Ensuring Safe Roads: A Timeline of Key Republic Acts Related to Motorcycles

Accidents on the road related to motorcycles are caused by different factors like road conditions,
mechanical issues, and human error. It is important that drivers are cautious about these factors to ensure
their safe vehicular travel. Additionally, an informative timeline poster was created by UP National Center
for Transportation Studies to remind drivers and passengers of their responsibilities while travelling. It
provided the necessary laws related to motorcyclists and if the general public follow this poster earnestly,
it would be a great contribution in enhancing road safety.
Our policymakers clearly have provided sufficient acts to prohibit the drivers from risking people’s
lives with reckless driving. The Republic Act No. 4136 have taken into consideration almost all possible
situations that may lead to mishaps thus creating and implementing certain traffic rules to prevent these
headfirst. Majority of the drivers follow these traffic rules, especially within downtown area, where the
traffic enforcers are usually present. Nevertheless, drivers have the tendency to be complacent and neglect
some key factors in ensuring safe travel. Some may have just been lazy to be law-abiding since our country
does not really have a high-tech means of monitoring each and every rider. We don’t even see motorcycle
being apprehended when they weave their way through traffic. Some motorcyclists may have justified
reasons for breaking such rules however it just shows how people easily manipulate the regulations.
The designers of our road already have standards that include safety in mind therefore
incorporating proper signage, clear road markings, and well-maintained surfaces. There may be
improvements in implementing safety measures at intersections such as advanced stop lines for
motorcycles or dedicating lanes separate from vehicular traffic improves safety for vulnerable road users.
Traffic engineering solutions may also be improved through computer simulations for traffic scenarios and
evaluation of the results before implementing the design. Proper maintenance of Intelligent Transportation
Systems (ITS) to manage traffic flow could also highly contribute to reduce accidents where motorcycles can
freely diverge through lane changes on intersections since traffic signal coordination and real-time
monitoring system are down. Higher likelihoods of accidents occur where there are no authorities or
witnesses present to observe if the drivers are following the rules honestly.
Ensuring road safety can be attained with the cooperation of law enforcement agencies, the
government, and the society. Public Awareness campaigns to educate motorcyclists and other road users
about safe motorcycle practices and the importance of sharing the road safely could be utilized for the road
users to act responsibly. It empowers the public with knowledge to understand road rules and guidelines
considering some causes of vehicular collisions are also contributed by the passengers or civilians, thinking
they are not responsible for traffic rules for they are not the person “behind the wheel”. It would result to
a defensive behavior whenever using highways and streets. With this, misconceptions and stereotypes
about motorcyclists would be dissipated. There would be collaboration and empathy between the
motorcyclists, the law enforcers, and the general public to continuously monitor and improve techniques in
enhancing road safety to reduce fatalities.
