which will be conducted separately from the regular events for the
national games. A separate framework and IRR will be crafted as well in order to properly
implement the objectives of this event.

PROVISIONS ON THE ELIGIBILITY OF ATHLETES:
1. Eligibility/Qualification of Athletes
1.1 Must be a bona fide college student of the school he/she is representing, Filipino citizen
(natural-born/naturalized) and officially enrolled in the first and second semester of the
current academic year.
1.2 Must carry a minimum academic load of twelve (12) units in the first and second semester or
term of the current school year and must have passed the required percentage as follows:

1.3 Graduating college students with less than twelve (12) academic units in the current semester
or term are eligible to participate in the SCUAA National Games, provided they fall with in
seven (7) years maximum playing period, after graduating from high school and passed all
the subjects enrolled in the previous semster as required in his/her curriculum.
1.4 Athletes can participate in the SCUAA National Games for a maximum of seven (7) years
from graduation in senior high school provided he/she must meet the Cut-Off year for the age
requirement of the said competition of the year (not more than 26 years old at the beginning
of the national games)
1.5 The cut-off year for the SCUAA National Games shall be as follows;

1.6 Athletes transferring from PRISAA, SCUAA, and/or LCUAA Member – school to another
member – school must satisfy the one (1) year or (2-semester) residency requirement which
shall be counted as a playing year.
1.7 Athletes playing or have played in nationally known professional leagues as regular or guest
player in a particular season are disqualified to participate in the SCUAA National Games.
The following are considered nationally known commercial leagues: Philippine Basketball
Association (PBA), Philippine Basketball League (PBL) and National Basketball League
(NBL) for basketball. Shakey’s V-League and PSL for Volleyball.
1.8 A team of athletes classified as members of the national teams under the auspices of the PSC
and NSA chosen athletes as representatives of the Philippines in any international
competition of the current school year are qualified to participate in the SCUAA National
Games.
1.9 Athletes classified as members of the Armed Forces of the Philippines (AFP) and Philippine
National Police (PNP) are disqualified to participate in the SCUAA National Games.
1.10 Athletes classified as foreign students are disqualified to participate in the SCUAA
National Games.
3. NSTP (ROTC, CWTS, LTS) - is not considered academic subjects.
4. Residency – a transferee shall be allowed to play after having established one (1) year residency
prior to the current school year. A freshman college student need not establish one year residency.
5. Returnee – the residency rule does not apply to a returning student. A returning student is one
who re-enrolled after a leave and did not enroll in other institutions in that semester or year of
leave. Provided he has satisfied all other eligibility requirements.
PROVISIONS GOVERNING SCREENING OF ATHLETES AND OTHER OFFICIALS:
1. The Screening Committee will be composed of the following:

Co-Chairman : Chairperson, Technical Secretariat
Members : 2 Regional Screening Representatives.
2. A two-day screening of documents will be scheduled exactly 15 days (Sept. 14-15)

prior to the opening ceremony of the SCUAA National Games, if the date falls on a
weekend, the screening will be rescheduled on a Monday and Tuesday the following
week. Final screening will also be scheduled 2 days (Sept. 28) before the Solidarity
Meeting however this will only be for the compliance/submission of lacking
requirements such as photocopy of birth certificates, certifications and PASUC Form
3 only. No screening of new athletes will be done on this date, except it is a
replacement of an athlete disqualified during the previous screening date.
3. It is the responsibility of the delegation to be updated on the requirements for

eligibility, official forms needed, date and venue of screening which will be sent to
the regional sports director thru email. No special date for screening will be
scheduled for a delegation, simply because the delegation is not aware of this
information.
4. Venue for screening will be at the Host School, the screening of documents will also
serve as ocular inspection of playing venues and billeting quarters, and to give
delegation officials the opportunity to make necessary preparations prior to the
arrival of the delegation.
5. The duties and function of the Documentation and Screening Committee are as
follows:

5.1. Conducts the necessary examination of records and interviews to verify and
authenticate the eligibility of participating athletes and delegation personnel
concerned.
5.2. Exercise its prerogative to accredit or disqualify any athlete, by a majority vote
of the members;
5.3. Keeps and maintains the SCUAA Form 2 (Team Gallery) containing the
picture and other pertinent data of all participating athletes/performers and
makes this available whenever necessary to verify the identity of athletes prior
to the start of the scheduled games; and
5.4. Performs all other functions necessary to insure that only those athletes and
concerned delegation officials who meet the eligibility requirements are
allowed to participate.
6. Requires the participating schools to submit the necessary documents and pictures
during the scheduled date for screening.
PROVISIONS ON THE DOCUMENTS REQUIRED FOR ELIGIBILITY
6.1 Official Transcript of Records with scanned picture of the student/athlete. (All grades and
subjects from 1st year to current status should appear in the TOR to verify number of years in the
tertiary level).
6.2. PASUC Games Form 1 (Eligibility Checklist)

PROVISIONS GOVERNING TECHNICAL AND SOLIDARITY MEETING:
A Technical and Solidarity Meeting is scheduled 2 days prior to the start of the
competition, and is aimed to;
a. Meet the assigned Tournament Manager and Officiating Officials of
their event.
b. Discuss, modify and approve the Guidelines and Ground Rules of the
sport.
c. Seed and draw lot for the teams’ place in the tournament draw.
d. Acquire important information with regards to the competition.
Who are to attend the Technical and Solidarity Meeting;

a. Coaches and Assistant Coaches
b. Team Captains

c. Athletics Managers
d. Other delegation officials.
Note: A team official, who fails to attend the Technical and Solidarity
Meeting, waives their right to question the proceedings of the tournament.
PROVISION ON GOVERNING TECHNICAL MANAGEMENT OF THE GAMES AND

OFFICIATING OFFICIALS
1. The International rules of each sport discipline shall be applied in the conduct of the different events.
However, ground rules which are formulated and upon to be applied, through a signed manifesto of
all coaches, team managers and Tournament Directors concerned, shall supersede international rules.
Such ground rules, however, should be approved by the PASUC/SCUAA Management Committee.
2. All official forms, supplies and athletic equipment shall be provided by the PASUC/SCUAA through
the Host Institution. No other forms, supplies or athletic equipment shall be used in the games without
the permission and approval of the SCUAA Management Committee. The Tournament Manager for
each sport event shall be responsible for the observance of this regulation.
3. In line with the policy of providing opportunities for PASUC member institution personnel to acquire
the skills and competencies necessary to develop and implement tertiary level sports program,
priorities in the assignment of technical and officiating officials shall be given to the following;
3.1. A regular/part-time/contractual employee of the PASUC member institution who are

Accredited Officiating Officials by the National Sports Association (NSA).
3.2. Non-SUC personnel who are accredited Officiating Officials by the National Sports
Association (NSA).
3.3. SUC and non-SUC personnel who have no NSA accreditation but whose services are deemed
necessary and are competent to perform certain function in line with the technical requirements
of the SCUAA National Games.
4. The utilization of local officiating officials in the host city/province is likewise encouraged. All
Officiating Officials and Judges must be officially invited by the PASUC/SCUAA Management
Committee.
5. The policy of SCUAA National Games regarding to the Officiating Officials and Judges coming from
the member SUC, that transportation cost to and from the venue of the competition will be shouldered
by the SUC where the official is from. PASUC will only shoulder the transportation cost of Non-SUC
personnel officiating officials.
6. Meals and Snacks of all SCUAA National Games Officiating Officials and Judges will be shouldered
by the Host Institution to include a pre-identified billeting venue. Uniform, however, is encouraged to
be that of their respective NSAs.
7. For purpose of economy, the required number of officiating officials is hereby recommended for each
event;
8. Due to the limited financial resources of the SCUAA National Games, following rates for Officiating
Officials is hereby proposed. The number of days shall be counted as actual competition days plus
one day before and one day after.

4. All Officiating Officials are governed by the Rules of Professional Ethics and Conduct as prescribed
by their respective International Sports Associations.
SPORTS EVENTS:
NUMBER OF EVENTS, COMPETITION FORMAT & OTHER SUPPLEMENTARY GUIDELINES
1. For Team Sports:
As a matter of policy, the international rule of each game adopted by National Sports
Association (NSAs) shall apply. However, to suit the local conditions, the following ground
rules are hereby promulgated:
a. Champion teams from the eighteen (16) regions shall compete in the SCUAA National
Games. For 12-16 entries, they shall be divided into four (4) brackets/group, to be
determined by drawing of lots. If there are 11 below entries the group will be divided into
two brackets.
b. Each group shall play single round robin. The 2 teams in each group with the most
number of wins shall advance to the quarter-final round. Placement in the schedule are as
follows: Bracket A vs Bracket D, and Bracket B vs Bracket C.
c. The teams who will qualify in the semi-final round shall DRAW LOTS for placement in
the tournament draw and play a knockout cross-over game (A vs D, B vs C) where the
winning teams shall advance to the final round for the championship. The losing team
shall vie for the 3rd and 4th places in the final round.
d. A Template of this Format is available at the Technical Game Secretariat, that should be
followed by the Tournament Managers and Officiating Officials.
e. Winners in previous SCUAA National Games Competitions will be seeded. Basis will be
the Official Result of the previous national competition.
f. In all ball games the rule of succession will apply, that is, the team scheduled to play the
first game shall observe strictly the time as scheduled with fifteen (15) minutes grace
period. Thereafter, suceeding games shall follow one after another.
A. All ball games or team sports have a uniform elimination round format.
B. The grouping procedures shall be as follows:

1. Twelve (12) to sixteen (16) teams will be divided to four (4) groups
2. Nine (9) to eleven (11) teams will divided to three (3) groups
3. Six (6) to eight (8) teams will be divided to two (2) groups
4. Five (5) teams will compete in a single round robin.
C. Each group shall play single round robin. The 2 teams in each group with the most
number of wins shall advance to the quarter-final/semi-final round.
D. The teams who will qualify in the semi-final round shall play a knockout cross-over game
where the winning teams shall advance to the final round for the championship. The
losing team shall vie for the 3rd and 4th places in the final round.
E. In case of three (3) groups, the top two (2) teams in each group with the most number of
wins shall advance to the quarterfinals/semifinals/finals, and will compete in single
elimination system. The three (3) rank one teams from each group shall draw lots first to

identify the two byes (since six teams shall have two byes). The rest of the qualified
teams shall draw lots to determine their match/opponents.
F. A Template of this Format is available at the Management Committee Secretariat, which

should be followed by the Tournament Managers and Officiating Officials.
H. In all ball games the rule of succession will apply, that is, the team scheduled to play the
first game shall observe strictly the time as scheduled with fifteen (15) minutes grace
period. Thereafter, succeeding games shall follow one after another or a rule of
succession will implement.
I. In case of 2 way tie, win over the other rule will be applied, in case of triple tie or multiple
ties, ruling for each respective sports event shall be the basis of breaking the tie.
1. For Individual Events, such as arnis, athletics, swimming, karatedo, and tae-kwon-do, it shall
adopt the Single Elimination or Knock Out system.
2. There shall be minimum of five (5) teams to compete in every sports event.

2. Only two (2) athletes from each delegation are to participate in each individual event except in long
distance events with three (3) entries each delegation as indicated above and one team each in relays.
3. Events shall become final if the athletes participating in the events are less than nine (9).
4. Entry form should be prepared by rank, according to fastest to slowest, indicating no.1 as the fastest
and no. 2 as the second, in four (4) copies before attending the solidarity meeting to be ready for the
filling up of athletes’ number which will be issued during the solidarity meeting. This form will be
submitted to the tournament manager or his duly authorized representative after the Solidarity
meeting.

5. All competitors must wear their delegation uniform when reporting at the roll call area and during the
competition proper. Numbers will be provided by the management and shall be placed one at the back
and the other on the breast. Placing them on the sides or elsewhere is not allowed.
6. No coaches or any party identified with an athlete is allowed within the vicinity of the playing area
(with the crowd control fence/PRESS box). If the rule will be violated, a warning card (yellow) is
shown to the coach or any party with an athlete, and the second time, a red card will be shown and the
athlete will be disqualified from the competition.
7. Using of starting block is “MUST” in sprint and hurdle events.
8. An athlete, who failed to participate in his assigned event, shall not be allowed to participate in his
succeeding events except those where he had already qualified in the trials.
9. In relays, qualifier can change runners a maximum of two (2).
10. In case of an unfavorable weather and an event cannot be safely competed, the coaches will be
consulted prior to the postponement or cancellation of the schedule by the Technical Management.
11. In case of unfinished finals, due to unfavorable weather, ranking will be based on the result of the
time.
12. No points for un-played events.
13. Start of the game is at 6:30 am and at 2:30pm for afternoon’s events.
14. Awarding of medals will be done the next day after the competition has been concluded in
coordination with the awards committee. All awardees must be in decent delegation uniform/attire.
15. In long distance events (1,500 above), if the lead runner overlaps the other runner/s, automatically
that runner/s will be removed from the race until such time only 12 runners will be left in the track.
16. The starting height of the bar in high jump and the pole vault will be as follows:
W = 1.20m M = 1.50m
Pole Vault = 2.00m (then the succeeding three (3) raising of the bar will be by 20 cm.
Thereafter followed by 10 cm. onward.)
17. Selection of most outstanding athletes will be based on the point system. Relay points will be divided
into four (4). Record breaker will be given ten (10) points.

IV. RULES AND REGULATION FOR ANYO:

a. Contest Criteria/Section 2 : There will be tree major classification: 1) The Solo Baston, the 2) Double
Baston, the 3) Open Form Anyo Events which shall be divided into the Traditional and Non-
Traditional Forms subdivided by gender (male and female) and age brackets.
b. Traditional Forms: are strictly combative and emphasize martial arts techniqueapplications without
fancy movements. There are no music accompaniments.
c. Non - Traditional Forms: can incorporate weapons release / throws, kicks,jumps rolls and other
creative movements provided that the Anyo / Sayaw must follow the movements and principles of
Eskrima-Kali-Arnis and that at least eighty percent ( 80% ) of the total performance shall emphasize
the stick / olisi, bladed weapon replicas or other weapon being used. Music is allowed.
d. The Open Form for Traditional and Non-Traditional: Anyo/Sayaw/Karanza Events on the other
hand shall mean that the participants can use their weapon/s of choice like the Espada Y Daga, Double
Espada, Bangkaw, Double Daga, Espada Y Escudo (Sword and Shield).
e. There shall be Five (5) Anyo judges seated in front of the competition area. The highest and lowest of
the five (5) score are dropped to prevent biases and the remaining three (3) scores are averaged to
determine a constant score.
f. The following action will result in a deduction per violation of the participants score in order to come up
with the Final Score.
 Violation of time limit shall cause the participants deduction of point.Adeduction of One (1)
point should be given in a short of minimum one (1) minute time limit or excess of the
maximum of two (2) minutes time limit.
 Stepping and/or going out of the boundary line will cause the performer/s a deduction of One
(1) point per stepping violation.
 Weapon gets destroyed or any apparent damage to any part of the weapon willcause the
performer/s a deduction of Two (2) points per violation of players.
 Failure to execute Pugay at the Start and End of performance would mean a Three (3) points
deduction.
 Judgment Call cannot be protested.
f. In case of a tie, the first option to settle the tie-break is to review the scores and average the original five (5)
scores by including the lowest and highest scores previously removed. If there is a tie of score again repeat
performance of each performer. In case a tie on a Third (3) time the option is who is the player with lowest
score shall be the loser ( the option is GROUNDRULES to break the tie).
g.COSTUME: for the Anyo Competition. It is required that the participating team must use the
DELEGATION UNIFORM or Arnis Uniform ( White T-shirt and Red Pants ).
h. MUSIC: Must be Filipino Music in Origin.
i. WEAPONS: A player may have the option to choose any of the following weapons ( with a minimum
length of 24 inches and a maximum of 36 inches ):

1. Wooden Stick/Yantok - The cane ( Stick ) made of wood or rattan should measure not less than 60 cm
( 24 inches ) and not more than 90 cm ( 36 inches ).
2. Wooden Replicas of a Bladed Weapon - The wooden replica should measure not less than 60 cm ( 24
inches ) and not more than 90 cm ( 36 inches ) in full length and should be ethnic music Filipino Origin.
3. Metallic Unbladed Replica of a Bladed Weapon- The metallic replica should measure not less than 60
cm ( 24 inches ) and not more than 90 cm ( 36 inches ) in full length and should be ethnic music Filipino
Origin.
4. Metallic /Wooden Unbladed of a replica of a bladed sword and dagger. The metallic replica of the
sword should measure not more than 60 cm in length and the dagger should measure not less than 20 cm
and not more than 31 cm and should be Filipino in Origin.
Conduct of the Tournament
1. The conduct of the competition shall be one ( 1 ) round Anyo performance for both
Men & Women.
2. Each performer shall be have a minimum of one ( 1 ) minute and maximum time limit of two ( 2 ) minutes.
The official time shall start when the player / team gives the standard courtesy ( Pugay ) and it shall
officially ended when the player/team gives the ending courtesy ( Pugay ).
3. Pugay will be discuss during the solidarity.
4. Score in the Anyo Competition shall have a numerical value from 5 - 10 with an increment of 0.1 under the
five criterion.
5. Drinking of any kind of Liquid during the actual matches is strictly prohibited.
6. Others Matter will discuss in the Solidarity Meeting.
V. FULL CONTACT CONPETITION: PADDED STICKS

Conduct of the Tournament
SCUAA Ground Rules
 All elimination to Semis will be One ( 1 ) round with Two ( 2 ) minutes and seven ( 7 ) points win.
 Finals will be Two - out - Three round system and one ( 1 ) minute per round and Five ( 5 ) points win.
 Flag System applied with Three ( 3 ) Judges.
A Score shall mean a strike with a padded stick using one hand only delivered to a specific body point and
is counted upon confirmation of Two ( 2 ) or Three ( 3 ) Judges by raising of color coded flags ( 2 same color
- majority, 3 - same color unanimous ), simultaneously recorded on the score sheet. Every hit in the encounter
will be stopped by the referee to award the score ( Bladed Concept will be observe. The Fouls and Disarm
will be applied.
1. A score is awarded when a technique is perform according to the following criteria to a scoring area:
a. Sporting Attitude- refers to a non-malicious attitude of great concentration obvious during deliver of
the scoring technique.
b. Vigorous Application - defines the power, speed of the technique and the will for it to succeed.
c. Fighting Awareness ( dakip - diwa ) - is the state of continued commitment in which the constant
maintains total concentration, observation and awareness of the total opponent’s potentiality to counter
- attack.

d. Good Timing - means delivering a technique when it will have the greatest potential effect.
e. Distancing - delivering a technique at the precise distance where it will have the greatest potential
effect. This is the technique is delivered or an opponent who is rapidly moving away the potential
affect of the blow is reduced.
2. A legitimate strike- is given a point if it is delivered to a specific body point in correct form with power,
right timing with art, distance and intent.
3. In case of DRAW:
3.1. Advantage Point Apply - The Advantage point is the very first score gained by either one of the two
players. If the red player is the first to score in the match, the red player gets the advantage point. If
the blue player is the first to score in the match, then the blue player gets the advantage point.
In every match, the first score is immediately recorded as the advantage point corresponding to the
player. The recorder notes and documents the player who gets the advantage point.
4. Diving - just to gain score is prohibited. First will be given PAGLABAG and succeeding shall be given
DISQUALIFICATION.
Injuries
In case of injury caused by accidentally blow and the Medical doctor decides /suggest to give the
injured player a little time to rest before he/she can continued the game, the decision as stated shall be
suspended for a while. However the rest period shall not be more than two ( 2 ) minutes after which the
medical doctor must declare the fitness of the injured player to continue on discontinue the game.
Ground Rules SCUAA on injury be applied.

CRITERIA FOR DECISION : LIVE STICK CONTIOUS
Option A.
1. If Three (3) Round 45 sec. (male) 30 sec ( female) with 30 second rest ) - Three Judges Scoring will
be done using the 10 points must system. The winner of the round is always awarded 10 points while
the looser is from 7 to 9 points. On the completion of Three ( 3 ) rounds of the card for each of the
two competitor, the highest point will be the winner.
Option B.
2. If One ( 1 ) Round ( 1 minute one round ) - Three Judges scoring/decision will be done by raising of
color coded flags ( 2 same color - Majority, 3 - same color - Unanimous ) To declare the winner of
the match Judges will about face, then raise the color of the flag Referees command “ Hatol”.
3. Scoring will be on the following basis:
a. The competitor who hits or more power full hits to the head hands and all other legitimate target
areas expect below the knees and back.
b. Aggresiveness also earns credit.
c. Elements of offense, defense clean hitting techniques and sportsmanship will be carefully observed
d. If at the end of the match score tie is established decision is a draw (Tabla).
e. In the absence of deciding score the referee shall extend the match for a sudden death of one ( 1 )
killing strike for 30 second. There after the referee will call for a conference will the Judges to
determine the winner. The decision shall be taken on the basis of the following consideration:
e.1. The attitude and determination shown by the contestant.
e.2. The superiority of tactics and techniques.
e.3. Accumulated warning/penalties.

VIII. OTHER MATTERS
1. Official / Coaches / Assistants Coach must be in their Delegation Uniform while on coaching. No
short, sando and slippers will be allowed for the coaches during the competition. Officials
/Coach/Assistant Coach must observe proper decorum during the competition.
2. Coaches ,Assistant Coaches must be accredited.
3. Coaches, Assistant coach listed on the gallery are allowed to sit on the coaches designated chair for
coaching , when his/her athletes where playing simultaneously in two (2) different court during the
competition.
4. The technical committee shall decide on all other queries / issue not mentioned in the Ground Rules.

5. Gears/Equipment : All gears shall be provided by participating regions/SUC participants.
6. Only approved gears during inspection shall be used by participants
7. Weigh-In Rules: Players must Weight two(2) times, the second will be the final weight of the player.
8. Protest and Complain:
 Protest and Complains must be made in writing by coach addressed to the Technical Committee
( Tournament Manager ). This should be submitted to the officials table immediately after the match.
 The coach who is seated during the fight or match will make a letter with signature and signed by
their regional SUC director.
 A free of Ten Thousand Pesos ( P 10,000.00 ) shall be charged per protest per complain filed. Should
the decision be in favor of the complaint, the fee shall be refunded to the complaining party. If the
decision does not favor the complaint, the protest fee shall be forfeited.
 Others Ground Rules will discuss during Solidarity Meeting.
 Judgment call cannot be protested.
C. BADMINTON
BADMINTON TOURNAMENT GUIDELINES
I. RULES AND REGULATION

1. The Badminton competition shall be held in accordance with the current rules and regulations
of the Badminton World Federation (BWF) and SCUAA. However, in matters not provided
for in the rules of the competition, decisions shall rest with the Tournament Director.
2. In any dispute, only the official coach or team captain is allowed to approach match
control with regards to questions and inquiries.
II. TOURNAMENT FORMAT (refer to page 12 of this IRR)
Ill. TEAM COMPOSITION AND FIELDING OF PLAYERS

1. Each team must have a minimum of four (4) and maximum of six (6) players,
2. NO REPEAT OF PLAYERS IN EVERY TIE.
3. The order of play shall be as follows: Singles-Doubles-Singles (S,D,S)
4. Fifteen (15) minutes before the commencement of play of each tie, the Coach shall submit
the composition of his / her team to the match control. No substitution shall be allowed under
any circumstances after the tie have commenced.
5. When the entry form is submitted, no changes shall be made. Entry form must have the
Coach’s or Team Captain Signature over printed name to be valid.
6. Players and coaches are advised to be in the playing venue at least one hour before the start of
games.
7. Code of Conduct for Coaches and Player will be applied.
8. Coaches / Team official must dress appropriately. No Sando, muscle shirt, flipflops, slippers, /
sandals and Short ( e.a beach Bermuda shorts, playing shorts)
9.Coach must wear pants or tokong below the knee.
10. Only the registered official Coach that appeared on the gallery are allowed to sit on the
Coach’s designated chair. Coach must not use his mobile phone.
11. Must not Coach when the shuttle is in play or in any manner distract the opposing player or
disrupt play. Must not delay the game by coaching in any form.
12. Team Managers meeting and draw lots will be a day beforethe game start at exactly 10:00 AM.
Venue for Drawing of lots and Meeting to be announced Coaches and team manager are
required to attend the meeting. Failure to attend on this, they are waiving their right to
question the proceedings of the tournament.
IV. ELIGIBILITY
The SCUAA National rules on player’s qualification and eligibility shall apply.
V. SCORING SYSTEM

The BWF standard scoring system of 1–21 points (rally point) best-of-three games shall
apply in this tournament.
VI. INTERVAL
A mandatory interval of 60 seconds (1 min) will be given to the players when the score
reaches 11 points, and 120 seconds (2 minutes) after each game.
VII. WALK –OVER / DEFAULTING TIME

A three (3) minutes grace period on the scheduled tie’s/matches shall be given. Otherwise the
team/player shall be declared loser via walk-over. Note: Timing will start when the umpire reaches
the designated court assignment if one opponent is not present in the court.
Vlll. RANKING ORDER AND BREAKING OF TIE

1. Tie involving two (2) teams – the principle of win-over the other shall apply.
2. Multiple tie : - Level 1 - Match won vs Match Lost
- Level 2 - Games won vs Games Lost
- Level 3 - Points won vs Points Lost
lX. COMPETITION UNIFORM

All players are required to use their playing uniform (school colors) or must be on
prescribed badminton attire. During SF and Finals round, Doubles, player must be in the same or near
similar color of uniform (Shirt) with his partner. Players and Coaches are advice to dress
appropriately during Opening and Closing ceremony.
X. AWARDS

XI. SHUTTLECOCK
Tournament grade Babolat No.1 will be used in all badminton event.
XII. INJURY
In case of injury, player will be given aid on the injury, An injured player can not be
replace or substituted by another player.Player / Coaches /Team Captain are advised to bring their
own muscle spray and tape.
XlII. PROTEST
1. Protest on players eligibility will be settled at the SCUAA National level.
2. Protest on Tournament administration and rules of play will be settled at the level of the Tournament
Director within 15 minutes after the match or ties.
3. All protest shall be handed over to the Tournament Director within 15 minutes after the match or ties.
4. Schedule of tie / match must proceed accordingly and must not be interrupted by the protest.
XlV. UNFORSEEN EVENT

In case of force majeure the ongoing tie will be impossible to continue, such tie shall be
continued on the later time, date, from the point it was disrupted. The decision of the Referee /
Tournament Director on any question during the competition shall be final.
D. BASEBALL
BASEBALL GROUND RULES
TOURNAMENT FORMAT:(refer to page 11 of this IRR)
GAME GROUND RULES:
 5 Innings game will be played during the Elimination round

 7 Innings Game will be played during the Semi – Final and Championship Game.

 If a team is ahead by 10 runs after the 3 rd Innings, 7 runs after the 4th inning, the team
automatically wins the game
 “Mercy Rule” shall be adopted on a per inning basis.
 In case of a tie after the 5 th inning/7th inning, an extension of one inning will be made until a
team will win.
 The Rule of succession will apply, that is, the team scheduled to play the first game shall
observe strictly the time as scheduled with fifteen (15) minutes grace period. Thereafter,
succeeding games shall follow one after the other.
 If 2 teams are tied, win over the other will be applied, if 3 teams are tied, the following rules
will be used:
o Fewest runs allowed in the game between the teams tied
o Fewest earned runs allowed in the games played between the teams tied
o Highest batting average in games between the teams tied
 Official International Baseball rule will be applied.
 Designated hitter is allowed.
 Protest will be entertained before and during the game duration only and it will only be made
by the team coach or team captain.
 Only protest which involved an interpretation of the rule will be entertained.
 Umpires’ decision will be final.
 Ground rules from SCUAA National Games Manual will also be followed
E. BASKETBALL
BASKETBALL GROUND RULES and GUIDELINES
I. THE COACH
The coach should be an employee of the SUC. Coaches should set good example for the
players and the spectators. He should refrain from shouting at players and officials. The coach more
than any other person should set the standard for the attitude of the fans.
The coach is the leader of the team. He gives advises to his players at the court side and
arranges players substitutions.
The coach should not argue with the game officials while the game is going on or during the
quarter game intervals. He should not act to incite the displeasure of spectators or to give evidence of
disagreement with the decision of the officials.
Only the Coach is permitted to remain standing during the game.
II. THE UNIFORMS
All teams should have their proper /complete uniforms.

A player must be in his proper uniform during the game with identifying number at the back
of his shirt. The number on the shirt must match the number on the playing shorts. Surnames of
athletes shall be indicated at the back of the shirt. Number of playing shorts and shirts is 0-99.
A player using the wrong uniform, i.e. wrong number, design and/or color, different from the
rest of the team members shall not be allowed to play.
Jewelry (bracelets, rings, earrings) should be removed before playing. Chewing gum while
playing is not allowed. Protective eye gears are allowed.
III. THE PLAYER
A player under the influence of liquor or drugs is not allowed to play. A player who is
thrown out or rejected in the game shall be suspended for one game and should leave the confines of
the playing area. A player/coach who is disqualifies as a result of a disqualifying foul/fighting or the
like will be automatically suspended. The number of games of suspensions shall be determined by
the Technical Committee and will be based on the gravity of the act.

IV. TECHNICAL FOUL BY COACHES, ASST. COACHES AND TEAM MANAGERS
The coach, asst. coach and scorer must stay within their bench area. A technical foul shall be
charged on a coach if:
1. If he or she attempts to influence official’s decision;
2. He or she uses profane or inappropriate language or obscene gestures;
3. Disrespectfully addressing or taunting an opponent.
Penalty: A technical foul shall be charged to the coach. A free throw shall be awarded to the
opponent followed by a possession of the ball. The team captain shall designate the
free throw shooter.
V. TIMING REGULATIONS
The game shall consist of 4 periods within 10 minutes in every period and 5 minutes for
every extra period. The interval between periods is one minute while interval between halves is three
minutes.
The RULE OF SUCCESSION shall be strictly followed.
The team that failed to field in five players after the fifteen minutes grace period following
the end of a game or in a schedule shall lost the game by forfeit.
Only a maximum of 18 members shall be allowed to sit on the bench area of which 15 are
players, a coach, an asst. coach and a team manager who shall be registered in the team entry form.
Team officials shall be responsible in the implementation of this rule.
A team shall be composed of 15 players.
No team official shall be allowed to sit on the bench wearing sando, sleeveless shirt, walking
shorts, caps, slippers or sandals without socks and sling bags. Smoking on the bench area is strictly
prohibited.
No Delegation Officials who are not a member of the coaching staff shall not be allowed to
sit on the bench.
VI. TECHNICAL FOUL BY A PLAYER
The following tactics by a player shall merit a technical foul:
a.) Disrespectfully addressing or calling the attention of an official or gesturing in such a manner as to
incite resentment;
b.) Pointing a finger(s) in the direction of an official opponent;
c.) Repeatedly ignoring official’s request to tuck in his uniform;
d.) Excessively swinging his arm(s) or elbow(s) even though there isno contact with an opponent.
VII. THE REFEREE
Referee’s decision is final. No protest on a judgment call shall be considered.
VIII. BOARD OF JURY
In case of complaints/protest, the Board of Jury will give the final decision.
IX. OFFICIATING OFFICIALS
The tournament shall be officiated by referees SBP and BAP duly recognized by the
sponsoring group or management.
X. FORMAT OF THE TOURNAMENT (REFER TO PAGE 11 OF THIS IRR)

XI. FIBA RULES SHALL BE APPLIED IN THE ABSENCE OF SPECIFIC RULES. ALL
FORMS OF MISCONDUCT DURING THE COMPETITION SHALL BE SUBJECT
TO SANCTION IN ACCORDANCE WITH FIBA RULES AND TOURNAMENT
GUIDELINES.
F. BEACH VOLLEYBALL
BEACH VOLLEYBALL TOURNAMENT REGULATIONS
1. RULES
All matches shall be played in accordance with FIVB beach volleyball rules, unless provided for in
this ground rules.
2. TEAM COMPOSITION
 Each team shall be composed of TWO (2) players only.
 No Substitution of players.
 If a player is injured, (injury protocol shall be applied)
 Coach is allowed to sit on the team bench but have no right to intervene on the
match.
3. TOURNAMENT FORMAT- (refer to page 8 of this IRR)
4. MATCH FORMAT
All matches shall be played for TWO OUT OF THREE sets in the preliminary, semi-
finals and finals.
A team that scores 21 points win a set. In case of 20-20 tie play continues until two
points lead is achieved (22-20, 25-23 etc.). Should there be a 3rd or deciding set, a team that
scores 15 points, with a lead of two points, wins the final set.
5. CLASSIFICATION OF MATCH
5.1 The following points shall be taken into consideration to decide the team ranking:
Match won : 2 points
Match lost : 1 point
Forfeit : 0 point
5.2 If two or more teams obtain the same points, the ranking shall be decided by the
POINTS- QUOTIENTS or the Total Number of points won over the total of points loss
for the entire Matches played. The higher the quotient, the higher the rank.
5.3 If tie still exist after 5.2 the ranking shall be decided by the SET-QUOTIENT or by the
total number of sets won over the total of set loss for the entire matches played. The
higher the quotient, the higher the rank.
5.4 If in the event Two (2) teams are still tied after rule 5.2 and 5.3, winner over the other
shall be applied.
6. UNIFORM:
Players shall wear same color and design of uniform and must be numbered 1, 2 and
3 for the substitute player.
MEN : Sando or Sleeveless Shirt / Shorts
WOMEN : Two-piece bikini
7. ELIGIBILITY OF PLAYERS:
SCUAA rules on eligibility shall be strictly implemented.
8. AWARDS:
Top three finisher of each division (MEN/WOMEN) shall receive medals.

G. CHESS
GUIDELINES, RULES AND REGULATIONS

For CHESS TOURNAMENT
The tournament shall be strictly governed by FIDE laws of Chess promulgated on July 1, 2016 and
onwards.
1. CHESS SHALL BE PLAYED AS A TEAM COMPETITION
1.1. One team for the Male and one team for the Female category.
1.2. A team shall consist of five players and one coach;

Four regular male players and one reserve player
Four regular female players and one reserve player.
1.3. There shall be separate championship for the male and the female in each division.
2. A TEAM WITH ONLY TWO PLAYERS IN THE LINE UP SHALL NOT BE ALLOWED TO
COMPETE.
3. THE SEVEN-ROUND SWISS SYSTEM SHALL BE ADOPTED:
3.1. The number of games per day shall be as follows:

1-2-1-2-1. Awarding of medals shall be conducted right after the 7th round.

5. GAME POINTS SCORING SYSTEM

5.1. A player is credited one point for a Win, 0.5 or half (1/2) for a draw and Zero for a Loss.
5.2. The total number of game points earned over four boards shall constitute the team’s score for a
specific round.
5.3. The final ranking of the team shall be determined by game points.
6. DEFAULTING TIME
Official defaulting time shall be fifteen minutes after the pronouncement of the
starting time reflected in the Official Wall clock. The remaining allocated time shall be
observed and wisely used by the concerned player.

7. COMPLAINT/PROTESTS
7.1. A player can only complain about irregularities during the game to the arbiter before he/she
makes his / her move. ANY CLAIM/PROTEST SHALL BE IN WRITING.
7.2. The team who files the protests is required to pay a fee of Php 5,000.00 to SNG Management
Committee.
7.3. The decision of the chief arbiter on the point of LAW is always final.
7.4. After the submission of the score sheet, question relative to the said game shall not be
entertained.

the final ranking of players in each category.

H . DANCESPORTS
1.1 LATIN AMERICAN

1.1.1 There shall be two pairs for every region to compete.
1.1.2 The organizing committee will be responsible to select the music to be used during the
competition proper.
1.1.3 For competition dress:
Ladies:
1.1.3.1 The area between the line and the panty line, plus the area must be covered
completely. (Hipline is defined as the top hipbone. No see-through materials shall be

allowed in these areas. No high cut panties, tangas, cuts beyond the hipline and see-
through inserts in the panties.
1.1.3.2 When standing, the skirt should cover the panties completely. Any color except
flesh (skin tone).
1.1.3.3 Panties have to be black or the same color as the dress.
1.1.3.4 Excessive make-up and too elaborate hairstyle are not desirable.
1.1.3.5 The chairperson shall ask the competitor to remove the jewelries if they may cause
danger to the dance or other competitor.
1.1.3.6 Change of dress during the round is not allowed except in the case of an accident
that makes the dress un-usable.
Men:
1.1.4.1 Black or midnight blue trousers. Black or midnight blue and any color on the top.
1.1.4.2 The shirt can be opened down an end as decoration but not as a basic material.
1.1.4.3 Vest, jacket or bolero jacket of the same colors of trousers are optional.
1.1.4.4 Combinations of different materials or the same color as the basic material.
1.1.4.5 Short hairstyle is preferred. If the hair is long, it has to be ponytailed.

Basic Mechanics:
1.2.4.4 The judging of the couple begins when they adopt their dancing positions and ends
only when the music stops. The judge must check his or her marks during the entire
dance and may amend them if necessary.
1.2.4.5 If a couple stops dancing while the music is being played, the couple must be
placed last in the dance.
1.2.4.6 Couple must be judge solely on the performance in the specific dance at the
specified time. Any consideration of titles, previous performances in other dance is
not permitted.
1.2.4.7 A judge is under no obligation to justify his/her marks to competing couples.

During the competition, or in the interval between rounds of the competition, the
judge is prohibited from any discussion about the competitors and or their
performances with any person.
1.2.4.8 In all dances, timing and basic rhythm will take place preceding over other field of
adjudication so that if a couple repeatedly makes mistakes in this category, they
must be placed last in the dance.
1.2.4.9 Each unit will be responsible in certifying eligibility of competitors in the dance
sports competition and will be issuing an identification card to each of the
competitors.
1.2.4.10 All competitors must wear their number during the competition.
1.2.4.11 Competitors must be in the venue at least (2) hours before the start of the
competition for final instructions and distribution of numbers.
1.2.4.12 Competitors must be in proper attire, with the number pinned at the back of the
male contestant.

DURATION OF MATCH AND EXTENSION TIME
Each match shall be played in ninety (90) minutes, consisting of two (2) periods of forty-five
(45) minutes with an interval of fifteen (15) minutes during the group stages, the quarter-finals, the
semi-finals, for the 3rd and 4th match and the championship match. There shall be no extension
period in the group elimination rounds.
In the event that the quarter-finals, semi-final and for the 3 rd place matches end in a draw after
ninety (90) minutes, penalty shoot-outs will decide the winners. Only the championship match will
have an extension of two fifteen (15) minute periods.
EQUIPMENT
1. Players are required to wear their complete uniform comprised of:

1.1 Prior to the start of the match, the Fourth Official shall distribute a form for the

1.3 Only Head Coach, Assistant Coach, Manager and Medical Officer will be allowed to
sit on the bench.
2. Substitution
2.1 Not more than six (6) players may be substituted during a match, and these six (6)
players must come from all remaining reserve players who must be registered before
the start of each match
2.2 The substitution form must be accomplished and signed by the Head Coach before
any substitution of a player can be made.
2.3 The incoming player must then submit this form to the Fourth Official of the match
before he is allowed to enter the field of play.
2.4 Any player so substituted cannot re-enter the field of play.
PLAYERS CAUTIONED OR DISMISSED FROM THE FIELD OF PLAY
1. A player who receives two (2) cautions (yellow card) shall automatically be suspended for
the match following the match where he receives the second caution. A red carded player
cannot sit on the bench and shall likewise be suspended for the next match.
2. A player expelled from the field of play by a referee shall be suspended for the next match.

3. Disciplinary measures such as cautions, expulsions and suspensions of players and officials
shall be carried through the Quarter-Finals, Semi-Finals and Final Round.

3.1 The two teams must wear colors that distinguish them from each other and also the referee
and the assistant referees.
3.2 Each goalkeeper must wear colors that distinguish him from the other players, the referee and
the assistant referees.
MATCH REGULATIONS
1. Team Line-up
1.1 Prior to the start of the match, the Third Official shall distribute a form for the starting lists to
the respective teams.
1.2 The starting lists must be accomplished by and bear the signature of the Head Coach before
it is returned to the Third Official.

1.3 Only Head Coach, Assistant Coach, Manager and Medical Officer will be allowed to sit on
the bench.
2. Substitution
2.1 Not more than seven (7) players may be substituted during a match, and these seven (7)
players must come from all remaining reserve players who must be registered before the start
of each match
2.2 Open substitution, means players can come and go during stoppage time.
PLAYERS CAUTIONED OR DISMISSED FROM THE FIELD OF PLAY
1. A player who receives two (2) cautions (yellow card) shall automatically be suspended for the match,
following the match where he receives the second caution. A red carded player cannot sit on the
bench and shall likewise be suspended for the next match.
2. A player expelled from the match by a referee shall be suspended for the next match.
3. Disciplinary measures such as cautions, expulsions and suspensions of players and officials shall be
carried through the Quarter-Finals, Semi-Finals and Final Round.

Kumite and Kata Rules Version 9.0 effective January 2015:
A. KARATE UNIFORM
1. Male player must wear white karate Gi;

2. Female player must wear white karate Gi;
3. Male and Female players must wear plain, white T-shirts beneath their Karate jacket.
4. Wearing of protective gears is COMPULSORY;
5. WKF or PKF-NSA gears are allowed during the championships.
6. All athletes must wear WKF or PKF-NSA approved body protector gear. Female athletes must
wear CHEST PROTECTOR gear.
7. WKF or PKF-NSA approved mitts, foot guard, and shin guard must be worn by the athletes.
8. During matches/bouts, one contestant must wear red gear and the other blue gear.
9. Wearing of eye glasses is forbidden. Soft contact lenses can be worn at the contestant‘s own risk.
A PLAYER must have short fingernails and must not wear metallic or other objects, which might
injure their opponents. The use of metallic teeth braces must be approved by the Referee and the Official
Doctor. The player accepts full responsibility for any injury he/she may inflict on his/her opponent.
COACHES shall at all times during the tournament, wear the official tracksuit of their
Association/Club and display their official identification.
During the Medal bouts the coaches must wear a formal attire.

B. COMPETITION AREA
The competition area will be a matted square, of a WKF or PKF-NSA approved type, with sides of

D. KATA
College Division
Kata competition takes the form of Team and Individual matches. Team matches consist of
competition between three person teams. Each Team is exclusively male, or exclusively female. The
Individual Kata match consists of individual performance in separate male and female divisions.
E. DURATION OF BOUT
Duration of the KUMITE bout is defined as three minutes for Senior Male Kumite (both team and
individual). Senior Female bouts will be two minutes.

GUIDELINES AND GROUNDRULES

I. Competition Information
1. Events
The Sepaktakraw Team competition will be contested in Men Category.
 Team event – Maximum of 12 players and a minimum of 9 players
Regu events – Women-Minimum of 3 players, max. 5.
2. Competition schedules
To be announced after the deliberations of the technical committee.
II. GENERAL RULES AND REGULATIONS
1. Rules
The sepaktakraw competition will be conducted in accordance with the rules of The
International SepaktakrawFederation (ISTAF) and the Asian Sepaktakraw Federation ( ASTAF) .
Any unforeseen incidence not covered by the rules will be dealt in accordance with the existing
ISTAF and ASTAF rules.
2.Eligibility Rule
To be eligible for participation, a competitor must comply with SCUAA, PASTA and
STRAP requirements.
 In the event of protest and disputes, SNG, PASTA and STRAP Technical
guidelines will be fully implemented
3. Number of entries
There shall be only be ONE (1) ENTRY per region
4. Technical meeting
The technical meeting of managers and coaches will be held a day before the
competition. The time and venue will be announced later.
III. COMPETITION RULES
1. The Philippine Amateur Sepaktakraw Association(PASTA) and Sepaktakraw

Referees Associationof the Philippines is responsible and has full control of the technical
organization of thecompetition in consultation with SCUAA National Games
ManagementCommittee.
 The technical officials (referees, linesmen, etc) will beappointed by the SNG
Management Committee in conjunction with the technical committee chairman.
 The jury of appeals shall be the Tournament Director, Assistant Tournament Director
and the Chief referee
IV. SYSTEM OF COMPETITION
1. All events will be played in a single round robin. The team who garnered the most
number of wins will be declared as champion.
2. In case there are more than 8 teams they will be divided into two groups and play the
single round robin with cross-over, In the event there are more than 16 teams, they will be divided
into four groups, and for 40 teams and above, they will be divided into eight groups and play the

single round robin in the elimination round. Top two teams in each group will advance to the single
elimination crossover quarter finals.
3. Each team shall consist of a minimum of nine players and a maximum of 12 players
to be registered upon a match.
4. The team event shall be played in a best of 3 sets/regu. In case each regu win a set, tie
breaker set will be played.
It is required that a team should bring two sets of uniform during the game and an
ARMBAND as stipulated in the rules of the game for Sepaktakraw. However, it is fully understood
and agreed upon by the technical committee and coaches of the SCUAA National Games during the
solidarity meeting that the Law of the game under Article VI Players uniform shall be waive and
therefore SNG Sepaktakraw guidelines will be followed.
5. Competition uniform should be numbered in accordance with the rule of the game for
Sepaktakraw (only number 1-36 can be used).
6. A team is required to report to the playing area 30 minutes before their actual game.
Failure to do so, the official referee at his discretion may disqualify or default the team.
7. In case of force majeure, involved teams with the Technical committee will
reschedule the game.
8. Coaches and Team Managers who have not attended the solidarity conference will
not be entertained regarding questions on technicalities before, during, and after the match.
9. Coaches and officiating officials must be in proper dress code.
10. Each team must be prepared to play more than once in a day.
11. RULE OF SUCCESSION WILL BE FOLLOWED.
V. TIE BREAKER
In case of tie the following options will be done:
a. double tie – win over the other
b. triple or more tie
b.1 The set difference of the match played
b.2 Point difference obtained by the point against
and points for
b.3 walk over sets or points won is not counted
c. Toss of coin if the three alternatives give the same
result.
VI. PRIZES AND RECOMMENDATIONS
10.1. Victory ceremonies will be held right after the competition. Participating teams should wear

GAME GROUND RULES:
 5 Innings game will be played during the Elimination round

 7 Innings Game will be played during the Semi – Final and Championship Game.

 If a team is ahead by 10 runs after the 3 rd Innings, 7 runs after the 4th inning, the team
automatically wins the game
 “Mercy Rule” shall be adopted on a per inning basis.
 In case of a tie after the 5 th inning/7th inning, an extension of one inning will be made until a
team will win.
 The Rule of succession will apply, that is, the team scheduled to play the first game shall
observe strictly the time as scheduled with fifteen (15) minutes grace period. Thereafter,
succeeding games shall follow one after the other.
 If 2 teams are tied, win over the other will be applied, if 3 teams are tied, the following rules
will be used:
o Fewest runs allowed in the game between the teams tied
o Fewest earned runs allowed in the games played between the teams tied
o Highest batting average in games between the teams tied
 Official International Soft all rule will be applied.
 Protest will be entertained before and during the game duration only and it will only be made
by the team coach or team captain.
 Only protest which involved an interpretation of the rule will be entertained.
 Umpires decision will be final.
 Ground rules from SCUAA National Games Manual will also be followed
P. SWIMMING
1. COMPETITION RULES
1.1 The swimming rules of the SCUAA National Games 2017 and the Federacion Internationale de
Natation (FINA) will be applied. Ground rules which have been agreed upon shall be
implemented.
1.2 In matters not provided for, decisions shall rest with the Technical and/or organizing committee.
1.3 One start rule.
1.4 Competition will be in Timed Finals format.
1.5 Each swimmer is allowed to swim Five (5) individual events and Three (3) relay events.
1.6 Each delegation is allowed to enter two swimmers per individual event and one relay team in
relay events.
1.7 A swimmer who fails to swim an event will not be allowed to swim his succeeding events for that
day unless otherwise that swimmer submits a medical report from the SCUAA National Games
2017 official medical physician.
1.8 Only coaches, athletes and delegation official identification tags will be allowed at areas
designated for delegates.
2. RELAY ENTRY
2.1 Relay entries and names of the swimmers in order of swim including two alternates for Freestyle
relay and four alternates for the Medley Relay must be submitted in the master list of entries.
2.2 Indicate order of swims by numbering swimmers (1-4 including alternates) in the official entry
form and seed times.
2.3 Relay order of swimmers may be changed 30 minutes before the start of the competition.
3. SWIMWEAR
3.1 The swimwear (swimsuit, cap and goggles) of all competitors shall be in good moral taste and
suitable for the individual sports disciplines and not carry any symbol which may be considered
offensive.
3.2 All swimsuit shall be non-transparent.
3.3 The competitors must wear swimsuit in one piece or two pieces. For men, the swimsuit shall not
extend above the navel nor below the knee and for women, shall not cover the neck, extend past
the shoulder nor extend below the knee. All swimsuits shall be made from textile materials. No
additional items, like arm bands or leg bands shall be regarded as parts of a swimsuit.
3.4 The referee of a competition has the authority to exclude any competitor whose swimwear or
body symbols do not comply with this rule.

3.5 Composition/ other items: Men’s swimsuits are in one piece. Subject to decency rule and
observance of limitation in surfaced covered. Women’s swimsuits may be in one piece or two
pieces. Other items covering the body and not part of the swimsuit are prohibited.
4. PROTEST
4.1 Protests are possible:
4.1.1 if the rules and regulations for the conduct of the competition are not observed;
4.1.2 if other conditions endanger the competitions and/or competitors, or
4.1.3 Against the decision of the referee however, no protest shall be allowed against decisions
or fact.
4.2 Protest must be submitted
4.2.1 to the referee
4.2.2 in writing
4.2.3 by the official team coach only
4.2.4 together with a deposit of 5,000PhP
4.2.5 Within 30 minutes following the conclusion of the respective event.
5. TIMING
5.1 in case of an electronic or manual timing systems error, official manual time of a swimmer shall

swimmer, average time of swimmers involved shall be the official time of both
swimmers.
5.1.2 Official placing will be decided by the referee based on fact s and a referee’s decision
(RD) will be indicated in the official results.

7. SUBMISSION OF ENTRIES
7.1 All entries must be on official entry forms.

8. Swimming competition will start at 8 am.

COMPETITION GUIDELINES
Weigh-in
1. Deputized weigh-in officials: Only deputized weigh-in officials are allowed to weigh-in
participants for SCUAA National Games competitions. All documents must be properly stamped or signed by
the deputized weigh-in official and shall be accepted as final. (no verification required). Errors made by the
deputized weigh-in official due to neglect or non-compliance to the agreed procedures shall be grounds for
the removal of authority to conduct weigh-in.
2. Weighing scales guide: Only official calibrated weighing scales shall be used for all weigh-in. (All
weighing scale must be calibrated prior to weigh-in).
3. Weigh-in Attire: The players’ attire during weigh-in shall be any of the following; with shorts,
jogging pants or dobok pants. Footwear, socks, and jewelry shall be removed prior to final weigh-in.
4. Pre Weigh-in: The organizing committee shall provide a pre weigh-in set-up at the official weigh-
in venue where the players can check their weight prior to final weigh-in.
5. Final Weigh-in:Where there is a pre-weigh-in set-up, players may only weigh-in once for the final
weigh-in. In the absence of a pre weigh-in set-up, players will be given only two chances to weigh-in.
6. Fighting weight of competitors: For all PTA organized/assisted competitions, the following shall
apply:
a. A player must compete in the weight category registered in the final weigh-in.
b. Players will not be allowed to compete in categories other than what was registered in the final weigh-in.
(Ex: Fin weight competing in fly weight) except when categories are merged as decided on by the organizing
committee.

4. In case there are less than 4 participants in a category, this category maybe merged with adjacent
categories.
SCORING SYSTEM
1. The following scoring system shall be observed:

2. For PSS or electronic scoring system, the 12 points gap shall be implemented on the second round (if

3. When using protector and scoring system (PSS), players must provide their own sensing socks (if

PROTESTS
1. Protests shall be made in writing using the protest form. The protests fee is P5,000.00
2. The protest shall be submitted to the tournament manager not later than 1 hour after the match in question.
3. In the Arbitration Committee, if decided in favor of the protesting party, the protest fee shall be refunded.
4. A written protest and protest fee shall not be required in the following cases and shall be resolved with the
tournament manager.
a. questions about player’s affiliation or good standing with the PTA;
b. questions about player’s qualifications (age, height or weight, skill level in a novice category)

3. Competition Rules: for all other matters not provided for in these ground rules, the WTF Competition
Rules and Interpretation’s latest revision shall apply.
4. Competition Uniform: The contestant shall use only the approved Taekwondo uniform (dobok) with the
PTA seal.
5. Competition Equipment: Only brands approved by the PTA shall be approved for use.The contestants
shall provide their own competition equipment (headgear, body armor, arm/shin guards, groin guard, hand
gloves & mouth guard).
6. Mouth guard: The use of the mouth guard shall be required. Colors allowed: Transparent or white only.

7.SMART Patch Uniform and Equipment Stickers: All players are required to place a SMART patch on
either side of the sleeves of their uniform and a SMART sticker on the headgear.
8. Coaches’ Attire: Coaches are required to wear collared shirt and coach’s vest / Delegation jacket is
appreciated. (attire: smart-casual). No slippers, caps, sleeveless shirts will be allowed.
9.Referees: Only National and Regional referees who have passed the course for the current rules shall serve

3. Semi-Finals: Contestants shall perform the required Poomsae for the semi-final round and
participants shall be selected for the finals based on their points.
4. Finals: Contestants shall perform the required Poomsae for the final round and participants shall be
selected as Gold, Silver, and (2)Bronzes based on their points.
Note: - The Tournament Manager may revise the cut-off system in the case when there are less than

The volleyball competition shall be participated by the 16 regions in the Philippines.
3. Eligibility of the Players

The SCUAA National Games eligibility rules shall be strictly observed. All eligibility
documents must be thoroughly screened. The tournament manager must be provided a copy
of the list of qualified athletes certified “eligible to play” by the Screening committee.
4. How to win a Set
4.1 Games in all levels shall be played on a three (3) out of five (5) sets following the 1-25
Rally Point System. A team which scores 25 points with a minimum lead of two points wins a
set. On case of a 24-24 tie, the play is continued until a 2- point lead is achieved (26-24; 27-25;
etc.) Should there be final or deciding set 5 the change court shall be at the score of 8 and the
team which scores 15 point with a minimum lead of two points wins a set.
5. SPORTSMANLIKE CONDUCT OF TEAMS
All participants (coaches, Asst. Coaches, Trainers, Medical Doctor, Trainers. Officiating officials
and players must:
5.1 Know the “Official Volleyball Rules” and abide by them.
5.2 Accept referees decision with sportsmanlike conduct, without disputing them.
5.3 Refrain from actions or attitudes aimed that influencing the decisions of the referees
or covering up the faults committed by their team.
5.4 Obliged themselves to shake hands with the referee after the match as a gesture of
friendship and sportsmanship.
6. Medical Care
6.1 It is recommended that each team shall provide their own medical team during
their scheduled game.
7. Official Volleyball Rules, Balls and Uniforms
7.1 The competition shall be played in accordance with the FIVB Rules 2013 edition.
All necessary interpretation will be made before the competition, i.e. during
the General Meeting of Coaches and Officiating Officials.
7.2 The Organizer shall decide the brand of the Ball to be used as the “Official Ball”.
7.3 The playing uniform must be in conformity with the FIVB General Regulation.
The player’s number (1-20) registered on the official entry form must be the
same number on the uniform.
7.4 The official on the bench must wear polo shirt or T-shirt with collar; leather or
rubber shoes with socks. Team officials who are in short pants and/ or in
slippers will not be allowed to sit on the player’s bench

7.5 A team without any registered team official/s before the start of their scheduled
game will lose their game by default.
7.6 The referee has the power to decide any matter involving the game including
those not providing for in the rules.
7.7 All forms of misconduct during competition shall be subject to sanction in

accordance with the sanction scale (Rule 22.3).
7.8 A team that declares its game in default, voluntary forfeiture and/ or walks out
before or during the match entails its exclusion from the championship
round. This rule applies starting from the preliminary up to the championship
round. All matches previously played will be declared forfeited: 0-3 (0-25, 0-
25, 0-25).
7.9 During team’s warm-up, only the member of the team are allowed to take warm-
up inside the court. At the start of the game, only the head coach and
assistant coach shall be allowed to sit on the bench. Other team official shall
leave the bench.
8. THREE BALL SYSTEM
The three-ball system of tournament shall be adopted.
9. JURY SYSTEM
9.1 A jury system is employed in the International Volleyball Federation (IVBF) in

all international volleyball events. The system can also be adapted/ applied in
the SCUAA considering that the tournament last only for 5 days. Any
technical protest that may arise thereat can be resolved immediately; hence,
there will be no delay of games.
10. Dress Code for Coaches
` 10.1 Coaches must also observe their team uniform and the dress code i.e., T-shirt
with collar and in rubber shoes. Team officials wearing T-shirt without collar
and wearing slippers will not be allowed to sit on the team’s bench. If the
coach is wearing a jacket, all team officials on the bench must also wear
jackets; if the head coach takes off his jacket, all team officials will also take
off their jackets.
11. PROTOCOL
11.1 The Asian volleyball Confederation (AVC) and the World Grand Prix Protocol
shall be adopted at all times in the competition/ tournament.
11.2 All team officials and players must be within the vicinity of the volleyball court
forty five (45) minutes prior to the scheduled game. Fifteen (15) minutes
prior to the match, the 1st and 2nd Referee shall conduct the toss coin and
other game proceeding. Games shall start as scheduled.
11.3 At the end of the match, the team captain thanks the referees and signs the
scores sheet to ratify the outcome. (Rule 5.1.3.1)
12. UNFORSEEN ITEMS
12.1 As regard to specific items not stated or expressly foreseen in this

regulation, the Tournament Manager will decide in consultation with the
Guidelines, Rules and Regulations and the FIVB Rules.
V. GOVERNING AWARDS, DEFAULTS, WALK OUT, AND TIES
A. AWARDS
There will be a General Championship Award. Teams in various sports discipline shall be ranked in
accordance with the international rule.

1. For Individual Events, the winners shall be awarded the Gold, Silver and Bronze medals
respectively.
2. For Team Events, The Champion, second and the third in various disciplines shall be
awarded medals.
3. Special Awards:
Special award as a recognition of athlete’s outstanding performance shall be given to those
who excel in respective sports discipline. Example: Most Outstanding Athletes (MOA) for
individual event and Most Valuable Player (MVP) for team sports.
4. Modified Medal Tally Count- the SCUAA National Games shall follow the following medal

B. DEFAULTS
Teams that do not appear/ or are not ready to play/or incomplete fifteen minutes after the last
call of the scheduled time of the game despite due notice, shall loss the game by default after the
referee of the said game consult with the general referee of the meet.
C. WALK-OUT
A team that walks-out from the game shall forfeit its game in favor of the opponent. To deter
other teams to do the same, the coaching staff and the team members shall be banned from further
participation and shall be evaluated by Management Committee on their future participation. This
team shall not be allowed to play its next succeeding games.
D. BREAKING OF TIE OR TIES:
The International Rules of each Sport of breaking tie or ties in each sport shall apply
E. DETERMINING THE CHAMPIONSHIP:
In determining the Championship by Sports Discipline, the following shall be observed:
a. The Region that earns the highest number of gold medals wins the general championship.
b, In case of a tie in the general championship, the tie is broken for the purpose of awarding the
trophy in the following manners:
First
The Region that receives more individual/team championship or Gold Medals, shall be
ranked higher
Second
If there still exist a tie, the Region that receives more second places or Silver medals shall be
ranked higher
Third
If tie still exist, the Region that receives more third places or Bronze Medals shall be ranked
higher.
Lastly
If the tie still exists, drawing of lots shall be the last course of action to break the tie.
The Medal Count in every Sports Discipline shall be based on the approved Modified Medal
count by the SCUAA National Games Management Committee.
In determining the team championships, with the round robin tournament format, the
following procedures shall be applied:
a. The team winning more gold, as the case may be, shall win the championship:
b. In case of tie or ties, the quotient system shall apply.
c. Should there be simple tie or a two-way-tie, the win over the other rule shall apply.
VI. BY-LAWS GOVERNING DISCIPLINE
Pursuant to the powers conferred in the SCUAA Executive Board by the Constitution of the
Philippine Association of State Universities and Colleges (PASUC), the Board hereby approves the following
Bye-laws which shall govern all matters relating to discipline that are not specifically covered by the
Constitution of the Association. These Bye-laws are binding on all PASUC Member SUCs who are members,
ordinary or associate of the Association (hereinafter called “Member”) and to all players, officials and
spectators concerned in any games of SCUAA.

1. DISCIPLINARY BOARD
(a) The SCUAA Executive Board shall form a Disciplinary Board comprising of a Chairman &
Sixteen (16) members, one from each Region.
(b) The Chairman & Sixteen (16) members shall be appointed by the SCUAA Executive Board
and shall serve for such period of time as the Board shall determine.
(c) Hearings of the SCUAA Disciplinary Board shall be held as and when called upon by the
Chairman or as and when directed by the PASUC President on behalf of the Board. The
quorum for all such hearings shall be NINE (9) members. The Venue for such Hearing shall
be decided by Chairman of the Board.
(d) Any member, referee, official, or member of any Committee may report any misconduct or
breach of these Rules or Bye-laws or Regulations made hereunder to the Chairman. Such
reports shall be made in writing within 24-hourss after alleged offence or incident.
(e) Hearings shall not be open to the general public.
(f) Decisions of the SCUAA Disciplinary Board shall be binding on all parties concerned in the
disputes, and shall be delivered at the end of the Hearing or within such period, as the
SCUAA Disciplinary Board shall decide, but not later than thirty (30) days from the closing
of the Hearing. The accused will then be informed of the decision in writing and the decision
may be announced to the President of the institution of the concern individual. The SCUAA
Disciplinary Board reserves the right to summon any individual whether player, official,
member of committee, spectator or any other whose evidence may be required to arrive at a
justifiable and fair decision at any Hearing.
2. DUTIES AND JURISDICTION
(a) The SCUAA Disciplinary Board shall deal with all cases of misconduct connected with
Sports Competitions organized or sanctioned by the Association, and/or the member, which
involve players, officials, and spectators.
(b) The SCUAA Disciplinary Board shall also deal with such other matters as may be referred to
it from time to time by the Board.
(c) The jurisdiction of the SCUAA Disciplinary Board covers all cases of misconduct whether on
or off the field for all matches played in Competitions and Championships including Games
and other Competitions organized by member SUCs and sanctioned by PASUC.
(d) Under this Bye-laws, any player, referee, official, or spectator is deemed to have committed
misconduct if he willfully commits, attempt to commit, aid, or abets, any of the following:
(i) Violated the Laws of the Game of the SCUAA National Games;
(ii) Violated the Rules and Regulations of the Philippine Association of State
Universities and Colleges (PASUC)
(iii) Played any suspended Player whose term of suspension is still in force, whether in a
competition or in training;
(iv) Engage in Betting on any match;
(v) Offered or attempt to offer, either directly or indirectly any consideration whatever to
another SUC whether or not that SUC is an ordinary or associate Member of the
Association or to any Official, or Player with a view to influencing the result of any
match, or to accept any such consideration;

(vi) Allowed a Committee Member, Official, Match Official, or Player who is under
suspension to perform any duties or from entering the ground of any ordinary or
associate of PASUC;
(vii) Played a match with or against any team whose ground /Court has been declared out
of bounds and closed by the association;
(viii) Committed any act or made any statement either verbally or in writing or been
responsible for conduct or any matter which, in the opinion of the PASUC Executive
Board or the SCUAA Disciplinary Board is considered to be ungentlemanly,
insulting or improper or likely to bring disrepute to the game.
(e) Any player who, whilst playing in a match for any team of any of the ordinary or the
associate Member of PASUC, having been dismissed from the court of play for violating the
Laws of the Game of the Sports competition commits further misconduct at the time of
dismissal, during the reminder of the match or following it shall be dealt with under these
Bye-laws as if it were a separate offense.
(f) In the case of a Member, it shall be misconduct if the SUC fails to:
(i) Ensure that its SUC Members, Players, Officials, Employees, Spectators and all
persons purporting to be its supporters or followers conduct themselves in an orderly
fashion and refrain from violent, threatening, abusive, obscene or provocative
behavior, conduct or language whilst attending a match on its own ground or
elsewhere.
(ii) Ensure that no spectators or unauthorized persons are permitted to encroach on to the
court area or throw objects, bottles or other potentially harmful or dangerous
materials at or on to the court. Members are expected to provide a private way for
players and officials from playing ground to dressing room wherever this is
practicable.
(g) All decisions of the SCUAA Disciplinary Board in connection with cases of misconduct and
offenses on the Court of Play shall be final. However, the accused can appeal to PASUC on
grounds mentioned in Item No.5.
3. PROCEDURE
(a) Any person charged with misconduct, which under the By-laws requires adjudication by the
SCUAA Disciplinary Board shall be furnished with details in writing of such charge, which
shall be sent by a Registered post/courier, by the Philippine Association of State Universities
and Colleges to such Person or Member so charged.
(b) Within a day from the date of receipt of the charge, the Person so charged shall send to
PASUC an answer, thereto in writing stating whether he pleads guilty to the charge or applies
such charge be heard before the SCUAA Disciplinary Board.
(c) For misconduct and offenses on the Court of Play, if the answer is that of a plea of guilty to
the charge the SCUAA Disciplinary Board will impose punishment on the offending Person
or Member.
(d) For other misconduct and offenses upon receipt of the answer from the person or Member on
a plea of guilty, the SCUAA Disciplinary Board shall adjudicate on such charge taking into
consideration all pleas in mitigation including the past records of such person or Member.
(e) If no answer is received within the said period, the SCUAA Disciplinary Board shall
adjudicate on the charge as it deems fit.
(f) Upon receipt of an application from the person charged for a Hearing, the person charged
shall be informed of the date, time and place of the Hearing, shall not be later than TWO (2)
days from the date of the charge.

(g) The person charged shall attend such Hearing.
(i) The person charged may be assisted by an Official of his SUC who is not an Officer
of PASUC. The person must be present at the Hearing and shall not be legally
represented. Failure to do so would constitute an act of misconduct and/or
indiscipline and may be appropriately dealt with.
(ii) Before proceeding with the hearing proper, the SCUAA Disciplinary shall satisfy
itself that the person charged has had details of the charge.
(iii) The Chairman of the SCUAA Disciplinary Board shall ask whether the person upon
whose report the charge is made, wishes to amplify or qualify his report. If he replies
in the affirmative such further evidence should then be given.
(iv) The Person charged or his Representative shall then be allowed to ask questions of
the witness provided such questions are matters relative to the issue.
(v) At any time, the Chairman of the SCUAA Disciplinary Board through his members
of the Disciplinary Board may ask questions of the witness to clear up any doubts,
which may exist.
(vi) Other witnesses in support of the charge may be called to give evidence. The Person
charged, or his representative shall have the same right to ask questions of such
witnesses as he has had to ask questions of the first witness. Such other witnesses
may also be questioned by members of the SCUAA Disciplinary Board.
(vii) When all the evidence in support of the charged has been concluded, the written
statement made by the Person charged, shall be read to the SCUAA Disciplinary
Board.
(viii) The Person charged may then give evidence on his own behalf and in such event, he
may have questions asked of him by members of the SCUAA Disciplinary Board
which questions he must answer.
(ix) The Person charged may then call witnesses on his behalf to each of whom questions
may be put by members of the SCUAA Disciplinary Board and such questions may
be answered.
(x) In the event of the evidence submitted in answer to the charge disclosing a point with
which Tournament Officials may not have had an opportunity to deal, members of
the SCUAA Disciplinary Board may ask further questions of the Match Officials to
dispose of any doubt, which then may have arisen.
(xi) No written statement shall be accepted in evidence unless the author thereof shall be
present for the purpose of being questioned with regard thereto neither shall ‘hearsay’
evidence be admitted. All extraneous matter in the evidence shall be ruled ‘out of
order’.
(h) If the person charged shall fail to attend the Hearing on being required to do so or shall refuse
to answer any questions asked by the SCUAA Disciplinary Board, or fail to produce
documentary evidence on being required to do so by the SCUAA Disciplinary Board, the
SCUAA Disciplinary Board shall investigate and adjudicate upon the charge in such manner
and upon such evidence as it deems expedient.
(i) Decisions of the SCUAA Disciplinary Board shall be binding on all parties concerned in the
disputes and shall be delivered at the end of the Hearing or within such period of time as the
SCUAA Disciplinary Board shall decide but not later than thirty (30) days from the closing
of the Hearing and the decisions may be published or announced by the mass media.
4. PUNISHMENT

(a) In addition to the power to impose punishment as herein before stated in 3(c), on misconduct
being proved to the satisfaction of the SCUAA Disciplinary Board, it shall have the power to
order the offending Person or Members:
(i) To be suspended from all or any specific SCUAA activity either permanently, sine
die or for a stated period. After a period of five (5) years, an application may be
received for review of a permanent suspension and/or any subsequent modification
thereof shall only be made by the SCUAA Executive Board;
(ii) To be fined (either with or without suspension); a maximum of P10,000 (Ten

Thousand Philippines Pesos)
(iii) To be censured;
(iv) To be dealt with in such manner as the SCUAA Executive Board or the SCUAA
Disciplinary Board may think fit.
5. APPEAL
(a) Appeals from any decision of the SCUAA Disciplinary Board shall be permitted only on the
following grounds:
(i) The SCUAA Disciplinary Board failed to give the appellant a fair Hearing;
(ii) The SCUAA Disciplinary Board acted unconstitutionally;
(iii) Against the punishment imposed.
(b) Appeals must be lodged within fifteen (15) days of the receipt of the written notification of
the decision of SCUAA Disciplinary Board and be accompanied by an appeal fee of Five
Thousand Philippine Pesos (Php5,000.00) only.
(c) All appeals shall be heard by an Appeals Board to be appointed by the SCUAA Executive
Board. The hearing of appeal shall not be conducted as a re-hearing of the case neither shall
fresh evidence be permitted except with the permission of the Appeals Board.
(d) The Appeals Board shall comprise of not less than three (3) members of the SCUAA
Executive Board who are not Officers of the Board and who is not the Chairman or Deputy
Chairman of the SCUAA Disciplinary Board. The Chairman of any Appeals Board shall be
the most senior member sitting in the Appeals Board.
(e) The Appeals Board shall have power to adjourn the Hearing wholly or in part, and, having
heard the contentions of both parties, shall make one of the following decisions : -
(i) To allow or dismiss the Appeal;
(ii) To vary the decision of the SCUAA Disciplinary Board;
(iii) To order a re-hearing of the original case before a new SCUAA Disciplinary Board
(f) All decisions of the Appeals Board shall be final and binding on all parties.
(g) The decision of the SCUAA Disciplinary Board shall be in force unless it is set aside by the
Appeal Board.
(h) In the event of the Appeal Board dismissing the appeal or varying the decision of the SCUAA
Disciplinary Board, the Appeals Board may order the appeal fee to be forfeited towards the
costs of the Board of Appeal and may make a further order for payment or costs. In the event
of an Appeal being successful, the appeal fee shall be refunded to the appellant.
6. NOTIFICATION

Any letter, request, notice, or communication to be sent by the Philippine Association of
State Universities and Colleges (PASUC), shall be properly sent to the last known address of the
Person or Member concerned or if such address is not known to the address of the institution, which
has jurisdiction over the Person or Member concerned.
