1 PURPOSE OF GUIDELINE
1.2 Act as a reference and guideline for all parties that are involved in the project
implementation regarding the process of conducting SCA.
2 SCOPE OF SCA
All types of SESB facilities project managed by Major Project Division, Sustainable Energy
Development Department, Sabah Special Project Planning and Delivery Unit (SAPADU), under
the Ministry of Energy & Natural Resources (Kementerian Tenaga & Sumber Asli), Ministry of
Rural Development (Kementerian Pembangunan Luar Bandar), Private Development (Turnkey
Projects) and other ministries and agencies, where the facilities will be taken over by SESB
whereby the drawings were approved by Engineering Design & Development (Mechanical &
Electrical) Department, Engineering Design & Development (Civil, Structural & Building) and
Asset Management Engineering Department. These shall include the following :

3 PURPOSE OF SCA
3.1 To ensure all related construction drawings and documents are in order and approved
/ endorsed by the relevant parties.
3.2 To ensure Contractor fully complies with the Contract Specifications, approved
drawings, documents and materials.
3.3 To ensure satisfactory quality of finished work are achieved.
3.4 To enhance continuous improvement in technology and introduction of new materials
and products.

5 SCA REQUIREMENTS
5.2 SCA shall only be conducted when all the equipment relevant to the declared scope of
audit have been properly installed.
5.3 For Civil & Structural related works, quality assurance (QA) and quality control (QC)
process will commence from the beginning of the project and will be done in stages
according to the project progress and requirements. However, the final SCA will be
conducted and to comply with procedures in Clause 6 and Clause 7.
5.4 Contractor are required to ensure that there is no ongoing work at site during SCA
inspection to prevent any incident that might occur throughout the audit process.
5.5 SCA can be done in stages depends on the completeness of work at site. SCA for M&E
can be conducted earlier even if C&S work at site is still incomplete or otherwise and
the SCA Certificate will be issued separately (by stages).

ii.) The documents submitted should be clear and readable versions. The
submission should be in hardcopies and softcopies (USB drive).
iii.) E(QAC) to crosscheck the submitted documents with SCA Documents Checklist
(Appendix 4) and SCA Documents Sub-Checklist (Appendix 5).
iv.) For incomplete submission, SCA will not proceed and PI / PC should resubmit
the required documents as per requested by E(QAC) officially.
v.) PI / PC should resubmit the required documents not more than twenty-one (21)
calendar days upon such notice.
vi.) Upon submission of complete documents, E(QAC) will review and arrange for
SCA Opening Meeting within seven (7) working days.
i.) Mandatory attendance from QAC, PI, PC, MPCC, End User, Contractor and
Consultants (M & E and C & S).
ii.) E(QAC) will invite PI / PC, MPCC and End User while PI / PC are required to invite
Contractor, Consultants and other external related parties to SCA opening
meeting.
v.) The SCA Inspection schedule will be finalised during the meeting as agreed by
all parties.

vi.) Duration of SCA inspection will depend on the magnitude of the project and
scope of audit. Potential conditions (such as pandemic, low tide sea level,
restriction by ESSCOM, etc.), which may affect the duration of the audit should
be taken into consideration.
vii.) There will be only one (1) opening meeting each for the whole scope of work
(C & S works and M & E works) provided the documents submission are
complete and in order.
i.) Assessment shall involve physical check at site and compulsory attendance by
QAC, PI, PC, MPCC, End User, Contractor and Consultants (M & E and C & S) as
agreed during SCA opening meeting. QAC has the right to cancel the SCA
inspection if any of the parties are absent during the inspection.
iv.) QAC to prepare SCA Inspection Summary (Appendix 6) and compile the
findings obtained from SCA inspection. QAC to brief the findings to all parties at
site.
i.) After the completion of SCA inspection, E(QAC) to arrange for SCA Closing
Meeting within seven (7) working days from the end date of SCA inspection.
ii.) QAC, PI, PC, End User, Contractor and Consultants (M & E and C & S) are
compulsory attendees for the closing meeting. The meeting shall be chaired by
GM(E) or CE(QAC).

v.) SCA Results (Appendix 8) to be produced with endorsement from all parties.
vi.) E(QAC) to prepare SCA findings report and submit to PI / PC for further action
within seven (7) working days after SCA closing meeting.
i.) SCA Interim Certificate (PASSED) will be issued to Contractor for works
that completed in stages.
ii.) For situation where some work needs to be rectified but will not disrupt
the SAT, SCA Interim Certificate (CONDITIONAL PASSED) will be issued
to Contractor and the rectification work must be completed before
proceeding to PIAT.
iii.) The certificate will be submitted within seven (7) working days after
closing meeting together with SCA findings report.
i.) SCA Certificate (PASSED) is the final certificate that will be issued to
Contractor after all scope of work for the project have been audited
successfully.
ii.) This certificate also will be issued only after all defect have been cleared
by Contractor.
iii.) The issuance of SCA Certificate will supersede the SCA Interim Certificate
issued previously.
iv.) The certificate will be submitted within seven (7) working days after
closing meeting together with SCA findings report.

i.) Contractor to rectify the defect(s) / attend to outstanding works.
ii.) PI, PC, Contractor and Consultants (M & E and C & S) are required to verify the
completion of rectification works / outstanding works and submit the report
officially to QAC.
iii.) Perform re-SCA Inspection and conduct SCA closing meeting.
iv.) Proceed with SAT when SCA successfully passed (PASSED / CONDITIONAL
PASSED).
v.) Re-SCA shall not be considered as justification for EOT (Extension of Time).

SCA is a random / sampling check on the facility. The SCA result is based on generalisation of
the findings. The Contractor / Consultant must declare fully on all work done to the auditors
during the SCA. The Contractor / Consultant will be held responsible if the required
information of the project is not declared to the auditors during SCA. Any non-compliance
found after the SCA shall still be the responsibility of the Contractor. The auditors who only
check based on the information provided shall not be held responsible for any non-
compliance.
