I. Title: Webinar on Gender and Development (GAD) for Students, Parents, Teaching and Non-
Teaching Personnel

Theme
“School-Based Webinar on Gender and Development (GAD) Responses to the COVID-19 Crisis”

Rationale:
Pursuant to Republic Act no. 9710, Section 36 of Chapter VI provides that all departments including
different agencies, offices and other government instrumentalities shall adopt gender mainstreaming as a
strategy to promote women’s right and eliminate gender discrimination in the system, policies, thrusts and
programs.
Gender and Development (GAD) focuses on the principle that development is for all. Everyone in the
society, female or male, has the right to equal opportunities to achieve a full potentials and satisfying life.
Gender refers to the specific set of characteristics that identifies the social behavior of women and
men and the relationship between them. Gender alludes not simply to women or men but the relationship
between them and the way it is socially constructed. Since gender biases exist and these biases prevent
people from attaining their full potentials, development is impeded.
 Not a war of the sexes
 Not anti-male
 Both women and men are victims although women more than men.
 Both have a stake in the struggle for gender equality.
To ensure that explicit, implicit, actual and potential gender biases removed, the government has
embarked on gender and development as one its priority program. It is a development perspective that
recognizes the unequal status and situation of women and men in society, and as an approach. GAD seeks to
equalize the status and condition of and relations between them.
In line with this mandate, the General Appropriations Act of 2013, Republic Act No.10352 requires all
agencies including the Department of Education to formulate a Gender and Development (GAD) Plan and
Budget designed to address gender issues and implement applicable provisions under Republic Act No. 9710
that GAD Plan and Budget shall be integrated in the regular activities utilizing the five percent (5%) budget of
the agency.

II. Objectives:
a. Understand (better) the key concepts on and principles of GAD
b. Explain the Gender and Development Approach and Gender Mainstreaming
c. Apply (improved) skills on gender analysis, particularly in Education System
d. Improved their appreciation on the importance of gender perspective in education and nation-
building.

III. Description of the Program


Pinyahan Elementary School is a school that wants to take this program seriously and will conduct a
seminar-workshop for the students and parents. In the proposed activity, the administration will invite a
spokesperson who is able to talk about gender and development and different programs that the school can
create and implement for the betterment of the program.
The topics can make the students and parents more knowledgeable and can help them to appreciate
equality among men and women. The given topics raise awareness in recognizing the role and contribution of
women in the family and society. And to ensure the fundamental of equality of women, men and their
children.
